In Somalia, UNODC is implementing a project funded by UN ACTION to pilot the UNODC/WHO tool on strengthening the medico-legal response to sexual violence. Police officers were trained on criminal justice response to gender-based violence in conflict.
The WFP Men Stand for Gender Equality Movement was founded by 24 male WFP colleagues during the 16 days of activism in 2015. Its members have been increasing ever since at HQ, Regional Bureaus and especially in the Country Offices, and the movement has been growing. In November 2016, the South Sudan Country Office launched its own ‘WFP Men Stand for Gender Equality’ initiative, and as of January 2017, the movement counts 322 members.
In various countries (e.g. DRC, Burundi, Colombia, Ecuador) WFP supported GBV survivors during their temporary stay in shelters and during their reintegration into their wider community. Food assistance contributes to women's full nutritional and psycho-social recovery and subsequently supports their livelihoods, thus increasing the resilience of survivors, their self reliance and, ultimately, their capacity of disengaging from an abusive situation and rebuilding a safer life. The WFP-sponsored Safe Access to Fuel and Energy (SAFE) initiative decreases women’s vulnerability to risks associated with firewood collection through the dissemination of fuel-efficient stoves, and the promotion of alternative livelihoods.
In 2016, WFP has carried out a massive in-house sensitisation campaign for its own staff on Protection from Sexual Exploitation and Abuse. Also, a total of 100 protection/gender focal points from different Country Offices were trained on protection. The training covers gender-based violence and aims at building people's capacities for the integration of protection measures in food assistance programs, including GBV related measures.
In 2016, WFP campaign took place from Friday 25 November 25 to 10 December 2017, focusing on the importance of resources to prevent and eliminate violence against women, men, girls and boys. Importance was given to the financial, technical, and human resources necessary to support concrete activities to end gender based-violence (GBV), and how WFP contributes in each of these categories, and how it could be doing more. During the first week of the campaign, WFP highlighted its internal resources, policies, tools and training materials that contribute to reducing gender based violence; in the second week it looked at partnerships and how they contribute to eliminating gender-based violence (in line with SDG #17 about partnership).
In 2016, UNRWA worked on the development of a common monitoring framework which aims at systemizing data collection among field offices, and ensuring that data informs programming. UNRWA thus follows up on key indicators related to the number of survivours identified, services accessed, trainings to staff, changes in staff capacity to address GBV, as well as other prevention related indicators.
UNRWA developed and finalized the new Gender Equality Strategy (2016-2021), 'Integrating Gender, Improving Services, Impacting Lives.' The new strategy consolidates gender mainstreaming in the Agency’s organizational processes and programmes and aims at improving service delivery and reducing vulnerabilities among Palestine refugee women, men, boys, and girls. In this light, it serves to guide and frame all gender-related work by the Agency, including work on GBV.
In 2016, UNRWA has worked on the development of a GBV prevention framework which consists of two parts: the first provides a series of processes that need to be put in place to strengthen GBV prevention from an organisational perspective; the second part includes an outline of the key components/ steps in designing successful GBV prevention activities.
UNHCR's Guidelines on International Protection No. 12 on Claims for Refugee Status Related to Situations of Armed Conflicts and Violence, issued in December 2016, provide substantive guidance for assessing claims to refugee status related to situations of armed conflict and violence in accordance with the 1951 Convention and 1967 Protocol as well as the broader regional refugee criteria. Specific reference is made to refugee protection from sexual and gender-based violence as this common is a form of persecution in many situations of armed conflict and violence. In 2016, a regional workshop was held in Kenya on Community Engagement in Sexual and Gender-Based Violence (SGBV) Prevention and Response emphasizing the importance of community based protection and its impact on SGBV. The event was organized in partnership with the Council of Kenya who launched the outcome of their research projects conducted in Uganda. The event sought ultimately to strengthen SGBV prevention and response programming through systematic and active community engagement. The aim was also to strengthen and facilitate technical exchange and information-sharing among UNHCR and Partners in the region. The workshop discussed findings from relevant baseline reports. The “Zero Tolerance Village Alliance Intervention”, a community based SGBV prevention model found to be effective in emergency settings, highlighted important issues with implications for SGBV programming in emergency settings in sub-Saharan Africa. Issues discussed included gender attitudes and beliefs amongst women and men, the concept of rape and physical violence against both men and women, the consequences of low levels of formal education and justifications for gender based violence.
