United Nations Entity for Gender Equality and the Empowerment of Women

UN Women is working with UNDP in the finalization of a policy and programming guidance for prevention of violence against women in elections (VAWE). The guidance aims to fill gaps in current knowledge by providing an overview of the specific forms of VAWE, including scope, types, victims and perpetrators, and the range of actions that can be taken at each phase of the electoral cycle to prevent and mitigate it. The Guide is targeted at the key stakeholders and actors who are positioned to act to prevent and mitigate VAWE, and to international organizations and those providing programming support on electoral assistance, women’s political participation and ending violence against women. It is also targeted at members of political parties, particularly the leadership of those parties, civil society organizations (CSOs), women’s groups and gender equality activists.

The UNiTE Group for the Americas and the Caribbean, including 9 agencies -PAHO, UNDP, OHCHR, UNICEF, UNFPA, UNHCR, ECLAC, WFP and UN Women- and the IDB and the OAS, developed 12 Key Messages to Eradicate Violence Against Women and Girls in Latin America and the Caribbean. This unprecedented effort led by UN Women, systematized the lessons learned from all the publications and knowledge produced in the context of the UNiTE Campaign in the last 7 years. These messages were launched in the framework of the Regional Conference on Women in Latin America and the Caribbean, which took place in Montevideo in October of 2016. Thereafter, the messages were the basis for the celebrations of November 25th at regional and country level.

In Viet Nam in 2016, UN Women supports Legal Aid Department of Ministry of Justice to build a legal aid system sensitive to the needs of VAW survivors. This includes 1) technical assistance to legal drafters of the amended Legal Aid Law and to develop joint UN recommendations together with UNDP, UNICEF, UNODC, UNAIDS, highlighting gaps with international normative frameworks; and 2) support to develop a guideline for legal aid providers, reflecting the legislative changes of the criminal laws in 2015 and promoting gender-sensitive and survivor-centred response based on international standards. Materials developed through the support to Judicial Academy and UNODC's handbook for legal aid providers on domestic violence cases will be utilized for this purpose.

UNODC was involved in the work of the global focal point for police, justice and corrections in post-conflict and other crisis situations, in relation to joint field missions, planning and programming, and in strategic and operational discussions at headquarters. Led by UNDP and the Department of Peacekeeping Operations, in partnership with Office of the United Nations High Commissioner for Human Rights (OHCHR), UN-Women and UNODC, the global focal point supports UN country presences in mission and non-mission settings.

The joint UNDP-UN Women regional study "The States’commitment: Plans and policies to end violence against women in Latin America and the Caribbean" analyzes in depth the national plans of action of 32 countries in the region, their links to the existing legislative framework and lessons learned. The largest-ever cross-country study on men and violence in Asia and the Pacific11 was launched by P4P, in September 2013, providing critical new evidence on men’s use of violence in the region. A UN Women, UK Aid and UNFPA-supported study on individual, institutional, legal and policy responses to VAWG in Nepal, was launched on 10 December. Hide

Applying Social Media Tools for the Prevention of Gender-based Violence: Lessons learned from social media communication campaigns to prevent gender-based violence in India, China and Viet Nam’; was launched and disseminated by P4P in 2013. This resource consolidates learning from the P4P initiative ‘Engaging Young Men through Social Media for the Prevention of Violence against Women’. “Let’s Talk Men 2.0” film series7 launched in India, Pakistan, Nepal and Sri Lanka with accompanying tools for discussion facilitators. Leveraging existing accountability mechanisms for legal and policy action, UNAIDS, UNDP, UN Women and OHCHR jointly organized a briefing of the CEDAW committee on the link between HIV and violence against women. Hide

Under the “UNAIDS Action for Results: Outcomes Framework “ (2009-2011), UNFPA, UNDP, UN WOMEN, WHO, UNICEF, UNHCR and the MenEngage Alliance (Sonke Gender Justice and the Athena Network), also in close collaboration with the Interagency Working Group on Women, Girls, Gender Equality and HIV – supported countries to address the linkages between GBV and HIV/AIDS in National Strategic Plans; building effective partnerships to achieve this; and strengthening capacity to engage men and boys for promoting and addressing gender equality. UNDP, UN WOMEN and UNICEF have collaborated on a number of initiatives, including: development of “Integrated Responses to Gender-Based Violence in Serbia" to be implemented in 2013-2014 with funding from UN Trust Fund to end Violence against Women; the joint programme “Every Safe Home: Supporting Thailand towards Effective Implementation of Protection of Domestic Violence Victims” aimed at strengthening coordination, capacity-building and public awareness to end violence against women in public and private spaces; and integration of GBV in the security sector reform process of Guinea.
