In Honduras, OHCHR organised several conference and meetings addressing challenges in combatting VAW, including sexual and reproductive health and rights, and the promotion of the work of women’s networks. It also organised information campaigns on gender based violence and women human rights defenders.
In Haiti, OHCHR funds helped for the development and production of communication tools (audio-visual)/ messages to build resilience and prevent natural disasters for groups and populations at risk with a gender approach.
In Liberia, during the International Day of Zero Tolerance for FGM, OHCHR and the UNCT provided support for the organisation of a conference on “Consolidating National Efforts against FGM’, with the participation of government officials, traditional and community leaders and other stakeholders.
Adoption of technology in the communication between WFP and its beneficiaries (mostly women) through the exchange of calls facilitated by the Complains and Feedback Mechanisms (CFMs) is changing the role that beneficiaries play in a given assistance.
Through Cash-Based-Transfers approach from one side and regular use of CFMs on the other, beneficiaries are turning from ‘passive recipients’ into ‘active stakeholders’: today, they have a choice and they have a voice. The combination of choice/voice is resulting in a powerful tool to empower vulnerable women and men. It is a win-win solution where thanks to first-hand information received by beneficiaries, WFP improves the effectiveness of its programmes and beneficiaries have a say in their assistance.
Today, Jordan CO has one call centre managed by a total of 15 operators, with an average of 500 calls per day out of which 80% calls are answered and closed the same day. If operators receive calls and are not able to solve them immediately, they assign them to focal points for actions. Out of 15 operators, 13 are women. This due to the sensitivity and great empathy that women can show when calls come in.
Lessons learnt on the improved communication between WFP and its beneficiaries are several:
- Challenges can be turned into opportunities ( ex.: Complains feedback mechanisms, ETC-Connect project, SCOPE Platform)
- Considering the beneficiaries as ‘direct stakeholders’ is a powerful boost to assistance effectiveness. Give them voice and hear them is a ‘must’
- Leave them the choice to decide how best use the entitlement is the best way to empower them
- Providing women an opportunity to find the right place in a given assistance does not only mean an increase in their income or a solution to their distress but also an honourable status in the household or community for being listened and respected.
In March 2018, a WFP-wide awareness campaign on PSEA was conducted. This was part of an annual awareness campaign, started in January 2018 and running monthly, on WFP’s values, principles and standards, as reflected in WFP’s Code of Conduct, including protection from sexual exploitation and abuse.
In 2017, UN Volunteers hosted by UN Women supported communications and public advocacy of gender equality among communities.
In Togo, the UNV-implemented project Voices Against Violence provided interactive, youth-centred ways for people to talk and learn about relationships and gender equity in a safe and inclusive environment. A total of 500 national volunteer teachers were trained in the principles of respectful and non-violent behaviour. They then delivered the programme in their classes and their communities – multiplying the power of the project by spreading the curriculum to thousands of young Togolese.
Partners for Prevention (P4P) was a UNDP, UNFP, UNV and UN Women regional joint programme for the prevention of violence against women and girls in Asia and the Pacific. It focused on the prevention interventions, capacity development and policy advocacy by working on the ground with local volunteers. Volunteers acted as a bridge between the UN, governments and national and regional partners. In 2017, UN Volunteers served as project coordinators with P4P in Bangladesh, Cambodia, Indonesia, Papua New Guinea, and Viet Nam.
In Afghanistan, UNV supports the Youth-Mullah Gender Volunteer Caravans, through which young Afghan men and women are crafting campaigns and visiting communities in Herat and Balkh provinces to spread their messages of gender equality.
Building on previous work, UNRWA has developed GBV Roadmaps which are a tool to operationalize its GBV Prevention Framework through concrete activities and accompanying monitoring tools.
Field research and analysis by country research teams in China, India, Indonesia for the research project “When and Why Do States Respond to Women's Claims? Understanding Gender-Egalitarian Policy Change in Asia” (2013-2016; final publications 2018).

UNODC promotes the Blue Hearth campaign, a global awareness raising initiative to fight human trafficking and its impact on society.
UNODC is implementing the Education for Justice Initiative and the Doha Declaration. In this framework, UNODC works to raise awareness on trafficking in persons though education, working closely with youth and academics to look into key concepts of trafficking and how this affects in particular women and girls, and how education can contribute to crime prevention and promotion of legality and justice.
Further, under the Global eLearning Programme, UNODC supports Member States through the delivery of courses across the world designed to address crime prevention challenges; on human rights, gender issues in cases of child sexual exploitation, alternatives to imprisonment for women offenders and the Essential Services Package for Women and Girls Subject to Violence; in line with international standards and norms.
In Viet Nam, UNODC supports awareness-raising campaigns on gender-based violence, documenting gender-based violence cases, providing aid services to victims and developing evidence-based data for policy advocacy purposes.
Implementation of training, capacity building and raise awareness activities for the prevention of Violent Extremism, in which women, as key actor of the local communities play an active and important role.
UNHCR requires all staff to undertake specific actions in their own sector to mitigate risk of SGBV. In 2017, UNHCR issued a Briefing Paper; WASH, Protection and Accountability http://wash.unhcr.org/download/wash-protection-and-accountability/. It includes case studies and a checklist on WASH and safety and security considerations which impact on SGBV.
Under the US Bureau for Population and Refugee Migration funded Safe from the Start project, staff who provide specialised technical support on addressing SGBV prevention, mitigation and response at the onset of emergencies have been deployed to emergency situations in 22 countries (for 197months as of March 2018), to ensure that appropriate assessment, actions and strategies are implemented early. An evaluative assessment in 2016 found that UNHCR operations receiving technical support achieved significant progress in mitigating the risk of SGBV and in improving access and quality of vital services. Results from end of deployment assessments showed that UNHCR operations increased the efficiency of SGBV programming from 31% to 75%, and increased coverage of SGBV programming from 30% to 61%. Further, 56% of operations receiving a deployment have sustained that expertise and carried on the work.
To enhance global coordination and advocacy around school-related gender-based violence (SRGBV), UNESCO continues to co-chair the Global Partners Working Group on SRGBV with the UN Girls’ Education Initiative (UNGEI). There are now over 40 organizations represented in this group which convenes routine gatherings to exchange technical knowledge and resources and plan joint action including at global meetings, events and advocacy platforms, such as the 16 Days of Activism to End Gender-Based Violence).
Knowledge and advocacy products produced include the policy paper, Let’s Decide How to Measure School Violence (2017), developed by UNGEI, UNESCO and the Global Education Monitoring Report Team.
The UNESCO, UN Women and UNFPA Joint Programme on Empowering Adolescent Girls and Young Women through Education in Tanzania supported the Ministry of Health Community Development, Elderly, Women and Children to establish Violence against women and children (VAWC) protection committee guidelines. This will support advocacy activities on girl child protection together with the Assessment of the Legal and Regulatory Framework on Girls’ Education led by UNESCO.
In Tanzania, with support from the UNESCO Malala Fund for Girls’ Right to Education, 2,500 girls were engaged in safe spaces/youth clubs in 40 secondary schools. Safe space members are encouraged to be role models that should be emulated by other students, and to be agents of their own transformation. 120 teachers and 620 students were trained on how to manage Safe Spaces using tools developed by UNESCO (Guidelines for Creating Safe Spaces, Safe Space Guideline for facilitators and Handbook and Resource book). To ensure ownership, for subsequent trainings, teachers are trained as trainers to impart to students and other teachers knowledge and skills. 82 teachers from the 20 project schools were also trained on gender responsive pedagogy, human rights education and anti-bullying as well as sexual and reproductive health education. 200 teachers from those schools trained in those concepts by their fellow teachers and 1,050 students were reached. This activity has resulted in the districts and teachers’ adoption of systems to create a bullying and discrimination free environment in their schools and improving teaching by taking into consideration the gender dimension.
School-related gender based violence in Samoa : In creating opportunities for youth for civic engagement, UNESCO supported youth-led actions by young students of the School of Media and Journalism, National University of Samoa to raise awareness of the public about school-related gender based violence (SRGBV) in 2017. The intervention included capacity building workshops for media students to understand the nature, causes and impacts of SRGBV and ethical reporting, who later led the production of a media series to address the issue of SRGBV. The activity allowed students to firstly understand the issue of violence in school and discuss the issue from their perspective and how it manifests in their learning context. Students later developed their own course of actions. Communication materials including posters, documentaries, radio broadcast and journal articles were produced by the team of students with technical assistance of UNESCO and their lecturers. In the Arab region, Beirut office organized a three days training workshop targeting young people to promote gender equality. The workshop shared good practices and lessons learnt from advocacy campaigns in preventing Gender Based Violence (GBV) and sought a way to build capacity of youth advocates/ campaigners in this area.
Gender-Sensitive Indicators for Media (GSIM): UNESCO continues to encourage media organisations to adopt self-regulatory measures and internal mechanism, and develop standards in media coverage on the basis of such resources. The Organisation will accompany and build their capacity to portray non-stereotyped images of both women and men, avoid sexist language, content and advertising, as well as overall content that may lead to hatred and gender-based violence. UNESCO will also encourage the media to provide information on complaints procedures concerning media content which the public may consider offensive or contrary to gender equality.
For example, a database online has been developed to ensure a wider representation of female experts in Arabic &French and one in South East Asia. The GSIMs once implemented into media organizations strengthen gender equality both in workplace operations and in content.
In reference to trainings and capacity building of WFP employees, a good example related to PSEA could be the online e-learning, made compulsory for all WFP employees, on Prevention of Fraud, Corruption and SEA.
WFP MYANMAR Country Office
1) For the opening of the 16 Days Campaign against GBV, WFP Myanmar closely cooperated with the National Myanmar Gender Equality Network (GEN) and supported its national campaign ‘From Peace in the home to peace in the world: Involve men to fight violence against women.” Furthermore, a brief footage in the IDP camp benefitting from the new transfer modality (e-wallet) in Myitkyina, Kachin State, was produced with statements of internally displaced women and men on the importance of understanding the root causes of intimate partner violence which might arise from changing in-kind assistance to cash based transfer modalities. WFP Field Office closely collaborated with Karuna Mission Social Solidarity (KMSS), UNFPA and UNHCR on various actions suggested to prevent GBV within the families and also in communities where strongly defined gender roles are still deeply embedded within a cultural or religious coat and gender equality neglected on the public agenda. As an example, the humanitarian community together with IDPs competed in the mini marathon organized by the GBV working group.
2) WFP male staff signed up to the WFP Men Stand for Gender Equality pledge and remained highly engaged in contributing to the country wide campaign to prevent GBV highlighted during orange days and events like the International Women’s Day.
3) WFP Myanmar reiterated its commitment to organize monthly orange days in its Field Offices. In March 2018, Myitkyina Field Office dedicated a special event to help staff understand the negative consequences of GBV against women and girls and learned about the importance of promoting a peaceful co-existence that begins at household level. WFP staff acknowledged that in their working environment, women’s voices and suggestions are still less powerful than those provided by men.
