UN Women ESARO supported the development of a model law for establishment of special mechanisms to fast track SGBV cases by International Conference on the Great Lakes Region (ICGLR) with UN Women support. This had been one of the articles of the Kampala Declaration (2011) and provides a comprehensive framework to facilitate development of national instruments to fast track prosecution of SGBV cases.
In Kenya, UN Women provided both financial and technical support in the development of the GBV policy for Migori County. This was done through a participatory, multi-sectoral workshop attended by state and non-state GBV actors in the county.
In South Africa, UN Women as the lead UN agency has significantly made financial and technical contributions to the Coordination stream of the work of the Interim Steering Committee to ensure that the structure and legislation are drafted and the drafting of the Nation Strategic Plan. Other UN agencies have contributed in other streams of work.
Funding intersectional violence against women and girls (VAWG) services
This policy brief highlights the value that ‘by and for’ organizations bring to the fight to end violence against women and girls (VAWG) and examines how the current funding landscape jeopardizes the existence and autonomy of these organizations. It provides key recommendations on improving the nature of funding frameworks to support organizations that address the specific needs of minoritized women and girls. Good Practices in Responding to Domestic Violence a Comparative Study
With the aim of assisting the Agency for Gender Equality of Bosnia and Herzegovina in supporting responsible government bodies to advance minimum standards in ensuring response and assistance to victims of gender-based violence, good practices were analyzed across four countries, two EU Member States (Austria and Spain), and two non-EU States within the Western Balkan region (Albania and Serbia). This document provides a detailed, technical description of national programmes and initiatives that have been recognized internationally as good practice. It provides comparative information from the four selected countries in order to demonstrate distinct approaches and models. The aim is to provide diverse options to assist relevant actors in Bosnia and Herzegovina in selecting the best approach tailored to their current needs and circumstances in line with international standards.
For each practice, after setting forth the relevant international standards based on the Istanbul Convention, the UN Guidelines on Essential Services Package, jurisprudence from the European Court of Human Rights and Council of Europe Guidelines, the flagship best-practice initiatives are described, comparing like models, where good practice exists in more than one country. Challenges to implementing each good practice model are also noted, including deviations from international standards as well as practical barriers to implementation. The study is available here.
UN Women Analysis of the Capacities for the Implementation of Council of Europe Convention of Preventing and Combating Domestic Violence and Violence against Women in Police and Free Legal Aid Sector in Bosnia and Herzegovina
With this analysis, UN Women seeks to support the Agency for Gender Equality of the Ministry of Human Rights and Refugees Bosnia and Herzegovina to establish minimum standards for service provision to survivors of gender-based violence in several sectors in Bosnia and Herzegovina. The analysis examines the two sectors' capacity to implement the standards derived from the Istanbul Convention including state obligations and due diligence, integrated policies and data collection, prevention, protection and support, substantive law, investigation, prosecution, and procedural law.
In addition to the detailed assessment of legal, operational and institutional framework, the analysis further examines the capacities of responsible sectoral governmental institutions and service providers at the local level, including relevant NGOs. Detailed information from institutions and service providers were collected from interviews, representing the opportunity for identifying a new way of understanding the topic at hand. The analysis will add to the evidence-based support to the activities of institutions in the country with a view of meeting the obligations that stem from the Istanbul Convention, and ultimately providing adequate support to victims of gender-based violence and domestic violence, as well as processing of perpetrators. The upcoming SGBV Policy complements the Age, Gender and Diversity (AGD) Policy (UNHCR March 2018), as a concrete measure to help accelerate progress on Sustainable Development Goals 4 and 5. The Policy outlines 10 core actions that UNHCR will take to apply an AGD approach in its work, including reaffirming UNHCR’s five Commitments to Refugee Women: 1) ensuring women and girls participate equally and meaningfully in all decision-making, community management and leadership structures, and committees of persons of concern, 2) are provided with individual registration and documentation, 3) have equal access to and control over management and provision of food, core-relief items, and cash-based interventions, 4) have equal access to economic opportunities, including decent work and quality education and health services and 5) have access to comprehensive SGBV prevention and response services.
UNHCR is involved in the development process of the implementing partner (IP) common assessment tool to ensure IPs meet minimum standards of the UN Protocol on SEA and has made progress on policy alignment to ensure a victim-centered approach guides actions and processes. UNHCR is engaged and provided substantive feedback which fed into the updated IASC Principal 4.
ESCWA, in partnership with the Arab Institute for Women at the Lebanese American University, organized a youth arts competition for the 16 Days of Activism against Gender-Based Violence 2019 to address the theme “My City, My Space”. To accompany the competition, ESCWA ran a social media campaign throughout the 16 Days, which included facts about violence and harassment of women in the public sphere, as well as videos of women from around the region talking about what a safe city means for them.
ESCWA in partnership with the Asfari Institute for Civil Society and Citizenship facilitated a gender discussion serie, open to all members of the community on “Women and extremism in the Arab region”.
ESCWA in partnership with UN Women and UNFPA developed an interactive online tool on costing VAW in English and Arabic. The interactive tool is a user-friendly platform created to assist the viewer in understanding why and how costing VAW can support governments and service providers in developing a targeted response to eradicating VAW while ensuring comprehensive and empowering services for survivors.
Ending Child Marriage and Rescue and Second Chance Education for Girls in Malawi, Zambia, Mozambique, Uganda, Zimbabwe and Tanzania: UN Women through engagement of traditional leaders, CSOs and government departments advocated for ending child marriage, FGM and other harmful practices. Thousands of potential efforts for child marriage were prevented and many marriages that took place were annulled in these countries. For example, in Malawi 41% of the 2871 girls engaged under child marriage interventions in Salima, Dedza and Karonga are now able to claim their right to make vital decisions about their sexual health and well-being, re-enroll into primary and secondary education and reignite prospects of living a life without increased risk of violence, abuse, child marriages, ill health or early death. This was achieved through interventions in school clubs, awareness campaigns, capacity building sessions on GBV/SRHR and business management/entrepreneurship skills. This follows an extensive HeForShe campaign implemented by the Malawi Country Office in collaborations with UNFPA, Ministry of Gender, District Councils, Traditional leaders and HeForShe champions. A total of 4249 early child marriages have been annulled and 2871 number of girls re-enrolled into primary and secondary schools between 2017-2019.
In Mozambique, Rapariga Biz is a joint program, implemented in Nampula and Zambezia provinces by UNFPA, UN Women, UNICEF and UNESCO. It aims to improve the sexual and reproductive health and rights (SRHR) of 1,085,447 girls and young women in Mozambique who live in the provinces of Nampula or Zambezia. These provinces are amongst the ones in the country with highest poverty levels in Mozambique, where women and young girls are burdened with a high level of discrimination and are at high risk of child marriage, early pregnancy, maternal mortality, obstetric fistula, violence and HIV. After training, the girls individually or organized in groups benefited from support (startup kits, tips on their business, etc.) to start their business. Silvia Daniel (22)[2], Albertina Martinho (20), Argentina Arnaldo (21), Telma Mauricio (18) and Neusa Joaquim (18) are some of the beneficiaries which who besides different trainings, that benefitted, they were also selected for poultry farming.
In Uganda, The establishment of Nakapiripiriti Satellite Legal Aid Clinic in Karamoja by ULS, supported by UN Women brought happiness to number of widows in accessing legal aid and protection services.
The value of intersectionality in understanding violence against women and girls
This policy brief explores the concept of intersectionality as a tool to analyze and understand the intersection of gender with other inequalities/oppressions (e.g., sexuality, gender identity, ethnicity, indigeneity, immigration status, disability) in the context of violence against women and girls (VAWG). The report examines the impact of intersecting oppressions on the ability of survivors of VAWG to access services and obtain justice, as well as the importance of ‘by and for’ organizations in addressing the needs of marginalized women who face violence. Mapping of Sexual Violence Services in the Western Balkans and Turkey
The Council of Europe Convention on preventing and combating violence against women and domestic violence - also known as the Istanbul Convention - calls for adequate and accessible specialized support services for victims of sexual violence. However, in the Western Balkans and Turkey, despite the ratification of the Istanbul Convention, these standards have yet to be met. Services for victims of sexual violence are often missing, and where they do exist, they tend to be poorly implemented due to a lack of government funding and support. This mapping report identifies the existing services in the region, examines their implementation, and highlights the gaps in service provision. This publication was produced under the framework of the EU-UN Women regional programme on ending violence against women in the Western Balkans and Turkey, "Implementing Norms, Changing Minds," funded by the European Union. the report is available here.
The 2015 DPA Gender Sensitive Political Analysis Framework and a guidance note on drafting gender-relevant provisions in peace agreements addresses conflict-related sexual violence as part of security arrangements. Building on this, in 2019, DPPA conducted a Lessons Learned Study on DPPA Liaison Presences, which integrates gender, youth and human rights considerations. DPPA also prepared a “Standard Operating Procedure Guidance Development” (effective 1 January 2020), which includes gender as a cross-cutting issue to be mainstreamed into draft guidance, in consultation with relevant UN entities/offices.
In Cambodia UNAIDS and partners provided technical support and guidance to the development process of the National Actions Plan to Prevent Violence Against Women, 2019-2023; conducted a Gender Assessment; and developed PEP guidelines, including for survivors of gender-based violence.
In Kenya UNAIDS provided support to National SRHR, SGBN and TB Integration Framework, which was finalised and launched in 2019.

• Design Thinking Lab on Violence at Work, held 14-15 February 2019 for ILO staff and academics, at the Turin-based ILO International Training Centre (ITC)
• ILO joined the 16 days against violence against women campaign 2019 by undertaking an awareness-raising social media campaign

The ILO also developed different audiovisual items to promote Convention No. 190 as well as to raise awareness on the topic of violence against women.
ESCWA, in partnership with Westminster Foundation for Democracy and the Coalition for Arab women Parliamentarians organized a regional workshop to support National Women Machineries and National Statistical Offices and women parliamentarian in the Arab region in their efforts to address violence against women. Discussion topics included methods of costing violence against women and the differences between them. This workshop also created a platform for participants to discuss the approach to cost VAW, and which dimension a country should focus on, which relates to several factors including availability of data.
ESCWA, also organized an advanced training workshop to present a training manual on estimating the cost of violence in partnership with Westminster Foundation for Democracy and UNFPA. The guidelines are intended for government officials, programme managers and researchers seeking to estimate the cost of Domestic Violence in the Arab region.
ESCWA drafted brief to better inform policy in member States on “Technology as a Tool to make Cities Safe and Combat Violence against Women”. This brief reviewed successful experiences in adopting laws to criminalize sexual violence and harassment of women in public spaces and discussed how some countries are utilizing technology, particularly Information and Communication Technologies (ICTs) to innovatively raise awareness and advocate for safe public spaces, report unsafe public spaces and track safety. The policy brief concludes with recommendations to Governments and relevant stakeholders in the Arab region on ways to use technology to address violence against women in public spaces and make cities safe for all.
ESCWA in partnership with Women against Violence Europe (WAVE), UNFPA and Abaad Resource Center for Gender Equality, examined shelter services in the Arab region. The publication: “Shelters for Women Survivors of Violence: Availability and Accessibility in the Arab Region” is based on a detailed questionnaire that was sent to providers of shelter services in the region and presents an analysis of the presence of shelters in the region, their number and geographic distribution as well as the services offered with them. The study concludes with a set of recommendations to ensure that shelter services are accessible and available for women survivors of violence. These included: 1) encouraging countries to expand the network of shelter services, 2) remove legal obstacles hindering women’s access to these services; 3) build the capacity of workers providing the services and 4) adhering to international standards in provision of shelters.
ESCWA also examined the provision of protection orders in the Arab region through a study “Beyond Boundaries: Utilizing Protection Orders to Cultivate a Holistic Response to Domestic Violence in the Arab Region” is based on a desk review on the availability of protection orders in existing legislation and an analysis on how whether these are in line with international standards such as the work of the Special Rapporteur on Violence against Women is Causes and Consequences, the General Recommendations of CEDAW and the Beijing Declaration and Platform of Action. The study concludes with summarizing the importance of a holistic, comprehensive and coordinated response to violence against women where states must facilitate access to civil and criminal protection orders for women survivors of violence.
To further the production of knowledge and policy recommendations for decision-makers, ESCWA published a policy brief on “The Due Diligence Standard, Violence against Women and Protection Orders in the Arab Region” that discusses protection orders as a part of the international framework on due diligence. It builds on the work of the Special Rapporteur on Violence against Women is Causes and Consequences that elaborate on the role of the state to prevent, protect, prosecute, punish and provide reparation in relation to domestic violence.
In 2019, DPPA continued to promote women’s participation in political and electoral processes including preventing electoral violence against women through electoral policy, programming and advocacy. In 2019, DPPA’s Electoral Assistance Division trained over 90 participants (around half of them women) from 30 Member States on election observation, gender and elections, media and elections, and prevention of electoral violence.
UNHCR operations implement awareness-raising activities and prevention programming that aim to address the root causes of SGBV to bring effective behavior and social norms change through long-term approaches. Awareness raising is part of community outreach programming and includes training and capacity-building activities, as well as information sharing with people of concern. UNHCR operations continued to encourage women’s participation in leadership and management structures. Some examples of prevention, awareness-raising and advocacy initiatives organized by UNHCR are the following:
- 16 Days of Activism Against Gender-based Violence: UNHCR operations commemorated 2019’s campaign in collaboration with communities with numerous SGBV raising-awareness activities.
- UNHCR applies the methodology of key programmes that aim at reshaping social norms by addressing power imbalances and gender inequality with a community-based approach in different field locations. Models such as SASA!, EMAP (Engaging Men through Accountable Practice) and ZTVA (Zero Tolerance Village Alliance) have been implemented in 8 different field operations.
- In 2019, the Sexual and Gender Based Violence (SGBV) Trainer of Trainers (ToT), with a component on prevention, held two different cohorts (Global and Americas) with a total of 47 staff from 34 different operations participating. In Hama City, Syria, 15 SGBV coordinators, case managers and lawyers whose work focuses on engaging men and boys in SGBV prevention were trained.
- As of mid-2019, progress in mobilizing communities to be active in SGBV prevention and survivor-centred protection was improved in 27 refugee, 5 IDP, and 5 returnee situations, and was maintained in 16 situations.
- Through “Safe from the Start” initiative, UNHCR expands innovative multi-sectoral projects with a focus on SGBV prevention and risk-mitigation in numerous operations across all regions.
UNHCR supported a gender audit of the Global Refugee Forum and the processes leading up to it. The audit was led by refugee women from diverse backgrounds with the purpose of drawing attention to gender equality related challenges, including the scale of SGBV in refugee contexts as well as supporting integration of gender equality and measures to address SGBV concretely through the GRF pledging process and in the identification of good practices.
UNHCR also launched the PSEA Community Outreach and Communication Fund in collaboration with ICVA as part of the IASC HC’s Championship and RG2. UNHCR further increased capacity to run systematic sexual misconduct in recruitment processes using the UN “Clear Check” trackers for SEA and SH this detecting if one perpetrator tries to move from one organization to another.
