UNHCR's GBV Policy institutionalizes the commitment to strengthening its advocacy and effective partnership with governments, diversifying partnerships with women refugee-led organizations, supporting localization, contributing to the establishment of GVB inter-agency coordination and combatting unequal gender norms that normalize and legitimize violence against women and girls.
Prevention programming and awareness-raising initiatives are implemented by UNHCR's operations with the aim of addressing all aspects of prevention, including through transforming systems and harmful social norms. Models such as SASA!, EMAP (Engaging Men through Accountable Practice) and ZTVA (Zero Tolerance Village Alliance) have been rolled-out in numerous field operations.
UNHCR has global partnerships with Raising Voices and International Rescue Committee with a focus to increase the capacity of staff working on prevention programming.
UNHCR will partner with Voice Amplified to undertake a project focused on mentoring WLOs on assessment design and data collection to conduct their own analysis of the refugee women and girl priorities and perspectives. This will be coupled with a mentoring initiative to increase WLOs access to funding through donor relations and resource mobilization opportunities. Participants will be included in a global knowledge hub to allow for networking and to further sustain their advocacy and funding opportunities beyond the project lifespan.
The Facilitator Guide on Mainstreaming GBV Risk Mitigation was launched in 2020 and until September 2021 a total of 124 participants from sectors have been trained on the topic.
Another 24 colleagues from 15 country operations and HQ graduated from the 2020 Cohort of the GBV Training of Trainers and more than 210 participants were brought together for the 2020 GBV Global Workshop, which was adapted to online modalities.
Across UNHCR, 2,617 UNHCR learners completed at least one level of the GBV e-learning in the period between January 2020 until September 2021.
UNHCR released its Gender Equality Toolkit in 2020 and provided operational support towards the institutionalization of gender equality and women’s empowerment initiatives. To facilitate cross-operational learning and seize opportunities to advance gender equality, UNHCR and partners documented emerging and promising practices in sub-Saharan Africa and collaborated with the Population Council to document community-based protection practices in East and Horn of Africa and the Great Lakes Region.
UNHCR operations implement awareness-raising activities and prevention programming that aim to address the root causes of SGBV to bring effective behavior and social norms change through long-term approaches. Awareness raising is part of community outreach programming and includes training and capacity-building activities, as well as information sharing with people of concern. UNHCR operations continued to encourage women’s participation in leadership and management structures. Some examples of prevention, awareness-raising and advocacy initiatives organized by UNHCR are the following:
- 16 Days of Activism Against Gender-based Violence: UNHCR operations commemorated 2019’s campaign in collaboration with communities with numerous SGBV raising-awareness activities.
- UNHCR applies the methodology of key programmes that aim at reshaping social norms by addressing power imbalances and gender inequality with a community-based approach in different field locations. Models such as SASA!, EMAP (Engaging Men through Accountable Practice) and ZTVA (Zero Tolerance Village Alliance) have been implemented in 8 different field operations.
- In 2019, the Sexual and Gender Based Violence (SGBV) Trainer of Trainers (ToT), with a component on prevention, held two different cohorts (Global and Americas) with a total of 47 staff from 34 different operations participating. In Hama City, Syria, 15 SGBV coordinators, case managers and lawyers whose work focuses on engaging men and boys in SGBV prevention were trained.
- As of mid-2019, progress in mobilizing communities to be active in SGBV prevention and survivor-centred protection was improved in 27 refugee, 5 IDP, and 5 returnee situations, and was maintained in 16 situations.
- Through “Safe from the Start” initiative, UNHCR expands innovative multi-sectoral projects with a focus on SGBV prevention and risk-mitigation in numerous operations across all regions.
UNHCR supported a gender audit of the Global Refugee Forum and the processes leading up to it. The audit was led by refugee women from diverse backgrounds with the purpose of drawing attention to gender equality related challenges, including the scale of SGBV in refugee contexts as well as supporting integration of gender equality and measures to address SGBV concretely through the GRF pledging process and in the identification of good practices.
UNHCR also launched the PSEA Community Outreach and Communication Fund in collaboration with ICVA as part of the IASC HC’s Championship and RG2. UNHCR further increased capacity to run systematic sexual misconduct in recruitment processes using the UN “Clear Check” trackers for SEA and SH this detecting if one perpetrator tries to move from one organization to another.
Below is a selection of UNHCR’s training and capacity building activities in 2019:
- UNHCR trained 140 participants from different sectors on SGBV Mainstreaming (both UNHCR staff and external participants), developed a standardized SGBV mainstreaming training package and launched the SGBV Mainstreaming Learning Program.
- Only in 2019, a total of 2,885 UNHCR colleagues completed the SGBV e-learning.
- UNHCR has developed a Training of Trainers (ToT) learning program targeting SGBV specialists in the field. By completing this ToT, SGBV specialists are able to utilize the training materials to train UNHCR staff, refugees and other stakeholders on SGBV prevention, risk mitigation and response.
- In 2019, UNHCR conducted a Gender Equality Learning Programme for colleagues from the operations in Africa with the objective of strengthening gender equality integration in UNHCR’s work through increased gender equality capacity amongst staff.
- At the end of 2019, UNHCR launched the SGBV toolkit, making relevant key materials such as Policies, international legal framework, guidance, tools and training resources accessible to staff and partners.
- The Annual SGBV Global workshop, which took place in Geneva in October 2019, brought together UNHCR staff working on SGBV across protection functions from 30 operations and regional offices. In an effort to strengthen and expand networks and communities of practice addressing SGBV, the workshop was focused on building capacity addressing SGBV knowledge and expertise and on providing SGBV protection staff with the resources and tools to effectively deliver on core areas in SGBV programming.
- UNHCR supported in coordination with other humanitarian agencies and NGOs and funded the development of an interagency learning package on protection from sexual misconduct which will be made available to partners. UNHCR further developed a new face-to- face training programme on protection from SEA based on materials from IOM and along the same methodology designed a module on addressing SH.
UNHCR requires all staff to undertake specific actions in their own sector to mitigate risk of SGBV. In 2017, UNHCR issued a Briefing Paper; WASH, Protection and Accountability http://wash.unhcr.org/download/wash-protection-and-accountability/. It includes case studies and a checklist on WASH and safety and security considerations which impact on SGBV.
Under the US Bureau for Population and Refugee Migration funded Safe from the Start project, staff who provide specialised technical support on addressing SGBV prevention, mitigation and response at the onset of emergencies have been deployed to emergency situations in 22 countries (for 197months as of March 2018), to ensure that appropriate assessment, actions and strategies are implemented early. An evaluative assessment in 2016 found that UNHCR operations receiving technical support achieved significant progress in mitigating the risk of SGBV and in improving access and quality of vital services. Results from end of deployment assessments showed that UNHCR operations increased the efficiency of SGBV programming from 31% to 75%, and increased coverage of SGBV programming from 30% to 61%. Further, 56% of operations receiving a deployment have sustained that expertise and carried on the work.
UNHCR continues successful capacity building of staff, partners, government and people of concern. In 2017, 41 staff from the Africa and Middle East and North Africa regions completed an SGBV learning program, which certified trainers on SGBV prevention and response.
UNHCR’s focus on online training and multiple gender-related modules, including on Preventing Sexual Exploitation and Abuse, Sexual and Gender-Based Violence, and Prevention of Harassment, Sexual Harassment, and Abuse of Authority in the Workplace, has seen more than 7200 staff capacitated.
In addition, UNHCR has been systematically mainstreaming SGBV prevention and response into all UNHCR operations. This involves thematic and cross-sectoral responsibilities to more effectively integrate and address SGBV prevention, risk mitigation and response. This effort is an operationalization of the IASC Guidelines for Integrating Gender-based Violence Interventions in Humanitarian Action.
In UNHCR operations, capacity building and sensitization of communities on SGBV prevention and response were carried out using mass sensitization and awareness campaigns, and targeted trainings of community leaders and influential groups, including youth and male activists against SGBV. Communities have in turn mobilized community-based structures to lead on prevention and response and advocate for action against SGBV.
During 2016, in Cameroon, Djohong, UNHCR worked to use education and peer support to address SGBV experienced by young women. The aim is to reduce the rate of forced and/or early marriage and early pregnancy among young women through peer education and support. The project aims also to reduce the number of youth without work in refugee camp communities through peer support network and art training. In addition, the projects sought to reduce the use of drugs and involvement in crime by providing training and leadership opportunities.
In June 2016, UNHCR held its NGO Annual Consultations with a thematic session on “Youth Addressing Sexual and Gender-Based Violence, Challenges and Opportunities”. The session placed youth at the centre of the discussion and provided a platform to exchange innovative ways to prevent and respond to sexual and gender-based violence (SGBV). Refugee and internally displaced youth face SGBV, including domestic violence, child marriage, and survival sex. Topics discussed included how diverse youth are taking action to prevent and respond to SGBV and how UNHCR and NGO partners can better involve and support youth in their work to prevent and respond to SGBV. The importance of including survivors, persons with disabilities and sexual minorities into efforts and how to work to better integrating these groups was also discussed, in addition to how can we work together to engage men and boys in SGBV prevention and response.
In 2016, a regional workshop was held in Kenya on Community Engagement in Sexual and Gender-Based Violence (SGBV) Prevention and Response emphasizing the importance of community based protection and its impact on SGBV. The event was organized in partnership with the Council of Kenya who launched the outcome of their research projects conducted in Uganda. The event sought ultimately to strengthen SGBV prevention and response programming through systematic and active community engagement. The aim was also to strengthen and facilitate technical exchange and information-sharing among UNHCR and Partners in the region. The workshop discussed findings from relevant baseline reports. The “Zero Tolerance Village Alliance Intervention”, a community based SGBV prevention model found to be effective in emergency settings, highlighted important issues with implications for SGBV programming in emergency settings in sub-Saharan Africa. Issues discussed included gender attitudes and beliefs amongst women and men, the concept of rape and physical violence against both men and women, the consequences of low levels of formal education and justifications for gender based violence.
UNHCR has invested a substantial number of hours conducting training for staff and refugees on SGBV. By the end of 2015, UNHCR trained 228,325 persons of concern, 13,693 partner, government, and UNHCR staff.
