In Honduras, in September 2017, during a workshop organised with CEJIL for WHRD, a review of the main HR regarding of the interamerican and universal system regarding WHRD was developed. Also as part of their engagement in the drafting of the new Criminal Code, OHCHR provided technical assistance and accompaniment in their presentation of proposals before Congress, regarding crimes concerning violence against women and femicide.
In Gambia, OHCHR and the Government co-organized a workshop to adopt a national action plan on combatting VAW. The action plan enabled the inter-ministerial task force which acts as national mechanism on reporting and follow-up to treaty bodies
In Senegal, OHCHR in May 2017, a symposium with religious leaders on the rights of women and children in Islam using CRC and CEDAW recommendations as a basis for discussion. This event was particularly important to raise awareness on misperceptions about Islam and human rights and the importance of increasing knowledge on the human rights mechanisms where religious and traditional values play a major role and can have an impact on respect for human rights especially on Women and girl child.
In Liberia, OHCHR in efforts to support the Government in combatting impunity for SGBV crimes organized a consultative meeting in several cities with traditional and community leaders to discuss SGBV, its impact on society, and to establish linkages between remote communities and the formal SGBV response mechanisms through strong and engaged traditional and cultural structures.
At HQ level, OHCHR organised the following activities:
On 15 March, 2018 a side-event focusing specifically on sexual violence was organized at the HRC. The OHCHR Women’s Human Rights and Gender Section (WHRGS) provided support to the CoI by organizing a workshop with experts to help the Commission set-out its investigation plan on sexual and gender-based violence.
On 27 and 28 March, 2018 the WHRGS team hosted an expert workshop with various participants, such as UN entities and CSOs working on issues related to the protection of victims of sexual violence in a lessons learned exercise with the aim to identify best practices which will then be gathered in for internal and external use.
UNV supports the deployment of UN Volunteers in conflict and post-conflict contexts, including peacekeeping missions. There, the UN Volunteers support the UN mandate implementation on the ground, including addressing sexual violence.
In all three Peacebuilding Fund’s Gender Promotion Initiatives, the UN Peacebuilding Support Office, UN-Women, and UN Volunteers have supported gender-responsive peacebuilding programming.
UNRWA has created a number of tools to support enhanced Agency capacity to address GBV in emergencies, including UNRWA Guidelines for GBV Risk Mitigation in Emergencies (2017) and a GBV Training Package (2018).
WHO is implementing work to strengthen the institutionalisation of gender-based violence responses in WHO’s humanitarian work, ensuring the integration of violence against women (sexual violence and intimate partner violence) in the work of the health cluster at global and regional levels, and in selected countries.
Iraq CO
UN Women, in collarboration with UNDP, provided 935 survivors of gender based violence and conflict related sexual violence with psychosocial support, legal assistance, and referrals as part of the Stop Rape Now United Nations Against Sexual Violence and Conflict fund. Many of these women were survivors of violence perpetrated by ISIS, and were able to register their cases with the Genocide Committee based in Dohuk, Iraq, contributing to documentaion of ISIS's crimes and providing them with access to justice. In the context of Security Council resolution (SCR) 2106 (2013), the UN agreed with the Government of Iraq a joint , (the “Joint Communiqué”) as a framework of cooperation to prevent and address conflict-related sexual violence (CRSV) committed in the country on 23 September 2016. During 2017 and 2018, UN Women has been actively engaged in developing the Action Plan for implementation of the Communique and the Monitoring, Analysis and Reporting Arrangements (MARA) Mechanism, contributing to the systematic gathering of timely, accurate, reliable and objective information on CRSV against women, men, girls and boys in Iraq. UN Women also supported development of and participated in the SRSG on CRSV visit to Iraq in March 2018, reinforcing its work to combat GBV and support government response for survivors.
Under the UN Action- funded project, UN Women provided technical guidance to JNCW and its partner, NAMA Strategic Intelligence Solutions (contracted by NATO), as they conducted a Gender Audit of the Police, Civil Defense and Gendarmerie. The audit seeks to identify gaps and recommendations for securing the meaningful participation and leadership of women in all parts of the security sector. The audit’s findings will also support the identification of gaps that must be addressed within the security sector as it increases its capacity to respond to incidents of CRSV.The prime minister and cabinet endorsed the JONAP 1325 on 3 December 2017. Throughout the year, the JONAP 1325 benefitted from substantial engagement across all sectors, including consultations with civil society in the different governorates throughout Jordan. The final JONAP includes the following CRSV specific outputs: 3.3.2: “Instruments to monitor, document and report GBV and CRSV are created – linked to national structures and systems,” and 3.3.3: “Prosecutors, judges and the security sector are trained on how to handle GBV and CRSV, and promote access to safe reporting channels”
During the reporting period , UN Women lebanon succeeded to push forward progress on WPS through its leading role to develop the NAP 1325 for Lebanon. Substantive progress was achieved in terms of : a) conducting training sessions to the members of the national Council for Lebanese Women, Meetings with more than 17 focus groups representing Syrian, Palestinian and Iraqi refugees, in addition to meetings with religious leaders. The aim of the meetings is to enhance their knowledge on the UNRC 1325 themes and also collect information oin the challenges they are facing and their concerns. All these will feed in the formulation of UNCR 1325 NP for Lebanon. Furthermore, UN Women as leading UN agency, finalized the situation Analysis, held more than 5 meetings with other UN agencies and 3 meetings with the national counterpart. WPS addresses the 4 pillars which includes Prevention, Protection and Recovery for women within conflects.
In 2016 and 2017 FAO continued its work on energy access and environment with an emphasis on protracted displacement. For example, in Syria, thanks to an EU-funded FAO project on strengthening the resilience to food insecurity, crisis-affected households can now benefit from the installation of biogas digesters. These digesters provide vulnerable household with an affordable and eco-friendly fuel source and help improve women's livelihoods by relieving them of the chore of collecting fuelwood. Through Danish funding, FAO provided direct and time-sensitive support to crisis-affected populations in the form of emergency livelihood kits in South Sudan. As of 2017, FAO has distributed more than 30 000 fuel-efficient stoves in camps, improvised settlements and host communities. The project also included training to ease the pressure on natural resources as well as to help protect women from the risk of sexual and Gender Based Violence (GBV) associated with woodfuel collection. In Nigeria, FAO is implementing a project funded by Norway where the host community and internally displaced people (IDPs) work together to produce fuel-efficient stoves to be distributed to the communities, which again helps to reduce the need for firewood collection.
Mandated by a UN Security Council resolution, UNODC has developed a “Thematic paper on countering trafficking in persons in conflict situations” (to be published in the first half of 2018). In this context, it organized an expert group meeting at its headquarters in Vienna on 20 and 21 September 2017.
In Somalia, UNODC collaborated with UNDP and the United Nations Assistance Mission in Somalia to train 200 public prosecutors, 20 judges and 150 police officers on criminal and civil procedures, sexual and gender-based violence, investigation techniques and traditional dispute resolution. UNODC is implementing a joint medico-legal response pilot project for timely and effective provision of services to respond to sexual and gender-based violence, together with UNFPA and in collaboration with the Ministry of Justice of Somaliland.
UNESCO continues to build capacity within the education sector to prevent and respond to school related gender-based violence (SRGBV). Orientation and training workshops on education sector responses to SRGBV, utilizing resources such as the UNESCO/UN Women Global Guidance on Addressing School-Related Gender-Based Violence (English, French), were conducted with education personnel and partners in 2017 in the African region (West and Central Africa and Eastern and Southern Africa), the Caribbean and the Russian Federation. Parallel capacity building to enhance classroom learning on respectful relationships and promote violence-free learning environments, using curriculum tools, was also carried out in the Asia Pacific and Eastern and Southern Africa regions.
Gender-Sensitive Indicators for Media (GSIM): GSIM intends to gauge gender-sensitivity in media operations and editorial content. It is addressed to the media in general (radio, TV and press), and Broadcasting organizations and media associations or unions, and allows them to effectively assess themselves. These evaluations can be done by applying UNESCO's Gender-Sensitive Indicators for Media (GSIM) and serve as a baseline against which policy can subsequently be created, modified or implemented. Their application can therefore open the road to positive change. For instance, representatives from 25 French-speaking national broadcasters from Africa participated from 21 to 24 October 2016 to a training on the application of UNESCO’s Gender-Sensitive Indicators for Media. Through this event, the organization sought to strengthen media pluralism and the adoption of gender-sensitive policies in African broadcasting organizations.
Empowering Local Radio with ICTs: UNESCO’s “Empowering Local Radio with ICTs” project strengthens the capacity of local radio staff to help them broadcast quality, relevant and reliable programming. An important component of these workshops is gender-sensitive training, which helps reporters identify and remove harmful biases and stereotypes from their coverage. Sensitivity is essential when covering gender-specific matters to promote healthy and equitable portrayals of men and women in the media and society. This training additionally helps radio stations take stock of and confront gender issues in their community, such as violence against women. As an example from this period, UNESCO gender-sensitivity training of reporters from Radio Ijwi ry’Umukenyezi (Women’s Voice) in Burundi contributed to the creation of a dedicated gender cell in their station. This team investigates gender-related issues, monitors the station’s broadcasts and hosts awareness programs. They specifically advocate positive behaviour among men and women to promote intolerance for violence against women – an activity that has been very well-received in the community.
ESCWA is currently developing a study entitled "Women, Peace and Security: The role of institutions at times of peace and war". This study builds on previous work on the implementation of the UNSCR 1325 (2000) on Women, Peace and Security, which has protection as one of its main pillars. Within this framework, ESCWA organised in partnership with the Lebanese American University a conference on "Prioritizing Women, Peace and Security on the Arab Agenda" (8-10 August 2016), where the "Beirut Call for Action" was endorsed by experts from academia, UN agencies and Civil Societies Organizations.
In Mexico, UNODC supported capacity building for prosecutors and judges in prosecuting violence against women case and providing assistance to victims. A new project in 19 Mexican states started developing capacities of first response police officers and emergency services of the federal police for victims of gender-based violence.
