United Nations Entity for Gender Equality and the Empowerment of Women
As part of UN Women’s collaboration with Phase II of the UNFPA-UNICEF Joint Programme on FGM/C, to strengthen the inter-linkages between VAWG and harmful practices such as FGM/C, and address the root causes of such form of violence, UN Women has finalized and published the policy paper titled “Female genital mutilation/cutting and violence against women and girls: Strengthening the policy linkages between different forms of violence”, with the support of a technical advisory group in February 2017. The paper – which is accompanied by an also published background paper - explores policy and programming interlinkages and considers entry points in the areas of (i) national legislation, (ii) prevention strategies, (iii) response for survivors, and (iv) data and evidence, for increased coordination and collaboration to advance the objectives of ending FGM/C and other forms of VAWG, in particular intimate partner violence and non-partner sexual violence. It is intended for multiple audiences, including those directly involved in policy development, planning and implementing initiatives, those providing technical support, and advocates for ending all forms of VAWG, including FGM/C. A training module on gender and FGM/C, to accompany the UNFPA-UNICEF Manual on Social Norms and Change will be finished in March 2017.
ESCWA, in partnership with UN Women, is currently conducting a full fledged project on estimating the cost of VAW in the Arab region. This project consists of two phases: the first one includes two studies (namely, “Status of Arab Women Report: Violence against Women: What is At Stake” and "Model for costing domestic violence against women in the Arab region"). The former, produced in partnership with UN Women and the Lebanese American University, provides a contextualized understanding of VAW and its importance, examines the existing reporting mechanisms, explores the linkages between VAW and social, economic and health factors, and reviews the relevant methodologies with a view to identify the most suitable one for the Arab region. This first study paves the way for the development of the regional economic model to estimate the cost of VAW in the region, which is addressed in the second study in partnership with UN Women. The second phase of the project focuses on building the capacity of member States on the importance of costing violence against women, as well as piloting the economic model in two Arab countries.
ESCWA, in partnership with UN Women, ABAAD Resource Centre for Gender Equality and the Lebanese American University, has commemorated the 16 days of activism against Gender Based Violence campaign (25th November-10th December 2016) and organised a series of awareness raising activities. These include a video competition among the youth in the Arab region to send a message on 'how to stop violence against women', a panel discussion with experts and CSOs on estimating the cost of VAW, and a public event to promote civil engagement on the topic.
A global conference in New Delhi in 2015 brought together over 140 participants from 24 countries. Based on accumulating experiences and evidence-based strategies, they agreed on a series of recommendations, such as to include gender across all public safety and public transport policies, to broaden women’s access to technology as part of comprehensive approaches to prevent violence in public spaces, and to strengthen programmes with youth, schools and media that promote changes in attitudes and behaviours among men and boys.
UN Women has been instrumental in ensuring that the Prevention against Domestic Violence Bill was adopted by the national Parliament in Kenya. This was a significant achievement, since Kenya previously did not have a specific law for prevention and response to domestic violence.
UN Women developed costing frameworks that provide the foundation for understanding the resources needed for comprehensive support services for survivors of violence. These frameworks were developed in Lao PDR, Indonesia and Timor-Leste.
In Afghanistan, the UNSCR 1325 National Action Plan was finalized by the Directorate of Human Rights and Women’s International Affairs (DHRWIA) of the Ministry of Foreign Affairs (MoFA) with UN Women technical and financial support. The National Action Plan was officially launched in June 2015 to effectively support the Government in meeting its obligatory responsibilities to advance the Women, Peace and Security Agenda in Afghanistan.
UN Women Multi-Country Office in Barbados has provided support to the Caribbean Community (CARICOM) to develop and adopt a model for conducting national prevalence surveys on violence against women in the region. The model is currently being piloted in Jamaica, where prevalence data are expected to be available in late 2016-early 2017, and will be later implemented in other countries in the region. In Kazakhstan, UN Women supported the Committee of Statistics to conduct the first specialized national survey on the prevalence of domestic violence, through provision of expert's support to conduct a series of trainings for implementing the survey.
UN Women, in collaboration with UNFPA and the Turkish Government, held a Global Meeting on “Ending Violence against Women: Building on Progress to Accelerate Change” in December 2015 in Istanbul, Turkey, at which over 150 high-level representatives from over 40 Member States, the Council of Europe, civil society and United Nations entities attended. At the meeting, participants exchanged experiences and renewed their committment to ending violence against women, such as strengthening Government mechanisms for the prevention of and responses to VAW; implementing comprehensive national programmes and involving men and boys as part of the solution.
In Viet Nam in 2015, UN Women provided technical support to the Ministry of Education and Training to develop a circular that will provide guidance to schools nationwide to introduce counseling services to help students deal with issues such as school-related gender based violence (SRGBV) and difficulties in gender relations. This is in response to growing evidence that SRGBV, especially cyber harassment has become common and increasingly complicated recently. The circular is currently being reviewed by the Government and is expected to be approved by the Prime Minister in August 2016.
