Background
Launched in 2017 with an initial investment of over 500 million USD from the European Union, Spotlight Initiative is the United Nations Secretary-General’s High Impact Initiative to end violence against women and girls (EVAWG). Recognized as one of the 12 High-Impact Initiatives – driving progress across the sustainable development goals – Spotlight Initiative represents an unprecedented global effort to address violence against women and girls at scale.
During its first phase (2017- 2023), Spotlight Initiative helped cohere the UN system to implement 34 programmes across five regions. This included two civil society grant-making programmes – established in collaboration with the UN Trust to End Violence against Women and the Women’s Peace and Humanitarian Fund – which helped channel additional resources directly to civil society. By fostering a “One UN” approach under the leadership of the Resident Coordinators at the country level, Spotlight Initiative has leveraged various UN agencies’ complementary expertise, deepened collaboration, and streamlined operational processes, allowing for stronger programme delivery and better results for women and girls.
Through its deep partnerships at country and regional level – including with governments, civil society, faith-based and traditional leaders, academic institutions, media, the private sector, and others – Spotlight Initiative drove significant progress across response and prevention efforts. A strong commitment to meaningful engagement with civil society in particular, including local and grassroots organisations and feminist and women’s rights groups, has been central to the Initiative’s approach, as well. Under its first phase, nearly half of the Initiative’s activity funds were channeled directly to civil society, ensuring local ownership, buy-in, and sustainability of the Initiative's investments. At the global level, the Initiative forged a range of strategic partnerships, including with the Group of Friends, a coalition of 93 UN Member States advocating to end violence against women and girls, and the UN Foundation, which helped launch the WithHer Fund to channel more funding directly to local organizations.
Through its comprehensive approach – working to pass progressive laws and policies, strengthen institutions, deepen prevention programming, improve access to services, and generate data, and by centering partnerships – particularly with civil society – the Initiative has been shown to be 70% to 90% more effective at reducing the prevalence of violence against women and girls than siloed, single-pillar approaches. By aligning its interventions with national and local priorities, Spotlight Initiative works to deepen capacity, political will, and long-term commitment to ending violence against women and girls and advancing gender equality and women’s rights.
Areas of Focus
Unique to the Initiative is a whole-of-society approach that places ending violence against women and girls at the heart of national development priorities and gives local communities the tools they need to address violence in their specific context. The model works to support the development and revision of gender responsive laws and policies; strengthen institutions and data collection on VAWG; promote gender-equitable attitudes and positive social norms, and provide quality services for survivors of violence and their families. It does this work in partnerships with government and, critically, with civil society and women’s movements at every level, enhancing civic space and driving sustainable, transformative change.
IOM's Migration Health Department (MHD) continues to integrate gender equality and GBV in various aspects, including starting the development its handbook on Community Based Psychosocial Support in Emergencies. The manual will include reference to specialized MHPSS support for GBV survivors in emergency settings. CCCM-MHPSS training tools have also been developed and piloted to support closer collaboration between CCCM and MHPSS teams in field locations, like Northern Nigeria. Moreover, MHD provided training on GBV and/or Clinical Management of Rape (CMR) at various missions including Bangladesh, Somalia, as well as the Regional Office for Europe (RO Brussels). The Regional Office in Brussels also organized trainings on GBV for service providers who work with migrants and refugees.
In Bangladesh, IOM continued to increase the support for GBV survivors, framed within an increase in support for women and girls in general, in particular through the establishment of women and girls safe spaces; provision of resources that specifically target women and girls safety and dignity such as NFI kits and solar lanterns; improved accessibility and safety within sites; and improved mechanisms for seeking specialized support such as case management and clinical management of rape.
IOM programs also supported access to justice. In Colombia, for example, the Victims and Inclusion for Peace programmes are supporting survivors of sexual violence to access services and protection, and building the capacity of institutions to safely and empathetically respond to reports of these violations.
As part of the internal “Take a Stand to end violence initiative” UN Women has a range of internal mechanisms available to protect, support and provide service to victims/survivors focused on the UN Women internal workforce.
Support and Emergency Services
- Financial support in terms of flexible salary advances or staff association loan programmes are considered a source of fast extra funds on a case by case basis, by HR and Finance;
- Flexible leave and advance leave requests; reduce and re-assign workload to avoid additional stress and give them time to concentrate on their case;
- Information in an aide memoir which has available country resources and support services and it is provided to all UN Women personnel;
- Counselling, UN Women personnel can contact UN Staff Counsellor or the Critical Incident Stress Management Unit for psychosocial support and assistance. UN Women also assists personnel in gaining access to psychosocial support. - Dedicated service provider at UN Women HQ: In cases in which UN Women personnel or dependents at Headquarters are affected by violence outside the workplace, affected person/s can contact a confidential and appropriate external specialized service provider directly. The service provider will arrange for referrals, as appropriate, to NYC-based services, including local hospitals that conduct sexual assault forensic examinations. - Awareness: UN Women has information briefs on gender based violence and support for personnel here. These briefs are shared with all UN Women personnel, spouses and dependents to raise awareness of internal support and response mechanisms available for personnel who may be affected by gender-based security incidents.
For NY HQ Colleagues
- In 2017, UN Women and Safe Horizon piloted a Gender Based Violence Hotline for its personnel which was available 24/7. After one year this pilot was discontinued, but UN women continues to inform the workforce on Safe Horizon’s general hotline number

WHO developed and published Responding to children and adolescents who have been sexually abused: WHO clinical guidelines for health care providers to provide a comprehensive clinical response to children and adolescents who have been sexually abused 2. WHO has collaborated with JHPIEGO, PEPFAR, and CDC to develop and publish Gender based violence quality assurance tool - standards for the provision of high quality post-violence care in health facilities
Together with UNFPA, the United Nations Population Fund, UN Women Regional Office for the Arab States launched the “Essential Services Package for Women and Girls Subject to Violence” in October 2016 in the United Arab Emirates. The package of services was introduced to the Arab States for the first time as the launch took place on the side of the second “Investing in the Future” conference organized in the UAE by UN Women and the UAE’s “The Big Heart Foundation” under the patronage of His Highness Sheikh Dr. Sultan Bin Mohammed Al Qasimi, Member of the Supreme Council and Ruler of Sharjah. The launch was an opportunity to emphasize the importance of coordination among various multi-sectoral responses for women and girls subject to violence and offered the space for over 100 participants from civil society, academia and governmental institutions to exchange experiences about violence against women in the region.
UNHCR and a partner organisation have opened a women’s only internet café in Herat, Afghanistan. The café, which is the first of its kind within UNHCR operations, was devised as a response to the harassment and intimidation experienced by many women who used traditional internet cafes in Herat. The café provides a safe environment to use the internet, participate in free trainings and report SGBV cases through a confidential questionnaire. The project also explores how to connect participants to skills training relevant to the local job market.
In Kosovo, five survivors of domestic violence were granted ownership of apartments as part of an initiative by the mayor of Gjakova Municipality providing housing to society’s most vulnerable individuals. This example of women’s reintegration and empowerment is part of the municipality’s Coordination Mechanism Action Plan on Domestic Violence, and these plans were developed and implemented by UN Women in three municipalities throughout Kosovo. The Coordination Mechanisms include representatives from municipal gender equality office, victim advocates, police, judiciary, health and education sectors, urban planning directorate, shelters and civil society organizations. UN Women worked with municipalities to support capacity building of coordination mechanisms, police and judiciary; support a comprehensive approach to domestic violence case management; implement gender-responsive budgeting; align legislation and practices with international norms and standards; and improve implementation of monitoring mechanisms. UN Women ensured full support from local mayors and engaged them during the development of the Municipal Domestic Violence Action Plans. With this local support, the coordination mechanisms have become fully institutionalized and functional.
In 2016, UNHCR established response mechanisms to people fleeing from conflicts and crises in various parts of the world such as Uganda, Tanzania, Rwanda, CAR, Niger and Nigeria. With the continued flow of refugees to many of the mentioned countries, UNHCR operations have sought to swiftly increase and strengthen the SGBV response and assistance. UNHCR has worked together with partners, including refugees, with the aim of ensuring the provision of accessible, prompt, confidential and appropriate multi-sectoral services (safety, legal, psycho-social and medical) to survivors, establishing referral pathways and coordination mechanisms, recording cases on the GBVIMS and reducing of risk of SGBV through prevention and outreach activities. Although challenges persist, UNHCR continues to work to enhance community participation in SGBV programming and towards the empowerment of survivors.
In Kosovo, OHCHR and technical partners provided key support services for survivors of gender based violence, including psychosocial counselling and psychotherapeutic services, legal aid and access to economic empowerment programs, benefitting more than 200 women in 2016. After a successful advocacy initiative involving OHCHR, North Mitrovica municipality allocated premises for a shelter for survivors of gender based violence. OHCHR further provided necessary equipment and furniture for the shelter and will organize capacity building of relevant staff who will work with survivors in the shelter. Moreover, OHCHR ensured sustainability of support services in 2017 and 2018 through technical support to a partner CSO in drafting a project proposal which was recently approved for funding by the EU.
Supported by UN Women, Georgian Public Defender’s Office developed and institutionalized a monitoring tool to monitor the state shelters for survivors of violence against women on a regular basis.
In Haiti, OHCHR implemented two CVR (Community Violence Reduction) projects to support women and girls victims of violence. The aim of these two projects is to construct two reception centers, in remote areas where women and girls can seek temporary shelter in order to receive psycho social, medical and legal aid.
