In 2020, WFP also focused on capacity building, prioritising dedicated resources for protection from sexual exploitation and abuse (PSEA) and adapting its current practices to the COVID19 context. A few examples of the work WFP did to translate exiting guidance into practice and the outcome of these initiatives are outlined below.
WFP provided feedback and supported the development of material for the GBV IASC online course that was launched in 2021. This material includes videos from WFP country offices in India, Colombia, and Uganda on how they mainstream GBV mitigation into food security and nutrition assistance/services.
WFP facilitated a webinar for the WFP Cash-based Transfer (CBT) learning series on mainstreaming GBV mitigation into cash-based assistance. This was an opportunity for the Women Refugee Council (WRC) and CARE subject experts to introduce WFP to existing guidance that complements the IASC Guidelines and present country-level good practices.
WFP used the opportunity to develop new commitments for the Call to Action on Protection from GBV 2021-2025 Roadmap to engage country offices, regional bureau (RB) and the foods security cluster to raise awareness about the IASC Guidelines, review existing practices and initiatives and jointly define priorities and indicators to measure the impact of the new commitments. The commitments were approved in April 2021 and will be officially launched in June 2021 in a webinar addressed to dedicated protection and gender personnel and in a broader event in December 2021.
WFP conducted regional online training sessions for PSEA Focal Points in all six-regional bureau (RB), co-hosted by NGO Unit, the Office on Inspections and Investigations (OIGI) and the respective RB, with participation from approximately 60 Country Offices.
As part of its interagency engagements, WFP committed to designating Inter-agency PSEA Coordinators in Afghanistan, Colombia, Mozambique, Sudan and Nigeria WFP supported their recruitment and induction.
Integrating PSEA into core WFP Training Initiatives-The Ethics Office worked closely with the Field Security Division to integrate a PSEA module within the WFP Safe and Secure Approaches in Field Environments (SSAFE) Training Course to support WFP employees that are part of processes.
Supported the dissemination of the Harmonised UN IP PSEA Assessment -The Ethics Office and NGO Unit co-hosted a session to introduce the tool to field colleagues which was attended by over 150 participants across WFP. In addition, WFP initiated a field pilot of the Assessment Tool with selected Country Offices.
The IASC “Say No to Sexual Misconduct” learning package was developed and launched to equip partner organizations with the awareness and skills to define, detect and respond to SEA. WFP had a lead role in adapting the package, working together with UNHCR, other UN agencies and IASC members, from an earlier initiative by IOM.
Some highlights from the country level: in Nepal, WFP supported the development of a facilitator guide that incorporates gender and inclusion including gender-based violence with updated facts supported by data and reporting mechanism in place to address sexual exploitation and abuse. The session is developed particularly for the participants of emergency logistics trainings. In Myanmar, guidance was prepared based on GBV risks in cash-based interventions in Rakhine State. In Nicaragua, WFP implemented an initiative call "the construction of new masculinities for the transformation of gender relations in WFP and the smallholder farmers”. WFP’s male staff and smallholder farmers’ organizations sensitized and trained on issues of violence prevention and new masculinities.Hide
UNFPA supports the global geospatial knowledge platform to assist in knowledge sharing related to the prevalence of intimate partner violence for 119 countries and their subregions. A geospatial dashboard on IPV was launched in December 2020, and an accompanying report on IPV data was published in May 2021.
During emergencies, UNFPA is a lead agency in enabling safe and ethical service data collection and management, including coordinating the GBV Information Management System (GBVIMS) Steering Committee (UNFPA, UNICEF, UNHCR, IRC and IMC). Online (Primero/GBVIMS+) and offline (GBVIMS) GBV case management and incident monitoring systems facilitate safe and ethical GBV data collection and sharing in order to support a continuous process of evaluation in the improvement and coordination of services to ensure that survivor-centered care is supported, and support quality service provision by providing a set of tools which help service providers to support survivors in an integrated manner. GBVIMS and GBVIMS+ are currently used by 159 non-governmental organisations (139 national and 20 international) and engage 12 UN entities in 25 countries.
At the start of the COVID-19 pandemic, UNFPA was at the forefront in projecting the impact of women and girls. In April 2020, UNFPA, Avenir Health and Johns Hopkins University published modelled data on the impact of the pandemic on gender-based violence, female genital mutilation and child marriage. This model has been highly cited to exemplify the devastating effects of the pandemic on efforts to end VAW. UNFPA estimated that if the lockdown continued for 6 months, 31 million additional gender-based violence cases could be expected, and for every 3 months of continued lockdown, an additional 15 million additional cases of gender-based violence were to be expected. It was also estimated that 2 million cases of FGM and 13 million cases of child marriage that could have been otherwise prevented, would occur as a consequence of the pandemic.
UNFPA is undergoing a costing exercise for GBV programs at country level. By August 2021, the cost of UNFPA’s GBV prevention and response programmes had been estimated for 9 countries.
As of 2021, 15 GBV prevalence surveys and 24 countries have benefited from the kNOwVAW data capacity building initiative. This initiative also supported 9 countries in the Asia Pacific to publish reports with findings of a VAW prevalence survey.
In November 2020, the East Asia and Pacific Regional Offices of UNFPA, UN Women and UNICEF launched a joint study exploring and illustrating the interlinkages between violence against women and violence against children in four countries, namely Cambodia, Papua New Guinea, the Philippines and Viet Nam.Hide

UNHCR developed a Guidance Note on the International Convention on the Elimination of Discrimination against Women. The Guidance Note aims to serve as a resource for UNHCR staff with regards to: understanding the overall structure and content of the Convention; drafting UNHCR’s confidential comments to the Committee; helping asylum-seeking, refugee, internally displaced and stateless women and girls to understand and claim their rights under the Convention; and, informing other means of advocacy such as judicial interventions, UNHCR comments on draft national legislation, and public communications.
UNHCR has also supported the development of thematic legislation in different operations.
In addition, UNHCR launched its internal UNHCR’s Universal Periodic Review Dashboard. The UPR dashboard is a simple interactive tool that allows UNHCR colleagues to easily visualize, filter and extract data and the text of UPR recommendations which are directly related to UNHCR’s persons of concern. It includes data from OHCHR’s Universal Human Rights Index, but it is specifically limited to UPR recommendations related to persons under UNHCR’s mandate and the data has been tagged to allow filtering by regions and themes of relevance to UNHCR. It also provides quick links to past UNHCR UPR submissions and to States’ official UPR pages on OHCHR’s website.

In partnerships with Spotlight Initiative, the United Nations Trust Fund to End Violence Against Women (UNTF EVAW) and the Women’s Peace and Humanitarian Fund (WPHF) allocated USD 36.7 million to civil society grants to address violence against women and girls reaching smaller and grassroot feminist organisations. Civil society grant giving for Latin America and Africa have jointly delivered USD 28 million to CSOs, of which 78% went to support national and grassroots organisations and 94% to support women’s organisations. The Initiative has channelled funding and provided direct grants to grassroots civil society organisations and local women’s rights groups to continue operating effectively and respond rapidly and safely while delivering frontline services to women and girls across programmes.
In 2020, the UNTF EVAW delivered about USD 24 million in direct grants to 55 civil society organisations in 25 countries in Latin America and Sub-Saharan Africa. 72% of the funds delivered went to national and grassroots organisations, 93% went to women’s organisations and 70% to first time partners to the UNTF EVAW. In response to COVID-19, USD 9.1 million was repurposed to institutional funding of existing grantees in Sub-Saharan Africa. Grantees reached 56,915 rights holders with food, hygiene supplies, sanitation and with other emergency need parcels and economic support.
WPHF delivered USD 4.4 million to 48 grantees in Africa, addressing the humanitarian-development-peace nexus to tackle women and girl’s exposure to violence before, during and after crises. 100% were national and grassroots organisations, 97% were women’s organisations and 68% were first time partners of WPHF.
USD 146 million (48% of activity funds) have been allocated to civil society organisations so far.
Between 2019 and 2020, almost USD 100 million was delivered to civil society, women’s and national organisations, of which 82% of civil society funding was invested in women’s rights and women’s led organisations, of which
ESCWA, in partnership with UN Women, held an Expert Group Meeting on “Methodologies for estimating the costs of achieving the Sustainable Development Goal 5 (SDG 5)” to receive input and expert advice on the proposed approaches and methodologies to estimate the opportunity cost of achieving the SDG 5 in the Arab States. ESCWA, in partnership with UNDP, UNFPA, and UN Women, under the Gender Justice & the Law project, has updated all country studies to account for amendments to legislation impacting gender justice and violence against women in the Arab region. Additionally, ESCWA developed the Gender Justice Portal (http://genderjustice.unescwa.org/), which includes all relevant materials on the legislation impacting gender justice and violence against women in the Arab region. ESCWA published the “Violence Against Women Survey Implementation Toolkit: Complete questionnaire for a stand-alone survey.” ESCWA contributed to a “Situational Analysis of Women and Girls in MENA and Arab States Region” coordinated by UNICEF and in partnership with UN Women, UNICEF, UNDP, UNFPA, WFP, WHO, UNESCO, FAO, Tdh, and Plan International. The situational analysis aims to present a snapshot of the lives of women and girls in the Arab region, including instances of violence against women and women’s access to justice. ESCWA, in partnership with UN Women, UNICEF, UNFPA and National University of Ireland, Galway, produced the technical report on “Estimating the Cost of Child Marriage in the Arab Region: Background Paper on the Feasibility of Undertaking a Costing Study” ESCWA, in partnership with UN Women, UNFPA, UNDP, UNODC and WHO, is undertaking a research study on domestic violence service provider coordination and referral systems in the Arab region ESCWA, on behalf of the Palestinian Ministry of Women’s Affairs, is currently conducting a Rapid Gender Analysis (RGA) of the May 2021 aggression against the Gaza Strip, including an analysis of the impact on GBV and access to GBV services. ESCWA contributed to a Rapid Gender Analysis (RGA) of the Beirut Port Explosions, which was coordinated by UN Women, in partnership with UNFPA, CARE and ABAAD. The analysis includes a discussion of the impact of the aftermath of the explosion on GBV and access to GBV services. The campaign closed with a panel of women’s rights activists from the region discussing different facets of activism during conflict, revolution and transition.

UNFPA, jointly with UNICEF, led the development of the social norms manual. UNFPA works on comprehensive sexuality education as a GBV prevention strategy in more than 95 countries. In December 2020, under the Spotlight Programme in the Pacific - comprising 11 island states - UNFPA launched the 2020 International Technical and Programmatic Guidance on Out-of-School Comprehensive Sexuality Education, which has created a momentum across the region at the highest possible levels of political and faith-based leadership. In June 2021, UNFPA and the Joint Learning Initiative on Faith and Local Communities organized a webinar with almost 300 attendees, on GBV prevention through CSE and the importance of engaging religious leaders and faith-based organizations.
UNFPA prevention efforts take an inclusive approach by engaging with men and boys and promoting positive masculinities that challenge gender inequality in 107 countries. Similarly, UNFPA implements gender-transformative programmes in 114 regional and country offices across all regions.
UNFPA GBV prevention efforts are guided by the RESPECT framework, co-produced with WHO and UN Women in 2019.
UNFPA, in partnership with other UN agencies and organisations, supports more than 20 countries to implement programmes aimed at eliminating and ending harmful practices.
The Ending Female Genital Mutilation Programme applies a gender-transformative approach to eliminate FGM, through which since 2008 30,182 communities, representing 42.4 million people, have publicly declared the abandonment of the practice, while 35.9 million people have participated in education, sensitization, and social mobilization sessions; and 69.6 million listeners have been reached through radio and TV programmes that promote the elimination of FGM.
The Global Programme to End Child Marriage since 2016 has empowered 7.2 million adolescent girls; provided education support to 500,000 adolescent girls; reached 4.2 million individuals through community dialogue and 31 million through media campaigns; assisted 24,000 facilities to implement adolescent girl-friendly health and protection services; and, enabled 22,000 schools to strengthen adolescent girl-friendly education.
UNFPA is also widely engaged in advocacy efforts and awareness-raising through online and offline activities. UNFPA is partnering with the Center for Women’s Global Leadership to advance the 16 Days Campaign, with a renewed focus on shifting from 16 days of activism to 365 days of accountability. And in advancing the GBV Disruptor initiative and the social media campaign - #IAmAGBVDisruptor.
Following the Generation Equality Forum in 2021, where UNFPA led the Action Coalition on Bodily Autonomy and Sexual and Reproductive Health and Rights, a number of commitments were made to advance bodily autonomy, eliminate harmful practices and end GBV, including to empower women and girls in all of their diversity to make autonomous decisions about their bodies, sexuality and reproduction; and to end child marriage and female genital mutilation by scaling up what works. UNFPA also participates in the Gender-based violence action coalition and it’s committed to strengthen availability of and capacity to use data for ending GBV; to strengthen multi-stakeholder services to support victims and survivors of gender-based violence; and to strengthen prevention of gender-based violence.Hide

UNFPA contributed to Inter-Agency Humanitarian Evaluation (IAHE) Steering Group Review of Progress on Mainstreaming Gender Equality and the Empowerment of Women and Girls into the Humanitarian, Development, and Peace Nexus Agenda and in the work going forward to promote strengthened mainstreaming in the triple nexus process.
UNFPA actively engages with the 16 Days of Activism with concerted efforts to move from activism to accountability. To reinforce accountability frameworks, we support training for health workers, police and judges to help them respond sensitively and appropriately to GBV survivors; and support the creation of laws and protocols that ensure the protection of survivors.
Since 2008 UNFPA, jointly with UNICEF, leads the largest global programme to accelerate the elimination of female genital mutilation (FGM) in 17 countries.
Since 2016 UNFPA, jointly with UNICEF, has been implementing the Global Programme to End Child Marriage across Africa, the Middle East and South Asia in 12 of the highest-prevalence and/or high-burden countries.
UNFPA is implementing with the The European Union and other UN Agencies the Spotlight initiative, focused on eliminating all forms of violence against women and girls in 26 countries. UNFPA leads or co-leads a number of programmes related to prevention, strengthened provision of comprehensive GBV and SRHR services, collection and use of data, as well as contributing to interventions across all pillars of the initiative.
