The Gender Equality Observatory for Latin America and the Caribbean (ECLAC) has designed an analysis matrix for identifying fair gender equality policies which proposes an assessment of the capacity of public policies to tackle: (a) socioeconomic injustice, (b) legal and cultural injustice, and (c) representation injustice. This initiative aims to highlight fair policies from a gender perspective as well as their assessment and implementation. During the reporting period, ECLAC has identified and included in the Gender Equality Observatory two fair equality policies related to gender-based violence: Maria da Penha Law 11,340 (2006) in Brazil, which recognises the right of every woman to live a life without violence and considers this type of aggression a threat to women’s rights; and the policy against gender violence in Uruguay.The National Advisory Council for Combating Domestic Violence in Uruguay drafted, in accordance with the law, the First National Plan to Combat Domestic Violence as well as a National Strategy to Eradicate Gender-Based Violence (http://www.cepal.org/oig/noticias/noticias/8/47918/2012-830_Matriz_de_analisis_ingles_WEB.pdf).
The joint UNDP-UN Women regional study "The States’commitment: Plans and policies to end violence against women in Latin America and the Caribbean" analyzes in depth the national plans of action of 32 countries in the region, their links to the existing legislative framework and lessons learned.

Under the UNAIDS Action for Results: Outcomes Framework 2009-2011, UNFPA, UNDP, UN WOMEN, WHO, UNICEF, UNHCR, in collaboration with the Men Engage Alliance (Sonke Gender Justice and the Athena Network), as well as the Interagency Working Group on Women, Girls, Gender Equality and HIV – supported select pilot countries in addressing the linkages between GBV and HIV and AIDS in national strategic plans; building effective partnerships at the national level in order to integrate a comprehensive response to violence against women and girls into national AIDS strategies and plans; and strengthening the engagement of men and boys for promoting gender equality. A West Africa regional meeting was held in Senegal in September 2013 to develop capacities of stakeholders to address the above.
In Cambodia, with the support of UN Women, the 2nd National Action Plan to Prevent VAW has been drafted, with advocacy, capacity development, VAW costing and prevention being established as government priorities. A participatory mechanism for EVAW coordination in Cambodia has been also established, setting the ground for an integrated multi-sectoral approach.

In Kosovo, OHCHR published a study on sexual gender-based violence related to the conflict and actively advocated towards the adoption of a law for reparations of survivors of sexual violence, which is still with the Kosovo Assembly for further discussion. In Kosovo, OHCHR published a study on sexual gender-based violence related to the conflict and actively advocated towards the adoption of a law for reparations of survivors of sexual violence, which is still with the Kosovo Assembly for further discussion. To assist the implementation of Security Council resolution 1325, OHCHR provided countries with financial and technical support to implement national actions plans such as Kosovo, or develop such plans, such as Guinea, which eventually adopted a national action plan (2013-2017). In December 2013, OHCHR organised a workshop in Cairo, on “Monitoring places of detention for women” and “The implementation of National Action Plans for 1325”with participants from NHRIs and civil society from Iraq, Oman, Palestine, Qatar and Yemen.
In South Sudan, OHCHR provide support to the government to establish a high-level policy panel to improve women’s access to justice including the launching of mobile-courts to speed up legal proceedings, review of the criminal justice system.

OHCHR supported fact-finding missions and Commissions of Inquiry which, inter alia, look into violence against women including sexual violence in Mali, and Central African Republic. It continued to roll-out its global strategy “Action against Sexual and Gender-Based Violence: An Updated Strategy” and assisted individual country operations to develop country-level strategies in 2013. In this regard, three regional workshops were held in Tunis, Amman and Dakar on sexual and gender-based violence (SGBV) in 2013, aimed at strengthening the capacity of UNHCR and partner staff in the field.

UNHCR conducted missions to emergency operations in order to strengthen SGBV response in several countries including Rwanda, Burkina Faso, Democratic Republic of Congo-as part of an interagency mission with UNICEF, UNFPA and UN Action- and Jordan in order to improve collection and analysis of SGBV data. UNHCR also conducted an assessment on SGBV in the Syria crisis-affected countries in 2013 such as Lebanon, Jordan and Iraq with a view to producing an action plan to respond to the needs identified.
Four UNHCR Senior Regional Protection Officers who are dedicated to SGBV prevention and response took up their posts in Dakar, Nairobi, Beirut and Panama with the responsibility to provide technical support to the development and implementation of country-level multi-sectorial strategies on SGBV prevention and response.
