Background
UN Women has a universal mandate to provide, through its normative support functions, operational activities and coordination role, guidance and technical support on gender equality, women’s empowerment and women’s rights, across all levels of development and in all regions. Under this mandate UN Women leads the work on elimination of all forms of violence against women and girls (VAWG) within the United Nations system.
VAWG continues to be the most widespread, persistent and devastating human rights violations in our world today, and remains largely unreported due to the impunity, silence, and construed stigma and shame surrounding it. Despite a growing momentum by States to eliminate and prevent all forms of VAWG, challenges persist in achieving transformative change in this area –mainly due to the tenacity of discriminatory social norms that tolerate and condone violence and inequality between men and women; the lack of coherent approaches in preventing VAWG in the first place; and the lack of access to long-term, quality, multi-sectoral services that are coordinated for survivors.
Violence against women and girls is a violation of human rights and it impedes equality, development and peace across the world. The promise of the 2030 Agenda for Sustainable Development Goals (SDGs), including to leave no one behind, cannot be fulfilled without putting an end to VAWG. UN Women employs a comprehensive approach to addressing violence against women and girls, in private and public space, including investments in:
* Improving research and statistical data;
* Strengthening international norms and standards and national legislative and policy frameworks;
* Expanding coordinated, quality multi-sectoral services;
* Facilitating understanding and supporting evidence-based prevention approaches; and
* Supporting women’s rights and civil society groups.
Policy framework
UN Women’s work is guided by its 4-year Strategic Plan (2018-2021) which includes ending violence against women as one of its outcomes. UN Women’s work is embedded within the Convention on the Elimination of All Forms of Discrimination against Women, especially its General Recommendations 19 and 35; the 1993 UN Declaration on the Elimination of Violence against Women; the Beijing Declaration and Platform for Action and the outcome documents of its reviews, as well as other human rights treaties, General Assembly, Security Council and Human Rights Council Resolutions; and the agreed conclusions of the Commission on the Status of Women; and critical regional instruments, such as Belem do Para, the Maputo Protocol and the Istanbul Convention.
Areas of Focus
RESEARCH AND STATISTICAL DATA
UN Women at global, regional and country level works with governments, civil society and academia to conduct quantitative and qualitative research to improve the understanding of the magnitude, nature, risk and protective factors and consequences of different forms of VAWG, and to generate evidence of what works and what does not work to address it. At the global level, UN Women in collaboration with WHO is responding to the need of strengthening the collection and use of VAW data through the Global Programme on Strengthening Methodologies and Measurement and Building National Capacities for VAW Data. The goal of this 5-year Joint Programme (2018-2022) is to ensure that quality data on different forms of VAW are available and collected over time to address national data gaps and meet policy and reporting commitments under the SDGs, CEDAW, and the Beijing Platform for Action. The programme aims to contribute to the strengthening and dissemination of measurement and methodologies for VAW data collection and use (including for national, regional and global monitoring and reporting requirements for SDG target 5.2 indicators); the increase of capacities of national institutions to collect VAW data according to globally agreed methodological and ethical standards; and the collection and accessibility of national VAW data for advocacy, policy and programming to end violence against women and girls.
NORMS, LAWS AND POLICIES
UN Women leads the drafting of Secretary General’s Reports, including: Intensification of Efforts to Eliminate All Forms of Violence Against Women and Girls, Intensifying Global Efforts for the Elimination of Female Genital Mutilations and Report of the Secretary General on Trafficking in Persons, which provide an analysis of trends, good practices, gaps and challenges, as well as recommendations to Member States and other stakeholders. UN Women further supports negotiations of Member States based on these reports to inform GA Resolutions on the same. UN Women also convenes the Commission on the Status of Women, providing similar support to Member States in their negotiations of Agreed Conclusions related to violence against women. At the 25 year anniversary of the Beijing Platform for Action (BPfA), UN Women together with the Regional Commissions facilitated comprehensive national level reviews on progress made and challenges encountered in the implementation of the BPfA, and the achievement of gender equality and women’s empowerment, including in the critical area of eliminating violence against women. At country-level, UN Women’s support has led to strengthened national legislation to prevent and respond to VAW, and to the adoption of national action plans for the elimination of VAW. SERVICES
To improve the quality of and access to comprehensive essential multi-sectoral services that respond to the immediate and long-term needs and well-being of women and girls who have experienced violence, such as intimate partner violence or sexual violence, UN Women in partnership with UNFPA initiated the ‘Essential Services Programme’ in 2013. This initiative is now a full-fledged United Nations Global Joint Programme: Essential Services for Women and Girls Subject to Violence, with WHO, UNODC and UNDP as participating UN agencies. through this joint programme, UN Women, in collaboration with all participating agencies, developed the ‘Essential Services Package for Women and Girls Subject to Violence: Core Elements and Quality Guidelines’ for the Health, Justice and Policing and Social Services Sectors, along with Implementation Guides to assist the rollout and implementation of the Essential Services Package at country level. The Programme began with 10 pilot countries and has expanded with self-starters to over 50 in 2019.
PREVENTION
Prevention is the only way to stop violence before it occurs. The evidence-base on what works to prevent violence has evolved considerably over the past decade, including through initiatives supported by UN Women, such as the Partners for Prevention Programme in Asia Pacific. UN Women has played a key role in developing evidence-based policy and programming guidance in this area. In 2015, UN Women led the development of the first inter-agency framework on prevention, in partnership with ILO, OHCHR, UNDP, UNESCO, UNFPA and WHO. A Framework to Underpin Action to Prevent Violence Against Women (2015), promotes a common understanding of preventing violence against women for the UN System, policymakers and other stakeholders and provides a theory of change to support action. To further operationalize this framework, UN Women, partnered with various UN agencies, to develop handbooks guiding implementation of specific entry points. Those include: Global Guidance on Addressing School-related Gender Based Violence (with UNESCO); Addressing Violence and Harassment Against Women in the World of Work (with ILO); The Big Conversation: Handbook to Address Violence against Women in and through the Media (with UNESCO); A Handbook to Address Violence against Women in and through Sports (with UNESCO); Preventing violence against women in elections: A programming guide (with UNDP) and a Guidance Note on Campus Violence Prevention and Response. In 2019, with WHO, UN Women launched the RESPECT Women; Preventing Violence against Women Framework to update the 2015 Prevention Framework. A package of implementation materials for the RESPECT Framework are in process of development and will be available in 2021. In addition to policy guidance, UN Women undertakes programming in various countries across regions with various stakeholders in public spaces, in schools, in communities, workplaces, sports organizations and other institutions to address structural and systemic inequalities and change attitudes, beliefs and social norms.
Knowledge Hub on Violence against Women:
UN Women hosts one of the most extensive repositories of resources on preventing and eliminating VAWG at the Global Knowledge Platform to End Violence against Women. This hub, contains three unique portals, including: 1) The Global Database on Violence against Women, a filterable database containing information on the measures undertaken by Member States; 2) Inventory of United Nations Activities, a filterable database on the work of UN entities; and 3) The Virtual Knowledge Centre to End Violence against Women and Girls, a one-stop site providing programming guidance promising practice case studies and tools in English, French and Spanish.
UN Women also maintains a dedicated Training Site with numerous learning opportunities (online courses, face-to-face sessions, manuals and self-paced lessons) on violence against women, including introductory material on the topic, as well as dedicated materials on men and masculinities, FGM and Essential Services, among others.
HARMFUL PRACTICES
Harmful cultural practices are discriminatory practices towards women and girls that are ritualized because they are performed/exercised persistently and as a result have been culturally normalized. UN Women recognizes that harmful practices take many forms and impinge upon the dignity and integrity of the individual, constituting a grave human rights violation. UN Women’s strategy on Harmful Practices focuses primarily on addressing two of the most prevalent forms, Child, Early and Forced Marriage (CEFM) and Female Genital Mutilation/Cutting (FGM/C). The work on harmful practices includes support to strengthen legislation, public policies and mechanisms to address impunity; capacity building of service providers and law enforcement; increasing women’s and girls’ knowledge about their rights; advocacy and awareness campaigns; work with women’s organizations and CSOs; and transforming norms. UN Women works closely with renowned activist Jaha Dukureh, CEO and Founder of the NGO “Safe Hands for Girls”, who serves as Goodwill Ambassador for the issue worldwide.
SAFE CITIES AND SAFE PUBLIC SPACES
UN Women’s Safe Cities and Safe Public Spaces Global Initiative commits to creating safe and empowering public spaces for women and girls free from sexual harassment (SH) and other forms of sexual violence against women and girls (SVAWG). Through a comprehensive human rights and evidence-based approach, cities develop practical solutions in four main action areas, including: ensuring that locally relevant and owned solutions are identified through detailed scoping studies; strengthening laws and policies on sexual harassment in public space; investing in the safety and economic viability of public spaces; and fostering transformative social norms that promote women and girls’ rights to use public spaces free from SH and other forms of sexual violence (SV). Under the Flagship Initiative, each city adapts a Global Framework and accompanying package of tools to their local context. The Safe Cities Initiative was originally launched in 5 pilot cities (Cairo, Kigali, New Delhi, Port Moresby and Quito). It has since expanded to over 50 cities, including those in the Global North.
ADDRESSING SEXUAL HARASSMENT
As a champion of women’s rights and gender equality, preventing and addressing sexual exploitation and abuse (SEA) and sexual harassment (SH) within UN Women and the UN system as forms of violence against women and girls is a critical area of UN Women’s work. The organization is committed to a zero-tolerance approach for SEA, SH and all other forms of VAWG.
UN Women recognizes that addressing SEA and SH requires a culture of change that looks at the intersectionality of their root causes, including those due to race, age, disability, sexual orientation and of course, gender. Within UN-Women, the organization is thus dedicated to fostering an environment that respects the inherent dignity of all persons, which affords its personnel the opportunity to reach their fullest potential and therefore empowers them to deliver the best possible results for the women and girls it serves.
Furthermore, UN Women has ben actively engaged in the system-wide efforts led by the secretary General in pursuit of a common system-wide approach to combating SEA and SH and is collaborating with various stakeholders within the UN and beyond, using its experience and expertise on eliminating VAWG. A victim-centered approach forms the basis of all its efforts which aimed at bringing about an organizational and cultural change that end SEA and SH, which UN Women will continue to fight for until it is achieved for all.
TRAFFICKING IN WOMEN AND GIRLS
Trafficking disproportionately affects women and girls, who account for 71% of identified trafficking victims globally. UN Women works to ensure that anti-trafficking policies and initiatives comprehensively address the continuum of violence against women, and girls and the related gender dimensions of human trafficking. The work is undertaken across four key pillars: ensuring that legislative and policy frameworks are in line with international human rights standards; supporting institutions to collect relevant data, exchange information and develop comprehensive, multisectoral and gender-sensitive approaches; promoting gender equitable social norms, attitudes and behaviors; as well as increasing knowledge about the rights of women and reducing their vulnerability to trafficking and exploitation. UN Women works at country, regional and global level in different dimensions to combat trafficking in women and girls, and also provides support and inputs to other UN agencies, to ensure their programmes and interventions include a gendered and survivor-centered approach. UN Women is a member of the Inter-Agency Coordination Group Against Trafficking in Persons (ICAT) and has served as co-chair in 2019 and 2020.
SPOTLIGHT INITIATIVE
UN Women is the technical lead of the Spotlight Initiative–the global, multi-year partnership between European Union and United Nations to eliminate all forms of violence against women and girls by 2030—at the country, regional and global level. The work encompasses responding to all forms of violence against women and girls, with a focus on domestic and family violence, sexual and gender-based violence and harmful practices, femicide, trafficking in human beings and sexual and economic (labour) exploitation. The initiative is being rolled-out in Africa, Asia, the Caribbean, Latin America, and the Pacific.

UN Women capacities at the regional and national level have enhanced through its triple mandate and technical leadership on EVAW in Africa region. This is evidenced through the leadership on Africa Spotlight Initiative at both regional and country levels, steep increase in the mobilization of resources, strengthening of partnerships with AUC, regional and national CSOs, government and other partners. UN Women in Africa also by leveraging on the Africa Strategy and harnessing the technical capacities of the team through establishment of a regional EVAW Community of Practice (COP) and sharing of innovation and technical knowledge through South-South learning. This helped immensely in initiating, strengthening and up-scaling programs on ‘safe markets and safe public spaces’ in Ethiopia, Kenya, Uganda, Rwanda, Tanzania and Zimbabwe; addressing tech violence against girls in education institutions through a research and advocacy document; partnerships with regional traditional leaders in establishing a movement of “Council of Traditional Leaders in Africa (COTLA)” and its launch in the sidelines of the African Union Summit in February 2019 through the President of Zambia in grassroot advocacy and prevention of child marriage, FGM and other harmful practices. Strengthened partnerships with the government and CSOs also helped in technical support in legislative reform, strengthening institutions, establishment of referral pathways and multisectoral responses in EVAW in the region.
UN-Women continued to support the mainstreaming of gender and development of training sessions on violence against women in politics, which were delivered in the United Nations System Staff College (UNSSC) 2019 courses on Political Approaches to Preventing and Responding to Election-Related Violence.
At the East & Southern African regional level, to bring the global commitments to the field and to create an enabling safe, secure and equitable environment in line with the UN Secretary-General's guidance, a Training of Trainers program on “Gender Parity” and “Prevention of Sexual Harassment, Sexual Exploitation and Abuse” was organized in partnership with UN Women HQ with participation by 42 participants from 12 countries in the region representing UN Women, UNPFA, UNHCR, IOM, ICAO and UNDSS in Mombasa, Kenya. Following the training at least 5 countries have replicated the training in their countries and also took initiatives to establish and strengthen the PSEA task forces.
In Kenya, UN Women continued to play a key role in convening and leading stakeholders to demand accountability for ending violence against women and girls, while at the same time ensuring access to quality and essential services for survivors. As one of the key highlights, UN Women together with its’ partners convened a National GBV Conference in 2019 bringing together over 450 participants from across the country with the aim to harness accountability for GBV prevention and response. As a result of the Conference a communique with 27 recommendations articulating roles for each duty bearer was finalized.
Standardization of GBV training was improved through UN Women support in the development of the Safe Spaces and Applicability Manual , the GBV Service Providers Data Bank tools, and the Model Gender-Based Violence Recovery Centers Guidance Note. These tools are expected to provide a harmonized training curriculum for use by duty bearers while the guidance note will provide a framework for provision of GBV services within a multi-sectoral framework. The Harmonized GBV Training Manual was also finalized. Further KCO led in the development of the “Implementation Guide for the Global Women’s Safety Framework” . The guide to implementation provides a “how to” and a “step by step” guidance for tea chain producers who are keen to address sexual harassment. Prevention and response to GBV by the National Police Service was strengthened through KCO’s support in the development of a National Action Plan (NAP). The NAP provides for the creation of a special gender crimes unit within the policy system and provides opportunities for all actors to strengthen their partnership with the Police, by seeking to support different aspects of the action plan.
A number of capacity building and trainings were undertaken targeting law enforcement and other officials in the ESAR countries. Most significantly, Malawi, Mozambique, Uganda and Zimbabwe also benefited from the Spotlight funding and undertook a number of initiatives aimed at training and capacity building of relevant actors in addressing VAW, HP and promotion of SRHR.
UN Women ESARO supported the development of a model law for establishment of special mechanisms to fast track SGBV cases by International Conference on the Great Lakes Region (ICGLR) with UN Women support. This had been one of the articles of the Kampala Declaration (2011) and provides a comprehensive framework to facilitate development of national instruments to fast track prosecution of SGBV cases.
In Kenya, UN Women provided both financial and technical support in the development of the GBV policy for Migori County. This was done through a participatory, multi-sectoral workshop attended by state and non-state GBV actors in the county.
In South Africa, UN Women as the lead UN agency has significantly made financial and technical contributions to the Coordination stream of the work of the Interim Steering Committee to ensure that the structure and legislation are drafted and the drafting of the Nation Strategic Plan. Other UN agencies have contributed in other streams of work.
Funding intersectional violence against women and girls (VAWG) services
This policy brief highlights the value that ‘by and for’ organizations bring to the fight to end violence against women and girls (VAWG) and examines how the current funding landscape jeopardizes the existence and autonomy of these organizations. It provides key recommendations on improving the nature of funding frameworks to support organizations that address the specific needs of minoritized women and girls. Good Practices in Responding to Domestic Violence a Comparative Study
With the aim of assisting the Agency for Gender Equality of Bosnia and Herzegovina in supporting responsible government bodies to advance minimum standards in ensuring response and assistance to victims of gender-based violence, good practices were analyzed across four countries, two EU Member States (Austria and Spain), and two non-EU States within the Western Balkan region (Albania and Serbia). This document provides a detailed, technical description of national programmes and initiatives that have been recognized internationally as good practice. It provides comparative information from the four selected countries in order to demonstrate distinct approaches and models. The aim is to provide diverse options to assist relevant actors in Bosnia and Herzegovina in selecting the best approach tailored to their current needs and circumstances in line with international standards.
For each practice, after setting forth the relevant international standards based on the Istanbul Convention, the UN Guidelines on Essential Services Package, jurisprudence from the European Court of Human Rights and Council of Europe Guidelines, the flagship best-practice initiatives are described, comparing like models, where good practice exists in more than one country. Challenges to implementing each good practice model are also noted, including deviations from international standards as well as practical barriers to implementation. The study is available here.
UN Women Analysis of the Capacities for the Implementation of Council of Europe Convention of Preventing and Combating Domestic Violence and Violence against Women in Police and Free Legal Aid Sector in Bosnia and Herzegovina
With this analysis, UN Women seeks to support the Agency for Gender Equality of the Ministry of Human Rights and Refugees Bosnia and Herzegovina to establish minimum standards for service provision to survivors of gender-based violence in several sectors in Bosnia and Herzegovina. The analysis examines the two sectors' capacity to implement the standards derived from the Istanbul Convention including state obligations and due diligence, integrated policies and data collection, prevention, protection and support, substantive law, investigation, prosecution, and procedural law.
In addition to the detailed assessment of legal, operational and institutional framework, the analysis further examines the capacities of responsible sectoral governmental institutions and service providers at the local level, including relevant NGOs. Detailed information from institutions and service providers were collected from interviews, representing the opportunity for identifying a new way of understanding the topic at hand. The analysis will add to the evidence-based support to the activities of institutions in the country with a view of meeting the obligations that stem from the Istanbul Convention, and ultimately providing adequate support to victims of gender-based violence and domestic violence, as well as processing of perpetrators. Support and Emergency Services
- Financial support in terms of flexible salary advances or staff association loan programmes are considered a source of fast extra funds on a case by case basis, by HR and Finance;
- Flexible leave and advance leave requests; reduce and re-assign workload to avoid additional stress and give them time to concentrate on their case;
- Information in an aide memoir which has available country resources and support services and it is provided to all UN Women personnel;
- Counselling, UN Women personnel can contact UN Staff Counsellor or the Critical Incident Stress Management Unit for psychosocial support and assistance. UN Women also assists personnel in gaining access to psychosocial support. - Dedicated service provider at UN Women HQ: In cases in which UN Women personnel or dependents at Headquarters are affected by violence outside the workplace, affected person/s can contact a confidential and appropriate external specialized service provider directly. The service provider will arrange for referrals, as appropriate, to NYC-based services, including local hospitals that conduct sexual assault forensic examinations. - Awareness: UN Women has information briefs on gender based violence and support for personnel here. These briefs are shared with all UN Women personnel, spouses and dependents to raise awareness of internal support and response mechanisms available for personnel who may be affected by gender-based security incidents.

- In 2017, UN Women and Safe Horizon piloted a Gender Based Violence Hotline for its personnel which was available 24/7. After one year this pilot was discontinued, but UN women continues to inform the workforce on Safe Horizon’s general hotline number

Lebanon PP
In 2017, 3 induction/capacity building sessions on GBV tools for around 12 youth-led NGOs active in different areas in Lebanon was organized. The main focus of the induction is Gender Roles & Societal Expectations from both Women and Men in Public and Private Spheres. Furthermore, to support the role of youth-led and women-led organizations, UN Women organized in partnership with ABAAD a GBV/Masculinity TOT training workshop in October 2017 which involved 9 CSOs. The 3 days’ workshop aimed at building the capacities of participating NGOs on the concepts of human security, gender based violence and masculinities and addressing negative coping mechanism. The CSOs were able to utilize their newly acquired knowledge and technical skills while conducting GBV awareness raising sessions within their community to address stigma against GBV survivors and reduce all forms of violence.
The UN Women Gender Specialist secondee to OCHA has been working closely with national and sub-national cluster coordinators, gender focal points and humanitarian funding partners to improve gender outcomes, including conducting training on Gender and Age Marker for 90 participants.
In Algeria, UN Women has reached an important milestone, in strenghtening the Ministry of National Solidarity, Family and Women Condition's (MSNFCF) capacities to collect data on women and girls victims of violence. A modernized and common data collection framework integrating international guidelines and indicators on WSV, with a focus on SDG 5, was developed by UN Women in partnership with the MSNFCF. The new administrative databased named "AMANE" will allow the MSNFCF and its different structures to collect comprehensive data on Survivors seeking aid from its services. All 54 professionals from the Directorates for Social Action and Solidarity (DASS) and from Women Shelter's have benefited from a specific training on how to use AMANE with a component on gender-based violence and gender issues.
As part of UN Women efforts in supporting the Palestinian police to improve the Family Protection and Juvenile Unit (FPJU) performance in dealing with VAW cases, and supporting the implementation of the capacity building plan of the FJPU, a two-day workshop has been conducted in Jan 2018 on cybercrimes against women and girls. 24 police officers from FJPU and the cybercrime unit have been targeted and agreed on recommendations to improve coordination between both units whe dealing with VAW cases. following that, UNW facilitated a meeting between heads of the specialized units of the cyber-crime and VAW, to reflect on the workshops main points and present the findings and recommendations. Both units agreed to discuss internally proposed arrangements, including the assginment of the FJPU as the first responder for the cyber-crime -violence against women and the aspects of coordination mechanisms between the units when dealing with VAW casesto ensure privacy and confidentiality.
UN Women has reinforced and developed partnerships with key departments for the provision of essential services to WSV. Justice professionals (magistrates and legal social workers) were assessed and trained on women’s access to justice and on human trafficking, and benefited from South-South exchanges with their counterparts from Palestine. The training aimed for the magistrates focused on the role of the security services during the investigation phases, the investigation of trafficking cases, and the identification and protection of victims. The dozen magistrates-experts will, following the training cycle, will conduct similar trainings to the rest of the magistrates within the Ministry of Justice thus ensuring national ownership with regards to human trafficking best practices.
UN Women and AWLN held a series of workshops with parliamentarians and legal practitioners on SGBV and women’s access to justice in order to raise awarness of the legal framework, gaps adn challenges, and how to promote services for survivors.
UN Women supported the Jordanian National Commission for Women in strengthening its positioning with female MPs, organizing three capacity building initiatives during the reporting for members of the women’s caucus in the Parliament and adressing issues related to their role in legislative writing, budget design and oversight, implementation of the SDGs, and constituency-building through online outreach. At the margins of one of the sessions, a dedicated session to review the draft cyber crime law was also conducted.
In March 2018, UN Women held two consultation meetings with civil society and government partners in Baghdad (24-26) and Erbil (27-29) to analyze humanitarian response plans from a gender perspective. The meetings also served to build a foundation for improved coordination and communication between government and civil society, resulting in the prioritization of the needs of women and girls.
UN Women Egypt in collaboration with the Office of the Public Prosecution and UNODC organized training workshops for 160 members of the Public Prosecution on how to effectively prosecute crimes related to violence against women. Topics covered included gender sensitive evidence-gathering and investigation, understanding the relevant legal articles in the Penal code and identifying common legal and practical issues faced by women victims/survivors, in addition to the provision of support and protection of survivors. Furthermore, in collaboration with the National Council for Women (NCW), training workshops were conducted for 250 recent law graduates on a career path to becoming judges to elevate their competencies to adjudicate cases related to VAW. Additionally, capacity development support was provided to the Women’s Complaints office of the NCW to strengthen their capacity to provide legal awareness and support services to women victims/survivors of violence, in addition to 80 employees of government-run women’s shelters and the supervisory ministry, to provide protection and support services to women victims/survivors of violence.
DRC
Establishment and strengthening of community mechanisms for the prevention of sexual violence. Support for "Break the Silence" and "HeForShe" campaigns, thousands of people have been reached by awareness messages on the fight against sexual violence, mainly through the involvement of community radio stations.
SENEGAL
Senegal benefits from the commitment of communities and state institutions in the fight against gender-based violence. This community dynamic, supported by territorial and administrative authorities and elected officials at local level, strengthens the efforts of sectoral ministries to put an end to violence.
CABO VERDE
Men’s Alliance has increased on fighting GBV in Cabo Verde thanks to UNW’ support. During White Ribbon Association – Cabo Verde’s second GA, organized in partnership with UNW, a new board and President has been elected the event there was also a renewing of its members and provide a moment of reflection on the future of the Association. The opening ceremony was attended by the President of the Republic of Cabo Verde Mr. Jorge Carlos Fonseca, in his capacity of the national champion of the HeForShe campaign, who emphasized the importance of the men’s role in achieving gender equality in the country and in the world. Other individualities, such as the President of the National Assembly, representatives of political parties, Presidents and representatives of Civil society organizations, the Minister of Family and Social Inclusion, the UN Resident Coordinator, the Attorney General of the Republic, USA Ambassador and media, have attended to the event. Aligned with the HeforShe, the main lines of intervention of the Network are focused on the challenge that strives for everyone not to remain silent about gender-based violence, to assess men attitudes, language and actions, the education of young people, especially young men. UNW supported also the elaboration and presentation of the new 4 Years Strategic Plan of the Laço Branco Cabo Verde.
MALI
UN Women has adopted a systematic strategy to involve men and boys in GBV projects to have both a significant impact on prevention and repression and to encourage men and boys to be allies to support advocacy for the adoption of the draft law against GBV. A network of young girls operating throughout the territory from North to South, bringing together educated and uneducated young people, is committed to acting as a relay at the community level to inform, raise awareness and encourage their peers to disclose acts of violence but also to refer and accompany survivors to available rescue services. This network has a website with courses on GBV in French and national languages to inform and raise awareness among young people.
Another notable development around prevention is the review of the Police Code of Conduct. Indeed, GBV is common in the security forces. These acts are characterized by harassment, abuse of authority either on fellow police officers or civilian women. The country programme, in partnership with the national police authorities, has begun the process of revising the police code of conduct to include a GBV prevention and control dimension.
CAMEROON
UWN Cameroon worked in the humanitarian settings, awareness raising activities in different forms reached a great number of women, men, girls and boys including traditional and religious leaders who maintain significant influence over social norms and behaviours at the community level, on gender-based violence, girls' education, importance of women's economic empowerment, early/forced marriage and other relevant issues. These community outreach activities were not only prevention measures but also served as a first step to inform the population on available GBV services and to encourage them to report cases in the social environment that traditionally silences the survivors of violence.
LIBERIA
UN Women Liberia continue to conduct series of community engagement including community dialogues, the conduct of the socio-cultural audit consultative session in 6 counties with high prevalence of SGBV cases, and capacity building training for about 83 Women and Children Protection Officers, 65 prosecutors, city solicitors and court officials and 81 health workers. A total of 905 persons (478 women and 427 Males) have been reached in 2017 with targeted SGBV Messages) 2,700 youths were also reached through awareness raising and sensitization information.
NIGER
In recognition of the high impact activities implemented by UN WOMEN's Niger office in recent years, it enjoys the commitment of communities (men's clubs, multidimensional clubs), institutions such as CENI (National Independent Electoral Commission), social nets, National Assembly, sectoral ministries (Gender, Hygiene and Sanitation) in the fight against gender-based violence. The results achieved by the men's and multidimensional clubs (men, women, religious and local leaders) to raise awareness among more than 10,000 people about GBV, gender, and the promotion of women's rights is a successful community model imitated by several actors
CHAD, BENIN, GUINEA, TOGO

In Chad, hundreds of community leaders were trained and oriented on their roles and responsibilities in the fight against GBV, maternal and child mortality through the committees to combat maternal, newborn and child morbidity and mortality. Thanks to the commitment of mayors.

In Togo and Benin, 568 girls and boys in schools and in the non-formal education system, 200 parents were sensitized. Conferences and debates are organized through the production of teaching materials. Apprentices have also benefitted from this awareness targeting the improvement of their SRH, prevention and management of violence and the prevention of early pregnancies.
A VAWG reporting watchdog committee system has been set up in the Dantokpa market (the largest market in West Africa). They are made of groups of 5 men and women per sector in the market for a more effective fight against violence. At the end of the year, 20 cases of violence, rape, with or without sequestration are denounced by these committees and legally prosecuted
The safety of the girls working in the market, often between the ages of 14 and 24, is ensured throughout the year at the "House of Hope" (ME), built a Christian Association. 1458 girls are benefitting from it. Among them are sex workers and sexually Active girls in the Marketplace who After a psychological support are also referred to Saint Luc hospital for complete health care.
Algeria PP
In Algeria, UN Women was the only UN agency invited to participate in a 2 days inter-ministerial workshop in February 2018, to design a new strategy on preventing and eliminating violence against women and girls. During the workshop attended by members from the National Commission on violence against women, UNW's technical contribution was vital to provide a framework for effective action and gather inputs from all the relevant sectors (Justice, Police, Health, Education, Social and Religious affairs etc.). The workshop resulted in the elaboration of a National Plan of Action currently awaiting final validation from the Ministry of National Solidarity, Family and Women's condition (MSNFCF). Building on the workshop's result, UN Women and the MSNFCF will join forces to elaborate in a collaborative manner, Algeria's 2019-2022 strategy on promoting, protecting and empowering women and girls in Algeria. The strategy's first pillar will be entirely dedicated to eliminating violence against women and girls in Algeria.
In early 2018, UN Women Algeria played a strong coordinating role within the UN System in Algeria, by being the driving force behind the re-establishment of the Gender Themed Group (GTG). UNW currently shares the GTG presidency with UNFPA. An annual plan of action has been adopted by GTG members, with several actions implemented during Q1. Most notably, UNW partenered with UNICEF to host a documentary screening on the violence and discriminations faced by women in public spaces. The documentary entitled "HNA BARRA" was presented on the occasion of the IWD, and attended by the documentary director, Bahia Bencheikh El Fegoun.Palestine CO
As part of UN Women Palestine office efforts to institutionalize the work of the Specialized Public Prosecutors on VAW, UN Women provided technical support to the Public Prosecution to devleop responsive SoPs on investigating and litigating VAW, inluding the referral of cases to other service providers. The SOPs were revised and discussed with CSOs and Government partners and have been finalized and approved by the Attorney General. The SoPs aim at enhancing protection for women survivors and accountability for perpetrators of crimes against them. UN Women Palestine office initiated the creation of a joint platform for the Family and Juvenille Protection Unit (FJPU) at the police and at the Specialised Public Prosecution on VAW to discuss challenging issues and enhance cooperation between the two institutions when addressing VAW cases. Four successful monthly dialogue meetings were held during the reporting period and addressed highly contested issues by both institutions. UNW is following up closely with both instituions to facilitate the implementation of the dialogue meetings recommendations.
Jordan was part of the second group of Member States presenting its Voluntary National Review (VNR) to the High Level Political Forum in July 2017. In preparation of Jordan’s VNR, and within the framework of the coordinated action of the dedicated inter-agency focused group, UN Women provided technical support to the Jordanian National Commission for Women (JNCW) and the Ministry of Planning and International Cooperation (MOPIC) in order to mainstream gender in the process. A dedicated policy paper has been prepared by JNCW outlining contextual trends on GEWE (including issues related to GBV) to be considered as well as presenting needs, opportunities and gaps in terms of legislative reforms and policy development. As a result of UN Women advocacy efforts, three additional action points in the Government-led road map for the SDGs were added, namely strengthening gender mainstreaming in the 2030 Agenda landing process, finalize the SDGs mapping in terms of national indicators (especially Goal 5), and enhance institutions’ capacity development. The VNR also included references to the needed amendements to Jordan's Penal Code provisions related to distriminatory provisions against women and girls.
UN Women organized two consultations on Gender Justice under the patronages of the Department for Women Empowerment and the High Council for Women Affairs in Baghdad and Erbil and in partnership with UNDP and UNFPA. The objective of the consultations was to discuss the law and its implementation to enhance gender justice and more equality between men and women. The consultations took place in Baghdad in November 2017 and December 2017 in Erbil, both attended by high level Governmental stakeholders, Non-Governmental stakeholders, legal aid providers and women activists.
Egypt CO
UN Women Egypt supported the National Council for Women to develop the National Strategy for Women’s Empowerment (NSWE). The NSWE complements Egypt’s Sustainable Development Strategy and is aligned with the goals and targets of the SDGs. It is based on an analysis of existing data regarding gender equality and informed by extensive consultations with diverse groups to understand the critical gaps and inequities that will be addressed under each of its pillars. The main pillars of the strategy focus on: (a) women’s leadership and political participation, (b) economic empowerment, (c) social empowerment, and (d) protection. Violence against Women and Girls is addressed in a comprehensive manner under the social empowerment pillar with indicators, baselines, and targets for the year 2020 and 2030. The NSWE was endorsed by the President of Egypt.
Jordan CO
On 16 February 2017, the Committee on the Elimination of Discrimination against Women considered the sixth periodic report of Jordan on its implementation of the CEDAW provisions. Ahead of the CEDAW Committee session, UN Women presented the UNCT CEDAW shadow report to the Committee developed in 2016. The development of Jordan’s 6th Periodic Report is also the result of the technical support provided by UN Women, in partnership with UNICEF and UNFPA, to JNCW through a dedicated joint programme which allowed extensive national consultations. Following the issuing of the Committee’s concluding observations, the CO continues to engage UN partners, donor and the civil society in the discussion over Jordan’s international commitments, with a particular focus on issues related to patriarchal attitudes and stereotypes. A new pilot programme has been launched in November 2017 funded by the Government of the Netherlands.
2017 was a UPR reporting year for Morocco, UN Women’s support to the coalition focused this year to the civil society advocacy on Member States recommendations and the National Report. In this respect, UN Women supported the Moroccan civil society coalition for the defense of women’s human rights in intergovernmental human rights processes and bodies. The coalition is composed of 32 civil society organizations based throughout the whole national territory and works following a participatory approach and inclusive processes. UN Women has supported three consultations related to the UPR process were convened with the civil society: (i) the first one between four representatives of the coalition and four UN Women staff on the coalition advocacy strategy, (ii) the second one with the UN system through the Gender thematic group to which 13 UN staff and 6 members of the coalition participated, (iii) the third one with bilateral and multilateral cooperation agencies with the European Union Delegation, with about 30 representatives of cooperation agencies.
DRC
The "UNiTE" campaign was launched in 2014 by the Resident Coordinator of the United Nations system in the presence of great personalities of the DRC including the Personal Representative of the Head of State in charge of the fight against sexual violence. Supported by UN Women and UNFPA at the Office of the Personal Representative of the Head of State in charge of the fight against sexual violence, the "Break the silence" campaign led to series of trials (691 in 2016) and convictions (299 convictions in 2016) of high ranking military personnel. The establishment of effective coordination mechanisms including the Gender Thematic Group with its four thematic sub-groups (SGT VSBG, SGT Political Participation and Women's Leadership, SGT Empowerment of the Legal Status of Women, SGT Economic Empowerment of Women); UN Trust Fund resources made available to the PANZI Foundation for the holistic treatment of the fight against sexual violence; joint resource mobilization initiatives including the Joint Project to Combat Impunity, Support for Victims of Gender-Based Violence and Women's Empowerment in Eastern DRC "TUPINGE UBAKAJI" with UNDP, UNFPA , UNESCO; the joint project on prevention and coordinated responses to sexual violence in Ituri and North Kivu by UN Women, UNFPA, UNICEF and UNJHRO.
SENEGAL
The Maternal and Child Mortality Reduction Support Program brings together four UN system agencies (UNFPA UNICEF WHO and UN Women) to eliminate gender-based violence that can affect the health of women, children and young girls especially during pregnancy and at the time of delivery. UN Women, OHCHR, UNESCO, UNICEF and UNFPA have joined forces around a coordinated action plan under the leadership of the Ministry of Women, Family and Gender, from 2016-2020 to put an end to all forms of violence and discrimination against women and girls. UNDAF outcomes 6 and 8 focus on protecting vulnerable groups from violence and exploitation, and building institutional capacity under UNICEF leadership.
CABO VERDE
The UNiTE campaign/orange campaign and the 16 Days activism campaigns were spearheaded by UNW with a huge impact in social media and great visibility at the national level. By engaging the UN agencies, private and public sectors, the orange campaign in 2017 could reach and get closer to local communities and the intended target audience, being students of secondary schools and universities, leaders of local communities, media and private sector workers, it is comprised of around 20 NGOs as well as Members of Parliament, the Women Network Parliamentarians and the private sector. During the 16 days the movement calls to join forces in addressing specific problems regarding end violence against women and girls in Cabo Verde. Several activities were carried out such as: the Orange café with Journalists- Several journalists were invited to participate in the 16 Days of Activism actions to End Violence against Women and Girls across the country; School engagement - Campaign "16 days of activism against violence" starts with schools; Cabo Verde Parliamentarians dressed in orange for the 16 days of activism; Free HUGS - promoting the culture of non-violence in the capital city Praia offering free hugs to all;
Under the lead of UNW the interagency thematic group on human rights and gender has successfully implemented the UN Free & Equal campaign, positioning Cabo Verde has the first Africa country
MALI
Mali actively participates in the Secretary General's campaign for the elimination of violence against women every year. In November 2017 the campaign was launched by the Minister for the Advancement of Women under the leadership of UN Women with the participation of various agencies of the United Nations system, civil society organizations including young people.
UN Women supported the GBV specialist of ONE action in Mali for the mobilization of resources and the implementation of activities in the framework of the development of the national strategy to combat gender-based violence in Mali.
UN Women is an active member of the Network for Protection against Sexual Exploitation and Abuse in Mali. Within this framework, focal point training activities were organized at national and regional level in collaboration with UNFPA and UNICEF. Information feedback mechanisms have been put in place and sensitization sessions have been conducted on the radio and at the community level to encourage people to use these mechanisms, including the toll-free number 80 333 to disclose cases of abuse. sexual exploitation.
CAMEROON
UNW Cameroon has coordinated the UNCT SWAP scorecard process and the elaboration of action plan. The country office has been engaged in the implementation of the UNSWAP Scorecard plan and has succeeded in inscribing gender in the 2018 UNCT annual work plan. The office has also worked to mainstream gender in joint programs of the 2018-2020 UNDAF. The coordination of development support between the Government and technical partners has launched sector platforms; among the said Platforms, UN Women has been co-lead of the cross-cutting gender platform with the Ministry of women empowerment and also co-lead of the platform on social development with the Ministry of Social Affairs. Concerning the normative work, UN Women has supported the elaboration of the 6th Cameroon’s CEDAW report, coordinating with other UN agencies to input it and to make it a consensual report with other stakeholders (civil society, private sector…).UN Women coordinated the activities for 16 days campaign on violence against women and girls with the annual theme of “leave no one behind”. In the Far North region, GBV humanitarian working group under UN Women’s co-lead coordinated relevant activities with partners
LIBERIA
UN Women Liberia Office celebrates the 25th of every month as Orange Day as part of the UN Secretary-General’s UNITE to End Violence Against Women. UN Staff wear Orange colors to raise public awareness and increase political will to address all forms of violence against women and girls. In 2016, UN Women collaborated with the More Than Me Academy (a school for vulnerable girls) to raise awareness on school related violence and a call for actions against those who exploit women and girls. Also, in 2017, UN Women in collaboration with UNMIL Gender Unit held a program at the UNMIL Headquarter for UN Staff as a means of raising awareness and getting staff to contribute to a world free from violence against women and girls. The SRSG reminded staff of the Secretary-General Zero Tolerance Against Sexual Exploitation & Abuse.
UN Women Liberia leads the Government of Liberia/United Nations Joint Programme on SGBV and HTP. The organization is working with community leaders, traditional leaders and paramount chiefs to address issues of Harmful Traditional Practices and other forms of violence that subject women to humiliation.
UN Women Liberia is a member of the National Gender Based Taskforce that meets once every month to discuss issues affecting women and girls and review County level action point for redress. The Taskforce recently protested the amendment of the 2006 Rape Law to make same bailable.
The organization is also part of the ressuscitation of the Inter-Agency PSEA Network. UNMIL had previously coordinated the network until their departure from Liberia
NIGER
The MUSKOKA programme brings together four United Nations agencies, namely UNFPA, UNICEF, WHO and UN WOMEN. Through the FFM, simple, innovative and effective solutions are implemented to prevent maternal and infant mortality. Solutions to reduce maternal and child deaths include access to quality maternal care and skilled health personnel before, during and after childbirth. The added value of UN Women within the MUSKOKA mechanism is based on its mandate as an entity for gender equality and the empowerment of women, more specifically on its focus on combating violence against women, a source of inequality, lack of access by women to decision-making processes and resources, but also a cause of endangering their lives, which is aggravated during pregnancy and childbirth following the prevention and response to such violence.
UN WOMEN has adopted a holistic approach: prevention and response. The objective of these activities is to promote and facilitate women's access to maternal health through:
Activities:
- The creation of reproductive health service demands;
- The development of communication and mobilization campaigns;
- The implementation of strategies and actions against discriminatory practices and gender-based violence (GBV);
- Care for survivors of violence, identification of links between violence against women and maternal mortality and improvement of knowledge on the subject.;
- The men's club;
- The creation of multi-actor platforms;
- In addition, the impulse of the demand for maternal health services requires a good knowledge of the factors that cause difficulties in the relationship between women, girls and health workers in the regions of Maradi, Tillabery, Dosso and Tahoua;
- Rehabilitation of multimedia centre for access to information on GBV, gender, SSRJA, women's rights, etc;
- The involvement of religious, traditional and local leaders in the fight against GBV;
The results obtained:
- 10,000 girls and women, men sensitized on GBV, prevention of early pregnancies and reproductive health services through awareness caravans in Dosso, Maradi, Tillabéry and Tahoua;
- A traditional leader in Maradi has been identified as a champion in the fight against GBV in Maradi, where the highest rate of GBV is recorded in Niger;
- Two Muslim and Christian religious leaders were identified as champions in the fight against GBV in Niamey and Tahoua;
- More than 500 women, girls, boys and men in Dosso have increased access to information about GBV, the type of GBAS through the multimedia centre;
- More than 100 women and girls in Dosso have been trained on the use of INTICs for access to SRH information;
- More than 200 leaders have increased their sensitivity to GBV and SSR Dosso, Maradi, Tillabéry and Tahoua;
- More than 500 boys, men, and leaders recruited and committed within associations and clubs to fight GBV, women's rights and gender;
- A study on the satisfaction of SRH beneficiaries is currently being validated.
- All these achievements contributed to enlist men, women, girls and boys, decision makers, local and religious leaders for the respect of women's rights, girls' rights, gender and the fight against GBV.
NIGERIA
Gender-Based Violence Sub-Working Group (GBV-SWG) is an inter-agency coordination group set up to ensure coherence in the humanitarian responses of partners in Nigeria. UN Women is a member of the group with UNFPA as the chair. During the reporting period, GBV partners together scaled up engagement with leaders and communities with sensitisation on GBV/SEA principles and during the 2017 16 Days of Activitism, GBV partners across the affected states of Borno, Adamawa and Yobe held series of activities ranging from policy dialogues with leaders, engaging young people in and out of school through debates, public processions, town hall meetings, a series of activities with women's groups within women and girls friendly spaces, livelihood bazaar, radio talk shows among others to demand zero tolerance to GBV. At the close of 2017, the GBV partners took stock of their interventions; there were evidences that there is better understanding of the GBV protection situation and needs among partners, partners together reached 66,413 (27,005 women, 15,392 girls, 13,675 men and 10,186 boys) individuals with various interventions. Out of which 9,479 individuals received psychological first aid and various psychosocial support interventions, 1,682 accessed medical services and some 440 accessed other specialised services through case management and referrals. Overall from Janaury to November 2017, GBV sub sector partners together have collectively benefitted 797,640 (364,897 women, 188,347 girls, 148,066 men and 95,523 boys) individuals, reaching 80% of the overall target for 2017
Morocco MCO
In 2017, through its chair of the Gender Thematic Group, UN Women Morocco organized several thematic sessions on EVAW issues for gender focal points of the UN System. A session was dedicated to the presentation and analysis of the recently-adopted law on human traffiking, and was animated by UN Women's partner from the Ministry of Justice, the Magistrate in charge of criminal cases involving children and women. Another session was co-organized with UNFPA and the Ministry of Health to present its annual report on State of the World Population and the Ministry's sectoral programme on EVAW. Finally, the GTG served as a coordination platform for the 16 Days campaign and all agencies were invited by UN Women to commemorate together the International Day to End Violence Against Women and Girls that was organized on November 24, 2017, with a release of hundreds of ecofriendly orange balloons and with the presence of the Resident Coordiantor and the Ministry of Women's Affairs.
