In 2017, UNODC further expanded its activities in developing standards and tools and providing technical assistance to Member States in the field of crime statistics. Among these activities was UNODC’s publication of the Resource Book for Trainers on Effective Prosecution Responses to Violence against Women and Girls and the development of an implementation guide for the Essential Service Package for Women and Girls Subject to Violence to assist countries in the implementation of the Essential Services Package at the country level.

UNLIREC contributed to an inter-agency programme funded by the Human Security Trust Fund in Peru on strengthening human security and community resilience by fostering peaceful coexistence. Under this programme, UNLIREC contributed to a course on gender in public policy, where the Regional Centre sensitized 76 participants on why and how to include a gender focus in policies on arms control, and prevention and reduction of armed violence.

In Vietnam, UNODC supported the revision of the draft law on legal aid, focusing on strengthening access to justice for women and children.  

In Myanmar, UNODC is preparing standard operating procedures for the police on responding to cases of sexual and gender-based violence, and on the recruitment, retention and promotion of women in the police force.

UNODC developed a “Strategy for Gender Equality and the Empowerment of Women (2018-2021) establishes the first institutional framework on gender equality for the United Nations Office at Vienna (UNOV) and UNODC. This Strategy seeks to ensure that gender equality and the empowerment of women are integral parts of all aspects of the work of UNOV/UNODC in making the world safer from drugs, crime and terrorism and in ensuring the peaceful uses of outer space.

UNHCR has issued a Technical Note on UNHCR's Engagement in the Implementation of the Monitoring and Reporting Mechanism for grave violations against children in armed conflict, as well as on Monitoring, Analysis, and Reporting Arrangements on conflict-related sexual violence.  http://www.refworld.org/pdfid/5a6edf734.pdf

UNHCR continues successful capacity building of staff, partners, government and people of concern. In 2017, 41 staff from the Africa and Middle East and North Africa regions completed an SGBV learning program, which certified trainers on SGBV prevention and response. 

UNHCR’s focus on online training and multiple gender-related modules, including on Preventing Sexual Exploitation and Abuse, Sexual and Gender-Based Violence, and Prevention of Harassment, Sexual Harassment, and Abuse of Authority in the Workplace, has seen more than 7200 staff capacitated.

Data Collection
UNHCR utilises the Gender Based Violence Information Management System, an inter-agency initiative enables humanitarian actors to effectively and safely collect and analyse SGBV incidents reported by survivors. This system helps informs improvements in response services, in SGBV prevention, and in coordination. It has been introduced in 20 UNHCR operations, 7 of which were in 2017.
