3. United Nations Action against Sexual Violence in Conflict (UN ACTION) WFP has three dedicated staff at the global level covering protection (including prevention and response to GBV). Furthermore, GBV is a part of the annual work plans of two members of the Gender Office, who work on the Orange Days and annual 16 Days of Activism Campaign.
5. Inter-Agency Standing Committee: Sub-Working Group on Gender and Humanitarian Action (IASC) WFP has actively contributed to and benefited from its engagement in a number of inter-agency initiatives on gender equality and GBV as well as broader interagency engagement on protection.
WFP has a particular interest in continued engagement with the IASC Gender Reference Group and the Gender-based Violence AOR. WFP has also maintained an active presence in the IASC PSEA/AAP task team, the Global Call to Action on Protection from GBV in Emergencies, the Global Protection Cluster, the IASC GenCap Steering Committee and the Secretary General’s initiative on Human Rights Up Front. Members of the Gender Office represent WFP in IASC GRG, and the Gender Office serves as Co-Chair of the IASC GenCAP Steering Committee. |
The United Nations Trust Fund in support of actions to eliminate violence against women is a global, multilateral grant-making mechanism that supports efforts to prevent and end violence against women and girls. The Trust Fund, which was established in 1996 by the General Assembly in its resolution 50/166, is administered by the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women) on behalf of the United Nations system. With the strong institutional support of UN Women and its regional, multi-country and country offices, and working closely with the rest of the United Nations system through its inter-agency Programme Advisory Committee, the Trust Fund plays a vital role in driving forward collective efforts to prevent and eliminate violence against women and girls.
ESCAP and UN Women co-chair the Asia-Pacific Regional Coordination Mechanism Thematic Working Group on Gender Equality and Empowerment of Women (TWG-GEEW), which has formally integrated the Secretary-General’s UNiTE Campaign into the development and implementation of its regional interagency workplan. Under the auspices of the TWG-GEEW, ESCAP and UN Women co-organized the Regional Commemoration for the International Day for the Elimination of Violence against Women under the umbrella of UNiTE and #HearMeToo on 23 November 2018. The Ted-talk style event named E.Quality Talks: My Story of Ending Violence against Women, involved survivors of violence, survivor advocates, women’s movements representatives and women’s human rights defenders. Hearing directly from those who have endured violence, fought against it, or helped to prevent it happening to others added credibility, and helped put ‘a human face’ on facts and statistics that can provoke the public to take action. Feedback for the event was unanimously positive from both storytellers and listeners.
The event was attended by the diplomatic community, civil society organizations and UN staff. At the Regional Commemoration, the #DontTellMeHowToDress exhibition, which is a Thai version of the #MeToo movement, was launched at the UN compound. The exhibition displayed the clothing victims wore at the time of the assault to challenge the misconception around sexual violence.
From this year's experience, the UNITE Worknig Group learnt that it is very important to provide those who are not usually heard with an opportunity to speak, and platforms to share their messages.
UNODC organized an Expert Group Meeting on interlinkages of trafficking in persons with marriage, including forced, child, temporary and sham marriages, bringing together international experts in the field for the development of a UNODC issue paper on these issues (to be published in mid 2019.
In Guatemala, UNODC supported the establishment of an inter-institutional coordination roundtable with the National Police and the Attorney-General’s Office for the investigation of cases of violence against women and assisted both institutions in the development of joint investigation plans and protocols on the subject.
The OHCHR also supported the Working Group on the Issue of Discrimination Against Women in Law and in Practice (WGDAW) in developing several conclusions aimed at supporting policy development in its thematic report on “Reasserting equality, countering rollbacks”, published in May 2018 (A/HRC/38/46). It concluded that the road to gender equality and the full realization of women’s and girls’ human right remains long and challenging. Women are scarcely represented in national and global political and economic decision-making bodies and are too often overrepresented in vulnerable employment and paid less than men, impeding their economic independence. They face pervasive violence, lack control over their bodies and lack autonomy, and are too often seen as sexualized objects. In all spheres of life, power and entitlement are still concentrated in the hands of men. Women facing multiple and intersecting forms of discrimination experience inequality even more acutely. The continuing existence of direct and indirect discrimination, both visible and invisible, is the reason why women lag behind in nearly all human progress indicators. In the face of discrimination against women and one of its worst manifestations, gender-based violence, everyone has a duty to act. The international community must move forward on setting and implementing standards on gender equality to counter the alarming trends towards undermining human rights principles and jeopardizing the gains made in women’s right.
ODA promoted the Modular Small-arms-control Implementation Compendium (MOSAIC) module on “Women, men and the gendered nature of small arms and light weapons”.
At the Third United Nations Conference to Review Progress Made in the Implementation of the Programme of Action, States agreed on progressive language on gender in the outcome document, including, for the first time, the recognition that eradicating the illicit trade in small arms and light weapons is a key part of combating gender-based violence. UNODA provided substantive secretariat support to the Review Conference, including regional consultations. Additionally, the United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific (UNRCPD) held a dedicated session on a gendered approach to the UN Programme of Action (PoA) on Small Arms and Light Weapons at a regional preparatory meeting the for the Third Review Conference on the PoA.
In March 2018, UNHCR recently released its Age, Gender, and Diversity (AGD) policy which aims to ensure that all persons of concern can enjoy their rights on an equal footing and participate meaningfully in the decisions that affect their lives, families, and communities. The policy outlines 10 core actions that UNHCR will take to apply an Age, Gender and Diversity approach in its work, including reaffirming UNHCR’s five Commitments to Refugee Women: They are 1) ensuring women and girls participate equally and meaningfully in all decision-making, community management and leadership structures, and committees of persons of concern, 2) are provided with individual registration and documentation, 3) have equal access to and control over management and provision of food, core-relief items, and cash-based interventions, 4) have equal access to economic opportunities, including decent work and quality education and health services and 5) have access to comprehensive SGBV prevention and response services.
These serve as concrete measures not only to UNHCR but also other humanitarian actors, to help accelerate progress on Sustainable Development Goals 4 and 5.
