International Law and Policy

In June 2019, Under-Secretary-General DiCarlo issued a new Women, Peace and Security policy to strengthen DPPA’s implementation on WPS issues. One of the five priorities for DPPA’s implementation of the WPS Agenda is preventing and addressing conflict-related sexual violence as a priority for peace. In 2019 DPPA also introduced a new gender marker methodology for 2020 projects to ensure that all XB-funded projects contribute to advancing DPPA’s WPS Policy and ensure a more consistent reporting across Divisions.

In March 2018, CEDAW adopted General recommendation No. 37 (2018) on the gender-related dimensions of disaster risk reduction in the context of climate change. The General Recommendation provides guidance to States parties on the implementation of their obligations under the Convention in relation to disaster risk reduction and climate change. The General recommendation recognises that women and girls also face a heightened risk of gender-based violence during and following disasters.

UNODC participated in a consultation meeting for a General Recommendation by the Committee on the Elimination of Discrimination against Women on trafficking in women and girls in the context of global migration in Geneva in December 2018. UNODC will be closely involved in the development of the General Recommendation, including a keynote statement during CEDAW’s 72nd session in Geneva in February 2019.

In October 2018, the founder of the Panzi Hospital in Bukavu, the Democratic Republic of the Congo, Denis Mukwege, was awarded the Nobel Prize for Peace for his work with women and girls who are survivors of sexual violence. The hospital helped to pioneer the Panzi Foundation model of integrated rights-based psychosocial, legal and socioeconomic support provision in one-stop centres.

The ILO has embarked on a process towards the possible adoption of international labour standards on violence and harassment in the world of work. This is pursued through the International Labour Conference Standard Setting Committee on violence and harassment in the world of work, which is scheduled to meet on June 2018 and June 2019.

Here are the policies:

DRC: The DRC is a signatory to several international agreements and texts without restriction. The internal legal framework is improving with the promulgation in July 2016 of the revised Family Code. The challenge remains strict law enforcement. The country is also a signatory to international agreements for peace, notably the Addis Ababa Agreement, the Kampala Agreement, etc.

SENEGAL: Senegal has endorsed the international conventions for the elimination of violence against women, which consider such violence as a violation of human rights.

OHCHR  is currently engaged in the development of the UN policy on conflict-related sexual violence for peace operations.
