In 2019, UNODC trained over 3,500 criminal justice practitioners, governmental officials and civil society representatives under the Global Programme against Trafficking in Persons and provided 25 countries with technical assistance at the national level.
In Lesotho and South Africa, UNODC enhanced police responses to gender-based violence by conducting two specialisation workshops for 70 police officers on the investigation and case management of cyber- and gender-based violence cases.
In Myanmar, UNODC, in collaboration with UNFPA, UN Women and UNICEF, trained 1,300 officers from the national police force on responding to incidents of gender-based violence. Additionally, UNODC implemented a two-stage training programme in collaboration with the Office of the Attorney General, firstly with a training-of-trainers for senior prosecutors and later with regional roll-out trainings led by the Office of the Attorney General.
In Namibia, UNODC trained 103 participants (76 female and 27 male) in national training-of-trainers’ workshops on court support, preparation and trial advocacy in cases of gender-based violence.
In Viet Nam, UNODC delivered training on best practices in the provision of legal assistance to survivors of violence against women and girls for 265 police officers, prosecutors and legal aid professionals.
The year 2020 is a pivotal year for advancing gender equality worldwide, as the global community takes stock of progress made for women’s rights since the adoption of the Beijing Platform for Action. Almost all the countries in the ESA region have functional GBV Working Groups led by UNFPA and the PSEA Task Forces led by UN Women and the UNRCO.
To bring the global commitments to the field and to create an enabling safe, secure and equitable environment in line with the UN Secretary-Generals guidance, a Training of Trainers program on “Gender Parity” and “Prevention of Sexual Harassment, Sexual Exploitation and Abuse (PSEA)” was organized in partnership with UN Women HQ with participation by 42 participants from 12 countries in the region representing UN Women, UNPFA, UNHCR, IOM, ICAO and UNDSS in Mombasa, Kenya. Following the training at least 5 countries have replicated the training in their countries and also took initiatives to establish and strengthen the PSEA task forces.
In Burundi, UN Women supported the development of UNCT gender strategy which serves as a frame of reference for in planning process within UNS in Burundi.
The framework for ILO action to implement the June 2019 International Labour Conference Resolution concerning the elimination of violence and harassment in the world of work was approved in the latter part of 2019 by the ILO Governing Body. The framework, among other things, included elements of a strategy for wide ratification of Convention No. 190 such as – and based on constituents’ requests -- promoting national reviews that assess relevant laws, collective agreements, policies and practices, and helping member States to understand what is required for effective implementation and possible future ratification.
Besides legislative reviews undertaken with a view towards the ratification of the Violence and Harassment Convention, No. 190, technical support and assistance in terms of legislative development remains at the heart of ILO’s core role. Therefore, support for legislative development is also provided by the Office through the comments and observations adopted by the ILO Committee of Experts on the Application of Conventions and Recommendations, as well as through the technical assistance provided in the adoption of labour laws, particularly those tackling sexual harassment.
In Kosovo (under Security Council resolution 1244 (1999)), Medica Kosova is implementing a small grant from the UN Trust Fund to implement a project whose aim is to protect the legal rights, including property rights, of women who have experienced gender-based violence during and after the armed conflict, and to improve institutional responses to gender-based violence. Medica Kosova is also providing monitoring and advocacy training for women’s organizations and is working with those organizations to identify shortcomings in the implementation of the national strategy against domestic violence. Thus far, the project has assisted 17 survivors of gender-based violence in obtaining legal support and starting the process of registering their properties. Another nine women, who have obtained official status as survivors of conflict-related sexual violence, have expressed an interest in following the legal procedures to register their houses and farms. In addition, 19 women have applied for the status of survivors of conflict related sexual violence and will be enrolled in the reparations scheme that provides them with a monthly lifetime pension.
In Bangladesh, specific focus on context and protection analysis conducted by WFP highlighted GBV risks of populations ability to make ends meet and earn a living – with impacts including trafficking and child marriage. In response to the context analysis, WFP has partnered with UN Women focusing on Self-Reliance projects aimed at supporting socio economic empowerment of women and adolescent girls.
In 2019, UNODC provided technical legislative support/ services to six countries (Algeria, Dominican Republic, Ethiopia, India, State of Palestine, Zambia) for drafting legislation on trafficking in persons. This included assessing legislative needs, providing substantive input on draft legislation, providing substantive and technical input and support during legislative drafting workshops and assessing compliance with existing domestic legislation. UNODC also collaborated with the Government of Uzbekistan to promote the rights of women within the framework of existing laws related to gender.
In collaboration with UN Women, the ILO published the Handbook “Addressing violence and harassment against women in the world of work” on March 2019. This manual, launched on the occasion of the annual session of the UN Committee on the Status of Women, provides a glimpse into emerging good practices to address violence and harassment against women in the world of work, by governments, employers and workers and their organizations, and civil society.
During 2019, the ILO has been involved in the Spotlight Projects in Argentina, Zimbabwe and Timor Leste, as well as in the Safe and Fair Project in the ASEAN Region, therefore joining efforts with UN entities and other actors to end violence against women.
In the framework of the WeEmpower Project, the ILO is elaborating illustrative good practices for businesses and policy makers including covering the topic of violence and harassment (V&H) against women and a guidance note for business on this theme.
Support for Legislative Development Under the Spotlight Initiative, UNICEF worked on Outcome 1 (law and policy) in 5 African countries and 1 Latin American country. For instance, UNICEF Zimbabwe provided technical support for the review of key legislations such as penal code and domestication of protocols.
In June 2019, Under-Secretary-General DiCarlo issued a new Women, Peace and Security policy to strengthen DPPA’s implementation on WPS issues. One of the five priorities for DPPA’s implementation of the WPS Agenda is preventing and addressing conflict-related sexual violence as a priority for peace. In 2019 DPPA also introduced a new gender marker methodology for 2020 projects to ensure that all XB-funded projects contribute to advancing DPPA’s WPS Policy and ensure a more consistent reporting across Divisions. For 2020, a 15% benchmark for WPS was set and surpassed for all of DPPA’s extra budgetary funding.
In four regions of Argentina, a project led by the organization FUSA para la Salud Integral con Perspectiva de Género y Derechos Asociación Civil, funded by the UN Trust Fund, has formed an interdisciplinary workgroup to develop policy proposals and strategies to change local laws and policies on violence against women and girls with disabilities so that they adhere to international human rights standards. The organizers of the project are also engaging with and providing training for organizations that advocate for the rights of people with disabilities; thus far, 24 women and girls from such organizations have received training on the rights of women and girls with disabilities and acquired the tools necessary to share what they have learned with a wider audience. Preliminary agreements have been reached with health centres to expand the services they offer, and revised protocols are being reviewed by the ethics committees of those health centres.
