OHCHR submitted a report to the Human Rights Council on creating and/or strengthening synergies and linkages on violence against women and girls (A/HRC/23/25) at its 20th session (June 2012) which includes recommendations on the means to reinforce the links between the Council and its mechanisms as well as between the Council and other intergovernmental processes. OHCHR, in partnership with the Mission of Canada, other Member States and NGOs, also promoted a series of discussions on how to strengthen cooperation and synergies between Geneva-based actors to feed into the work of the Human Rights Council.OHCHR supports the Committee on the Elimination of Discrimination against Women (CEDAW) which held two sessions in Geneva, in which women’s rights, including violence against women, in 15 countries (Andorra, Afghanistan, Benin, Bosnia and Herzegovina, Cambodia, Cape Verde, Colombia, Cuba, Democratic Republic of Congo, Dominican Republic, Republic of Moldova, Serbia, Seychelles and Tajikistan) was discussed and analysed. In a statement adopted during its fiftieth session on the role of women in the process of political transition, the CEDAW Committee urged Egypt, Libya and Tunisia to strongly condemn all forms of violence against women and girls and to ensure that custom, tradition, and cultural or religious considerations are not invoked to justify non-compliance with their legal obligations under the CEDAW Convention. OHCHR also supported national actors and civil society organisations activities on the implementation of UPR and CEDAW recommendations on violence against women, including in Togo and Chad.
The largest-ever cross-country study on men and violence in Asia and the Pacific11 was launched by P4P, in September 2013, providing critical new evidence on men’s use of violence in the region. A UN Women, UK Aid and UNFPA-supported study on individual, institutional, legal and policy responses to VAWG in Nepal, was launched on 10 December.

UN Women continues to lead a global knowledge management initiative to address violence against women and girls, reaching 1,428,563 visitors from 232 countries and territories in four years. By the end of 2013, the Virtual Knowledge Centre (http://www.endvawnow.org) provided 11 programming modules in English, French and Spanish covering various sectors (Health, Justice and Security); settings (Safe Cities and Conflict/Post-conflict/Emergency); and interventions (Shelter, Legislative Development and Reform; Working with Men and Boys; Monitoring and Evaluation), with a tools database of over 950 tools in more than 65 languages.
UN agencies, including UN Women and UNFPA, supported Governments, including those of Nepal and the Pacific Islands, to prepare their national priorities for negotiations during CSW 57. UN agencies, including UN Women and UNFPA, supported Governments, including those of Nepal and the Pacific Islands, to prepare their national priorities for negotiations during CSW 57. UN Women also promoted the implementation of the CSW Agreed Conclusions in Fiji through the national EVAW Task Force. In preparation for the 57th Session of the Commission on the Status of Women (CSW), ESCAP and UN Women jointly organized the “Asia-Pacific Regional Preparatory Meeting for the 57th session of the Commission on the Status of Women”, 5-6 February 2013, in which senior-level representatives from 12 ESCAP Member States participated. The outcome of the meeting included recommendations on translating existing international legal and normative frameworks into effective national policy tools that address the obstacles and challenges in eliminating and preventing violence against women and girls in Asia and the Pacific.

Between August and December 2013, UNHCR carried out a comprehensive review of the 2012 Participatory Assessments (PAs) in 42 different countries. This review looked at the process used in different locations to carry out PAs, the content of the assessments, and their outcomes in terms of strategic planning. With PAs being one of the elements of UNHCR’s participatory approach and AGD being a strategy to promote gender equality and respect for human rights which informs all stages of strategic planning, the review makes recommendations for addressing the identified weaknesses, mainly through a revision of the UNHCR Tool for Participatory Assessments in Operations.
The publication of a new methodology and a regional UN Women publication on VAW costing cemented UN Women’s technical leadership in this emerging area of research in the Asia Pacific region and have contributed to the decision by seven governments in the region to undertake new or additional VAW costing studies.

The Database is accessible to all Member States through ESCWA’s web portal, to be used and updated as a monitoring and reporting tool on any legislative developments relevant to VAW in the region. The Database is accessible to all Member States through ESCWA’s web portal, to be used and updated as a monitoring and reporting tool on any legislative developments relevant to VAW in the region. Participating countries received training on the usage of the Database supported with an analytical regional report that summarizes the findings of all collected data and proposes a framework for action oriented measures.
UNRWA continued working on its GBV referral system as well as its associated database and tracking system across its five fields of operation. A computerized database was piloted in Lebanon, while Jordan continues to explore the development of a module for GBV survivors in the Palestine Refugees Registration Information System. UNRWA continued working on its GBV referral system as well as its associated database and tracking system across its five fields of operation. A computerized database was piloted in Lebanon, while Jordan continues to explore the development of a module for GBV survivors in the Palestine Refugees Registration Information System. In the West Bank and Gaza, there was a significant improvement in data collection during the reporting period, with the majority of the referral system’s frontline staff accessing and updating the database. This data provides crucial information on the types of violence to which survivors have been subjected, and their resultant needs, thereby allowing continuous improvements in the response the Agency provides to its beneficiaries.
