UN Women, in collaboration with the Jordanian National commission for Women(JNCW), held a roundtable meeting on “Jordan-Morocco sharing of experience on the criminal prosecution of rapists “in May 2016 in Amman, Jordan, at which 11 Jordanian parliamentarians as well as Moroccan parliamentarians exchanged views and experience with regards to the current amendments of the Penal Code. The Moroccan parliamentarians have explained the process they went through of reviewing the penal code over two years and then abolishing article 475 (similar provisions to 308) completely after one female minor “Amina” committed suicide for being forced to marry her rapist. At the end of the session, the Jordanian parliamentarians were equipped with knowledge on how to move forward on the abolishment of article 308 of the penal code.
ESCWA, in partnership with UN Women, is currently conducting a full fledged project on estimating the cost of VAW in the Arab region. This project consists of two phases: the first one includes two studies (namely, “Status of Arab Women Report: Violence against Women: What is At Stake” and "Model for costing domestic violence against women in the Arab region"). The former, produced in partnership with UN Women and the Lebanese American University, provides a contextualized understanding of VAW and its importance, examines the existing reporting mechanisms, explores the linkages between VAW and social, economic and health factors, and reviews the relevant methodologies with a view to identify the most suitable one for the Arab region. This first study paves the way for the development of the regional economic model to estimate the cost of VAW in the region, which is addressed in the second study in partnership with UN Women. The second phase of the project focuses on building the capacity of member States on the importance of costing violence against women, as well as piloting the economic model in two Arab countries.
The UNODC Global Report on Trafficking in Persons, published in December 2016, is they key output of the UNODC research programme on trafficking in persons, and it presents an overview of the key trends and patterns of trafficking in persons. The Report contains gender-disaggregated data on detected trafficking victims and offenders, and forms of exploitation. This edition also provides analyses on, inter alia, women offenders, trafficking for marriage and trafficking of women and girls related to conflict.
In 2016, UNRWA worked on the development of a common monitoring framework which aims at systemizing data collection among field offices, and ensuring that data informs programming. UNRWA thus follows up on key indicators related to the number of survivours identified, services accessed, trainings to staff, changes in staff capacity to address GBV, as well as other prevention related indicators.
On occasion of the International Day for the Elimination of Violence against Women - 25 November 2016, UNESCO set up an Orange Zone at Headquarters and conducted a rich social media campaign on the effects of climate change in exacerbating violence against women and girls - a key theme for this year’s campaign on the International Day for the Elimination of Violence against Women. Throughout the day, badges, informative postcards, posters and UNESCO publications were made available to all staff and visitors. Four visually striking factographs were released, highlighting the links between climate change and violence against women. The campaign disseminated via Facebook, Twitter and Instagram reached over 758,000 people around the world. Broadcasting live from the Orange Zone via Facebook Live, the Director of the Division of Gender Equality discussed the significance of this Day as the UNESCO Globe was lit in orange. The Director also highlighted the importance of raising awareness on violence against women in the context of climate change, noting the myriad of ways in which climate change disproportionately affects women, whether via natural disasters or climate-induced displacement causing heightened sexual trafficking, or the search for water and firewood resulting in increased rapes. Over 1,300 people have watched the video.
UNHCR was actively engaged in the revision of the IASC Guidelines for integrating Gender Based Violence interventions in humanitarian settings published in 2015 and supports the roll-out of the guidelines in the field. In 2016, 11 pilot countries receive training and technical support.
UNODC led global efforts to improve data availability and quality on gender related crime. The International Classification of Crime for Statistical Purposes (ICCS), endorsed in 2015 by the UN Statistical Commission and CCPCJ, provides specific guidance on how to deal with gender-related crime, in terms of specific data disaggregations by sex and by considering crime motive. If properly implemented by national data producers, crime statistics will allow the analysis of data on crime by sex and age of victims and perpetrators, on the relationship of victims and perpetrators and on the motive of crime.
OHCHR advised states on reforming laws and supported the formulation and implementation of laws to ensure compliance with international human rights standards. In 2015, OHCHR supported the elaboration and implementation of laws on sexual violence (in Afghanistan, Burundi, the Central African Republic, the Kurdistan region of Iraq, Nigeria), promoting victims’ and witnesses’ participation in peace processes and reconciliation (in Sudan, Darfur and the Central African Republic), and assisting victims of sexual violence (in the Democratic Republic of the Congo, Guatemala, Sudan, Tunisia). In Moldova, OHCHR assisted in the development and implementation of a project seeking to revise the prosecutorial guidance for rape investigations to ensure they are free from harmful stereotypes and in line with international standards.Through joint United Nations programming, OHCHR supported the development of a draft regulation in Kosovo on the verification of status of victims of sexual violence that occurred during the conflict. Also, technical advice was provided in Guatemala on reparations for victims of sexual violence with a view to influence the new national reparation scheme.OHCHR further assisted States in developing or revising family laws and legislation on issues such as violence against women (in Belarus, the Gambia, Myanmar, Senegal, Tunisia and Yemen).
Throughout the period 2014 to 2016, ESCWA has delivered relevant advisory services on VAW legislation to three Member States. In June 2014, ESCWA provided support to the adoption of new legislation on violence against women in Egypt. ESCWA supported national efforts to enact legislation on VAW in Egypt by co-organizing a workshop to present the UN Model Law on Violence against Women and related international instruments. This workshop targeted senior officials from the Egyptian Ministry of Justice, the Ministry of Interior and members of the National Council for Women, as well as service providers and practitioners. The workshop allowed participants to share experiences and lessons learned. In December 2014, ESCWA provided advisory services to Tunisia to discuss the draft law to combat Violence against Women and Girls.
UNFPA is a member of IASC and in contexts where the IASC Cluster Approach has been activated, UNFPA and UNICEF are mandated to co-lead the GBV Area of Responsibility. As co-lead, UNFPA is accountable for working closely with national authorities, partners and communities, to ensure that minimum standards are in place to prevent and respond to gender-based violence in emergencies.
