The World Bank continues to support various initiatives in post-conflict and emergency settings, including: the Sexual Violence Against Women and Girls in Haiti’s Reconstruction project, through institutional strengthening, enhancement of women’s civi participation,and project coordination, monitoring and evaluation; the Knowledge Exchange Program on Women’s Access in Fragile Contexts, by developing tools to strengthen the operational competence and capacity of client country partners and Bank Staff to design interventions that address the needs of women in fragile and conflict-affected settings and support knowledge exchange among clients and practitioners; the Learning for Equality, Access and Peace Program: Conflict-Post-Conflict and Gender (Africa), through a number of inter-linked components, including a LOGiCA and Promundo project to increase operational knowledge on effective engagement of men and boys in SGBV post-conflict programming in sub-Saharan Africa; and the Protection from GBV in Cote d’Ivoire project improving commitment and capacity of local authorities and community members to prevent and respond to GBV, improving access to multi-sectoral services for victims and improving coordination and capacity of local organizations and key stakeholders.

Through the Multi-Partner Trust Fund of UN Action, OHCHR, in cooperation with DPKO, the Office of the SRSG on Sexual violence in conflict and other partners, obtained support for the deployment of Women Protection Advisors to the human rights components of DRC and Cote d’Ivoire. OHCHR also seconded a staff member to act as the Senior WPA in UNMISS (South Sudan) and assist the mission in the setting-up of the Monitoring, Analysis and Reporting Arrangements (MARA). In Angola, an Advisor was deployed to the office of the Resident Coordinator to assist the UN system in promoting follow-up to the commitments made by the Government in relation to sexual violence during the visit of the former SRSG SVC. With the support of UN-Women, the commissions of inquiry for Libya and Syria all included experts on sexual violence. As a member of the TOE, OHCHR worked with Human Rights components to strengthen the capacity of national rule of law and justice actors to address impunity for conflict-related sexual violence.

OHCHR developed a two-day specialised course on monitoring and investigating conflict related sexual violence; briefed the C.34 on its work on sexual violence, together with DPKO and the Office of the SRSG SVC; supported research to understand patterns and consequences of sexual violence during the 1999 conflict in Kosovo, including gaps in access to justice, institutional capacity needs, and perspectives of survivors with regard to reparations; and together with UN Women is finalizing a draft guidance note concerning reparations for victims of conflict-related sexual violence.
OHCHR submitted two papers on the application of a human rights approach to prevention of violence against women and human rights based approach to multi-sectoral responses as part of the preparation of the SG’s reports for the 57th CSW session.

OHCHR, as a member of the Inter-Agency Coordination Group against Trafficking in Persons (ICAT) and United Nations Global Initiative to Fight Human Trafficking (UNGIFT) ensured a human rights based approach was mainstreamed throughout all the policy papers developed by ICAT including the joint paper on the intersection between legal regimes to combat trafficking was produced. OHCHR also continues to promote the application of the Recommended Principles and Guideline on Human Rights and Human Trafficking through the organisation of regional and sub-regional launchings of the Commentary (an in depth analysis of the legal and policy frameworks on trafficking) in parallel with capacity building workshops.OHCHR provided support to the CEDAW Committee in its regional consultations on the drafting of a general recommendation on the realization of women’s rights in conflict and post-conflict, also providing financial support for two regional women’s NGO groups to participate in the consultation in Africa.
UNAIDS is supporting a number of actions to highlight the link between violence against women and HIV, as well as the role of the HIV response in overcoming violence against women. These include Country consultations led by the Women Won’t Wait campaign; and a high level panel during the CSW on the linkages between violence against women and HIV.

UNDP supported services provision in various countries, including in the Democratic Republic of Congo, through support to investigations and hearings of the military courts, leading to the imprisonment of the accused for war crimes and crimes against humanity committed from 7 to 16 October 2012 in Mupoke (Walungu territory) by the FARDC elements against the civilian population; in DRC it also supported the establishment of specialized police units and provided training on the judicial treatment of cases relating to sexual violence; in Afghanistan, Legal Help centres were established in order to provide support to survivors for access to justice; in Colombia, several initiatives were organized to encourage victims of sexual violence in armed conflict to seel support.
