UNAIDS presented an external mid-term review of UNAIDS Agenda for Accelerated Country Action for Women Girls and Gender Equality to its Programme Coordinating Board in December 2012. The review found UNAIDS has contributed to scaled up country-level action on violence and HIV but further work is required to strengthen the evidence base.

The UN Gender Theme Group for the Pacific, co-chaired by UN Women and UNFPA, revised its Terms of Reference to include responses to gender-based violence in emergencies, including the development of Surge Capacity for immediate response in humanitarian emergencies, as well as the development of government-NGO Communities of Practice on gender-based to facilitate capacity-building and prepraredness.

The workshops also included the 2011 “Action against Sexual and Gender-Based Violence: An Updated Strategy” and will assist individual country operations to develop country-level strategies. UNHCR has also recently recruited four senior protection officers, being also responsible for developing multi-sectoral strategies on sexual gender-based violence at country level.

OHCHR developed a two-day specialised course on monitoring and investigating conflict related sexual violence; briefed the C.34 on its work on sexual violence, together with DPKO and the Office of the SRSG SVC; supported research to understand patterns and consequences of sexual violence during the 1999 conflict in Kosovo, including gaps in access to justice, institutional capacity needs, and perspectives of survivors with regard to reparations; and together with UN Women is finalizing a draft guidance note concerning reparations for victims of conflict-related sexual violence.

Through the Multi-Partner Trust Fund of UN Action, OHCHR, in cooperation with DPKO, the Office of the SRSG on Sexual violence in conflict and other partners, obtained support for the deployment of Women Protection Advisors to the human rights components of DRC and Cote d’Ivoire. OHCHR also seconded a staff member to act as the Senior WPA in UNMISS (South Sudan) and assist the mission in the setting-up of the Monitoring, Analysis and Reporting Arrangements (MARA). In Angola, an Advisor was deployed to the office of the Resident Coordinator to assist the UN system in promoting follow-up to the commitments made by the Government in relation to sexual violence during the visit of the former SRSG SVC. With the support of UN-Women, the commissions of inquiry for Libya and Syria all included experts on sexual violence. As a member of the TOE, OHCHR worked with Human Rights components to strengthen the capacity of national rule of law and justice actors to address impunity for conflict-related sexual violence.

UNHCR also conducted reporting and monitoring on sexual violence in conflict as part of its activities under the United Nations Security Council resolutions 1960,1820 and 1888. In March 2012, the Asia-Pacific Regional Coordination Mechanism Thematic Working Group on Gender Equality and the Empowerment of Women (TWG-GEEW), co-chaired by ESCAP and UN WOMEN, established a Working Group on Women, Peace and Security (WPS). The Working Group strengthens interagency cooperation and collaboration in support of the Women, Peace and Security agenda in the region and provides a forum to address issues related to this agenda, including sexual violence in conflict situations. ESCAP and UN Women provide a joint secretariat for the Working Group, which also supports the Regional Advisory Group in implementing its workplan to advance the Women, Peace and Security agenda in the Asia-Pacific region.
ECLAC, with the support of the UNFPA, has finalized a proposal for a regional training curriculum on gender and security and the implementation of UN Security Council Resolution 1325 (2000) on Women, Peace and Security. The proposal incorporates regional ECLAC research findings on the progress achieved in relation to the topic, as well as on the training needs of different governmental institutions. The proposal was presented in a workshop at ECLAC headquarters in Santiago (27-28 November 2012).
