ESCWA, and its partners UN Women and the League of Arab States, organized a regional workshop to support National Women Machineries in the Arab region in their efforts to address violence against women. Discussion topics included the role of international mechanisms in providing increased protection to survivors of violence, the importance of gender-sensitive national legislation, and the various services that contribute to addressing violence against women. The workshop sessions also covered the regional frameworks that address violence against women, as well as the needed national data to deal with this issue, and the importance of establishing partnerships with national stakeholders to address violence against women.
ESCWA, in partnership with UNFPA, held a meeting to discuss new guidelines on costing violence against women in the Arab region. Experts held in-depth discussions on how to enhance the forthcoming “Step by Step Guide” and identify tools on estimating the cost of violence in the Arab region, especially intimate partner/marital violence.
ESCWA drafted a series of briefs to better inform policy in member States, including: “Women in the Judiciary: A Stepping Stone towards Gender Justice,” which examines the presence of women in the judiciary in the Arab States and explores implications for the achievement of gender justice, including on the capacity of judicial institutions to deal with cases related gender-based violence; and “The Due Diligence Standard, Violence against Women and Protection Orders in the Arab Region,” which discusses the need for protection orders in the Arab region through the concept of the due diligence standard and its applicability to violence against women in both the public and private spheres.
UNODC organized an Expert Group Meeting on interlinkages of trafficking in persons with marriage, including forced, child, temporary and sham marriages, bringing together international experts in the field for the development of a UNODC issue paper on these issues (to be published in mid 2019.
In Guatemala, UNODC supported the establishment of an inter-institutional coordination roundtable with the National Police and the Attorney-General’s Office for the investigation of cases of violence against women and assisted both institutions in the development of joint investigation plans and protocols on the subject.
ODA promoted the Modular Small-arms-control Implementation Compendium (MOSAIC) module on “Women, men and the gendered nature of small arms and light weapons”.
At the Third United Nations Conference to Review Progress Made in the Implementation of the Programme of Action, States agreed on progressive language on gender in the outcome document, including, for the first time, the recognition that eradicating the illicit trade in small arms and light weapons is a key part of combating gender-based violence. UNODA provided substantive secretariat support to the Review Conference, including regional consultations. Additionally, the United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific (UNRCPD) held a dedicated session on a gendered approach to the UN Programme of Action (PoA) on Small Arms and Light Weapons at a regional preparatory meeting the for the Third Review Conference on the PoA.
UNLIREC contributed to an inter-agency programme funded by the Human Security Trust Fund in Peru on strengthening human security and community resilience by fostering peaceful coexistence. Under this programme, UNLIREC contributed to a course on gender in public policy, where the Regional Centre sensitized 76 participants on why and how to include a gender focus in policies on arms control, and prevention and reduction of armed violence.
UNLIREC also contributed to a project by UN Volunteers in Peru, Colombia, Honduras and Trinidad and Tobago called “Youth Volunteerism for Peacebuilding and Disarmament: Youth Measuring Community Security through Participatory Indicators”, in which youth volunteers developed community-based indicators measuring human security and progress towards the SDGs. Several of the indicators relate to violence against women and girls.
Gender Unit: A new DPKO and DFS gender policy- Gender Responsive United Nations Peacekeeping Operations (2018.01) - developed and endorsed in February 2018. The new policy incorporates a targeted focus on ensuring accountability to SGBV prevention and response across the UN Peacekeeping functions
UNMAS: IACG-MA is currently undertaking a review and update to the United Nations Gender Guidelines for Mine Action Programmes (2010) to ensure that the different needs of girls, women, boys and men are incorporated into the full project management cycle of mine action programming.
SSR: In Mali, MINUSMA has supported the inclusion of gender in strategies developed by the SSR National Committee, as well as the implementation of the 2015 peace agreement, which includes a 30% female quota in security institutions. 2. In Somalia, UNSOM has promoted increased recruitment of women to the security sector. It has also provided advocacy and technical guidance for the Security Pact signed between the government and the international community in May 2017, which contains a specific milestone stating that all security sector institutions must adopt and implement a gender strategy.
JCS: Recognising the relevance of women representation as An important element that enables women’s access to justice and response, in coordination with OMA and PD, JCS has drafted a gender parity strategy for its uniformed corrections personnel which lays out clear measures and timelines for the achievement and sustainable maintenance of at least 30% female uniformed corrections officers deployed to UN peace operations.
WFP launched its technical guidance on accountability to affected populations (AAP) in January 2017. The guidance complements the protection guidance and provides an overview of AAP in the context of WFP’s operations. It is meant to guide staff and partners to better support programme design and implementation in a manner that reflects the needs and views of affected communities, including women and girls.
In 2017, WFP commissioned two external evaluation of its Humanitarian Protection Policy (2012) and the Policy on Humanitarian Principles and Access (2006).
The evaluation of the Humanitarian Protection Policy generated a set of recommendations to strengthen systematically integration of protection and accountability to affected population to WFP’s different frameworks, programmes and processes.
DRC
Support granted to the government for the elaboration of the National Strategic Development Plan 2017-2021. United Nations agencies are engaged in the process of developing UNDAF 2019-2022.
SENEGAL
UN Women through the Ministry of Women, Family and Gender supports the Government of Senegal to reduce gender-based violence and to care for GBV victims for social reintegration, through the implementation of a multisectoral approach to violence prevention.
CABO VERDE
Strengthened capacities of civil society organization and men alliances for the implementation of the GBV Law and gender equality initiatives was another important component of UNW support to contribute to better an approach in fighting GBV. Cabo Verde has been witnessing the increasing of men’s engagement on fighting gender-based violence, by promoting a positive masculinity. White Ribbon Association – Cabo Verde has been the leader in promoting gender equality through positive masculinity focus on fighting to end violence against women and girls in Cabo Verde many of their members are part of the Government Rehabilitation Program for Men Offenders of GBV (created in 2012 with UN Women’s support). In the same line, UNW has also provided technical and financial support to the assessment of the implementation status of the programme, contributing to the systematization of lessons learned and good practices of the programme, and to the formulation of concrete recommendations for the elaboration of the next phase of the programme.
CAMEROON
Unwomen Cameroon work alongside with the ministry of gender and more than 300 stakeholders in different worshop to developed and adopte the GBV national Strategy, and the National plan on FGM). And the ministry of justice to train magistrate and to look into gender aspect in the new penal code previously adopted.
LIBERIA
UN Women Liberia is supporting the Ministry of Gender, Children & Social Protection in the development of a revised National Plan of Action for the Prevention and Management of Gender Based Violence. The initial plan covered the period 2006 – 2011 Gender Based Violence National Action Plan.
The Revised National Gender Policy is undergoing some minor review for adoption.
NIGER
With the support of the Ministry for the Advancement of Women and Child Protection UN Women, the UN office implements activities within the framework of the National gender policy, the national strategy to combat GBV, for the promotion of women's rights, gender equality and better management of GBV survivors.
In March 2018, UNHCR recently released its Age, Gender, and Diversity (AGD) policy which aims to ensure that all persons of concern can enjoy their rights on an equal footing and participate meaningfully in the decisions that affect their lives, families, and communities. The policy outlines 10 core actions that UNHCR will take to apply an Age, Gender and Diversity approach in its work, including reaffirming UNHCR’s five Commitments to Refugee Women: They are 1) ensuring women and girls participate equally and meaningfully in all decision-making, community management and leadership structures, and committees of persons of concern, 2) are provided with individual registration and documentation, 3) have equal access to and control over management and provision of food, core-relief items, and cash-based interventions, 4) have equal access to economic opportunities, including decent work and quality education and health services and 5) have access to comprehensive SGBV prevention and response services.
These serve as concrete measures not only to UNHCR but also other humanitarian actors, to help accelerate progress on Sustainable Development Goals 4 and 5.
