During the reporting period, OHCHR, in cooperation with UN Women, convened three validation workshops for the finalization of the Model Protocol for the investigation of femicide in Latin America. The tool aims at strengthening capacities to take gender aspects into account in analyzing the crime scenes and in identifying necessary expert evidence. The Model of Protocol was also presented to the Conference of State Parties to Inter-American Convention on Violence against Women (Belém do Pará Convention) and to the General Assembly of the Ibero-American Association of Public Prosecutors (AIAMPO). The Human Rights Council, at its June 2013 session, adopted resolution 23/25 which recognized the Model Protocol as a good and promising practice (OP 19).
The ILO Better Work programme has continued developing tools to prevent and address sexual harassment in garment factories following surveys with workers which revealed this issue being of significant concern. UNRWA’s GBV referral system underwent significant expansion by building/consolidating new partnerships and by introducing the referral systems to new regions and areas. This resulted in 1,217 new survivors being detected by frontline staff working in UNRWA’s main programmes (ie. UNRWA’s GBV referral system underwent significant expansion by building/consolidating new partnerships and by introducing the referral systems to new regions and areas. This resulted in 1,217 new survivors being detected by frontline staff working in UNRWA’s main programmes (ie. Education, Health, and Relief and Social Services) and 2,0858 survivors accessing services. The services comprised psychological and social support, legal aid, and medical care, and were provided both internally, through UNRWA’s programmes, and externally, via external partners.

The ESCWA Centre for Women (ECW) completed a regional study and policy brief on “Multi-sectoral efforts and partnerships to address violence against women in the ESCWA Region”, in partnership with ABAAD, to examine services provided by the State and civil society institutions and enhance their role in protecting and rehabilitating survivors of VAW. Another study in 2013 focused on “Trafficking of women and children in the Arab Region: A regional perspective” to analyze State responses to trafficking in persons as manifested in national laws, action plans and strategies.
In Guinea Bissau, OHCHR supported and provided technical assistance to national NGO Djinopi in the organisation of the Islamic Conference on combatting Female Genital Mutilation (FGM), where a Declaration by the Imams of Guinea Bissau on the Abandonment of FGM was adopted. Support to Djinop also resulted in the publishing of a “Golden Booklet” in English, French, Portuguese and Arabic containing short Islamic studies and statements against FGM.

UNHCR launched a policy on Access to Justice for Survivors of SGBV, in 2012, aimed at strengthening provision of legal services for survivors. The policy included conducting advocacy and awareness-raising with high-level and local authorities, and capacity-building activities in both formal and informal justice fora.

UNAIDS is supporting a number of actions to highlight the link between violence against women and HIV, as well as the role of the HIV response in overcoming violence against women. These include Country consultations led by the Women Won’t Wait campaign; and a high level panel during the CSW on the linkages between violence against women and HIV.

UN Women has provided an array of support to implement laws and policies and improve access to services. Such support has included: formalization of multi-sectoral mechanisms with 13 departments led by the Ministry of Justice in Morocco; One-stop centres and shelters for survivors of violence in Afghanistan, Burundi, Ethiopia, DRC, Guatemala, Mozambique, OPT, Solomon Islands, Tanzania, Tunisia; increased police capacities to respond in Ethiopia, Anguilla, Antigua and Barbuda, Dominican Republic, Kenya, Thailand; and access to justice to end impunity in Argentina, Brazil, India, Kosovo, Lao PDR, Tanzania, Zimbabwe; institutionalization of national standards for sheltering services, sustainability of the Mehwar Centre and establishment of the comprehensive service centre -Al Hayat Centre in the State of Palestine; legal aid services in Zimbabwe; joint support with UNDP, UNICEF, UNFPA and PAHO to the Domestic Violence Office of the Supreme Court of Justice in Argentina; and at the request of the Bureau of Immigration and Naturalization, facilitated a capacity assessment for the deployment of female officers to the borders, support for an equal treatment and equal opportunity policy and together with the Liberia National Police developed a Gender Sensitive Basic Curriculum for Recruits. In Nepal, UN Women supported dissemination of standard operating procedures on violence against women for distric level police and supported the establishment of POURAKHI (an organisation of women migrant workers, now functional in 15 districts) who assist migrant workers who have faced abuse.

In Syria, survivors are supported through coordination with multiple stakeholders and UNRWA has ensured survivors’ access to adequate services.
