In Liberia: UNFPA through the Ministry of Health and Social Welfare promoted the availability of services to Survivors of violence including sexual violence through the One Stop Centre; UNDP supported the Ministry of Justice through the SGBV Crimes unit to launch the In Camera Trial Mobile Partitions countrywide; WHO supported the establishment of a Referral List for Board Certified Mental Health Clinicians in Liberia by County and trained them to provide basic SGBV Psychosocial counselling in accordance to available guidelines; UNFPA continued to support the Government to establish 5 safe homes; UNICEF supported the Ministry of Justice and other key stakeholders to develop and standardize the victim assistance framework; and UNMIL provided logistical support to the Women and Child Protection Sections of the Liberian National Police in 12 counties, to improve mobility, investigation, reporting and communication.
In 2011, together with UN Women, OHCHR supported the preparation of a study on reparations for victims of conflict-related sexual violence, which will inform a guidance note on this issue to be finalized in 2012.

UN Women organized for community-led programming at the country level, such as in Liberia with its continued support to women’s peace huts, where women volunteers refer survivors of gender-based violence to medical, psychosocial and justice services, carry out grassroots mediation to prevent conflict, and have even investigated cases of sexual violence and referred them to police stations; the development of referral pathways for survivors in Timor-Leste, in collaboration with other UN entities, local women’s organizations, and local succo chiefs; and the organization of neighborhood safety patrols near Haiti’s IDP camps along the same routes as the women use to go to school, the market, or water pumps, in order to mark out areas for improved lighting or police presence and encourage women and girls to report any instances of gender-based violence.

In May 2011, UNICEF and the International Rescue Committee (IRC) jointly published “Advancing the Field: Caring for Child Survivors of Sexual Abuse in Emergency Settings, A Review of Promising Practices to Improve Case Management, Psychosocial & Mental Health Interventions, and Clinical Care for Child Survivors of Sexual Abuse.”
The Joint Human Rights Office of MONUSCO (Democratic Republic of Congo - DRC) issued special reports on sexual violence notably in the DRC. It is also implementing a program to increase access to justice for victims and witnesses, including through technical and financial assistance to local non-governmental organizations to enable them to provide free legal advice to victims of sexual violence, as well as support to prosecutors and judicial investigators.

The plan has three main objectives: to improve participation of women in conflict prevention in the ECOWAS countries; to ensure effective protection of women and girls in pre-conflict, conflict and post-conflict periods; and to ensure fair participation of women and men in peace, security and reconstruction processes in post-conflict situations.
