In December 2010, OHCHR and UN Women were tasked by the Secretary-General’s Policy Committee to develop a Guidance Note on reparations for victims of conflict-related sexual violence. The Guidance Note, which was informed by a study jointly commissioned by OHCHR and UN Women, provides policy and operational guidance for Member States, UN agencies, development actors, and civil society organizations on the topic, and will be finalized in the first quarter of 2014.

In Kosovo, OHCHR published a study on sexual gender-based violence related to the conflict and actively advocated towards the adoption of a law for reparations of survivors of sexual violence, which is still with the Kosovo Assembly for further discussion. To assist the implementation of Security Council resolution 1325, OHCHR provided countries with financial and technical support to implement national actions plans such as Kosovo, or develop such plans, such as Guinea, which eventually adopted a national action plan (2013-2017). In December 2013, OHCHR organised a workshop in Cairo, on “Monitoring places of detention for women” and “The implementation of National Action Plans for 1325”with participants from NHRIs and civil society from Iraq, Oman, Palestine, Qatar and Yemen.

UN Women together with ILO, UNDP, UNFPA, UNICEF, UNODC, OHCHR and WHO supported the preparations for and successful conclusion of CSW 57. UNODC, in consultation with UN Women, OHCHR and the Special Rapporteur on violence against women, advanced preparations for an intergovernmental expert group meeting on gender-related killings of women and girls, to be held in November 2014, mandated by General Assembly resolution 68/191. UNODC also contributed to the High-Level Meeting of the General Assembly on the Global Plan of Action to Combat Trafficking in Persons on 13-15 May and serviced the Working Groups on Trafficking in Persons and Smuggling of Migrants in November.
UNDP, in collaboration with N-Peace, organized training on Building Advocacy Skills for Effective Implementation of National Action Plan (NAP) on UN SCR 1325 and 1820. In Egypt, UNDP supported the Cairo Regional Center for Training on Conflict Resolution and Peacekeeping Center (CCCPA) in mainstreaming gender across its various training modules. It also provided training for police officers in Ivory Coast; supported investigation on alleged mass rapes and sensitized population in DRC.

In Syria, UNRWA is part of the UN protection working group and participated in the GBV national matrix in addition to mapping available services for survivors, with both processes intended to support drafting the GBV responses plan at the country level.

UNICEF chaired the Inter-agency Coordination Group Against Trafficking in Persons during 2012, during which a discussion paper was commissioned on “The International Legal Frameworks concerning Trafficking in Persons.” UNICEF also provided inputs and support to various other international instruments and processes, including: the UN General Assembly Resolution A/RES/67/146 on “Intensification of Efforts to Eliminate Female Genital Mutilations”; the CRC and CEDAW committee’s development of a joint general comment/general recommendation; a specific section on the impact of small arms and light weapons on women within the UN Coordinated Action on Small Arms paper on the Impact of Poorly Regulated Arms Transfers (as part of the Arms Trade Treaty negotiations); and the drafting and adoption of the Human Rights Council Resolution on birth registration.
OHCHR submitted two papers on the application of a human rights approach to prevention of violence against women and human rights based approach to multi-sectoral responses as part of the preparation of the SG’s reports for the 57th CSW session.

UNAIDS is supporting a number of actions to highlight the link between violence against women and HIV, as well as the role of the HIV response in overcoming violence against women. These include Country consultations led by the Women Won’t Wait campaign; and a high level panel during the CSW on the linkages between violence against women and HIV.
