In South Sudan, UNDP supported in 2014 special policy units that included women police and which were able to handle 1,137 Sexual and Gender Based Violence cases. In 2015, UNDP helped to increase safety and security for all. The Special Protection Units processed 113 cases, 39 related to GBV and 74 related to children in conflict with the law.
The Global Study on resolution 1325 is a review of 15 years of effort on the part of Member States, Civil Society, UN agencies and the international community to implement this groundbreaking resolution and move the Women, Peace and Security (WPS) agenda forward. The Study was led by independent expert Radhika Coomaraswamy, and was developed based on a series of regional consultations with Civil Society Organizations as well as in-depth research commissioned by leading experts in the WPS field. The Study represents the most comprehensive and updated compilation of the growing evidence that women’s empowerment contributes to the success of peace talks and the achievement of sustainable peace, accelerates economic recovery, strengthens our peace operations, improves our humanitarian assistance, and can help counter violent extremism. According to the Global Study, the main reason for the gap between the robustness of our normative frameworks and the weakness of our implementation on the ground is lack of political will, accountability and resources, and institutional and attittudinal barriers. In the last 15 years, there have been long lists of recommendations but few sticks and carrots to induce compliance, and the Global Study provides key findings and concrete recommendations for implementing 1325, and subsequent WPS resolutions, across a number of areas.
In Afghanistan, the UNSCR 1325 National Action Plan was finalized by the Directorate of Human Rights and Women’s International Affairs (DHRWIA) of the Ministry of Foreign Affairs (MoFA) with UN Women technical and financial support. The National Action Plan was officially launched in June 2015 to effectively support the Government in meeting its obligatory responsibilities to advance the Women, Peace and Security Agenda in Afghanistan.
UNFPA is uniquely positioned to promote an integrated approach to the provision of sexual and reproductive health services and GBV response in emergency settings, including through ensuring implementation of the Minimum Initial Services Package (MISP), the set of actions required to respond to reproductive health needs at the onset of every humanitarian crisis. UNFPA is working to ensure that the MISP is systematically implemented in all new emergencies and as a minimum standard in ongoing emergency settings. Access to health services for rape survivors has been identified as a major gap in humanitarian response; there is a critical need to ensure that established protocols for the clinical management of rape are implemented. As co-lead of the GBV Area of Responsiblity, UNFPA is mandated to build the capacity of national authorities and health providers in the clinical management of rape and facilitate distribution of reproductive health kits, including medical supplies for post-rape treatment such as post-exposure prophylaxis (PEP) to reduce HIV transmission. UNFPA also supports data collection and analysis on sexual violence incidents in emergency settings.
In 2015, together with UNFPA, ESCWA produced a regional study on “Child Marriage in Humanitarian Settings in the Arab region: Dynamics, Challenges and Policy Options”. The study examined the root structural causes of child marriage in the Arab region, including the national, social, institutional, legal, and cultural frameworks that facilitate the perpetuation of child marriage. It analyzed the factors that drive child marriage in humanitarian and conflict settings, including physical vulnerabilities, shifts in family relations, gender roles, economic conditions, availability of community support, and demographic profiles. It also investigated the socio-economic and health implications of child marriage for young brides, their children, and their communities, particularly in post-conflict contexts.
In 2014, WHO convened an expert group for consensus on indicators to monitor target 5.2. of the SDGs on elimination of violence against women and girls. The recommendations of this group contributed to the final set of indicators that were agreed for monitoring SDG target 5.2.
WFP has contributed to the development of the 2015 IASC "Guidelines for Integrating Gender Based Violence Interventions in Humanitarian Action" and is currently a member of the IASC GBV Guidelines Global Reference Group, which is responsbile of the global roll out of the guidelines.
In 2016, ESCWA published a study entitled “Against Wind and Tides: A Review of the Status of Women and Gender Equality in the Arab region (Beijing+20)”, which addressed some key aspects of the Beijing Declaration and Platform for Action related to violence against women.
FAO facilitates the preparation of Country Gender Assessments for agriculture and food security, as part of the implementation of its Gender Equality Policy. The CGA aims to inform evidence-based planning towards gender equality and women's empowerment to improve food and nutrition security and reduce poverty. The CGA usually relies mainly on secondary sources and existing data, although data collection is also conducted as part of the process, for example through key informant interviews to identify the most critical issues. The specific aspects looked at in each country depend on the available data and national priorities. During 2015, 5 CGA's - Albania, Botswana, Tanzania, Zambia and Zimbabwe - were finalized with GBV analysis forming a part of the assessment.
WFP attended 9 IASC meetings in 2015, in which WFP was playing a pivotal role as a member of the standing committee of the GenCap project & the co-chair of the IASC Gender Reference Group. Gender based violence is a key consideration in WFP's Policy on Humanitarian Protection (2012) that outlines the organisation's position on protection and provides a framework for implementation of its responsibilities in this regard. As part of its modus operandi, WFP seeks to implement food assistance programmes that take the interlinkages between hunger and gender-based violence into account. The objective is to ensure that programmes are safe and dignified, and to support an overall environment in which gender-based violence is reduced and the effects of violence on survivors are mitigated.
