UNHCR continues successful capacity building of staff, partners, government and people of concern. In 2017, 41 staff from the Africa and Middle East and North Africa regions completed an SGBV learning program, which certified trainers on SGBV prevention and response.
UNHCR’s focus on online training and multiple gender-related modules, including on Preventing Sexual Exploitation and Abuse, Sexual and Gender-Based Violence, and Prevention of Harassment, Sexual Harassment, and Abuse of Authority in the Workplace, has seen more than 7200 staff capacitated.
In addition, UNHCR has been systematically mainstreaming SGBV prevention and response into all UNHCR operations. This involves thematic and cross-sectoral responsibilities to more effectively integrate and address SGBV prevention, risk mitigation and response. This effort is an operationalization of the IASC Guidelines for Integrating Gender-based Violence Interventions in Humanitarian Action.
In UNHCR operations, capacity building and sensitization of communities on SGBV prevention and response were carried out using mass sensitization and awareness campaigns, and targeted trainings of community leaders and influential groups, including youth and male activists against SGBV. Communities have in turn mobilized community-based structures to lead on prevention and response and advocate for action against SGBV.
ESCWA, in partnership with UNFPA, are assisting the Ministry of Women’s Affairs in Lebanon to develop a national strategy to combat violence against women.
ESCWA, in partnership with UNFPA, UN Women, OHCHR and UNDP in Lebanon, is providing technical support to the National Commission for Lebanese Women (NCLW) to develop a National Action Plan on women, peace and security.
ESCWA conducted a field visit and a national consultation on estimating the cost of marital violence in the Kingdom of Saudi Arabia. This involved engaging with the National Family Affairs Council, in addition to other stakeholders such a government entities and civil society members providing services for survivors of family violence.
ESCWA is developing “Training Guide: The Economic Cost of Violence” that will be used as part of a larger future training and capacity building exercise on how to cost violence against women in the Arab region. The guide provides an overview of what is involved in conducting a costing study, including how to design a survey.
ESCWA facilitated a workshop for the Ministry of Welfare and Social Security in the Republic of Sudan on the women, peace and security agenda, and shared positive experiences from the region and elsewhere. National priorities and possible partnerships were discussed and recommendations shared.
ESCWA supported the General Women’s Union in the United Arab Emirates on developing a national strategy on women, peace and security.
ESCWA, in partnership with UNFPA, facilitated a workshop entitled to “International Mechanisms for the Elimination of All Forms of Discrimination against Women between the Text and the Judicial Application” that aimed to enhance the capacity of the government of Lebanon and the National Commission for Lebanese Women (NCLW) to develop a national strategy to combat violence against women.
ESCWA, in partnership with the Free Sight Association, the Geneva Institute for Human Rights (GIHR), the International Institute for Nonviolence (NOVACT), the European Endowment for Democracy (EED), and the Tunisian Association “TIGAR” for Equitable Citizenship, participated in a workshop that was part a project on “Tunisian Women, Peace and Security.” The workshop brought together 25 participants from local NGOs in the Governorate of Kasserine to discuss their role in the implementation and monitoring of the national action plan on women, peace and security in Tunisia.
ESCWA facilitated a workshop on “The Role of Media and Academia in Implementing the Women, Peace and Security Agenda in Lebanon,” to facilitate the development of the women, peace and security agenda in Lebanon.
In reference to trainings and capacity building of WFP employees, a good example related to PSEA could be the online e-learning, made compulsory for all WFP employees, on Prevention of Fraud, Corruption and SEA.
WFP MYANMAR Country Office
1) For the opening of the 16 Days Campaign against GBV, WFP Myanmar closely cooperated with the National Myanmar Gender Equality Network (GEN) and supported its national campaign ‘From Peace in the home to peace in the world: Involve men to fight violence against women.” Furthermore, a brief footage in the IDP camp benefitting from the new transfer modality (e-wallet) in Myitkyina, Kachin State, was produced with statements of internally displaced women and men on the importance of understanding the root causes of intimate partner violence which might arise from changing in-kind assistance to cash based transfer modalities. WFP Field Office closely collaborated with Karuna Mission Social Solidarity (KMSS), UNFPA and UNHCR on various actions suggested to prevent GBV within the families and also in communities where strongly defined gender roles are still deeply embedded within a cultural or religious coat and gender equality neglected on the public agenda. As an example, the humanitarian community together with IDPs competed in the mini marathon organized by the GBV working group.
2) WFP male staff signed up to the WFP Men Stand for Gender Equality pledge and remained highly engaged in contributing to the country wide campaign to prevent GBV highlighted during orange days and events like the International Women’s Day.
3) WFP Myanmar reiterated its commitment to organize monthly orange days in its Field Offices. In March 2018, Myitkyina Field Office dedicated a special event to help staff understand the negative consequences of GBV against women and girls and learned about the importance of promoting a peaceful co-existence that begins at household level. WFP staff acknowledged that in their working environment, women’s voices and suggestions are still less powerful than those provided by men.
In Honduras, in September 2017, during a workshop organised with CEJIL for WHRD, a review of the main HR regarding of the interamerican and universal system regarding WHRD was developed. Also as part of their engagement in the drafting of the new Criminal Code, OHCHR provided technical assistance and accompaniment in their presentation of proposals before Congress, regarding crimes concerning violence against women and femicide.
In Gambia, OHCHR and the Government co-organized a workshop to adopt a national action plan on combatting VAW. The action plan enabled the inter-ministerial task force which acts as national mechanism on reporting and follow-up to treaty bodies
In Senegal, OHCHR in May 2017, a symposium with religious leaders on the rights of women and children in Islam using CRC and CEDAW recommendations as a basis for discussion. This event was particularly important to raise awareness on misperceptions about Islam and human rights and the importance of increasing knowledge on the human rights mechanisms where religious and traditional values play a major role and can have an impact on respect for human rights especially on Women and girl child.
In Liberia, OHCHR in efforts to support the Government in combatting impunity for SGBV crimes organized a consultative meeting in several cities with traditional and community leaders to discuss SGBV, its impact on society, and to establish linkages between remote communities and the formal SGBV response mechanisms through strong and engaged traditional and cultural structures.
At HQ level, OHCHR organised the following activities:
On 15 March, 2018 a side-event focusing specifically on sexual violence was organized at the HRC. The OHCHR Women’s Human Rights and Gender Section (WHRGS) provided support to the CoI by organizing a workshop with experts to help the Commission set-out its investigation plan on sexual and gender-based violence.
On 27 and 28 March, 2018 the WHRGS team hosted an expert workshop with various participants, such as UN entities and CSOs working on issues related to the protection of victims of sexual violence in a lessons learned exercise with the aim to identify best practices which will then be gathered in for internal and external use.
UNESCO continues to build capacity within the education sector to prevent and respond to school related gender-based violence (SRGBV). Orientation and training workshops on education sector responses to SRGBV, utilizing resources such as the UNESCO/UN Women Global Guidance on Addressing School-Related Gender-Based Violence (English, French), were conducted with education personnel and partners in 2017 in the African region (West and Central Africa and Eastern and Southern Africa), the Caribbean and the Russian Federation. Parallel capacity building to enhance classroom learning on respectful relationships and promote violence-free learning environments, using curriculum tools, was also carried out in the Asia Pacific and Eastern and Southern Africa regions.
Gender-Sensitive Indicators for Media (GSIM): GSIM intends to gauge gender-sensitivity in media operations and editorial content. It is addressed to the media in general (radio, TV and press), and Broadcasting organizations and media associations or unions, and allows them to effectively assess themselves. These evaluations can be done by applying UNESCO's Gender-Sensitive Indicators for Media (GSIM) and serve as a baseline against which policy can subsequently be created, modified or implemented. Their application can therefore open the road to positive change. For instance, representatives from 25 French-speaking national broadcasters from Africa participated from 21 to 24 October 2016 to a training on the application of UNESCO’s Gender-Sensitive Indicators for Media. Through this event, the organization sought to strengthen media pluralism and the adoption of gender-sensitive policies in African broadcasting organizations.
Empowering Local Radio with ICTs: UNESCO’s “Empowering Local Radio with ICTs” project strengthens the capacity of local radio staff to help them broadcast quality, relevant and reliable programming. An important component of these workshops is gender-sensitive training, which helps reporters identify and remove harmful biases and stereotypes from their coverage. Sensitivity is essential when covering gender-specific matters to promote healthy and equitable portrayals of men and women in the media and society. This training additionally helps radio stations take stock of and confront gender issues in their community, such as violence against women. As an example from this period, UNESCO gender-sensitivity training of reporters from Radio Ijwi ry’Umukenyezi (Women’s Voice) in Burundi contributed to the creation of a dedicated gender cell in their station. This team investigates gender-related issues, monitors the station’s broadcasts and hosts awareness programs. They specifically advocate positive behaviour among men and women to promote intolerance for violence against women – an activity that has been very well-received in the community.
The November 2017 sub-regional Workshop on Gender Statistics ( http://www.unece.org/index.php?id=43956) included a session on gender statistics for the SDGs, including the indicators on violence against women. The workshop aimed to develop the capacity of experts from national statistics to collect data and produce statistics in line with the requirements of the SDGs and according to internationally-agreed methodology.
UN Volunteers support a wide-range of UN efforts worldwide to build capacity of women and girls, as well as of communities on gender-related issues. For example, UN Volunteers assigned to UN Women in Quetta, Pakistan, launched a radio project which engaged marginalized women and youth in the establishment of community-based radio programmes for entertainment, information and education.
Gender equality programming is a corporate learning priority for the OCHA Learning and Knowledge Management Board. A learning resources catalogue was produced with information on gender equality training (e-courses, onsite training, communities of practice) including a focus on Gender Based Violence (GBV).
Monthly Gender Community of Practice sessions are held for OCHA Gender Focal Points and three in-person trainings have been conducted on gender equality programming in humanitarian action. In total, 60 Gender Focal Points in OCHA have participated at the trainings. CERF has also funded training of hundreds of field staff and service providers on GBV.
At the leadership level and management level, OCHA initiates discussion on gender, GBV and PSEA at Heads of Office Meetings and Annual Retreats. Humanitarian Coordinators (HCs) have an important role to ensure that gender equality programming is therefore central to humanitarian responses. 100% of the ERC-HC compacts incorporate gender, GBV and PSEA deliverables. HCs must provide field level strategic leadership and guidance to Humanitarian Country Teams and inter cluster/sector working groups to translate these important global level commitments, which are also well articulated in the Secretary-General’s Agenda for Humanity, into concrete collective results and deliverables leading to elevated protection of women and girls from GBV.
In 2017, OCHA developed its ‘People Strategy’, which was launched in January 2018. The strategy encompasses specific long-term strategies and approaches to support the achievement of gender parity, such as leadership development and talent pools.
In line with the Secretary-General’s Bulletin “special measures for protection from sexual exploitation and sexual abuse” (ST/SGB/2003/13), OCHA has established clear structures and procedures for ensuring compliance with the zero-tolerance policy. Standard operating procedures are in place for submission and receipt of complaints, reporting, investigation and survivor assistance. PSEA focal points have been established in OCHA offices at headquarters, regional and country levels, and all staff members receive training and information on preventing and responding to acts of sexual exploitation and abuse.
Lebanon PP
In 2017, 3 induction/capacity building sessions on GBV tools for around 12 youth-led NGOs active in different areas in Lebanon was organized. The main focus of the induction is Gender Roles & Societal Expectations from both Women and Men in Public and Private Spheres. Furthermore, to support the role of youth-led and women-led organizations, UN Women organized in partnership with ABAAD a GBV/Masculinity TOT training workshop in October 2017 which involved 9 CSOs. The 3 days’ workshop aimed at building the capacities of participating NGOs on the concepts of human security, gender based violence and masculinities and addressing negative coping mechanism. The CSOs were able to utilize their newly acquired knowledge and technical skills while conducting GBV awareness raising sessions within their community to address stigma against GBV survivors and reduce all forms of violence.
The UN Women Gender Specialist secondee to OCHA has been working closely with national and sub-national cluster coordinators, gender focal points and humanitarian funding partners to improve gender outcomes, including conducting training on Gender and Age Marker for 90 participants.
In Algeria, UN Women has reached an important milestone, in strenghtening the Ministry of National Solidarity, Family and Women Condition's (MSNFCF) capacities to collect data on women and girls victims of violence. A modernized and common data collection framework integrating international guidelines and indicators on WSV, with a focus on SDG 5, was developed by UN Women in partnership with the MSNFCF. The new administrative databased named "AMANE" will allow the MSNFCF and its different structures to collect comprehensive data on Survivors seeking aid from its services. All 54 professionals from the Directorates for Social Action and Solidarity (DASS) and from Women Shelter's have benefited from a specific training on how to use AMANE with a component on gender-based violence and gender issues.
As part of UN Women efforts in supporting the Palestinian police to improve the Family Protection and Juvenile Unit (FPJU) performance in dealing with VAW cases, and supporting the implementation of the capacity building plan of the FJPU, a two-day workshop has been conducted in Jan 2018 on cybercrimes against women and girls. 24 police officers from FJPU and the cybercrime unit have been targeted and agreed on recommendations to improve coordination between both units whe dealing with VAW cases. following that, UNW facilitated a meeting between heads of the specialized units of the cyber-crime and VAW, to reflect on the workshops main points and present the findings and recommendations. Both units agreed to discuss internally proposed arrangements, including the assginment of the FJPU as the first responder for the cyber-crime -violence against women and the aspects of coordination mechanisms between the units when dealing with VAW casesto ensure privacy and confidentiality.
UN Women has reinforced and developed partnerships with key departments for the provision of essential services to WSV. Justice professionals (magistrates and legal social workers) were assessed and trained on women’s access to justice and on human trafficking, and benefited from South-South exchanges with their counterparts from Palestine. The training aimed for the magistrates focused on the role of the security services during the investigation phases, the investigation of trafficking cases, and the identification and protection of victims. The dozen magistrates-experts will, following the training cycle, will conduct similar trainings to the rest of the magistrates within the Ministry of Justice thus ensuring national ownership with regards to human trafficking best practices.
UN Women and AWLN held a series of workshops with parliamentarians and legal practitioners on SGBV and women’s access to justice in order to raise awarness of the legal framework, gaps adn challenges, and how to promote services for survivors.
UN Women supported the Jordanian National Commission for Women in strengthening its positioning with female MPs, organizing three capacity building initiatives during the reporting for members of the women’s caucus in the Parliament and adressing issues related to their role in legislative writing, budget design and oversight, implementation of the SDGs, and constituency-building through online outreach. At the margins of one of the sessions, a dedicated session to review the draft cyber crime law was also conducted.
In March 2018, UN Women held two consultation meetings with civil society and government partners in Baghdad (24-26) and Erbil (27-29) to analyze humanitarian response plans from a gender perspective. The meetings also served to build a foundation for improved coordination and communication between government and civil society, resulting in the prioritization of the needs of women and girls.
UN Women Egypt in collaboration with the Office of the Public Prosecution and UNODC organized training workshops for 160 members of the Public Prosecution on how to effectively prosecute crimes related to violence against women. Topics covered included gender sensitive evidence-gathering and investigation, understanding the relevant legal articles in the Penal code and identifying common legal and practical issues faced by women victims/survivors, in addition to the provision of support and protection of survivors. Furthermore, in collaboration with the National Council for Women (NCW), training workshops were conducted for 250 recent law graduates on a career path to becoming judges to elevate their competencies to adjudicate cases related to VAW. Additionally, capacity development support was provided to the Women’s Complaints office of the NCW to strengthen their capacity to provide legal awareness and support services to women victims/survivors of violence, in addition to 80 employees of government-run women’s shelters and the supervisory ministry, to provide protection and support services to women victims/survivors of violence.
Gender Unit: An updated Gender Equality and Women, Peace and Security Resource Package is being finalized which includes dedicated chapters on CRSV and SGBV. This comprehensive resource tool will act as the main comprehensive resource and a “how to guide” to integrate gender and WPS for all peacekeeping personnel across all components and functions of peacekeeping operations; and will provide good practices to enhance evidence based programming.
