The Department of Public Information’s Development Section worked closely with the European Union to launch a strategic partnership, called Spotlight, for ending violence against women and girls on 20 September 2017. This includes an initial pledge of EUR 500 million from the EU to finance programmes on EVAW. DPI developed a website as well as video, web and social media products to raise awareness and drive advocacy. We conducted interviews with and supported media outreach for high-level officials, including the EU European Commissioner for International Cooperation and Development, the Deputy Secretary-General as well as heads of UN Women, UNFPA and UNDP on Spotlight during the 62nd Session of the Commission on the Status of Women.
The Section also continues to support UN Women communications efforts to raise awareness and action around the International Day to End Violence against Women (25 November 2017), cross-promoting advocacy materials across the UN platforms.
All communication messages and products on EVAW were shared across the Department, including with our network of 59 operational United Nations Information Centres who communicate the UN’s work to local audiences in more than 80 local languages.
Gender units invest in targeted SGBV prevention activities that include prevention against VAW across the Missions through targeted capacity strengthening training, implementing gender analysis to identify enablers of SGBV; invest in community based early warning mechanisms and inclusion of specific SGBV indicators and reporting benchmarks across all functions to identify timely identification of SGBV risks; and establish partnerships with women civil society organisations to collectively develop strategies for an enabling environment that prevents and mitigates SGBV
In March 2017 DPKO produces a range of communication materials in line with the new gender policy have been developed to provide coherence and consistent advocacy on SGBV prevention.
DDR/CVR teams across 5 peacekeeping missions (MONUSCO, MINUSCA, MINUSMA, UNAMID and MINUJUSTH ) missions have designed and implemented a series of Community Violence Reduction (CVR) projects, aimed at preventing and reducing violence at the community level in both ongoing and post-conflict scenarios. While interventions target a wide set of actors (e.g. members of armed groups, youth at-risk and community members), these initiates particularly improve security conditions for vulnerable groups, including women and children. Moreover, by ensuring their participation, CVR projects serve to mobilize and empower women within their communities and, as a result, contribute to the constitution of a protective environment.
Gender-specific mine action programming: UNMAS makes every effort to ensure that its mine action programming is tailored according to specific cultures and gender of the beneficiaries. In some settings, this means women conducting single-gender risk education sessions (e.g. in Iraq in 2017).

UNHCR continues successful capacity building of staff, partners, government and people of concern. In 2017, 41 staff from the Africa and Middle East and North Africa regions completed an SGBV learning program, which certified trainers on SGBV prevention and response.
UNHCR’s focus on online training and multiple gender-related modules, including on Preventing Sexual Exploitation and Abuse, Sexual and Gender-Based Violence, and Prevention of Harassment, Sexual Harassment, and Abuse of Authority in the Workplace, has seen more than 7200 staff capacitated.
In addition, UNHCR has been systematically mainstreaming SGBV prevention and response into all UNHCR operations. This involves thematic and cross-sectoral responsibilities to more effectively integrate and address SGBV prevention, risk mitigation and response. This effort is an operationalization of the IASC Guidelines for Integrating Gender-based Violence Interventions in Humanitarian Action.
In UNHCR operations, capacity building and sensitization of communities on SGBV prevention and response were carried out using mass sensitization and awareness campaigns, and targeted trainings of community leaders and influential groups, including youth and male activists against SGBV. Communities have in turn mobilized community-based structures to lead on prevention and response and advocate for action against SGBV.
UNREC organized a train-the-trainers inter-institutional course on small arms control as part of a capacity-building project for Cameroon, Chad, Niger and Nigeria. Module 1, entitled “Human Security, Human Rights, Proliferation of SALW and Armed Violence”, addresses violence against women and girls.
UNREC organized a workshop for civil society organizations from Cameroon, Chad, Niger and Nigeria that allowed participants to develop advocacy and awareness tools to reduce women’s participation, including forced participation, in terrorism and related arms trafficking, thereby also contributing to a reduction of violence against women.
UNLIREC organized a training in Colombia on the Arms Trade Treaty that included sessions and practical exercises on how to conduct the risk assessment on gender-based violence or violence against women and children required by the treaty. More generally, all activities that contribute to better SALW control will also contribute, at least indirectly, to lowering gun violence and thus, violence against women and girls committed with guns. The gendered impact of the illicit trade in SAWL and gun violence is always addressed in relevant activities of the ODA Regional Centres such as capacity-building on the implementation of SALW control instruments.
UNODC continues to provide expert assistance through Global Action against Trafficking in Persons and Smuggling of Migrants (GLO.ACT). GLO.ACT assists governmental authorities and civil society organizations across 13 strategically selected countries (Belarus, Brazil, Colombia, Egypt, the Kyrgyz Republic, Lao PDR, Mali, Morocco, Nepal, Niger, Pakistan, South Africa, and Ukraine) by supporting effective responses to trafficking and smuggling, including assisting victims of trafficking and vulnerable migrants by strengthening identification, referral, and direct support mechanisms. Between July 2016 and December 2017, more than 70 activities were delivered in 11 countries.
UNODC provided training and capacity building to promote more effective police and justice responses to VAW/GBV in Egypt (training for police officers, prosecutors, judges and forensic doctors), (Kenya (training on gender mainstreaming), Kyrgyzstan (leadership training programme for female police officers to promote gender-sensitive local police services), Mexico (training programme for 8,000 police officers and emergency call operators in 25 states), Myanmar (training workshops for police instructors and front-line officers based on a new handbook and training curriculum), Namibia (training of trainers for police, prosecutors and victim service providers).
In 2017, UNRWA carried out 135 trainings which engaged 2709 staff members across the Agency (Lebanon, Jordan, Gaza, West Bank, and Syria). Trainings focused on GBV and GBV in emergencies targeted staff in UNRWA’s different programmes.
UN Women has embarked on a number of prevention and awareness raising campaigns and advocacy such as “Take a Stand” initiative.
Internally, within the UN system, UN Women is coordinating closely with other UN agencies on issues related to Prevention of and Reporting on Sexual Exploitation and Abuse (by UN personnel)
In addition to this, we have UN Women Prevention of Sexual Exploitation and Abuse (PSEA) focal points in all of our six regions whose roles within UN Women are to:
- communicate their role and raise awareness of the ST/SGB/2003/13;
- to ensure that complaints against the individuals/entities to whom the ST/SGB/2003/13 applies are reported to OIOS;
- to report to the UN Women SEA working group at HQ in order to share any issues, cases or local observations; and gather data for onward reporting;
- to educate the UN Women workforce regarding the prevention of SEA.
In line with commitments to the global Call to Action and in accordance with the GBV Guidelines, IOM continues to work to improve GBV prevention and risk mitigation in emergency response operations worldwide. Efforts are geared towards the needs of front-line field staff and, to this end, experts from global support teams in Headquarters deploy experts to provide technical and coordination support to field offices to strengthen GBV prevention. The deployments generate several results, ranging from infrastructural site improvements and establishment of women friendly spaces, to integration of GBV prevention in emergency strategies, creation and dissemination of GBV referral pathways and other information, education and communication materials.
At field level, in South Sudan, IOM is working to strengthen social norms, values and existing capacities that support positive health outcomes, violence prevention and gender quality, and to transform harmful social norms which perpetuate high rates of morbidity and mortality, perpetuate violence against women and girls, and undermine gender quality in the POCs and host communities. In Nigeria, under a joint CCCM, MHPSS and Shelter action plan, IOM carried out awareness raising sessions on GBV targeting IDPs.
Moreover, a second edition of the Site Planning and GBV guidelines has been published, which will be used for training and capacity building purposes, Shelter/NFI Distribution Guidelines completed, and a site planning and GBV video created. IOM also advocates the inclusion of sexual crimes committed against women and girls during conflicts into large-scale victims’ reparations programmes and policies.
In Ukraine and Cambodia, OHCHR and UN Women helped the Government to develop a Strategy to prevent and address gender based violence and conflict-related sexual violence.In Honduras, OHCHR supported the implementation of a State-CSO mechanism developed for monitoring the advances of the investigation of crimes of femicide, also providing technical assistance on the drafting of the regulations of such Commission and briefing the institutions that conform it, on the contents of the Latin American Protocol For the Investigation of Femicide.In Mexico, OHCHR’s technical cooperation focused on the incorporation of human rights and gender perspective in Protocols on investigation of cases of gender-related killings and gender based violence crimes. OHCHR also provided technical support for the evaluation and monitoring of the Early Warning Systems for Gender Based Violence implemented at Federal and State level. In reference to trainings and capacity building of WFP employees, a good example related to PSEA could be the online e-learning, made compulsory for all WFP employees, on Prevention of Fraud, Corruption and SEA.
WFP MYANMAR Country Office
1) For the opening of the 16 Days Campaign against GBV, WFP Myanmar closely cooperated with the National Myanmar Gender Equality Network (GEN) and supported its national campaign ‘From Peace in the home to peace in the world: Involve men to fight violence against women.” Furthermore, a brief footage in the IDP camp benefitting from the new transfer modality (e-wallet) in Myitkyina, Kachin State, was produced with statements of internally displaced women and men on the importance of understanding the root causes of intimate partner violence which might arise from changing in-kind assistance to cash based transfer modalities. WFP Field Office closely collaborated with Karuna Mission Social Solidarity (KMSS), UNFPA and UNHCR on various actions suggested to prevent GBV within the families and also in communities where strongly defined gender roles are still deeply embedded within a cultural or religious coat and gender equality neglected on the public agenda. As an example, the humanitarian community together with IDPs competed in the mini marathon organized by the GBV working group.
2) WFP male staff signed up to the WFP Men Stand for Gender Equality pledge and remained highly engaged in contributing to the country wide campaign to prevent GBV highlighted during orange days and events like the International Women’s Day.
3) WFP Myanmar reiterated its commitment to organize monthly orange days in its Field Offices. In March 2018, Myitkyina Field Office dedicated a special event to help staff understand the negative consequences of GBV against women and girls and learned about the importance of promoting a peaceful co-existence that begins at household level. WFP staff acknowledged that in their working environment, women’s voices and suggestions are still less powerful than those provided by men.
