In 2013, UNDP progressed work on a forthcoming publication “UNDP Support for Domestic Violence Law Reform” to assist staff and partners to support national and other partners to undertake domestic violence law reform.UNDP supported several initiatives to enhance capacity of the UN system in addressing VAW through a training to UNCT members on their professional and personal roles in addressing VAW and in changing societal attitudes (Albania); compulsory online training course for UNDP staff on “UN Programme on the Prevention of Harassment, Sexual Harassment and Abuse of Authority in the Workplace” (Serbia); support by Women Safety and Security Initiative (WSSI) to institutions to establish a secure environment for women and young girls (Kosovo) 2; development of a Gender Equality Strategy with several priorities on violence against women (Afghanistan); revision of the UN Gender Theme Group Terms of Reference to include responses to gender-based violence in emergencies and in situations related with HIV and AIDS (Namibia).
Between August and December 2013, UNHCR carried out a comprehensive review of the 2012 Participatory Assessments (PAs) in 42 different countries. Between August and December 2013, UNHCR carried out a comprehensive review of the 2012 Participatory Assessments (PAs) in 42 different countries. This review looked at the process used in different locations to carry out PAs, the content of the assessments, and their outcomes in terms of strategic planning. With PAs being one of the elements of UNHCR’s participatory approach and AGD being a strategy to promote gender equality and respect for human rights which informs all stages of strategic planning, the review makes recommendations for addressing the identified weaknesses, mainly through a revision of the UNHCR Tool for Participatory Assessments in Operations.
UNICRI has launched a new research aimed at providing data on the consequences of the economic crisis on women’s rights and gender inequality. It focuses on domestic violence, discrimination, access to justice and welfare service and explores possible strategies to address the risks. Case studies are collected from the grassroots level from France, Spain, Italy and Greece, where the impact of the economic downturn on the women and the coping responses of their respective governments are studied...

UNICRI has launched a new research aimed at providing data on the consequences of the economic crisis on women’s rights and gender inequality. It focuses on domestic violence, discrimination, access to justice and welfare service and explores possible strategies to address the risks. Case studies are collected from the grassroots level from France, Spain, Italy and Greece, where the impact of the economic downturn on the women and the coping responses of their respective governments are studied from a gender perspective. The research intends to address the gap in the research about gendered impact of the economic crisis at national and regional levels and to contribute to the post-2015 development framework.

In March 2013, ECLAC published the third report of the Gender Equality Observatory for Latin America and the Caribbean, which focuses on indicators of physical, economic and decision-making autonomy as seen against the backdrop of the regional agenda shaped by the consensuses reached at the Regional Conferences on Women in Latin America and the Caribbean. The Observatory’s indicators of physical autonomy highlight the obstacles that women in the region face in seeking to take their own decisions about their sexuality and reproduction and to exercise their right to a life free of violence.
The new UNDP Strategic Plan (2014-17) includes for the first time specific reference to sexual and gender based violence. The second corporate gender equality strategy (2014-17) also prioritizes actions to prevent and respond to SGBV.

OHCHR published a Guide on indicators for human rights which integrates indicators and methodological tools in relation to violence against women; and supported fact-finding missions to Mali and Commissions of Inquiry on Syria which, inter alia, look into violence against women including sexual violence.

UNFPA and UNHCR are in the process of supporting the Ministry of Gender in Liberia to develop a GBV Information Management System. The GBV IMS will be modelled on the global GBV IMS which is already being piloted in several countries. The work will be supported by the Global IMS surge team and locally by the Liberia Institute for Geo- Statics and Information (LISGIS). The system aims to harmonise all existing data sources on GBV and strengthen systems for storage and dissemination.

UNDP has supported a number of data collection initiatives to support planning, including: research on bottlenecks in the justice chain in the Democratic Republic of Congo; a mapping of specialized services in Serbia; monitoring of cases presented to the Legal Help Centres in Afghanistan; action-oriented research on gaps and issues in accessing justice in Pakistan; a readiness assessment for institutions devlivering services for HIV and GBV in Papua New Guinea; and a study in Panama on the “...Inter institutional obstacles, conducts and attitudes that hinder the effective implementation of domestic and sexual violence laws and most vulnerable population.” UNDP has supported the development of a methodology for the economic costs of gender-based violence in the family context in Kyrgyzstan as well as conducted research on the vulnerability of women affected by HIV and GBV; and provided technical support to Ministry of Women’s Affairs to conduct the Feasibility Study on One Stop Service Centers (OSSC) with UNICEF and UNFPA.

UNICEF is continuing work on secondary analyses of MICS and DHS data on FGM/C and child marriage to be published in separate publications in 2013. UNICEF is undertaking global evaluations of its work in emergency and development contexts to address violence, as well as providing technical and financial support to an interagency action research project on the functioning and effectiveness of community based child protection mechanisms. Under the Child Protection Monitoring and Evaluation Reference Group, UNICEF leads a technical working group that is developing guidelines for data collection on violence against children. Focused support is also being provided to countries in East and Southern Africa to improve M&E systems related to violence prevention and response in collaboration with governments. At the global level, data analysis (drawing largely on MICS and DHS) is being undertaken with the Population Council to determine the markers of vulnerability that make children more susceptible to various forms of violence.
