In 2015, as a follow-up to OCHA’s “Keep Her Safe” commitments, the CERF secretariat incorporated a dedicated self-assessment indicator on whether sexual and gender-based violence has been considered and/or mainstreamed in project design. This data is recorded in the CERF’s Grant Management System Database for tracking and analysis purpose. This marker helps CERF determine the amount of money that goes to GBV-related issues.
ESCWA, in partnership with UNFPA, UNHCR, OCHA, and the International Committee for the Red Cross, participated in a Consultation Meeting for the Committee on Protection of Arab Women during Armed Conflicts organized by the League of Arab States and UN Women. During the meeting, participants agreed on establishing an Arab Emergency Committee. ESCWA discussed the role of institutions working for women’s rights in times of stability and conflict and advocated for a wider adoption of a National Action Plan on women, peace and security in the Arab region.
Gender equality programming is a corporate learning priority for the OCHA Learning and Knowledge Management Board. A learning resources catalogue was produced with information on gender equality training (e-courses, onsite training, communities of practice) including a focus on Gender Based Violence (GBV).
Monthly Gender Community of Practice sessions are held for OCHA Gender Focal Points and three in-person trainings have been conducted on gender equality programming in humanitarian action. In total, 60 Gender Focal Points in OCHA have participated at the trainings. CERF has also funded training of hundreds of field staff and service providers on GBV.
At the leadership level and management level, OCHA initiates discussion on gender, GBV and PSEA at Heads of Office Meetings and Annual Retreats. Humanitarian Coordinators (HCs) have an important role to ensure that gender equality programming is therefore central to humanitarian responses. 100% of the ERC-HC compacts incorporate gender, GBV and PSEA deliverables. HCs must provide field level strategic leadership and guidance to Humanitarian Country Teams and inter cluster/sector working groups to translate these important global level commitments, which are also well articulated in the Secretary-General’s Agenda for Humanity, into concrete collective results and deliverables leading to elevated protection of women and girls from GBV.
In 2017, OCHA developed its ‘People Strategy’, which was launched in January 2018. The strategy encompasses specific long-term strategies and approaches to support the achievement of gender parity, such as leadership development and talent pools.
In line with the Secretary-General’s Bulletin “special measures for protection from sexual exploitation and sexual abuse” (ST/SGB/2003/13), OCHA has established clear structures and procedures for ensuring compliance with the zero-tolerance policy. Standard operating procedures are in place for submission and receipt of complaints, reporting, investigation and survivor assistance. PSEA focal points have been established in OCHA offices at headquarters, regional and country levels, and all staff members receive training and information on preventing and responding to acts of sexual exploitation and abuse.
UNV supports the deployment of UN Volunteers in conflict and post-conflict contexts, including peacekeeping missions. There, the UN Volunteers support the UN mandate implementation on the ground, including addressing sexual violence.
In all three Peacebuilding Fund’s Gender Promotion Initiatives, the UN Peacebuilding Support Office, UN-Women, and UN Volunteers have supported gender-responsive peacebuilding programming.
DRC
Strengthening of community prevention mechanisms with vigilance committees; sensitization of the military and police on their role in civil protection. Action to repress the perpetrators of sexual violence with emblematic trials of certain senior military officers. Actions carried out by the office of the Personal Representative of the Head of State in charge of combating sexual violence with the support of partners, in particular UN Women and UNFPA.
CAMEROON
UNW CAMEROON sept up women cohesion space to provide holistance assistance to GBV survivors. In humanitarian settings, awareness raising activities in different forms reached a great number of women, men, girls and boys including traditional and religious leaders who maintain significant influence over social norms and behaviours at the community level, on gender-based violence, girls' education, importance of women's economic empowerment, early/forced marriage and other relevant issues. These community outreach activities were not only prevention measures but also served as a first step to inform the population on available GBV services and to encourage them to report cases in the social environment that traditionally silences the survivors of violence.
LIBERIA
Liberia is not in a conflict situation at the moment. However, measures are available as part of disaster response strategy.
NIGER
The Diffa region is prey to the interventions of the boko Haram nebula. To support displaced, returned and refugee women, high-impact activities were implemented, including three hundred and fifty income-generating activities in the camps, the provision of more than 1,000 domestic gas kits to enable women not to leave the camps to search for firewood, Equipping health centres in three camps to care for survivors of violence, the three cohesion spaces, gender training for the FDS, GBV and gender mainstreaming in security activities, and the five gender units within the law enforcement services. All these activities benefited more than 5,000 people.
NIGERIA
UN Women supported the state ministries of women affairs and social development in the focus states to commemorate the 16 days of activism on violence against women;

The HeforShe campaign was launched in three state and male traditional and community leaders were recognized for integrating women in traditional councils and local community leadership committees.
A simplified NAP has been developed to facilitate uptake by the public and the costing for the implementation is underway

IOM continued to apply a practical approach to GBV mainstreaming in line with the IASC GBV Guidelines, through several capacity building initiatives such as trainings, development and/or revision of training material, and a number of deployments of Rapid Response Advisors (RRA) and Emergency Response and Induction Training (ERIT) graduates, who mentor CCCM and Shelter actors. RRAs conducted capacity building initiatives, and strengthened the coordination with GBV specialized actors in-country during deployments. Moreover, CCCM Regional Training of Trainers (ToT), with representatives from both the cluster co-lead agencies and the capacity building focal agency, NRC, have taken place. The ToTs have been combined with concrete follow-up actions to prevent and mitigate GBV risks in camp and camp-like settings, which has led to the development of national-level action plans by ToT participants in all nine participating countries.
Together with UNHCR and NRC, IOM initiated and finalized the revision of the Global CCCM training modules. The 2017 revision emphasizes and now emphasizes actions on the prevention and mitigation of GBV in all core modules. Various tools developed facilitate the general mainstreaming of GBV into emergency responses, including a CCCM checklist to support the review of projects; global CCCM and DTM training modules mainstreaming GBV considerations; and a more technical guidance for shelter experts and site planners working in camps.
IOM also continued the rollout of the Women’s Participation Project, which aims at supporting opportunities for women’s equal and meaningful participation in camp governance structures to contribute to reducing risks of GBV. A qualitative assessment to map existing governance structures and barriers for women’s participation in these structures was first undertaken, followed by the development and implementation of a number of strategies in line with the findings of the baseline study, including the establishment of women’ committees and cumulative skills and leaderships training. An assessment of whether the activities undertaken had succeeded was undertaken at the end of the year. Lessons learned demonstrate the need for long-term targeted efforts to shift social norms to enable greater opportunities for women as participants and as leaders.

The Sustaining Competitive and Responsible Enterprises (SCORE) Programme is an ILO global programme that improves productivity and working conditions in small and medium enterprises (SMEs). Several SCORE Trainings in Bolivia, Peru and Colombia focused on gender inclusion and violence in the workplace have taken place in 2017 or are scheduled for 2018. 1. In 2017, the project TRIANGLE in ASEAN conducted trainings on women’s empowerment and gender equality for all TRIANGLE staff and implementing partners in each of its six target countries – Cambodia, Lao PDR, Malaysia, Myanmar, Thailand, and Viet Nam –. These were attended by 173 people and included sessions on gender awareness, gender biases and stereotypes, different dimensions of discrimination and gender responsiveness.2. A series of information sessions took place in early 2018 in selected Arab States to prepare ILO constituents to participate in the International Labour Conference discussions on a possible international instrument on violence and harassment in the world of work.3. The ILO country Office in Dakar organized a round table discussion entitled “A world of work without violence and harassment”, which led to the constitution of a working group on the issue and the creation of a questionnaire to identify situations of violence and harassment. 4. The ILO organized a workshop entitled “Equality of opportunity and treatment in the workplace” on the occasion of the fourth meeting of the Economic and Social Commission of the Economic and Monetary Union of West Africa (UEMOA). 5. From January 2017 to March 2018, Better Work has provided five training activities on sexual harassment prevention in Bangladesh, involving a total of 547 participants.

In 2017 and 2018, two key training workshops were held for FAO staff and partners in Somalia (Mogadishu and Hargeissa) and north east Nigeria (Maiduguri). The scope of the trainings was to support the integration of gender, gender-based violence and accountability to affected populations (AAP) in FAO’s programming and planning. They were articulated around participatory, practical and interactive sessions and participants were oriented on relevant global frameworks such as the World Humanitarian Summit, Grand Bargain commitments and the Secretary-General’s Bulletin on PSEA as well as have the opportunity to apply tools for gender and GBV analysis and assessment, amongst others.
In Nigeria, the importance of energy access for affected populations in the context of acute emergencies and protracted crises cannot be overstated. Vulnerable populations – including refugees, IDPs and the communities hosting them – often have very limited access to cooking fuel and other forms of energy. Women and children primarily shoulder the burden of collecting fuelwood and preparing meals for the family. This gender-differentiated role has major consequences in terms of productive time lost and exposure to protection risks and health risks. Against this background, the participatory, practical and context-specific training was delivered on challenges relating to energy access, environment and displacement, with a focus on resilience programming and gender mainstreaming in the three Nigerian states of Adamawa, Borno and Yobe.
WFP has developed comprehensive protection and gender policies which outline that WFP programmes and interventions must not create, exacerbate or contribute to gender inequalities or discrimination, and must mitigate risks of gender-based violence (GBV). In line with these policies, WFP has developed protection and GBV guidance manuals, which specifically look at concerns of GBV associated with implementing food assistance programmes, including in conflict settings.
In 2018, WFP Ethics Office organised the roll-out of the “Guidance Note about the Prohibition on Engaging Prostitution Services”, aimed at helping employees understand WFP’s expectations of conduct as related to prostitution, considered a form of SEA.
UN Women undertakes several measures to address sexual violence in conflict situations related to the UN Women workforce such as:
- Message of prohibition of sexual misconduct and SEA and importance of reporting repeatedly communicated by ED.
- Since February 2017, UN Women has provided training to personnel in over 20 field offices and HQ sections.
- Launch of UN Women’s initiative “Take a Stand” in 2016, which provides guidance not only on how to report cases but also on services available to the affected staff member – from telecommuting, to salary advances, to advanced leave requests, and assisting in facilitating their access to safe and secure spaces.
- Established a network of focal points on SEA in headquarters and its Regional Offices from whom staff can request guidance on reporting allegations of sexual exploitation and abuse.
- Ensuring that where there are ANY allegations of SEA or other sexual misconduct committed by UN Women personnel or partners, they are promptly referred for investigation.
- Ensuring that alleged victims are referred to the appropriate service providers for protection, medical care and support.
- Collaborating with the Secretary-General’s Victims’ Rights Advocate Ms. Jane Connors on sexual exploitation and abuse and victims’ assistance.
