UNODC, in consultation with UN Women, OHCHR and the Special Rapporteur on violence against women, advanced preparations for an intergovernmental expert group meeting on gender-related killings of women and girls, to be held in November 2014, mandated by General Assembly resolution 68/191. UNODC also contributed to the High-Level Meeting of the General Assembly on the Global Plan of Action to Combat Trafficking in Persons on 13-15 May and serviced the Working Groups on Trafficking in Persons and Smuggling of Migrants in November.

UN agencies, including UN Women and UNFPA, supported Governments, including those of Nepal and the Pacific Islands, to prepare their national priorities for negotiations during CSW 57. UN Women also promoted the implementation of the CSW Agreed Conclusions in Fiji through the national EVAW Task Force. In preparation for the 57th Session of the Commission on the Status of Women (CSW), ESCAP and UN Women jointly organized the “Asia-Pacific Regional Preparatory Meeting for the 57th session of the Commission on the Status of Women”, 5-6 February 2013, in which senior-level representatives from 12 ESCAP Member States participated. The outcome of the meeting included recommendations on translating existing international legal and normative frameworks into effective national policy tools that address the obstacles and challenges in eliminating and preventing violence against women and girls in Asia and the Pacific.

In October 2013, UN Women launched Voices against Violence, a pioneering co-educational and non-formal education curriculum on ending violence against women and girls, designed for various age groups ranging from 5 to 25 years, in partnership with the World Association of Girl Guides and Girl Scouts. It provides girls, boys, young women and young men with tools and expertise to understand the root causes of violence in their communities, to educate and involve their peers and communities to prevent such violence, and to learn about where to access support if they experience violence.Increasingly, UN Women is strengthening prevention interventions that include and also go beyond awareness-raising, to engage with schools, faith-based organizations, media and communities at large. In Mozambique for example, UN Women successfully advocated for the UNCT to adopt ending violence against women as one of two signature themes for the country and in partnership UNFPA and UNICEF, national institutions and civil society organizations developed and are implementing a comprehensive approach to prevent violence against women and girls in a total of five districts in 4 provinces, reaching opinion and community leaders and enlisting youth as agents for change in seven secondary schools. In India, UN Women contributed to prevention of trafficking in women and girls through the establishment of 40 Anti-Trafficking Vigilance Committees as well as to increasing the evidence base through research on various forms of VAW and strategies to address them. In Timor-Leste, UN Women was included in the curriculum reform reference group and provided inputs on school curricula and lesson materials related to VAW prevention and promotion of gender equality for potential integration in the Basic Education Curriculum.
UNAIDS is supporting a number of actions to highlight the link between violence against women and HIV, as well as the role of the HIV response in overcoming violence against women. These include Country consultations led by the Women Won’t Wait campaign; and a high level panel during the CSW on the linkages between violence against women and HIV.

UNICEF chaired the Inter-agency Coordination Group Against Trafficking in Persons during 2012, during which a discussion paper was commissioned on “The International Legal Frameworks concerning Trafficking in Persons.” UNICEF also provided inputs and support to various other international instruments and processes, including: the UN General Assembly Resolution A/RES/67/146 on “Intensification of Efforts to Eliminate Female Genital Mutilations”; the CRC and CEDAW committee’s development of a joint general comment/general recommendation; a specific section on the impact of small arms and light weapons on women within the UN Coordinated Action on Small Arms paper on the Impact of Poorly Regulated Arms Transfers (as part of the Arms Trade Treaty negotiations); and the drafting and adoption of the Human Rights Council Resolution on birth registration.
OHCHR submitted two papers on the application of a human rights approach to prevention of violence against women and human rights based approach to multi-sectoral responses as part of the preparation of the SG’s reports for the 57th CSW session.

The priority theme of the 57th Commission on the Status of Women CSW (2013) is Elimination and prevention of all forms of violence against women and girls. Several UN agencies have undertaken initiatives to mobilise on the topic, with UN Women leading the CSW process. UN Women, UNFPA, UNDP, UNICEF and WHO co-organized a first-ever Expert Group Meeting hosted in Bangkok with the support of ESCAP on prevention of violence against women in lead up to CSW. An on-line discussion on CSW 57th Session priority theme was organized from the 23rd July to the 3rd August 2012, with multiple stakeholders; and an Inter-agency consultation process for ongoing preparations for CSW 57th Session was established with UNDP, UN ESCAP, UNICEF, UNFPA, OHCHR, UNODC, ILO, WHO to ensure a coordinated UN System approach.

UN Women drafted and submitted two Secretary-General’s reports on “Intensification of efforts to eliminate all forms of violence against women” (A/67/220), and “Trafficking in women and girls” (A/67/170). Technical inputs and expertise was also provided to the co-chairs of the General Assembly’s 67th Session on the resolutions on “Intensification of efforts to eliminate all forms of violence against women” (A/RES/67/144) and “Trafficking in women and girls” (A/RES/67/145), respectively, as well as to Member States more generally. Negotiations on the two resolutions were monitored throughout the GA 67th Session. Negotiations on the General Assembly’s resolution on “Intensification of global efforts for the elimination of female genital mutilations” (A/RES/67/146) were also monitored.
