View MoreIn response to the UN Secretary General’s Campaign for ending violence against women, UNDP country offices organized a series of awareness raising events, such as webinars and discussions, as well as publishing Op-Eds.
UNDP with other UN agencies actively participated in the global campaign for the ’16 Days of Activism against violence against women and girls’ 2020. A video and thematic sheets were produced to raise awareness against violence against women and girls. The thematic sheets covered the impact of COVID-19 on violence, childhood, migration, refugees, health, rural women and access to employment.
Under the lead of UN Women and in partnership with other UN agencies, UNDP participated in the celebration of International Women's Day 2021. A number of inspiring women were interviewed to share their journeys and success stories while raising awareness on a number of issues, including gender-based violence.
Under the UN/EU Spotlight initiatives, UNDP in partnership with local governments and communities have strengthened national programmes and increased policy coordination and multi-stakeholder cooperation to address violence against women and girls.
UNFPA leads the GBV Area of responsibility under the global protection cluster which is part of the IASC established coordination mechanism/architecture in humanitarian settings. As of 2021, UNFPA coordinates GBV response and prevention programmes in 35 humanitarian settings.
UNFPA contributed to Inter-Agency Humanitarian Evaluation (IAHE) Steering Group Review of Progress on Mainstreaming Gender Equality and the Empowerment of Women and Girls into the Humanitarian, Development, and Peace Nexus Agenda and in the work going forward to promote strengthened mainstreaming in the triple nexus process.
UNFPA actively engages with the 16 Days of Activism with concerted efforts to move from activism to accountability. To reinforce accountability frameworks, we support training for health workers, police and judges to help them respond sensitively and appropriately to GBV survivors; and support the creation of laws and protocols that ensure the protection of survivors.
Since 2008 UNFPA, jointly with UNICEF, leads the largest global programme to accelerate the elimination of female genital mutilation (FGM) in 17 countries.
Since 2016 UNFPA, jointly with UNICEF, has been implementing the Global Programme to End Child Marriage across Africa, the Middle East and South Asia in 12 of the highest-prevalence and/or high-burden countries.
UNFPA is implementing with the The European Union and other UN Agencies the Spotlight initiative, focused on eliminating all forms of violence against women and girls in 26 countries. UNFPA leads or co-leads a number of programmes related to prevention, strengthened provision of comprehensive GBV and SRHR services,collection and use of data, as well as contributing to interventions across all pillars of the initiative.
On 12 March 2021, as part of the 65th session on the Commission on the Status of Women (CSW), UNFPA, in collaboration with the European Commission and the Norwegian Agency for Development Cooperation (NORAD), held a virtual inter-ministerial dialogue that resulted in countries committing to 10 points to action towards ending GBSS.
During 2020-2021, UNHCR has continued its proactive engagement with numerous commitments and Inter-Agency initiatives at the global level. UNHCR supported the revision and made renewed commitments to the revised roadmap of the Call to Action on Protection from Gender Based Violence in Emergencies.
UNHCR engaged with the Gender-based Violence Area of Responsibility (GBVAoR) and its Task Teams, particularly on the GBV Minimum Standards, Localization and the Policy and Advocacy Reference Group, supporting the development of the GBViE Minimum Standards Facilitation Guide and Contextualization tool, the development of Covid-specific guidance, as well as several advocacy pieces.UNCHR also participated regularly in the Inter-Agency standing committee (IASC) Gender Reference Group (GRG) and in the IASC Guidelines Reference Group.UNHCR serves as a member of the UN Action Against Sexual Violence in Conflict and has supported the SRSG SVC’s Office with human resources to support coordination.UNHCR co-chairs Results Group 2 on Accountability and Inclusion supporting humanitarian leaders and responders in demonstrating system change through collective approaches to accountability and inclusion. It includes PSEA as well as ensuring consideration of diversity characteristics such as gender.UNHCR is a member of the GBVIMS Steering Committee and its technical team, PRIMERO coordination committee and PRIMES.
UNODC contributed to the Secretary-General’s UNiTE to End Violence against Women Campaign, by providing thematic briefs for the Orange Day/ UNiTE Campaign Action Circular on the core topics of the Secretary-General’s Political Engagement Strategy on GBV and COVID-19 (Prevent, Respond, Collect).
UNODC is an active member of the United Nations Action against Sexual Violence in Conflict and contributed to enhanced interagency coordination by actively participating in its Core Groups on Prevention and Advocacy and by co-leading the Core Group on the nexus between sexual violence in conflict and terrorism / violent extremism, in partnership with the UN Team of Experts on the Rule of Law and Sexual Violence in Conflict. UNODC participated in a policy dialogue on conflict-related sexual violence crimes associated with slavery and trafficking, organized by the Team of Experts.
UNODC coordinates the Inter-Agency Coordination Group Against Trafficking in Persons (ICAT), which ensures policy coherence among its membership in their responses to human trafficking.
UNODC also participates in the UN Joint Programme on Essential Services and the EU-UN Spotlight Initiative.
The United Nations Trust Fund in support of actions to eliminate violence against women (UN Trust Fund) is a global, multilateral grant-making mechanism that supports effort to prevent and end violence against women and girls. The UN Trust Fund, which was established in 1996 by the General Assembly in the resolution 50/166, is administered by the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women) on behalf of the United Nations system. With the strong institutional support of UN Women and its regional, multi-country offices, and working closely with the rest of the United Nations system through its inter-agency Programme Advisory Committee, the Trust Fund plays a vital role in driving forward collective efforts to prevent and eliminate violence against women and girls.
WFP participated at a global level in the various meetings and initiatives led by the Inter-Agency Standing Committee Sub-Working Group on Gender and Humanitarian Action (IASC). This includes contributions to the development and facilitation of an E-learning course on GBV risk mitigation and prevention and inviting the IASC colleagues to participate in WFP led webinars.
WFP celebrated both Orange Days as well as the 16 Days Campaign against GBV, in collaboration with the other Rome-based agencies (FAO and IFAD).Extensive webinars and events were held with various member states, ambassadors, and key actors from other agencies.
In 2020,WFP continued to advocate for dedicated financial and human resources for country offices to be able to integrate protection and gender. WFP maintained humanitarian advisors at the regional bureau level, dedicated protection and gender officers in selected countries and at the HQ/global level a gender office, a protection and AAP team and a PSEA team. WFP also advocated for the allocation of funding to meet GBV survivor food security and nutrition needs and mitigate the adoption of negative coping mechanisms.
WFP also continued to actively participate in the GBV the GBV Accountability Framework and the Call to Action on Protection from GBV and multiple for a related to promoting gender equality. At the national level WFP participated in the GBV sub-cluster.
WFP also continued to participate in relevant global UN/interagency coordination on PSEA.
DPPA addresses the issue of conflict-related sexual violence as part of its overall efforts to ensure that gender relevant issues and perspectives are fully integrated into the Department’s daily work to promote inclusive conflict prevention, mediation and peacebuilding. This includes operational support, capacity building, gender mainstreaming, and reporting and outreach across the work of DPPA.
ESCWA, in partnership with the Italian Agency for Development Cooperation (IADC), has started the implementation of the project titled “Support to Women Refugees from Syria and Vulnerable Women and Girls in Host Communities in Egypt, Jordan and Lebanon” (2018-2020). The project seeks to engage women refugees from Syria and vulnerable women and girls in host communities in Egypt, Jordan and Lebanon to better advocate for their rights and exercise their voice to improve their status and reinforce their resilience. The two phases of the project in Jordan and Lebanon with women refugees from Syria and host community were completed as planned. Three position papers will be developed to be shared with decision-makers Jordan, Lebanon and Syria on the specific needs of women refugees, including the particular needs for protection from violence.
A number of initiatives were undertaken by UN Women country offices through the support of RO and other partner agencies in undertaking advocacy and awareness on addressing sexual violence in conflict situations.
Through the ICGLR Program support and as part of the Domestication of the Protocol on the Prevention and Punishment of Sexual Violence Against Women and Children in the ICGLR member states, a total of 9 countries out of the 12 ICGLR Member States that have established the special court, special sessions and special procedures as mechanisms to fast track SGBV cases within the region. For example, in 2018 Uganda established a special session as a strategy to clear SGBV case back log and they were able to clear a total of 788 cases surpassing the target of 650 set for one month. Countries that do not have any mechanisms to fast track SGBV cases are Tanzania, Central African Republic and Angola. Sudan however implemented special procedures for cases involving children for the period between 2014- 2016.
UN Women also participated and provided briefing to the HQ DPA high level missions and advocacy initiatives towards developing strategies for addressing PVE, CVE with focus on prevention of sexual violence in conflict situations.
The Strategy for Prevention of and Response to the Conflict Related Sexual Violence in Ukraine
The present strategy provides guidance and recommendations on how governmental institutions of Ukraine, civil society organizations, international organizations and UN system can join efforts to effectively prevent and respond to CRSV. The document has a narrative part, which sets out the general context, mandate and scope of the strategy, implementation mechanism, coordination mechanism and tools. Second part of the document is a roadmap matrix that suggests specific objectives, actions for specific actors to carry out to accomplish those objectives, leading to a more targeted approach. The strategy is currently being developed at the initiative of government of Ukraine, applicable to whole of Ukraine. It is available here.
