In 2012, UNICEF commissioned the production of a handbook on Birth Registration for use by UNICEF staff; produced a technical guidance note on age assessment procedures in English, French and Spanish; assisted 38 countries (21 from sub-Saharan Africa) to complete a mapping of their child protection systems; developed together with an NGO working group on children without parental care, ‘Moving Forward: Implementing the ‘Guidelines for the Alternative Care of Children’, an implementation handbook; and made available the child-friendly and staff-friendly versions of the Guidelines for the Alternative Care of Children in French and Russian to complement the existing English, Spanish and Portuguese versions.

UNDP is supporting the development of national plans, including: Sectorial Regional Gender Actions Plans in line with the National Gender Strategy (2012-2020) in Kyrgyzstan; a new National Action Plan on Violence against Women, accounting for the recommendations from the Feasibility Study for One Stop Service Center (OSSC) for Survivors of Violence against Women together with the GBV sub-committee of the gender technical working group in Cambodia; and a a Five Year Plan (FY 2012-2016) against Gender Based Violence in Nepal being implemented with the support of gender desks that have been established in all districts to handle the issues of gender based violence.
In Guatemala, UNAIDS, with the government and civil society, jointly developed the National Action Framework with a focus on gender-based violence, which has been further incorporated into the operational plan of Guatemala’s National HIV Strategy.

The World Bank continues to support various initiatives in post-conflict and emergency settings, including: the Sexual Violence Against Women and Girls in Haiti’s Reconstruction project, through institutional strengthening, enhancement of women’s civi participation,and project coordination, monitoring and evaluation; the Knowledge Exchange Program on Women’s Access in Fragile Contexts, by developing tools to strengthen the operational competence and capacity of client country partners and Bank Staff to design interventions that address the needs of women in fragile and conflict-affected settings and support knowledge exchange among clients and practitioners; the Learning for Equality, Access and Peace Program: Conflict-Post-Conflict and Gender (Africa), through a number of inter-linked components, including a LOGiCA and Promundo project to increase operational knowledge on effective engagement of men and boys in SGBV post-conflict programming in sub-Saharan Africa; and the Protection from GBV in Cote d’Ivoire project improving commitment and capacity of local authorities and community members to prevent and respond to GBV, improving access to multi-sectoral services for victims and improving coordination and capacity of local organizations and key stakeholders.

Under the “UNAIDS Action for Results: Outcomes Framework “ (2009-2011), UNFPA, UNDP, UN WOMEN, WHO, UNICEF, UNHCR and the MenEngage Alliance (Sonke Gender Justice and the Athena Network), also in close collaboration with the Interagency Working Group on Women, Girls, Gender Equality and HIV – supported countries to address the linkages between GBV and HIV/AIDS in National Strategic Plans; building effective partnerships to achieve this; and strengthening capacity to engage men and boys for promoting and addressing gender equality.
UN Women developed, as requested by the Secretary-General and in collaboration with DPKO and UN Action Against Sexual Violence in Conflict, early warning indicators of conflict-related sexual violence, to be adapted to relevant country-based contexts, integrated into existing and emerging early warning systems, and used by a broad range of protection actors. These indicators were endorsed by the UN Action Steering Committee and will be rolled out in 2012.

A 2011 study “Sex and Age Matter” produced by the Feinstein International Center and sponsored by OCHA and CARE International demonstrates that the humanitarian community needs to greatly increase its collection and use of sex and age disaggregated data (SADD) to better inform programming. Researchers thoroughly reviewed numerous published reports from academia, the UN, non-governmental organizations on the effects of natural disasters and armed conflict on civilian populations, with a focus on publications that used SADD, gender and generational analyses to document and analyze those effects. “The Hive: A Knowledge Platform on Fragility, Conflict and Violence” was launched in the Fall of 2011 by the World Bank to connect policymakers and practitioners, and it includes a focus on gender-based violence.
