Measures
UNHCR has improved data management and analysis on SGBV, which strengthened programming and enhanced services for survivors and those at risk. Moreover, UNHCR has deployed senior-level protection staff to ten emergency operations in 2019, covering all L3 emergencies, where they strengthened coordination among partners, ensured access to quality of SGBV services, trained staff, and worked with diverse communities to address SGBV. An evaluative review found that this technical support increased the efficiency of SGBV programming from 35% to 82%, and increased coverage of SGBV programming from 25% to 59%. Moreover, SGBV mainstreaming projects have been implemented in areas such as livelihoods, energy and cash-based interventions.
The UNHCR Global Strategic Priorities report from 2019 for 2018 shows how UNHCR improved support to known survivors of SGBV in 44 situations and maintained the level of support in 39 operations. UNHCR improved data management and analysis of SGBV, which strengthened programming and enhanced services for survivors and those at risk. UNHCR deployed senior-level protection staff to ten emergency operations, covering all L3 emergencies, where they strengthened coordination among partners, ensured access to quality of SGBV services, trained staff, and worked with diverse communities to address SGBV. UNHCR and partners launched mass sensitization and awareness campaigns and conducted targeted trainings for community leaders and influential groups, including youth and men.
UNHCR contributed to the finalized UN Assistance Victim Protocol and piloted a one-week training for UNHCR’s security personnel on Gender Inclusion in Security Management which included psychological first aid, sensitive responses to incidents of sexual misconduct. UNHCR also led training for over 800 female colleagues from UNHCR, UN agencies and partner organizations across 17 countries on Woman’s Security Awareness and continued promoting the role of UNHCR’s psychosocial case manager who offers guidance to victims/survivors and witnesses of SH. The organization increased investment in more than 30 countries to strengthen field mechanisms that are available to beneficiaries in order to be able to safely report misconduct including SEA and reinforce the safety and security of survivors of SGBV which also supported referral to services such as health, psychosocial and legal support.
The upcoming SGBV Policy complements the Age, Gender and Diversity (AGD) Policy (UNHCR March 2018), as a concrete measure to help accelerate progress on Sustainable Development Goals 4 and 5. The Policy outlines 10 core actions that UNHCR will take to apply an AGD approach in its work, including reaffirming UNHCR’s five Commitments to Refugee Women: 1) ensuring women and girls participate equally and meaningfully in all decision-making, community management and leadership structures, and committees of persons of concern, 2) are provided with individual registration and documentation, 3) have equal access to and control over management and provision of food, core-relief items, and cash-based interventions, 4) have equal access to economic opportunities, including decent work and quality education and health services and 5) have access to comprehensive SGBV prevention and response services.
UNHCR is involved in the development process of the implementing partner (IP) common assessment tool to ensure IPs meet minimum standards of the UN Protocol on SEA and has made progress on policy alignment to ensure a victim-centered approach guides actions and processes. UNHCR is engaged and provided substantive feedback which fed into the updated IASC Principal 4.
UNHCR operations implement awareness-raising activities and prevention programming that aim to address the root causes of SGBV to bring effective behavior and social norms change through long-term approaches. Awareness raising is part of community outreach programming and includes training and capacity-building activities, as well as information sharing with people of concern. UNHCR operations continued to encourage women’s participation in leadership and management structures. Some examples of prevention, awareness-raising and advocacy initiatives organized by UNHCR are the following:
- 16 Days of Activism Against Gender-based Violence: UNHCR operations commemorated 2019’s campaign in collaboration with communities with numerous SGBV raising-awareness activities.
- UNHCR applies the methodology of key programmes that aim at reshaping social norms by addressing power imbalances and gender inequality with a community-based approach in different field locations. Models such as SASA!, EMAP (Engaging Men through Accountable Practice) and ZTVA (Zero Tolerance Village Alliance) have been implemented in 8 different field operations.
- In 2019, the Sexual and Gender Based Violence (SGBV) Trainer of Trainers (ToT), with a component on prevention, held two different cohorts (Global and Americas) with a total of 47 staff from 34 different operations participating. In Hama City, Syria, 15 SGBV coordinators, case managers and lawyers whose work focuses on engaging men and boys in SGBV prevention were trained.
- As of mid-2019, progress in mobilizing communities to be active in SGBV prevention and survivor-centred protection was improved in 27 refugee, 5 IDP, and 5 returnee situations, and was maintained in 16 situations.
- Through “Safe from the Start” initiative, UNHCR expands innovative multi-sectoral projects with a focus on SGBV prevention and risk-mitigation in numerous operations across all regions.
UNHCR supported a gender audit of the Global Refugee Forum and the processes leading up to it. The audit was led by refugee women from diverse backgrounds with the purpose of drawing attention to gender equality related challenges, including the scale of SGBV in refugee contexts as well as supporting integration of gender equality and measures to address SGBV concretely through the GRF pledging process and in the identification of good practices.
UNHCR also launched the PSEA Community Outreach and Communication Fund in collaboration with ICVA as part of the IASC HC’s Championship and RG2. UNHCR further increased capacity to run systematic sexual misconduct in recruitment processes using the UN “Clear Check” trackers for SEA and SH this detecting if one perpetrator tries to move from one organization to another.
Data collection and analysis: UNHCR uses the Gender Based Violence Information Management System (GBVIMS), an inter-agency initiative that enables humanitarian actors to effectively and safely collect and analyze SGBV incidents reported by survivors. This system informs improvements in response services, SGBV prevention and coordination. As of the end of 2019, GBVIMS was used by UNHCR operations in 21 countries, 19 of those as inter-agency initiatives. During 2019 and prior to the launch of the SGBV Policy, baseline assessments were conducted across 21 countries in six regions.
Research: In 2019, UNHCR has continued its engagement with the CERAH (Geneva Centre for Education and Research in Humanitarian Action) Steering Committee and with the Empowered Aid project on PSEA in Lebanon and Uganda, to produce knowledge that can be used to reduce power disparities in the distribution of humanitarian aid and mitigate risks of SEA. UNHCR collaborated with research and advocacy projects, such as All Survivors Project.
Dissemination of promising practices: In 2019, UNHCR released the report ‘Learning from experience to advance gender equality – promising practices in Asia’, which amongst other includes a promising practice on SGBV coordination in Sri Lanka.
UNHCR has issued a Technical Note on UNHCR's Engagement in the Implementation of the Monitoring and Reporting Mechanism for grave violations against children in armed conflict, as well as on Monitoring, Analysis, and Reporting Arrangements on conflict-related sexual violence (it is available here) and is regularly offering webinars with guidance on the technical note.
Throughout 2019, UNHCR has drafted and consulted on the upcoming UNHCR Policy on the Prevention, Risk Mitigation, and Response to Sexual and Gender-Based Violence, which will be launched in 2020. The Policy institutionalizes UNHCR’s work on SGBV and consolidates the progress made by UNHCR and partners to prevent, mitigate and respond to SGBV. The Policy aims at pursuing that the risk of SGBV is reduced for all persons of concern and at all survivors to access quality services in a timely and equitable manner.
UNHCR continues its commitments to proactively contribute to numerous inter-agency coordination fora and initiatives, such as the Call to Action on Protection from Gender Based Violence in Emergencies and the Gender-based Violence Area of Responsibility (GBVAoR). Likewise, UNHCR is engaged in the UN Action against Sexual Violence in Conflict and the GBV Accountability Framework, to promote system-wide accountability to SGBV.
UNHCR is also an active member in the IASC Guidelines reference group; different AOR sub-working groups; the Energy in Emergencies Advisory Group and the GBVIMS Steering Committee and sub-working groups, among others.
UNHCR actively and systematically participates in the inter-agency standing committee (IASC) gender reference group (GRG).
UNHCR is involved and co-chairs working groups that align policies and meet minimum standards including the UN SEA Working Group, the High-Level Steering Group and IASC RG2. It has maintained close cooperation with the Office of the Special Coordinator on SEA and the UN Victim’s Rights Advocate. In the last quarter of 2019, UNHCR hosted an investigators conference as the Interim Chair of the CEB Task Force on SH and representing the HC in the current IASC Champion on Protection from SEA and SH.
Below is a selection of UNHCR’s training and capacity building activities in 2019:
- UNHCR trained 140 participants from different sectors on SGBV Mainstreaming (both UNHCR staff and external participants), developed a standardized SGBV mainstreaming training package and launched the SGBV Mainstreaming Learning Program.
- Only in 2019, a total of 2,885 UNHCR colleagues completed the SGBV e-learning.
- UNHCR has developed a Training of Trainers (ToT) learning program targeting SGBV specialists in the field. By completing this ToT, SGBV specialists are able to utilize the training materials to train UNHCR staff, refugees and other stakeholders on SGBV prevention, risk mitigation and response.
- In 2019, UNHCR conducted a Gender Equality Learning Programme for colleagues from the operations in Africa with the objective of strengthening gender equality integration in UNHCR’s work through increased gender equality capacity amongst staff.
- At the end of 2019, UNHCR launched the SGBV toolkit, making relevant key materials such as Policies, international legal framework, guidance, tools and training resources accessible to staff and partners.
- The Annual SGBV Global workshop, which took place in Geneva in October 2019, brought together UNHCR staff working on SGBV across protection functions from 30 operations and regional offices. In an effort to strengthen and expand networks and communities of practice addressing SGBV, the workshop was focused on building capacity addressing SGBV knowledge and expertise and on providing SGBV protection staff with the resources and tools to effectively deliver on core areas in SGBV programming.
- UNHCR supported in coordination with other humanitarian agencies and NGOs and funded the development of an interagency learning package on protection from sexual misconduct which will be made available to partners. UNHCR further developed a new face-to- face training programme on protection from SEA based on materials from IOM and along the same methodology designed a module on addressing SH.
In four regions of Argentina, a project led by the organization FUSA para la Salud Integral con Perspectiva de Género y Derechos Asociación Civil, funded by the UN Trust Fund, has formed an interdisciplinary workgroup to develop policy proposals and strategies to change local laws and policies on violence against women and girls with disabilities so that they adhere to international human rights standards. The organizers of the project are also engaging with and providing training for organizations that advocate for the rights of people with disabilities; thus far, 24 women and girls from such organizations have received training on the rights of women and girls with disabilities and acquired the tools necessary to share what they have learned with a wider audience. Preliminary agreements have been reached with health centres to expand the services they offer, and revised protocols are being reviewed by the ethics committees of those health centres.
