OHCHR supported the following human rights mechanisms: the Special Rapporteur on violence against women, its causes and consequences (SRVAW) in the conduct of 3 official country visits in the reporting period: India (22 April to 1 May, 2013), Bangladesh (20 to 29 May, 2013), and Azerbaijan (25 November to 5 December, 2013); the Special Rapporteur on trafficking in persons, especially women and children in convening 5 regional consultations (Geneva, Santiago, Bangkok, Abuja and Amman) and two global consultations (New York and Vienna) on the right to an effective remedy for trafficked persons pursuant to Human Rights Council Resolution 20/1; and the Working Group on Discrimination Against Women, which regards violence against women as cross-cutting in all of its work, in two country visits in Iceland (16 to 23 May 2013) and in China (12 to 19 December 2013).
The new UNDP Strategic Plan (2014-17) includes for the first time specific reference to sexual and gender based violence. The second corporate gender equality strategy (2014-17) also prioritizes actions to prevent and respond to SGBV.

Two Global Strategic Priorities of UNHCR for the coming two years will focus on SGBV by addressing provision of support to SGBV survivors as well as prevention and protection of SGBV survivors through community involvement. In order to strengthen its accountability, UNHCR also began focusing on joint monitoring and evaluation for the implementation of its three strategies on Education, Child Protection, and SGBV, as these three areas are complementary and often overlapping, and organized a seminar for protection and programme officers to this end.

In November 2013, the second Gender Academy, supported by ILO, UN Women and the European Commission, was held at the International Training Centre of the International Labour Organization (ITC-ILO). The Academy examined policies and methods to respond to gender-based violence and risks at work. UN Women continues to lead a global knowledge management initiative to address violence against women and girls, reaching 1,428,563 visitors from 232 countries and territories in four years. By the end of 2013, the Virtual Knowledge Centre (http://www.endvawnow.org) provided 11 programming modules in English, French and Spanish covering various sectors (Health, Justice and Security); settings (Safe Cities and Conflict/Post-conflict/Emergency); and interventions (Shelter, Legislative Development and Reform; Working with Men and Boys; Monitoring and Evaluation), with a tools database of over 950 tools in more than 65 languages.
UNHCR, as part of the Global Team responsible for the Gender-Based Violence Information Management System (GBVIMS) provided technical support in data collection and analysis to 10 countries including missions to Jordan and Lebanon.

Between August and December 2013, UNHCR carried out a comprehensive review of the 2012 Participatory Assessments (PAs) in 42 different countries. This review looked at the process used in different locations to carry out PAs, the content of the assessments, and their outcomes in terms of strategic planning. With PAs being one of the elements of UNHCR’s participatory approach and AGD being a strategy to promote gender equality and respect for human rights which informs all stages of strategic planning, the review makes recommendations for addressing the identified weaknesses, mainly through a revision of the UNHCR Tool for Participatory Assessments in Operations.

The Observatory’s indicators of physical autonomy highlight the obstacles that women in the region face in seeking to take their own decisions about their sexuality and reproduction and to exercise their right to a life free of violence.
