United Nations Entity for Gender Equality and the Empowerment of Women
Background
UN Women is at the forefront of global efforts to eliminate violence against women and girls (VAWG), leveraging its unique triple mandate of normative support, UN system coordination, and operational activities. Through strategic partnerships, evidence-based programming, and advocacy, UN Women works to prevent violence, support survivors, and promote gender equality worldwide. Violence against women and girls remains one of the most pervasive human rights violations globally, impeding progress toward gender equality and sustainable development. UN Women's Strategic Plan 2022–2025 outlines a comprehensive approach to address VAWG, emphasizing prevention, survivor-centered responses, and the transformation of harmful social norms. The organization collaborates with governments, civil society, and other stakeholders to implement policies and programs that protect women's rights and promote their empowerment.
On behalf of the United Nations system, the UN Women administers the United Nations Trust Fund to End Violence Against Women (UN Trust Fund), which provides core, flexible and long-term funding along with technical and strategic support services for civil society and women’s rights organizations across the humanitarian-development-peace nexus. As the secretariat of the United Nations Inter-Agency Network on Ending Violence Against Women and Girls VAWG, UN-Women will coordinate system-wide efforts to end all forms of VAWG, including in advocacy for sustainable financing.
Policy framework
UN Women's work to end VAWG is firmly anchored in international human rights instruments and political commitments. These include the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform for Action, and the 2030 Agenda for Sustainable Development, particularly Goal 5: Achieve gender equality and empower all women and girls.
UN Women supports Member States to uphold these commitments by aligning national legislation, policies, and programs with international standards. The organization plays a central role in global norm-setting spaces such as the Commission on the Status of Women (CSW), where it supports the negotiation and implementation of agreed conclusions on gender equality and the elimination of VAWG. UN Women also contributes substantively to the Secretary-General’s reports on VAWG and related topics, helping ensure that these issues remain central to the international policy agenda.
Through its Strategic Plan (2022–2025), UN Women emphasizes the elimination of violence as one of its core impact areas, promoting integrated, survivor-centered, and multisectoral approaches that are responsive to intersecting forms of discrimination and grounded in feminist values.
There are a number of internationally agreed norms and standards that relate to ending violence against women, including:
- The 1979 Convention on the Elimination of all Forms of Discrimination against Women does not explicitly mention violence against women and girls, but General Recommendations 12, 19, and 35 clarify that the Convention, as per Article 2 on non-discrimination, extends to violence against women, and also makes detailed recommendations to States to address violence against women.
- The 1993 World Conference on Human Rights recognized violence against women as a human rights violation and called for the appointment of a Special Rapporteur on violence against women in the Vienna Declaration and Programme of Action.
- The 1993 Declaration on the Elimination of Violence against Women was the first international instrument explicitly addressing violence against women, providing a framework for national and international action.
- The 1994 International Conference on Population and Development drew links between violence against women and reproductive health and rights.
- The 1995 Beijing Platform for Action identifies specific actions for governments to take to prevent and respond to violence against women and girls. Ending violence is one of 12 areas for priority action. In 2020, a major stock-taking UN Women report revealed that more than 80 per cent of countries (of 166 in total) reported that action to implement, and enforce, violence against women laws had been achieved in the previous five years, and 87 per cent of countries reported introducing, or strengthening, services for survivors of violence.
- In 2006 the Secretary-General’s In-Depth Study on All Forms of Violence against Women was released, the first comprehensive report on the issue.
- The 2011 Council of Europe Convention on preventing and combating violence against women and domestic violence became the second legally binding regional instrument on violence against women and girls.
- The UN General Assembly adopts biannual resolutions on the issue of violence against women. The resolutions, first adopted in 2012, include the intensification of efforts to eliminate all forms of violence against women, trafficking in women and girls, and intensifying global efforts for the elimination of female genital mutilations. These resolutions are renegotiated biannually, and the most recent reports were submitted on these resolutions during the 75th session of the UN General Assembly.
- The UN Human Rights Council first adopted a resolution on accelerating efforts to eliminate all forms of violence against women in 2012.
- In 2020, at the 64th session of the Commission on the Status of Women, leaders pledged to ramp up efforts to fully implement the Beijing Declaration and Platform for Action, including ending all forms of violence and harmful practices against women and girls.
Areas of Focus
Response
UN Women leads global efforts to strengthen survivor-centered responses to VAWG through its support to essential services and multisectoral coordination. It plays a critical convening and technical role in promoting the Essential Services Package for Women and Girls Subject to Violence, developed in collaboration with WHO, UNFPA, UNDP, and UNODC. This package outlines a coordinated, quality approach to providing health, justice and policing, and social services for survivors. UN Women supports countries in adapting and implementing the package, building the capacity of service providers, and promoting accountability mechanisms.
UN Women also works to ensure that crisis response—including in humanitarian settings and during global emergencies such as the COVID-19 pandemic—integrates measures to prevent and respond to VAWG. It supports the development of national action plans, referral pathways, and inter-agency coordination mechanisms to ensure timely and effective service delivery to survivors.
Prevention
UN Women is a global leader in VAWG prevention, advocating for and operationalizing primary prevention strategies that transform harmful gender norms, challenge patriarchal power structures, and promote gender-equitable relationships. UN Women’s prevention programming is grounded in the RESPECT Women framework, developed with WHO and other partners. The framework outlines seven evidence-based strategies: Relationship skills strengthened; Empowerment of women; Services ensured; Poverty reduced; Environments made safe; Child and adolescent abuse prevented; and Transformed attitudes, beliefs and norms.
UN Women supports governments and civil society to design, implement, and evaluate prevention programs at scale. It fosters social mobilization campaigns, school- and community-based interventions, and engagement with men and boys to shift norms and attitudes. In particular, the organization works with feminist movements and youth-led initiatives to amplify transformative, intersectional approaches to prevention.
Research and Data
As the custodian of knowledge on gender equality and VAWG, UN Women invests significantly in strengthening the global evidence base to inform policy and programming. It hosts and manages the Global Database on Violence Against Women, the only global repository of measures taken by governments to address violence against women. The database enhances transparency and promotes peer learning by providing accessible information on laws, policies, services, and research.
UN Women provides technical and financial support to national statistical offices to collect and analyze prevalence data on VAWG through population-based surveys. It advocates for the regular collection of comparable, quality data disaggregated by sex, age, disability, and other factors, and builds capacity to use data in planning and budgeting. In collaboration with international partners, UN Women has developed guidance and standards to improve the measurement of VAWG, including through the Inter-Agency Group on Violence against Women Data and the UN Survey Module on VAW Prevalence.
Women’s Movements and Leadership
UN Women recognizes that feminist and women’s rights organizations are indispensable actors in efforts to end VAWG. Through the ACT for Feminist Movements programme, UN Women provides long-term, flexible funding and capacity-building support to women-led organizations and networks, particularly those working at the grassroots level.
ACT supports advocacy, coalition-building, knowledge generation, and service provision by feminist movements, enabling them to influence laws and policies, hold duty-bearers accountable, and mobilize communities. UN Women also facilitates platforms for movement-building, such as the Generation Equality Action Coalitions, ensuring that women’s voices are central in decision-making spaces at all levels.
Safe Public Spaces and Sexual Harassment
UN Women pioneered the Safe Cities and Safe Public Spaces Global Initiative—the first-ever global effort to develop comprehensive, multi-stakeholder approaches to preventing and responding to sexual harassment and other forms of sexual violence in public spaces. The initiative is implemented in over 65 cities worldwide, working with local and national governments, transport and other service providers, women's rights organizations, and grassroots groups and the private sector to co-create solutions that reduce sexual violence in public spaces and increase women and girls’ safety and inclusion.
Interventions supported by UN Women include social norms programming (multiple levels), gender-responsive planning in urban and rural settings, , community policing, and the use of data to inform the development and monitoring of comprehensive programmes. The initiative promotes women’s political decision making, policy change, behavior transformation, and infrastructure improvements to ensure that women and girls can move freely and safely in public spaces without fear of violence or sexual harassment.
Harmful Practices: Child Marriage and Female Genital Mutilation (FGM)
UN Women addresses harmful practices such as child marriage and FGM as severe violations of human rights and forms of gender-based violence. The organization works at global, regional, and national levels to support the repeal or reform of discriminatory laws, advocate for strong enforcement mechanisms, and promote comprehensive services for survivors.
Through partnership with UNFPA, UNICEF, and civil society organizations, UN Women supports community-led approaches to change social norms, raise awareness, and empower girls and young women. The organization also contributes to the global evidence base on what works to end harmful practices, including supporting research, policy dialogue, and evaluation of interventions.
Trafficking in Women and Girls
UN Women’s approach to combating trafficking in persons, particularly women and girls, focuses on prevention, protection, and rights-based responses. As a member of the Inter-Agency Coordination Group against Trafficking in Persons (ICAT), UN Women ensures that anti-trafficking strategies are gender-responsive and survivor-centered.
UN Women works with governments to integrate anti-trafficking measures into national development and gender equality plans, supports the provision of legal aid and psychosocial services to survivors, and strengthens efforts to reduce the risks of trafficking in conflict, crisis, and migration contexts. It also advocates for addressing the structural inequalities—such as poverty, discrimination, and lack of access to education and employment—that increase women’s vulnerability to exploitation.
Technology Facilitated Violence Against Women and Girls (TF-VAWG)
Recognizing the rapid rise in online and technology-facilitated violence, UN Women has taken a leadership role in addressing this emerging form of VAWG. TF VAWG includes online harassment, non-consensual image sharing, doxing, cyberstalking, and digital sexual exploitation, disproportionately affecting women and girls—particularly journalists, activists, and public figures.
UN Women supports policy and legal reforms to recognize and criminalize TF VAWG, and works with governments, civil society, and technology companies to develop safe digital environments including the Global Digital Compact, an annex to Pact for the Future. It conducts research to better understand the scope and impact of TG VAWG, and raises awareness through global campaigns such as #SafeSpacesNow and #OrangeTheWorld.

The year 2020 is a pivotal year for advancing gender equality worldwide, as the global community takes stock of progress made for women’s rights since the adoption of the Beijing Platform for Action. Almost all the countries in the ESA region have functional GBV Working Groups led by UNFPA and the PSEA Task Forces led by UN Women and the UNRCO.
To bring the global commitments to the field and to create an enabling safe, secure and equitable environment in line with the UN Secretary-Generals guidance, a Training of Trainers program on “Gender Parity” and “Prevention of Sexual Harassment, Sexual Exploitation and Abuse (PSEA)” was organized in partnership with UN Women HQ with participation by 42 participants from 12 countries in the region representing UN Women, UNPFA, UNHCR, IOM, ICAO and UNDSS in Mombasa, Kenya. Following the training at least 5 countries have replicated the training in their countries and also took initiatives to establish and strengthen the PSEA task forces.
In Burundi, UN Women supported the development of UNCT gender strategy which serves as a frame of reference for in planning process within UNS in Burundi.
UN Women capacities at the regional and national level have enhanced through its triple mandate and technical leadership on EVAW in Africa region. This is evidenced through the leadership on Africa Spotlight Initiative at both regional and country levels, steep increase in the mobilization of resources, strengthening of partnerships with AUC, regional and national CSOs, government and other partners. UN Women in Africa also by leveraging on the Africa Strategy and harnessing the technical capacities of the team through establishment of a regional EVAW Community of Practice (COP) and sharing of innovation and technical knowledge through South-South learning. This helped immensely in initiating, strengthening and up-scaling programs on ‘safe markets and safe public spaces’ in Ethiopia, Kenya, Uganda, Rwanda, Tanzania and Zimbabwe; addressing tech violence against girls in education institutions through a research and advocacy document; partnerships with regional traditional leaders in establishing a movement of “Council of Traditional Leaders in Africa (COTLA)” and its launch in the sidelines of the African Union Summit in February 2019 through the President of Zambia in grassroot advocacy and prevention of child marriage, FGM and other harmful practices. Strengthened partnerships with the government and CSOs also helped in technical support in legislative reform, strengthening institutions, establishment of referral pathways and multisectoral responses in EVAW in the region.
UN-Women continued to support the mainstreaming of gender and development of training sessions on violence against women in politics, which were delivered in the United Nations System Staff College (UNSSC) 2019 courses on Political Approaches to Preventing and Responding to Election-Related Violence.
UN Women ESARO supported the development of a model law for establishment of special mechanisms to fast track SGBV cases by International Conference on the Great Lakes Region (ICGLR) with UN Women support. This had been one of the articles of the Kampala Declaration (2011) and provides a comprehensive framework to facilitate development of national instruments to fast track prosecution of SGBV cases.
In Kenya, UN Women provided both financial and technical support in the development of the GBV policy for Migori County. This was done through a participatory, multi-sectoral workshop attended by state and non-state GBV actors in the county.
In South Africa, UN Women as the lead UN agency has significantly made financial and technical contributions to the Coordination stream of the work of the Interim Steering Committee to ensure that the structure and legislation are drafted and the drafting of the Nation Strategic Plan. Funding intersectional violence against women and girls (VAWG) services
This policy brief highlights the value that ‘by and for’ organizations bring to the fight to end violence against women and girls (VAWG) and examines how the current funding landscape jeopardizes the existence and autonomy of these organizations. It provides key recommendations on improving the nature of funding frameworks to support organizations that address the specific needs of minoritized women and girls. Good Practices in Responding to Domestic Violence a Comparative Study
With the aim of assisting the Agency for Gender Equality of Bosnia and Herzegovina in supporting responsible government bodies to advance minimum standards in ensuring response and assistance to victims of gender-based violence, good practices were analyzed across four countries, two EU Member States (Austria and Spain), and two non-EU States within the Western Balkan region (Albania and Serbia). This document provides a detailed, technical description of national programmes and initiatives that have been recognized internationally as good practice. It provides comparative information from the four selected countries in order to demonstrate distinct approaches and models. The aim is to provide diverse options to assist relevant actors in Bosnia and Herzegovina in selecting the best approach tailored to their current needs and circumstances in line with international standards.
For each practice, after setting forth the relevant international standards based on the Istanbul Convention, the UN Guidelines on Essential Services Package, jurisprudence from the European Court of Human Rights and Council of Europe Guidelines, the flagship best-practice initiatives are described, comparing like models, where good practice exists in more than one country. UN Women Analysis of the Capacities for the Implementation of Council of Europe Convention of Preventing and Combating Domestic Violence and Violence against Women in Police and Free Legal Aid Sector in Bosnia and Herzegovina
With this analysis, UN Women seeks to support the Agency for Gender Equality of the Ministry of Human Rights and Refugees Bosnia and Herzegovina to establish minimum standards for service provision to survivors of gender-based violence in several sectors in Bosnia and Herzegovina. The analysis examines the two sectors' capacity to implement the standards derived from the Istanbul Convention including state obligations and due diligence, integrated policies and data collection, prevention, protection and support, substantive law, investigation, prosecution, and procedural law.
In addition to the detailed assessment of legal, operational and institutional framework, the analysis further examines the capacities of responsible sectoral governmental institutions and service providers at the local level, including relevant NGOs. Detailed information from institutions and service providers were collected from interviews, representing the opportunity for identifying a new way of understanding the topic at hand. The analysis will add to the evidence-based support to the activities of institutions in the country with a view of meeting the obligations that stem from the Istanbul Convention, and ultimately providing adequate support to victims of gender-based violence and domestic violence, as well as processing of perpetrators. The study on “Prospects for Ending Child Marriage in Africa: Implications on Legislation, Policy, Culture & Interventions” undertook mapping of the legislative frameworks in 10 countries in Africa, which is also guiding the countries in strengthening the EVAW and Child Marriage legislations. Another important area the ESARO is supporting is the framing of bye-laws to harmonize the national laws with the customary laws in line with the international conventions. At least in 5 countries such initiatives are ongoing, these include, Malawi, Uganda, Zimbabwe, Zambia and Liberia.
A study on “Mapping of Discrimination Faced by Women with Disabilities in ESAR” also highlighted the various forms of discrimination and violence faced by women with disabilities and will help advocacy with member states on enactment of legislation and policy in the 6 study countries of Ethiopia, Kenya, Uganda, South Africa, Tanzania and Zimbabwe.
Report: Regional Forum Promoting the Implementation of the Istanbul Convention in the Western Balkans and Turkey
This report presents a summary of the discussions held during the first Regional Forum on Promoting the Implementation of the Istanbul Convention in the Western Balkans and Turkey. Convened by the Government of the former Yugoslav Republic of Macedonia, UN Women, the European Union, and the Council of Europe (CoE), in partnership with European Women’s Lobby, the regional forum reviewed progress in fulfillment of the Council of Europe Convention on preventing and combating violence against women and domestic violence, known as the Istanbul Convention. Report: Second Reginal Forum Promoting the Implementation of the Istanbul Convention in the Western Balkans and Turkey
The report presents a summary of discussions and conclusions from the Second Regional Forum Promoting the Implementation of the Istanbul Convention in the Western Balkans and Turkey. Convened by the Government of Albania, UN Women, the European Union, and the Council of Europe, the Second Regional Forum reviewed progress in ending violence against women and girls and implementing the Istanbul Convention in the region. In Kenya, UN Women continued to play a key role in convening and leading stakeholders to demand accountability for ending violence against women and girls, while at the same time ensuring access to quality and essential services for survivors. As one of the key highlights, UN Women together with its’ partners convened a National GBV Conference in 2019 bringing together over 450 participants from across the country with the aim to harness accountability for GBV prevention and response. As a result of the Conference a communique with 27 recommendations articulating roles for each duty bearer was finalized.
Standardization of GBV training was improved through UN Women support in the development of the Safe Spaces and Applicability Manual , the GBV Service Providers Data Bank tools, and the Model Gender-Based Violence Recovery Centers Guidance Note. These tools are expected to provide a harmonized training curriculum for use by duty bearers while the guidance note will provide a framework for provision of GBV services within a multi-sectoral framework. The Harmonized GBV Training Manual was also finalized. Further KCO led in the development of the “Implementation Guide for the Global Women’s Safety Framework” . The guide to implementation provides a “how to” and a “step by step” guidance for tea chain producers who are keen to address sexual harassment. Prevention and response to GBV by the National Police Service was strengthened through KCO’s support in the development of a National Action Plan (NAP). The NAP provides for the creation of a special gender crimes unit within the policy system and provides opportunities for all actors to strengthen their partnership with the Police, by seeking to support different aspects of the action plan.
A number of capacity building and trainings were undertaken targeting law enforcement and other officials in the ESAR countries. Most significantly, Malawi, Mozambique, Uganda and Zimbabwe also benefited from the Spotlight funding and undertook a number of initiatives aimed at training and capacity building of relevant actors in addressing VAW, HP and promotion of SRHR.
DRC
Strengthening of community prevention mechanisms with vigilance committees; sensitization of the military and police on their role in civil protection. Action to repress the perpetrators of sexual violence with emblematic trials of certain senior military officers. Actions carried out by the office of the Personal Representative of the Head of State in charge of combating sexual violence with the support of partners, in particular UN Women and UNFPA.
CAMEROON
UNW CAMEROON sept up women cohesion space to provide holistance assistance to GBV survivors. In humanitarian settings, awareness raising activities in different forms reached a great number of women, men, girls and boys including traditional and religious leaders who maintain significant influence over social norms and behaviours at the community level, on gender-based violence, girls' education, importance of women's economic empowerment, early/forced marriage and other relevant issues. These community outreach activities were not only prevention measures but also served as a first step to inform the population on available GBV services and to encourage them to report cases in the social environment that traditionally silences the survivors of violence.
LIBERIA
Liberia is not in a conflict situation at the moment. However, measures are available as part of disaster response strategy.
NIGER
The Diffa region is prey to the interventions of the boko Haram nebula. To support displaced, returned and refugee women, high-impact activities were implemented, including three hundred and fifty income-generating activities in the camps, the provision of more than 1,000 domestic gas kits to enable women not to leave the camps to search for firewood, Equipping health centres in three camps to care for survivors of violence, the three cohesion spaces, gender training for the FDS, GBV and gender mainstreaming in security activities, and the five gender units within the law enforcement services. All these activities benefited more than 5,000 people.
NIGERIA
UN Women supported the state ministries of women affairs and social development in the focus states to commemorate the 16 days of activism on violence against women;
The National Advisory Committee on the implementation of the National Action Plan was inaugurated by the Federal Ministry of Women Affairs and Social Development with support from Un Women and the State Action Plans on UNSCR 1325 was launched n Adamawa Gombe and Plateau state in the period
The HeforShe campaign was launched in three state and male traditional and community leaders were recognized for integrating women in traditional councils and local community leadership committees.
A simplified NAP has been developed to facilitate uptake by the public and the costing for the implementation is underway
Plateau Peacebuilding Agency’s Strategic Plan has been drafted with support from UN Women and state partners
DRC
Establishment and strengthening of community mechanisms for the prevention of sexual violence. Support for "Break the Silence" and "HeForShe" campaigns, thousands of people have been reached by awareness messages on the fight against sexual violence, mainly through the involvement of community radio stations.
SENEGAL
Senegal benefits from the commitment of communities and state institutions in the fight against gender-based violence. This community dynamic, supported by territorial and administrative authorities and elected officials at local level, strengthens the efforts of sectoral ministries to put an end to violence.
CABO VERDE
Men’s Alliance has increased on fighting GBV in Cabo Verde thanks to UNW’ support. During White Ribbon Association – Cabo Verde’s second GA, organized in partnership with UNW, a new board and President has been elected the event there was also a renewing of its members and provide a moment of reflection on the future of the Association. The opening ceremony was attended by the President of the Republic of Cabo Verde Mr. Jorge Carlos Fonseca, in his capacity of the national champion of the HeForShe campaign, who emphasized the importance of the men’s role in achieving gender equality in the country and in the world. Other individualities, such as the President of the National Assembly, representatives of political parties, Presidents and representatives of Civil society organizations, the Minister of Family and Social Inclusion, the UN Resident Coordinator, the Attorney General of the Republic, USA Ambassador and media, have attended to the event. Aligned with the HeforShe, the main lines of intervention of the Network are focused on the challenge that strives for everyone not to remain silent about gender-based violence, to assess men attitudes, language and actions, the education of young people, especially young men. UNW supported also the elaboration and presentation of the new 4 Years Strategic Plan of the Laço Branco Cabo Verde.
MALI
UN Women has adopted a systematic strategy to involve men and boys in GBV projects to have both a significant impact on prevention and repression and to encourage men and boys to be allies to support advocacy for the adoption of the draft law against GBV. A network of young girls operating throughout the territory from North to South, bringing together educated and uneducated young people, is committed to acting as a relay at the community level to inform, raise awareness and encourage their peers to disclose acts of violence but also to refer and accompany survivors to available rescue services. This network has a website with courses on GBV in French and national languages to inform and raise awareness among young people.
Another notable development around prevention is the review of the Police Code of Conduct. Indeed, GBV is common in the security forces. These acts are characterized by harassment, abuse of authority either on fellow police officers or civilian women. The country programme, in partnership with the national police authorities, has begun the process of revising the police code of conduct to include a GBV prevention and control dimension.
CAMEROON
UWN Cameroon worked in the humanitarian settings, awareness raising activities in different forms reached a great number of women, men, girls and boys including traditional and religious leaders who maintain significant influence over social norms and behaviours at the community level, on gender-based violence, girls' education, importance of women's economic empowerment, early/forced marriage and other relevant issues. These community outreach activities were not only prevention measures but also served as a first step to inform the population on available GBV services and to encourage them to report cases in the social environment that traditionally silences the survivors of violence.
LIBERIA
UN Women Liberia continue to conduct series of community engagement including community dialogues, the conduct of the socio-cultural audit consultative session in 6 counties with high prevalence of SGBV cases, and capacity building training for about 83 Women and Children Protection Officers, 65 prosecutors, city solicitors and court officials and 81 health workers. A total of 905 persons (478 women and 427 Males) have been reached in 2017 with targeted SGBV Messages) 2,700 youths were also reached through awareness raising and sensitization information.
NIGER
In recognition of the high impact activities implemented by UN WOMEN's Niger office in recent years, it enjoys the commitment of communities (men's clubs, multidimensional clubs), institutions such as CENI (National Independent Electoral Commission), social nets, National Assembly, sectoral ministries (Gender, Hygiene and Sanitation) in the fight against gender-based violence. The results achieved by the men's and multidimensional clubs (men, women, religious and local leaders) to raise awareness among more than 10,000 people about GBV, gender, and the promotion of women's rights is a successful community model imitated by several actors
CHAD, BENIN, GUINEA, TOGO
The Community Response
In Chad, hundreds of community leaders were trained and oriented on their roles and responsibilities in the fight against GBV, maternal and child mortality through the committees to combat maternal, newborn and child morbidity and mortality. Thanks to the commitment of mayors.

In Benin, Chad, community radios support the activities of men's clubs for training on violence prevention, promotion of the SSRAJ and the rights of girls and women.
In Togo, the "Papas Champions" continue their activities to prevent violence.
In Chad, Guinea, Benin and Togo, 464 women and adolescent girls were taken in charge
Sexual and Reproductive Health for Adolescents and Youth and the fight against violence in schools and in the informal sector
In Togo and Benin, 568 girls and boys in schools and in the non-formal education system, 200 parents were sensitized. Conferences and debates are organized through the production of teaching materials. Apprentices have also benefitted from this awareness targeting the improvement of their SRH, prevention and management of violence and the prevention of early pregnancies.
A VAWG reporting watchdog committee system has been set up in the Dantokpa market (the largest market in West Africa). They are made of groups of 5 men and women per sector in the market for a more effective fight against violence. At the end of the year, 20 cases of violence, rape, with or without sequestration are denounced by these committees and legally prosecuted
The safety of the girls working in the market, often between the ages of 14 and 24, is ensured throughout the year at the "House of Hope" (ME), built a Christian Association. 1458 girls are benefitting from it. Among them are sex workers and sexually Active girls in the Marketplace who After a psychological support are also referred to Saint Luc hospital for complete health care.
As part of the internal “Take a Stand to end violence initiative” UN Women has a range of internal mechanisms available to protect, support and provide service to victims/survivors focused on the UN Women internal workforce.
Support and Emergency Services
- Financial support in terms of flexible salary advances or staff association loan programmes are considered a source of fast extra funds on a case by case basis, by HR and Finance;
- Flexible leave and advance leave requests; reduce and re-assign workload to avoid additional stress and give them time to concentrate on their case;
- Information in an aide memoir which has available country resources and support services and it is provided to all UN Women personnel;
- Counselling, UN Women personnel can contact UN Staff Counsellor or the Critical Incident Stress Management Unit for psychosocial support and assistance. UN Women also assists personnel in gaining access to psychosocial support. - Dedicated service provider at UN Women HQ: In cases in which UN Women personnel or dependents at Headquarters are affected by violence outside the workplace, affected person/s can contact a confidential and appropriate external specialized service provider directly. The service provider will arrange for referrals, as appropriate, to NYC-based services, including local hospitals that conduct sexual assault forensic examinations. Colleagues may also send an email to takeastand@unwomen.org.
- Awareness: UN Women has information briefs on gender based violence and support for personnel here. These briefs are shared with all UN Women personnel, spouses and dependents to raise awareness of internal support and response mechanisms available for personnel who may be affected by gender-based security incidents.
For NY HQ Colleagues
- In 2017, UN Women and Safe Horizon piloted a Gender Based Violence Hotline for its personnel which was available 24/7. After one year this pilot was discontinued, but UN women continues to inform the workforce on Safe Horizon’s general hotline number
- Dedicated intranet pages for personnel on Employee information and Understanding Violence: reporting internal misconduct; Guidance for Managers; Types of Violence; Recognizing the signs of Violence; and Supporting friends family and colleagues
- Multiple resources ranging from posters, cards and guidance materials for personnel.
DRC
Database on sexual and gender-based violence based at the Ministry of Gender, Child and Family is regularly updated. To facilitate its updating, communication spaces have been set up and made operational by UNFPA to facilitate organizations involved in data collection on sexual violence to enter data into the database.
SENEGAL
Studies conducted by the research laboratory of the University of Saint Louis on gender and ANSD (Agence Nationale de la Statistique et de la Démographie) have provided Senegal with some representative data on the situation of violence. However, thanks to the efforts and advocacy of UN Women, the violence module will be integrated into the ongoing DHS (Demographic and Health Survey).
CABO VERDE
• Support the elaboration of IX CEDAW report;
• 2 evaluations conducted: assessment of the 6-years of GBV Law implementation and evaluation of the Programme of Rehabilitation of Men Offenders of GBV
• Development and public presentation of the study on Access to Sexual and Reproductive Health Services for women with disabilities – “Leaving no one behind” (implementing CEDAW’s recommendations for Cabo Verde – 2013)
• Technical and financial support to the ongoing DHS Survey (to be finalize in 2018), in which VAW data will be collected. UNW supported the DHS planning process by providing technical and financial support specially in the VAW module. New data that includes new types of VAW such as Genital Female Mutilation will be available for the first time in Cabo Verde mainly due to UNW advocacy.
• Technical and financial support to the integration of GBV data and information in the information system of the operational management (SIGO) of the Ministry of Internal Administration. The integration of a specific module on GBV will allow a quicker answer to the risk situation that GBV victims with gender specialized support provided by police sector. The data system is well prepared to integrate, and report complains of GBV crimes and to provide timely and useful information for data analyses and operation at a national level.
MALI
A study conducted in 2015 by UN Women in the health services revealed that the hospital environment is a place of prevalence of several forms of violence against women. Both medical personnel and patients testified to the existence of acts of violence, including physical violence, particularly against women in childbirth. Faced with this bitter situation, UN Women, in partnership with the Ministry in charge of gender, developed a draft strategy with CSOs and health actors to combat GBV in health facilities. The adoption and operationalization of this new strategy should enable health actors to be more accountable for the treatment inflicted on women, who, in addition to suffering such violence, have limited access to basic social services in general.
CAMEROON
UNW Cameroon had been implementing with UNFPA the GBV IMS in the north of Cameroon(training of actors, tools...)
LIBERIA
Through the Government of Liberia/United Nations Joint Programme, UN Women along with UNDP and UNFPA is supporting the establishment of the GBV Information Management System to replace the simple excel spread sheet that is presently used by the Ministry to collate data information received from the county. In 2018, UN Women Liberia Office will compile reports of investigation and prosecution of SGBV cases to determine baseline and target for indicators and conduct a regular assessment on the prevalence of SGBV, FGM, Child Marriage and other HTP to inform the results at the end of the project period.
NIGER
The Islamic argument and the study of the impact of radio programs helped communities understand Islam's position on GBV, women's rights, gender equality and women's rights. UN WOMEN Niger also carried out two studies on the national gender profile and the profile of survivors, documents with considerable data used by all actors. Thanks to the support of the office for the implementation of the AGDI study, gender-disaggregated data are available for all actors.
NIGERIA : The Development Partners Group on Gender(DPGG) including the federal and state ministries of women affairs were mobilized and technically guided to carry out various activities for the 16 Days of activism 2017
Algeria PP
In Algeria, UN Women was the only UN agency invited to participate in a 2 days inter-ministerial workshop in February 2018, to design a new strategy on preventing and eliminating violence against women and girls. During the workshop attended by members from the National Commission on violence against women, UNW's technical contribution was vital to provide a framework for effective action and gather inputs from all the relevant sectors (Justice, Police, Health, Education, Social and Religious affairs etc.). The workshop resulted in the elaboration of a National Plan of Action currently awaiting final validation from the Ministry of National Solidarity, Family and Women's condition (MSNFCF). Building on the workshop's result, UN Women and the MSNFCF will join forces to elaborate in a collaborative manner, Algeria's 2019-2022 strategy on promoting, protecting and empowering women and girls in Algeria. The strategy's first pillar will be entirely dedicated to eliminating violence against women and girls in Algeria.
In early 2018, UN Women Algeria played a strong coordinating role within the UN System in Algeria, by being the driving force behind the re-establishment of the Gender Themed Group (GTG). UNW currently shares the GTG presidency with UNFPA. An annual plan of action has been adopted by GTG members, with several actions implemented during Q1. Most notably, UNW partenered with UNICEF to host a documentary screening on the violence and discriminations faced by women in public spaces. The documentary entitled "HNA BARRA" was presented on the occasion of the IWD, and attended by the documentary director, Bahia Bencheikh El Fegoun.Palestine CO
As part of UN Women Palestine office efforts to institutionalize the work of the Specialized Public Prosecutors on VAW, UN Women provided technical support to the Public Prosecution to devleop responsive SoPs on investigating and litigating VAW, inluding the referral of cases to other service providers. The SOPs were revised and discussed with CSOs and Government partners and have been finalized and approved by the Attorney General. The SoPs aim at enhancing protection for women survivors and accountability for perpetrators of crimes against them. UN Women Palestine office initiated the creation of a joint platform for the Family and Juvenille Protection Unit (FJPU) at the police and at the Specialised Public Prosecution on VAW to discuss challenging issues and enhance cooperation between the two institutions when addressing VAW cases. Four successful monthly dialogue meetings were held during the reporting period and addressed highly contested issues by both institutions. UNW is following up closely with both instituions to facilitate the implementation of the dialogue meetings recommendations.
Jordan was part of the second group of Member States presenting its Voluntary National Review (VNR) to the High Level Political Forum in July 2017. In preparation of Jordan’s VNR, and within the framework of the coordinated action of the dedicated inter-agency focused group, UN Women provided technical support to the Jordanian National Commission for Women (JNCW) and the Ministry of Planning and International Cooperation (MOPIC) in order to mainstream gender in the process. A dedicated policy paper has been prepared by JNCW outlining contextual trends on GEWE (including issues related to GBV) to be considered as well as presenting needs, opportunities and gaps in terms of legislative reforms and policy development. As a result of UN Women advocacy efforts, three additional action points in the Government-led road map for the SDGs were added, namely strengthening gender mainstreaming in the 2030 Agenda landing process, finalize the SDGs mapping in terms of national indicators (especially Goal 5), and enhance institutions’ capacity development. The VNR also included references to the needed amendements to Jordan's Penal Code provisions related to distriminatory provisions against women and girls.
UN Women organized two consultations on Gender Justice under the patronages of the Department for Women Empowerment and the High Council for Women Affairs in Baghdad and Erbil and in partnership with UNDP and UNFPA. The objective of the consultations was to discuss the law and its implementation to enhance gender justice and more equality between men and women. The consultations took place in Baghdad in November 2017 and December 2017 in Erbil, both attended by high level Governmental stakeholders, Non-Governmental stakeholders, legal aid providers and women activists.
Egypt CO
UN Women Egypt supported the National Council for Women to develop the National Strategy for Women’s Empowerment (NSWE). The NSWE complements Egypt’s Sustainable Development Strategy and is aligned with the goals and targets of the SDGs. It is based on an analysis of existing data regarding gender equality and informed by extensive consultations with diverse groups to understand the critical gaps and inequities that will be addressed under each of its pillars. The main pillars of the strategy focus on: (a) women’s leadership and political participation, (b) economic empowerment, (c) social empowerment, and (d) protection. Violence against Women and Girls is addressed in a comprehensive manner under the social empowerment pillar with indicators, baselines, and targets for the year 2020 and 2030. The NSWE was endorsed by the President of Egypt.
