To address institutionalized violence faced by adolescent mothers in the education sector who face discrimination on the basis of early and unintended pregnancy, UNESCO supported several countries in Eastern and Southern Africa (South Africa, Malawi, Lesotho, Uganda, Tanzania, Swaziland) at various stages in the review and development of national policies on prevention and management of learner pregnancy and reintegration of school aged mothers. Support included the conduct of assessments and data review, through drafting of policy content and via national stakeholder consultations. Further support for Early and Unintended Pregnancy policy advocacy and implementation based on existing sector policies was provided in Namibia, Zambia and Zimbabwe.

Gender-Sensitive Indicators for Media (GSIM): UNESCO helps Member States to adopt, review or strengthen legal frameworks on media from a gender equality perspective, to ensure inter alia prohibition of incitement to hatred and any form of gender-based stereotypes and violence within the media. Equally important is that media regulators and public service media carry out yearly assessments of the implementation of gender equality policy in media, and that media regulators effectively use accountability mechanisms in cases of violation of gender equality in media. UNESCO may also help Member States adapt GSIM to become national indicators, and regularly monitor and evaluate gender equality at national level, based on those indicators. For instance, 25 national broadcasters across Francophone Africa now have gender plans as do 2 national media regulators.
Gender Unit: A new DPKO and DFS gender policy- Gender Responsive United Nations Peacekeeping Operations (2018.01) - developed and endorsed in February 2018. The new policy incorporates a targeted focus on ensuring accountability to SGBV prevention and response across the UN Peacekeeping functions
UNMAS: IACG-MA is currently undertaking a review and update to the United Nations Gender Guidelines for Mine Action Programmes (2010) to ensure that the different needs of girls, women, boys and men are incorporated into the full project management cycle of mine action programming.
SSR: In Mali, MINUSMA has supported the inclusion of gender in strategies developed by the SSR National Committee, as well as the implementation of the 2015 peace agreement, which includes a 30% female quota in security institutions. 2. In Somalia, UNSOM has promoted increased recruitment of women to the security sector. It has also provided advocacy and technical guidance for the Security Pact signed between the government and the international community in May 2017, which contains a specific milestone stating that all security sector institutions must adopt and implement a gender strategy.
JCS: Recognising the relevance of women representation as An important element that enables women’s access to justice and response, in coordination with OMA and PD, JCS has drafted a gender parity strategy for its uniformed corrections personnel which lays out clear measures and timelines for the achievement and sustainable maintenance of at least 30% female uniformed corrections officers deployed to UN peace operations.
ESCWA hosted the Economic and Social Commission for Western Asia Committee on Women, eighth session, in October 2017 in Beirut, Lebanon. During this gathering of member states, there was a roundtable discussion on the economic cost of violence against women, which addressed the importance of estimating the economic cost of violence against women, the implications of marital violence on women, children, communities and society, and the efforts exerted by Arab countries in designing strategies and adopting laws aimed at combatting violence against women. A second roundtable discussion addressed the role of institutions in times of peace and war in the Arab region, including the implementation of the women, peace and security agenda.
ESCWA drafted a series of briefs to better inform policy in member states, including: “Institutional Mechanisms for Gender Accountability in the Arab Region,” which argues for greater accountability of institutions to achieve gender justice, including efforts to combat violence against women; “Estimating Costs of Marital Violence in the Arab Region: Operational Model,” which outlines the ways in which costing violence against women can be applied to the Arab region; “The Role of Women in Peacebuilding Processes,” which argues for women’s greater participation in formal and informal peace processes, which may impact the perpetration conflict-related sexual and gender-based violence; and, “Enhancing the Role of Institutions in Achieving Gender Equality in the Arab Region: The Economic Cost of Violence against Women,” which advocates for Member States, academia and research institutions to conduct costings of intimate partner violence in the Arab region.
ESCWA, in partnership with the Swedish Institute of Alexandria and UN Women, coordinated a Regional Consultation on the Economic Costing of Violence Against Women. The consultation aimed to assist Member States in their efforts to eliminate violence against women and to implement their international obligations. The Regional Consultation built upon the results of the first phase of a regional project implemented by ESCWA in cooperation with UN Women on the economic cost of violence against women.
ESCWA hosted a panel discussion on “The Role of Women, Youth and Civil Society in Post-Conflict Peace and Reconstruction Processes” as part of a larger discussion on State-building and Institutional Development in Post-Conflict Settings: Opportunities and Challenges in Libya and Yemen. The panel considered the role of women, youth and civil society in post-conflict peace and reconstruction processes. Case studies from Tunisia, Libya and Yemen provided examples of women, youth and other stakeholders, who have successfully challenged restrictive norms and overcame social barriers to actively participate in the reconstruction of their communities and states.
ESCWA, in partnership with the Institute for Women’s Studies in the Arab World (IWSAW) at the Lebanese American University, hosted a Regional Consultation on Current Political Developments and Their Impact on Arab Women. Engaging with human rights and women’s rights experts from the Arab region and beyond, the consultation sought to achieve a better understanding of the current political situation in the region and assess the impact it might have on women and their recent legal and socio-economic achievements, including violence against women legal reform.
Egypt CO
UN Women Egypt in collaboration with the Ministry of Social Solidarity developed the capacities of over 1500 women community workers across Egypt, capitalizing on their facility to reach women and men in rural and remote areas, to raise the public’s awareness, through conducting house calls, awareness raising meetings, and other means, on the various forms of violence against women and their social and legal ramifications. The community workers also serve as a vital tool for disseminating information on the support services provided by credible organizations for women victims/survivors of violence. In addition, UN Women Egypt in collaboration with Care International Egypt supported the formation of a network of over 400 young volunteers (both women and men) and developed their capacities to engage community members; over 2600 members reached, utilizing innovative context sensitive approaches, such as interactive community theater, shadow theater, graffiti art in addition to conventional methods, such as door-to-door campaigns, to raise societal awareness of various forms of violence against women, change negative attitudes and beliefs of men towards violence against women, and the gender norms that normalize and justify gender inequality and violence.
UN Women succeeded in establishing the Iraq National Steering Committee for the Women Peace and Humanitarian Fund with high level leadership and representation from the government in addition to the UNRC as co-chair and membership of women civil society, the donor community and the UNCT. UN Women, as WPHF Technical Management and Secretariat at global and national levels, convened the first Steering Committee meeting in March. The National Steering Committee, will be in charge of providing strategic direction, oversight and coordination of implementation of their portfolio, including: provide a platform for partnership, coordination, advocacy and resource mobilization at the national level; manage the WPHF allocation for Iraq; monitor progress and provide oversight on project performance. UN Women has succeeded in securing funding of $2 million for Iraq from the governments of Canada and the UK. A call for proposals is expected to be announced in the second quarter under the guidance of the NSC.
A total of 255 beneficiaries (Jordanians and Syrians) have been reached from different subjects related to GBV and women’s’ rights through 11 awareness-raising activities. Social cohesion have been evident as a result of Including Syrians and Jordanians both in the awareness sessions. Under LEAP, UN Women and IFH organized five awareness raising sessions on protection and all forms of violence targeting 72 Syrian and Jordanian women and men. In addition, awareness of 154 Jordanians and Syrians were raised on issues related to early marriage and gender-based violence through scheduled plays ( through the Hemayati project). A discussion following the play between the audience and the moderator helped to clarify issues related to early marriage. This approach promotes women's and girl's self-expression and self-awareness, while providing them with skills to articulate changes they would like to see in their reality. A consultative writing process (“writeshop”) was developed with key stakeholders to ensure ownership of the messages that feed into the development of a toolkit to disseminate specialized legal knowledge relating to violence against women and girls among non-specialized audiences. the toolkit was launched in November aiming at familiarizing and sensitizing readers with current gaps, challenges and realities of VAWG in Jordan in order to start a social dialogue that can foster positive changes in attitudes toward women and girls, as well as promote and inform legislative and policy changes.
In 2017, UN Women MCO continued to develop its own initiatives, strengthened and broadened its support to CSOs, national partners and the private sector’s initiatives to prevent VAW. As a result, a wide audience was reached (more than 3 million people, including through regular tv spots on the main national tv channel) and was mobilized during sensitization efforts and numerous events organized all year-long, and largely intensified during the 16 Days campaign, with a specific focus this year on engaging men and boys through innovative communication campaigns. The MCO succeeded in engaging partner agencies through UNCT and the Gender thematic group, national Ministries (Women’s machinery, Ministry of Justice and Liberties, Ministry of Interior), national institutions (City councils and Wilayas in Marrakech and Rabat, the Parliament), multilateral organizations (European Union Delegation), CSOs, Universities, with young boys and girls, the media and the private sector (telecommunications, public transports).
UN Women Palestine office supported MA’AN (an NGO based in the Negev which focus on legal awareness and protection of women from West Bank and Gaza and Bedouin women who live in the Negev and are subject to Israeli jurisdiction) to conduct raising awarness workshops for the West bankers and Gazan women living in the Negev. Those women face challenging issues related to their legal status with the Israeli authorities (they hold a palestinian ID, but they live in Israel with their spouses without any legal document) and many suffer from family and intimate partner violence. During the reporting period UN Women Palestine office supported MA'AN to organize 14 raising awareness workshops and targeted women from the West Bank and Gaza. The workshop covered the following issues: family status laws, residency, legal and citizenship rights and access to social and health services and VAW. Similarly, 4 workshops were organized in the Negev targeted social workers on different issues; such as: VAW, legal rights of women from the West Bank and Gaza who are married to men from the Negev. Additonally UNW Palestine office supported MA'AN in the publication of two legal newsletter discussing concerns related to the legal status and legal rights of West Bank and Gaza women who live in the Negev. 450 copies of the newsletter were printed and distributed. UNW Palestine supported Al- Muntada ( a coalition of 17 women's organizations that work on combatting VAW) to lead a national advocacy campaign on VAW, including legal discirmination against women and the need to adopt a responsive FPB. The campaign included radio episodes, TV programmes, and field awareness sessions in differnet districts , which aimed at raising awareness of public and participants on women's rights, VAW and rights' gaps existing within the applicable legislative framework in Palestine, and building allies to advocate for the adoption of a gender responsive Family Protection Bill.
Within SAWASYA - UNDP / UN Women Joint Programme on Strengthening the Rule of Law: Justice and Security for Palestinian People, the PCHR (The Palestinian Center for Human Rights) conducted 30 awareness raising sessions targeted both males and females with awareness sessions on femicide, the so- called honour killing and women’s legal rights in remote and marginalized areas all over the Gaza Strip. Most of the interventions carried out within the project’s duration focused on providing legal awareness, awareness sessions about the so-called " honor killing" and femicide as a mechanism to prevent violence against women and engage men and youth mainly to advocate for women's rights- as a result of these interventions, 511 women and 247 men were targeted.
“The training had a lot of impact on my life because I [now] have knowledge about the misdeeds of excision [cutting] and child marriage. I'm pregnant and if I have a girl I will not make her go through this practice”, said Fatoumata N.*, a peer educator in Mali. She was speaking about the harmful traditional practice of Female Genital Mutilation/Cutting (FGM/C), which is inflicted on 89 per cent of women and girls in Mali, according to the World Health Organization. FGM/C has devastating health ramifications for women and girls, including pain, bleeding, permanent disability and even death. This harmful traditional practice is not yet banned in Mali.
The UN Trust Fund is supporting the Malian organization AMSOPT to change social norms and provide access to medical and psychosocial services for survivors of FGM/C. The project’s awareness-raising efforts in the Kayes region, which has the highest rates of FGM/C in the country, have already led two villages to publicly renounce the harmful traditional practice as well as child marriage, and six others are in the process of doing the same. The two villages held public assemblies bringing together counselors, women, youth and village leaders to agree on the abandonment of FGM/C, and created a committee to ensure the application of the decision

UNODC promotes the Blue Hearth campaign, a global awareness raising initiative to fight human trafficking and its impact on society.
UNODC is implementing the Education for Justice Initiative and the Doha Declaration. In this framework, UNODC works to raise awareness on trafficking in persons though education, working closely with youth and academics to look into key concepts of trafficking and how this affects in particular women and girls, and how education can contribute to crime prevention and promotion of legality and justice.
Further, under the Global eLearning Programme, UNODC supports Member States through the delivery of courses across the world designed to address crime prevention challenges; on human rights, gender issues in cases of child sexual exploitation, alternatives to imprisonment for women offenders and the Essential Services Package for Women and Girls Subject to Violence; in line with international standards and norms.
In Viet Nam, UNODC supports awareness-raising campaigns on gender-based violence, documenting gender-based violence cases, providing aid services to victims and developing evidence-based data for policy advocacy purposes.
One of OCHA’s 7 priority commitments on gender is to promote gender-responsive Humanitarian Programme Cycle processes. It ensures the systematic inclusion of SGBV programming through the mandatory use of the Gender Marker in funded initiatives, and in reports on how gender and SGBV were addressed during project implementation. As an example, the CERF project application and reporting templates require sex- and age disaggregated data. The application template also includes the IASC Gender Marker which is then recorded in the CERF’s Grant Management System Database for tracking and analysis purpose.
In addition, information and knowledge on gender equality and the empowerment of women and girls have been disseminated through OCHA’s various advocacy platforms such as the corporate website, social media accounts, content websites (such as Medium, Exposure and YouTube) and email. OCHA has updated and edited two “OCHA on Message” products on Gender in Humanitarian Action and Sexual and Gender-based Violence. “OCHA on Message” are reference products that enables staff to communicate OCHA’s position on key issues. OCHA has also delivered remarks and statements containing messaging on gender and SGBV for the Commission on the Status of Women, the 2017 Global Humanitarian Policy Forum, the Center for Global Development and the Royal Institute of International Affairs and as well as briefings to the Security Council, among others.. For International Women’s Day, OCHA launched a successful social media campaign with its “Messengers of Humanity” community around their “Female Humanitarian Heroes” highlighting the professional achievements of women working in humanitarian affairs.
In August, OCHA’s annual World Humanitarian Day campaign centered around the hashtag #NotATarget and advocated for the protection of civilians in armed conflict. The campaign included a strong focus on sexual violence in conflicts, and what can be done to empower and support survivors. As part of a unique collaboration with Facebook, OCHA launched a brand-new Live filter, allowing users to step into the shoes of people affected by conflict as they read real stories from civilians trapped in conflict. The filter included a series of stories by women and girls to highlight the unique challenges they experience in crisis. As part of the campaign, SCB collaborated with UNFPA on a blogpost “Dispelling five myths about sexual violence in emergencies” which was published on OCHA’s Medium platform.
OCHA also supports the International Day to end violence against women and the 16 Days of Activism against gender-based violence. In 2017, OCHA launched a digital campaign, which included an updated Facebook Live filter from World Humanitarian Day that exclusively featured stories of survival from women and girls affected by conflict. The Emergency Relief Coordinator and Deputy Emergency Relief Coordinator, as well as staff members from OCHA’s field offices, participated in the campaign by recording videos, where they shared the real stories of women trapped in conflict.
UN Women has embarked on a number of prevention and awareness raising campaigns and advocacy such as “Take a Stand” initiative.
Internally, within the UN system, UN Women is coordinating closely with other UN agencies on issues related to Prevention of and Reporting on Sexual Exploitation and Abuse (by UN personnel)
In addition to this, we have UN Women Prevention of Sexual Exploitation and Abuse (PSEA) focal points in all of our six regions whose roles within UN Women are to:
- communicate their role and raise awareness of the ST/SGB/2003/13;
- to ensure that complaints against the individuals/entities to whom the ST/SGB/2003/13 applies are reported to OIOS;
- to report to the UN Women SEA working group at HQ in order to share any issues, cases or local observations; and gather data for onward reporting;
- to educate the UN Women workforce regarding the prevention of SEA.
Building on previous work, UNRWA has developed GBV Roadmaps which are a tool to operationalize its GBV Prevention Framework through concrete activities and accompanying monitoring tools.
The ILO has supported the Ministry of Labour of Brazil to produce and disseminate training and information materials about sexual harassment at work, including a guide on responses to sexual harassment and a video series of five episodes.
