Social Norms and Community-based Care Programming in Humanitarian Settings: Building ‘Good Practice’ Approaches for Response to and Primary Prevention of Sexual Violence against Women and Girls Affected by Conflict is a three-year project by UNICEF, underway in Somalia and South Sudan. It focuses on building community-level prevention and response strategies to promote behaviour change towards greater respect for women and girls, and to prevent sexual violence as an inevitable and acceptable part of war. A key component of the project is rigorous research, conducted in partnership with Johns Hopkins University, which will document the impact of the programme.
Through the Multi-Partner Trust Fund of UN Action, OHCHR, in cooperation with DPKO, the Office of the SRSG on Sexual violence in conflict and other partners, obtained support for the deployment of Women Protection Advisors to the human rights components of DRC and Cote d’Ivoire. OHCHR also seconded a staff member to act as the Senior WPA in UNMISS (South Sudan) and assist the mission in the setting-up of the Monitoring, Analysis and Reporting Arrangements (MARA). Through the Multi-Partner Trust Fund of UN Action, OHCHR, in cooperation with DPKO, the Office of the SRSG on Sexual violence in conflict and other partners, obtained support for the deployment of Women Protection Advisors to the human rights components of DRC and Cote d’Ivoire. OHCHR also seconded a staff member to act as the Senior WPA in UNMISS (South Sudan) and assist the mission in the setting-up of the Monitoring, Analysis and Reporting Arrangements (MARA). In Angola, an Advisor was deployed to the office of the Resident Coordinator to assist the UN system in promoting follow-up to the commitments made by the Government in relation to sexual violence during the visit of the former SRSG SVC. With the support of UN-Women, the commissions of inquiry for Libya and Syria all included experts on sexual violence. As a member of the TOE, OHCHR worked with Human Rights components to strengthen the capacity of national rule of law and justice actors to address impunity for conflict-related sexual violence.

During the reporting period, the United Nations Regional Centre for Peace, Disarmament and Development in Latin America and the Caribbean (UNLIREC) has conducted three cources of Inter-institutional Training Course on Combating Illicit Trafficking in Firearms, Ammunition and Explosives (IITC), which contributes to enhancing the capacity of law enforcement and legal practitioners to prevent armed violence, including against women. Participants came from across the Caribbean, as well as Colombia, Ecuador, El Salvador, Guatemala and Honduras. In addition, UNLIREC launched in New York the publication “Forces of Change: Profiles of Latin American and Caribbean Women in Combating Illicit Trafficking in Small Arms”, at a First Committee side event “Women Disarmament, Non-Proliferation and Arms Control”, hosted by the Honorable Prime Minister of the Republic of Trinidad and Tobago.

In March 2012, the Asia-Pacific Regional Coordination Mechanism Thematic Working Group on Gender Equality and the Empowerment of Women (TWG-GEEW), co-chaired by ESCAP and UN WOMEN, established a Working Group on Women, Peace and Security (WPS). The Working Group strengthens interagency cooperation and collaboration in support of the Women, Peace and Security agenda in the region and provides a forum to address issues related to this agenda, including sexual violence in conflict situations. ESCAP and UN Women provide a joint secretariat for the Working Group, which also supports the Regional Advisory Group in implementing its workplan to advance the Women, Peace and Security agenda in the Asia-Pacific region.
