In September 2011 ECLAC, together with UNFPA, organized a regional dialogue on violence and safety of women in conflict and post-conflict environment in efforts to promote the implementation of UN Security Council resolution 1325. This dialogue was launched with a three-day workshop entitled “Experts Workshop for the discussion of a Regional Training Program on Women, Peace and Security in Latin American and the Caribbean”, to provide a space for debate and exchange of experiences on the link between gender violence and physical autonomy on the one side, and situations of insecurity, conflict and post-conflict on the other, including the needs for training in this area in the region.
The development of an e-learning course to address gender-based violence issues in humanitarian settings was developed and rolled out; the course covers a broad swath of other issues under the International Conference on Population and Development (ICPD) agenda. UNFPA continued to provide support to the Kofi Annan Peace Institute in Ghana to develop capacities of grassroots women to implement Security Council resolution 1325 components in select African countries. The training curriculum on women, peace and security for the African region was developed over 2011 and will be rolled out over 2012.

The report of the High Level Panel on remedies and reparations for victims of sexual violence in the DRC was launched in March 2011. A joint follow-up project with UN Women was developed and is being implemented. It focuses on the development of small pilot initiatives in the areas of Bukavu and Shabunda, in close consultations with the victims and with the participation of the State. They include economic reinsertion initiatives; symbolic reparations and support for payment of court awarded...

A joint follow-up project with UN Women was developed and is being implemented. It focuses on the development of small pilot initiatives in the areas of Bukavu and Shabunda, in close consultations with the victims and with the participation of the State. They include economic reinsertion initiatives; symbolic reparations and support for payment of court awarded damages.
In 2011, together with UN Women, OHCHR supported the preparation of a study on reparations for victims of conflict-related sexual violence, which will inform a guidance note on this issue to be finalized in 2012.

OHCHR submitted two reports to the Human Rights Council’s 17th session (June 2011), respectively on the expert workshop on challenges, good practices and opportunities in the elimination of all forms of violence against women (A/HRC/17/22), and a Compilation of good practices in efforts aimed at preventing violence against women (A/HRC/17/23).OHCHR supported the Special Rapporteur on Violence against Women, its causes and consequences in developing and presenting a thematic report on multiple and intersecting forms of discrimination (A/HRC/17/26) which proposes a holistic approach to addressing the multiple and intersecting forms of discrimination that contribute to and exacerbate violence against women. The Special Rapporteur also submitted her reports to the Human Rights Council on missions undertaken to El Salvador, Algeria, Zambia and the United States. OHCHR further supported the Special Rapporteur in convening a side event on regional standards and violence against women during the seventeenth session of the Human Rights Council in June 2011. The objective of this event, which brought together representatives of regional human rights mechanisms from Africa, Asia, Europe and the Inter-American region, was to analyse the different provisions on violence against women elaborated in the regional human rights instruments and relevant jurisprudence developed by the regional mechanisms.

UN Women organized for community-led programming at the country level, such as in Liberia with its continued support to women’s peace huts, where women volunteers refer survivors of gender-based violence to medical, psychosocial and justice services, carry out grassroots mediation to prevent conflict, and have even investigated cases of sexual violence and referred them to police stations; the development of referral pathways for survivors in Timor-Leste, in collaboration with other UN entities, local women’s organizations, and local succo chiefs; and the organization of neighborhood safety patrols near Haiti’s IDP camps along the same routes as the women use to go to school, the market, or water pumps, in order to mark out areas for improved lighting or police presence and encourage women and girls to report any instances of gender-based violence.
