Adoption of technology in the communication between WFP and its beneficiaries (mostly women) through the exchange of calls facilitated by the Complains and Feedback Mechanisms (CFMs) is changing the role that beneficiaries play in a given assistance.
Through Cash-Based-Transfers approach from one side and regular use of CFMs on the other, beneficiaries are turning from ‘passive recipients’ into ‘active stakeholders’: today, they have a choice and they have a voice. The combination of choice/voice is resulting in a powerful tool to empower vulnerable women and men. It is a win-win solution where thanks to first-hand information received by beneficiaries, WFP improves the effectiveness of its programmes and beneficiaries have a say in their assistance.
Today, Jordan CO has one call centre managed by a total of 15 operators, with an average of 500 calls per day out of which 80% calls are answered and closed the same day. If operators receive calls and are not able to solve them immediately, they assign them to focal points for actions. Out of 15 operators, 13 are women. This due to the sensitivity and great empathy that women can show when calls come in.
Lessons learnt on the improved communication between WFP and its beneficiaries are several:
- Challenges can be turned into opportunities ( ex.: Complains feedback mechanisms, ETC-Connect project, SCOPE Platform)
- Considering the beneficiaries as ‘direct stakeholders’ is a powerful boost to assistance effectiveness. Give them voice and hear them is a ‘must’
- Leave them the choice to decide how best use the entitlement is the best way to empower them
- Providing women an opportunity to find the right place in a given assistance does not only mean an increase in their income or a solution to their distress but also an honourable status in the household or community for being listened and respected.
In March 2018, a WFP-wide awareness campaign on PSEA was conducted. This was part of an annual awareness campaign, started in January 2018 and running monthly, on WFP’s values, principles and standards, as reflected in WFP’s Code of Conduct, including protection from sexual exploitation and abuse.
Based on the UN framework for the prevention of violence against women, WHO, with UN Women, developed and is finalising an 8-page policy-maker friendly, infographic brochure to package the evidence about risk and protective factors , what works for prevention categorised into 7 prevention strategies., and how to scale up proven interventions This brochure packages simple key messages about the evidence on prevention in a user friendly way.
To enhance global coordination and advocacy around school-related gender-based violence (SRGBV), UNESCO continues to co-chair the Global Partners Working Group on SRGBV with the UN Girls’ Education Initiative (UNGEI). There are now over 40 organizations represented in this group which convenes routine gatherings to exchange technical knowledge and resources and plan joint action including at global meetings, events and advocacy platforms, such as the 16 Days of Activism to End Gender-Based Violence).
Knowledge and advocacy products produced include the policy paper, Let’s Decide How to Measure School Violence (2017), developed by UNGEI, UNESCO and the Global Education Monitoring Report Team.
The UNESCO, UN Women and UNFPA Joint Programme on Empowering Adolescent Girls and Young Women through Education in Tanzania supported the Ministry of Health Community Development, Elderly, Women and Children to establish Violence against women and children (VAWC) protection committee guidelines. This will support advocacy activities on girl child protection together with the Assessment of the Legal and Regulatory Framework on Girls’ Education led by UNESCO.
In Tanzania, with support from the UNESCO Malala Fund for Girls’ Right to Education, 2,500 girls were engaged in safe spaces/youth clubs in 40 secondary schools. Safe space members are encouraged to be role models that should be emulated by other students, and to be agents of their own transformation. 120 teachers and 620 students were trained on how to manage Safe Spaces using tools developed by UNESCO (Guidelines for Creating Safe Spaces, Safe Space Guideline for facilitators and Handbook and Resource book). To ensure ownership, for subsequent trainings, teachers are trained as trainers to impart to students and other teachers knowledge and skills. 82 teachers from the 20 project schools were also trained on gender responsive pedagogy, human rights education and anti-bullying as well as sexual and reproductive health education. 200 teachers from those schools trained in those concepts by their fellow teachers and 1,050 students were reached. This activity has resulted in the districts and teachers’ adoption of systems to create a bullying and discrimination free environment in their schools and improving teaching by taking into consideration the gender dimension.
School-related gender based violence in Samoa : In creating opportunities for youth for civic engagement, UNESCO supported youth-led actions by young students of the School of Media and Journalism, National University of Samoa to raise awareness of the public about school-related gender based violence (SRGBV) in 2017. The intervention included capacity building workshops for media students to understand the nature, causes and impacts of SRGBV and ethical reporting, who later led the production of a media series to address the issue of SRGBV. The activity allowed students to firstly understand the issue of violence in school and discuss the issue from their perspective and how it manifests in their learning context. Students later developed their own course of actions. Communication materials including posters, documentaries, radio broadcast and journal articles were produced by the team of students with technical assistance of UNESCO and their lecturers. In the Arab region, Beirut office organized a three days training workshop targeting young people to promote gender equality. The workshop shared good practices and lessons learnt from advocacy campaigns in preventing Gender Based Violence (GBV) and sought a way to build capacity of youth advocates/ campaigners in this area.
Gender-Sensitive Indicators for Media (GSIM): UNESCO continues to encourage media organisations to adopt self-regulatory measures and internal mechanism, and develop standards in media coverage on the basis of such resources. The Organisation will accompany and build their capacity to portray non-stereotyped images of both women and men, avoid sexist language, content and advertising, as well as overall content that may lead to hatred and gender-based violence. UNESCO will also encourage the media to provide information on complaints procedures concerning media content which the public may consider offensive or contrary to gender equality.
For example, a database online has been developed to ensure a wider representation of female experts in Arabic &French and one in South East Asia. The GSIMs once implemented into media organizations strengthen gender equality both in workplace operations and in content.
DRC
Multisectoral assistance to over 30,000 victims of survivors of sexual violence by organizations supported by United Nations agencies (UN Women, UNFPA, UNICEF, UNDP, UNESCO, UN AIDS, UNJHRO, UNHCR).
SENEGAL
UN Women supported the women's collective for peace in Casamance (Senegal) to set up a centre for the care of victims of violence, by providing them with health, justice and security services. This same "one stop center" model is replicated in 2 health centers through the Muskoka project for the medical care of women and girls’ victims of violence.
CABO VERDE
Continued technical support in strengthening capacities of CAV and Rede Sol, as the main existing structures for the assistance of victims, in the context of the GBV Law implementation.
MALI
To facilitate access to services for women and girls’ survivors of GBV, two "one-stop" holistic care centres where all care services will be available were initiated.
The first Centre is initiated by UN Women through the Police Social Service on the left bank of Bamako and the second by UNFPA through the Commune V reference health centre on the right bank. These two centres will provide sufficient quality services to meet the specific needs of women and girls’ survivors of violence in and around Bamako District. In the light of the lessons learned from the previous programmes on care units, UN Women has begun to reflect on the functioning of victim care units in order to define a more practical content, which will increase the flow of functioning of these units and respond to recurrent difficulties encountered, such as conflicts of interest. To make the process of dealing with GBV victims effective and uniform, UN Women started the process of updating the Standard Operating Procedures with the involvement of all stakeholders
CAMEROON
UWN Cameroon, women and girls among refugees, IDPs, and host communities, including Boko Haram survivors know and use the protection mechanisms available to them through Un Women intervention in collaboration of others humanitarian actors. GBV survivors benefited from integrated services through different mechanisms: a) Women Cohesion Spaces, b) four GBV units in the Women Empowerment Centers c) Gender desks at police stations, and d) mobile clinics.
LIBERIA
In 2017, 1,685 GBV survivors accessed the referral pathway and obtained services based on need. A total of 1,225 survivors accessed health services, 1,028 reported case to the Women and Children Protection Section; 1,199 obtained psychosocial support with 88 provided legal aid. 120 were lodged in safe homes and 7 persons out of 1,225 were provided economic support.
NIGER
Through the gender and humanitarian action projects, the UN Office for Women in Niger provided important support to displaced women, refugees and returnees in 2015-16. This is how he developed a holistic approach with the Gender and Humanitarian Action programme in Diffa where violence reached its paroxysm with the intervention of Boko Harm through a holistic approach, prevention and care of women, girls.
The aim of the anti-violence component of this programme is to prevent violence through awareness-raising and the establishment of a system for dealing with victims of violence:
Activities implemented:
- The creation of cohesion spaces in Cablewa, Boudouri and Sayam Forage;
- The creation of gender units in the services of the National Guard, the Gendarmerie and the Police to care for survivors of GBV in Diffa;
- Training SDFs on gender, taking gender into account in their security actions;
- Awareness campaign on GBV with parliamentarians in Diffa;
The following results were achieved:
- More than 100,000 people were sensitized on women's rights and gender-based violence with parliamentarians in the Garin Wazam, Kablewa, Buduri, Tam, Mainie Soroa and Sayam Forage camps in the Diffa region;
- More than 400 police forces (police, gendarme, national guard) were trained on gender, GBV, GBV survivor care, etc;
- Three spaces of cohesion have been created in the camps (these spaces allow women to get together in a safe environment and discussed issues related to women's rights, GBV with the support of a psychologist) for discussions on GBV and GBV management.
- An alert system is created between the camps equipped health centres gender law enforcement units for a coordinated intervention between these different services for faster care;
- Five units were created to take charge within the FDS structure: 2 units in the gendarmerie; 2 units in the police and one unit in the National Guard;
- Five documentary films were made as part of this awareness campaign on women's rights, the fight against GBV and harmful practices.
All these achievements have contributed to raising awareness of women's rights, significantly reducing GBV, and taking care of survivors with great innovations through cohesion spaces and gender units.
NIGERIA
UN Women Nigeria during the reporting period continued its advocacy to end GBV at national and its programmes states levels. During the 16 Days of Activism, it organised a symposium titled; Mobilizing to Eradicate Sexual Harassment in Tertiary Institutions to discuss GBV in education, with particular reference to sexual harassment in tertiary institutions and to explore how leadership, advocacy and alliance-building can create an enabling environment for the eradication of sexual harassment in educational institutions. There were also several media advocacy by UN Women and her partners

IOM's Migration Health Department (MHD) continues to integrate gender equality and GBV in various aspects, including starting the development its handbook on Community Based Psychosocial Support in Emergencies. The manual will include reference to specialized MHPSS support for GBV survivors in emergency settings. CCCM-MHPSS training tools have also been developed and piloted to support closer collaboration between CCCM and MHPSS teams in field locations, like Northern Nigeria. Moreover, MHD provided training on GBV and/or Clinical Management of Rape (CMR) at various missions including Bangladesh, Somalia, as well as the Regional Office for Europe (RO Brussels). The Regional Office in Brussels also organized trainings on GBV for service providers who work with migrants and refugees.
In Bangladesh, IOM continued to increase the support for GBV survivors, framed within an increase in support for women and girls in general, in particular through the establishment of women and girls safe spaces; provision of resources that specifically target women and girls safety and dignity such as NFI kits and solar lanterns; improved accessibility and safety within sites; and improved mechanisms for seeking specialized support such as case management and clinical management of rape.
IOM programs also supported access to justice. In Colombia, for example, the Victims and Inclusion for Peace programmes are supporting survivors of sexual violence to access services and protection, and building the capacity of institutions to safely and empathetically respond to reports of these violations.
UN Women established a Community of Practice (CoP) for stakeholders working on the prevention of and response to violence against women and girls. Specific objectives of the Flagship Programming Initiatives (FPI) CoP include: Making existing knowledge, tools and approaches on the practice available and easily accessible to members of the CoP, allowing members to share concrete experience, challenges and good-practices on the implementation of the FPI so that members can “learn from others”, and generating new knowledge and tools. This community of practice, which follows various channels of communication (knowledge online platform, webinars, email helpdesk and a focal points’ meeting) will be strengthened based on its users’ experience and on new developments within UN Women’s programmes.
The UN Women Regional Office for the Americas and the Caribbean, in partnership with the Pan American Health Organization (PAHO), the Sexual Violence Research Initiative (SVRI) and the United Nations Population Fund (UNFPA), hosted the meeting “Preventing and Responding to Violence Against Women and Girls in Latin-America and the Caribbean: Lessons learned across the globe”, which was held in Panama City from December 5 to 7 of 2016. This event provided a unique space, bringing together several UN agencies, government officials, diplomats, civil society organizations, global researchers and other experts in the field of preventing and responding to violence against women and girls to exchange experiences and explore ways to implement effective and promising practices to address violence against women. This approach sought to drive change in the region, which has been characterized by the lack of evidence-based interventions and rigorous evaluations. A total of 25 countries were represented in this meeting and UN women key guidance documents such as the UN prevention Framework to End Violence against Women and Girls as well as the Essential services guidelines were disseminated.
ESCWA, in partnership with UN Women, ABAAD Resource Centre for Gender Equality and the Lebanese American University, has commemorated the 16 days of activism against Gender Based Violence campaign (25th November-10th December 2016) and organised a series of awareness raising activities. These include a video competition among the youth in the Arab region to send a message on 'how to stop violence against women', a panel discussion with experts and CSOs on estimating the cost of VAW, and a public event to promote civil engagement on the topic.
UN Women collaborated with UNESCO to develop a guidance toolkit on prevention of and response to violence against women and girls in the educational sector: “Global Guidance on School-related Gender-based violence” in December 2016 (http://unesdoc.unesco.org/images/0024/002466/246651E.pdf). UN Women continues its collaboration with UNESCO to develop similar toolkits to engage the media and sporting organizations in prevention of and response to VAW. These technical documents provide key information to governments, policy-makers, practitioners and civil society who wish to take concrete action against violence against women and girls. It introduces approaches, methodologies, tools and resources that have shown positive results.
In 2016, UNRWA has worked on the development of a GBV prevention framework which consists of two parts: the first provides a series of processes that need to be put in place to strengthen GBV prevention from an organisational perspective; the second part includes an outline of the key components/ steps in designing successful GBV prevention activities.
