Several of the research institutes of the United Nations University (UNU) have conducted research projects on EVAW. The UNU World Institute for Development Economics Research (UNU-WIDER) has explored the effects of conflict-induced displacement on gender norms in Turkey, finding an increased tolerance towards domestic violence among women who were forced to migrate. Another research project discovered that underlying the preferences of a population effected the impact of legal bans against harmful practices, such as female genital cutting and domestic violence. These papers, among others, will appear in the book “Towards Gender Equity in Development” to be published in October 2018. The UNU Computing and Society (UNU-CS) has undertaken research to understand the potential of ICT on efforts to end VAW, including forced labor and sexual exploitation in the context of migration, and cyber harassment. The research develops practical and policy tools to support victims and survivors, and to assist advocacy and policymaking institutions. The UNU Centre for Policy Research (UNU-CPR) has conducted research on states’ leniency and accountability measures toward individuals accused of association with jihadist groups. The project considers, inter alia: the roles women and girls play in association with jihadist groups; the sometimes coercive conditions under which they may develop associations; and the extent to which female relatives of men connected with jihadist groups are penalised for their indirect association.
In Haiti, priority is given during monitoring activities on collection of disaggregated data by sex on the number and proportion of persons held in police custody without charge for more than 48 hours.
In Guatemala, OHCHR carried out a study to analyse the judgments of the specialized tribunals on the crime of femicide and other forms of violence against women.
In CAR, OHCHR regularly monitors, analyses and reports on patterns and cases of conflict related sexual violence. Data collect and analysis have been done through gender and human rights perspectives owing to the consolidation of protection functions in peace missions
UNODC published “Evidential Issues in Trafficking in Persons Cases – Case Digest ”, a handbook that aims to assist criminal justice practitioners worldwide in addressing recurring evidential issues that are typical to trafficking in persons cases. It has analysed 135 cases from 31 jurisdictions and provides the reader, based on these real cases tried, with a range of options and possibilities to deal with particular evidential challenges.
In 2010, UNODC has received the GA mandate to collect data and report about trafficking in persons’ patterns and flows at national and international levels. This mandate is fulfilled with the Global Report on Trafficking in Persons, published every two years. Data is collected according to sex disaggregation and forms of exploitation. Still nowadays, female represent the vast majority of the victims trafficking and sexual exploitation is the most reported form of trafficking worldwide.
UNODC is developing methodologies to monitor SDG indicator 16.2.2, on estimating the number of victims of trafficking by sex, age and forms of exploitation. This indicator is used to monitor SDG targets 16.2 and 5.2 on trafficking in children and women trafficking.

Joint research activity with the Unicef Office of Research Innocenti on “Transformative Change for Children and Youth and the SDGs” (2017-2018) includes topic of violence against girls.
2. OCHA participate in the Inter-Agency Network on Women and Gender Equality: Task Force on Violence against Women.
3. OCHA is an active member of the United Nations Actions against Sexual Violence in Conflict network.
5. OCHA actively supports the roll-out of the IASC Gender Handbook in Humanitarian Action, and supports the development and roll-out of inter-agency tools, such as the IASC Gender Handbook. OCHA initiated and continues to guide the IASC Gender Standby Capacity Project (GenCap).
6. OCHA actively supports the IASC processes related to PSEA. OCHA participates in the network of IASC Senior Focal Points on PSEA and is also part of the IASC Task Team on Accountability to Affected Populations and Protection from Sexual Exploitation and Abuse.
1) FAO, together with UN Country Teams, UN Women, UNFPA and other national and international partners, led the “16 Days of Activism to end Violence against Women” campaign in 5 regions of Niger (Maradi, Tillaberi, Dosso, Tahoua and Zinder). In 120 villages where there are Dimitra Clubs, the campaign raised awareness on gender-based violence.
As part of this Campaign”, which began on 25 November, the International Day for the Elimination of Violence against Women, two further events took place to raise awareness on the links between gender-based violence and its relevance to the work of the Organization.
The first was the ESP-sponsored “Forum theatre around gender-based violence – Out of the box”. Through games and role-plays, participants worked on situations where GBV can occur.
The second event was a UN Rome-Based Agencies event that took place entitled “Ending gender-based violence to end hunger and poverty: The role we play”. As part of the UNiTE campaign, FAO, IFAD and WFP came together to raise awareness of this global pandemic.
2) FAO is actively engaged in the IASC developing global standard operating procedures (SOPs) for community based complaints mechanisms (CBCMs). In addition, FAO made to meet PSEA minimum operating standards, which currently serve as a planning and monitoring tool.
To support education sector responses to early and unintended pregnancy (EUP) while supporting the continuing education of adolescent mothers, UNESCO in Eastern and Southern Africa has carried out a 10-country situation analysis on EUP (conducted 2017; published 2018), the findings and recommendations of which will inform follow up country level actions for policy, programmes and advocacy. UNESCO also participates in the Indicator Working Group for the thematic indicators of SDG4, which among other aspects, continues to identify and define indicators for country reporting against the SDG thematic indicator 4.a.2 – Safe, non-violent, inclusive and effective learning environments, ensuring that data is not only sex-disaggregated but also to ensure that reporting captures the gendered dimensions of violence in learning spaces.
Gender Studies Research Network in China: UNESCO launched a project to look at policies and programs through a gender lens, identifying how they impact women and men, and then proposing policy and programmatic recommendations to address the gaps and challenges. This Gender Studies Research Network which brings together policy and decision makers, researchers and academics, and NGO leaders aims to address issues of violence against women and girls in a wider perspective.
UNRWA GBV indicators are a part of the Agency-wide monitoring framework and are reported on periodically.
Gender analysis is at the core of OCHA’s central strategic planning and field-focused operational planning. The IASC Gender Marker, introduced in 2010, also guides OCHA-managed funding and financing. OCHA’s Country Offices has also played a key role in further mainstreaming gender in the Humanitarian Needs Overviews (HNOs) and Humanitarian Response Plans (HRPs). In 2017, in 25% of HRPs gender analysis fully defined how HRP implementation took into account distinct needs/risks related to gender, and in 70% of HRPs gender analysis partially informed implementation.
In 2017, out of the 397 projects funded by CERF, 280 (71%) had a Gender Marker 2a indicating strong gender mainstreaming. A total of 77 (19%) had a 2b indicating a targeted gender action and 22 projects (6%) had a Gender Marker 1, meaning limited gender consideration. Eighteen (18 or 4%) were marked “Non- Applicable” as they dealt with the provision of common services to humanitarian partners (air operations, logistics, emergency telecommunications, safety and security), and none (0) were marked 0 which means that all CERF-funded projects for 2017 considered gender to an extent or another in their design. Gender Based Violence was the focus action of 27 projects (7%) of all the 397 projects funded by CERF in 2017, 234 projects (59%) had a GBV component, and 135 projects (34%) had no GBV related activity or component one (1) project was not marked for GBV.
All OCHA managed Country Based-Pooled Funds (CPBFs) apply the Gender Marker in all project proposals. In 2017, 79% of CPBFs projects were designed to contribute significantly to gender equality (76% in 2016), equivalent to $511 million. CBPFs provide the largest source of direct funding for local NGOs, including women’s organizations
In OCHA’s core digital assets – unocha.org, reliefweb.int and HDX – particular attention was given to highlighting how humanitarian crises impact women and children. For example, on ReliefWeb 1,835 documents were posted in 2017 on Gender-Based Violence and 1,288 Women, Peace and Security documents.
Egypt CO
UN Women Egypt in partnership with UN HABITAT carried out a gender analysis of transport patterns in Greater Cairo with the aim of informing the planning, design and tendering of the Bus Rapid Transit national project. A survey was conducted at public transport terminals to gather quantitative and qualitative sex-disaggregated data on passengers’ characteristics, travel patterns, travel costs, security and safety feelings, etc. Sex-disaggregated data proved to be useful to understand public transport usage and access by both women and men, their preferred transport modes, their experiences of harassment, threats to safety, cost of transport, etc. Then, to obtain in-depth information on women’s specific issues in relation to accessibility, affordability and safety in public transport, women-only focus groups were held in three different districts, where women’s mobility patterns were discussed, as well as issues related to their safety and security. In addition, train operators were asked a series of questions on transport, choice of routes, issues related to female passengers’ safety, including some questions on their perception and attitudes towards sexual harassment. The aim of this exercise was also to identify potential economic opportunities for women in the transport sector.
UN Women conducted two research pieces in partnership with Oxfam. A Gender and Conflict Analysis in ISIS Affected Communities of Iraq was published May 2017. A Gender Gap Analsyis is in the final review stages and is expected to be published in the second quarter of 2018.
In collaboration with the Centre for the United Nations Economic and Social Commission for Western Asia (ESCWA), UN Women Regiona Office for the Arab States published the study "Estimating Costs of Marital Violence in the Arab Region" as a part of a regional project on estimating the cost of violence against women in the Arab region. In 2017, UN Women and REACH launched a report aimed to increase the understanding of the impact of the crisis on women’s access to basic services. The report identified specific issues related to harasshment and perception of safety among women living in communities hosting a larger number of refugees, including through their experience in accessing basic services and public spaces. UN Women is currently working with the Minister of Social Development and other actors in order to address key reccomendations presented in the report through targeted programming and pilot interventions in various Governorates of Jordan.
In 2017, UN Women supported the production of 3 unprecedented reports: (i) through the regional Programme “Men and Women for Gender equality”, UN Women supported the conduct of the International Men and women for Gender Equality Survey (IMAGES), a study that provides a holistic look at the lives of men and women in the region of Rabat-Salé-Kénitra, including their experiences as children, (ii) through the same programme, UN Women supported the Center for Women's Studies in Islam (CERFI), a research center placed under the official religious institution to conduct a survey on perceptions regarding Qiwamah, i.e. the husband’s duty of providing financial support for his wife and children, (iii) in partnership with the Ministry of Justice, UN Women conducted the evaluation of the Family Mutual Aid Fund created in 2011 to support women who do not receive alimony payments.
Aiming at supporting the Palestinian police's Family Protection and Juvenile Unit (FPJU) in data collection and in effectively managing VAW cases, SAWASYA joint Program will support the developemnt of RIAM (case information management system that will support the FPJU of the Palestinian Police and the Specialized prosecutors on VAW to applying the risk assessment template for GBV cases and preparing for the automation of the risk assessment process through this system). UNW has supported the FPJU and the Specialized Public Prosecutors in applying the risk assessment template in preparation for the automation of the risk assessment process through RIAM system. A workshop took place in August 2017 for police officers and specialized public prosecutors to introduce the risk assessment template (RAT) that was piloted for 6 months in 2 districts.
UNW Palestine office conducted different researches on VAW and women's access to justice to generate, documemt and disseminate knowledge and awareness.These included a study on women's access to justice in East Jerusalem, entitled " In the absence of justice", a study on legal aid to women entitled " the impact of legal aid on womenn", women's access to formal and informal justice in Gaza, informal justice system and gender equality in the West Bank, the Situation of Access to informal and formal justice systems for women and girls with dissabilities.
Algeria PP
In Algeria, UN Women has reached an important milestone, in strenghtening the Ministry of National Solidarity, Family and Women Condition's (MSNFCF) capacities to collect data on women and girls victims of violence. A modernized and common data collection framework integrating international guidelines and indicators on WSV, with a focus on SDG 5, was developed by UN Women in partnership with the MSNFCF. The new administrative databased named "AMANE" will allow the MSNFCF and its different structures to collect comprehensive data on Survivors seeking aid from its services. All 54 professionals from the Directorates for Social Action and Solidarity (DASS) and from Women Shelter's have benefited from a specific training on how to use AMANE with a component on gender-based violence and gender issues.
