The WFP Men Stand for Gender Equality Movement was founded by 24 male WFP colleagues during the 16 days of activism in 2015. Its members have been increasing ever since at HQ, Regional Bureaus and especially in the Country Offices, and the movement has been growing. In November 2016, the South Sudan Country Office launched its own ‘WFP Men Stand for Gender Equality’ initiative, and as of January 2017, the movement counts 322 members.
Since 2014 in Tunisia, UN Women, jointly with UNFPA, OHCHR and UNICEF supported the development of the first draft law on violence against women. Since the end of 2014, a close monitoring was ensured with the two consecutive governments to provide technical support and international standards’ guidance to ensure the review of the different versions. Despite the challenges facing the country, the council of ministers has adopted on 13 July 2016 a bill regarding VAW. The House of Representatives has also voted, on the 21st July, the draft of the Organic Law No. 29/2015 on the prevention and fight against human trafficking, which aims at fighting all forms of exploitations of persons, especially women. This law is considered to be in line with international standards.
UNRWA developed and finalized the new Gender Equality Strategy (2016-2021), 'Integrating Gender, Improving Services, Impacting Lives.' The new strategy consolidates gender mainstreaming in the Agency’s organizational processes and programmes and aims at improving service delivery and reducing vulnerabilities among Palestine refugee women, men, boys, and girls. In this light, it serves to guide and frame all gender-related work by the Agency, including work on GBV.
UN Women has continued working with other UN agencies to finalize a UN global joint programme to build sustained national capacities to implement VAW prevalence surveys in line with international standards and SDG monitoring requirements, as part of UN Women’s Flagship Programme Initiative “Better production and use of gender statistics for evidence-based localization of the SDGs”.
In June 2016, UNICRI carried out a survey to explore the level of gender mainstreaming in the working agenda of substance use treatment centres in Italy. Gender responsive approaches are relatively new in the substance use field, although many studies highlight barriers to women's access to substance use services. The aim of this exploratory study was to investigate to what extent a gender responsive approach is applied in the Italian substance use treatment services and to explore the professionals’ opinions regarding the advantages and the challenges of applying such approach. The majority of professionals recognize the importance of including a gender responsive approach in their working agenda, and the need for specific training. Overall, the gender-responsive approaches are limited to pregnant women and mothers. A subset considered this approach counterproductive as compared to individualized treatment options. Results seem to indicate a general lack of understanding and awareness among professionals about the potentials of applying gender responsive approaches and about the social, economic and cultural factors that determine health inequalities and influence women's access to services. A reductionistic interpretation of the gender responsive approach seems to prevail, which limits women’s needs to those of pregnant women and mothers and does not take into account the role previous trauma and violence experiences might have on drug use in women.
In East Asia and the Pacific, UNODC collaborated with UN Women and UNDP on a multi-country research study that examined the attrition rates of reported cases of sexual violence of women and girls in India, Thailand and Viet Nam.
UNHCR is a founding member of the Gender-Based Violence Information Management System and sits on its Steering Committee along with UNFPA, IRC, IMC and UNICEF. UNHCR is working to strengthen and harmonize data collection on SGBV by implementing the GBVIMS in selected operations. In 2015, UNHCR provided technical support in data collection and analysis to 22 countries.
UNICEF contributed significantly to building the global evidence base, leading or co-leading on major research, studies and publications. In 2014, UNICEF published the largest-ever compilation of data on violence against children – “Hidden in Plain Sight: A Statistical Analysis of Violence against Children”, followed by a dedicated statistical report on violence against adolescents’ girls - “A Statistical Snapshot of Violence against Adolescent Girls”. In 2015, UNICEF released an analysis of current levels, trends and projections of child marriage in Africa. Despite persistent challenges, an increase in the quality and rigor of data around violence against children, including sexual violence was noted in 2015, with 32 data-driven studies produced globally. In addition, a “Diagnostic Review and the Study on the Structural Determinants of violence against children and women” was completed by UNICEF in 2015 by the University of Cape Town. Jointly with WHO, Center for Disease Control and other partners, a multi-sectoral package of evidence-based interventions to prevent and respond to violence against children was developed.
UNHCR field operations collect data on sexual and gender-based violence incidents in collaboration with partners, according to UNHCR and interagency guidelines and principles. UNHCR analyzes data on SGBV in order to inform planning and program design and ensure services are accessible to all survivors. UNHCR operations documented an increase in the number of reported incidents of SGBV from 18,245 in 2014 to 26,632 in 2015. While the increase in reported cases does not necessarily represent an increase in SGBV incidents, it may be due to increased awareness and use of reporting mechanisms, as well as systematized data management of incidents reported to service providers.
UNODC led global efforts to improve data availability and quality on gender related crime. The International Classification of Crime for Statistical Purposes (ICCS), endorsed in 2015 by the UN Statistical Commission and CCPCJ, provides specific guidance on how to deal with gender-related crime, in terms of specific data disaggregations by sex and by considering crime motive. If properly implemented by national data producers, crime statistics will allow the analysis of data on crime by sex and age of victims and perpetrators, on the relationship of victims and perpetrators and on the motive of crime.
