3. United Nations Action against Sexual Violence in Conflict (UN ACTION) WFP has three dedicated staff at the global level covering protection (including prevention and response to GBV). Furthermore, GBV is a part of the annual work plans of two members of the Gender Office, who work on the Orange Days and annual 16 Days of Activism Campaign.
5. Inter-Agency Standing Committee: Sub-Working Group on Gender and Humanitarian Action (IASC) WFP has actively contributed to and benefited from its engagement in a number of inter-agency initiatives on gender equality and GBV as well as broader interagency engagement on protection.
WFP has a particular interest in continued engagement with the IASC Gender Reference Group and the Gender-based Violence AOR. WFP has also maintained an active presence in the IASC PSEA/AAP task team, the Global Call to Action on Protection from GBV in Emergencies, the Global Protection Cluster, the IASC GenCap Steering Committee and the Secretary General’s initiative on Human Rights Up Front. Members of the Gender Office represent WFP in IASC GRG, and the Gender Office serves as Co-Chair of the IASC GenCAP Steering Committee. |
The OHCHR supported the work of the Special Rapporteur on violence against women during the first week of CSW63 in March 2019. In particular, support was provided for three side-events:
- Side-event on 25 years of the mandate and the femicide watch initiative, co-sponsored by the Republic of Croatia;
- Side-event on the mandate of the SRVAW and CEDAW General Recommendation 35, co-sponsored by Timor-Leste;
- Side-event on online violence against women and the non-consensual distribution of intimate images, organized jointly with Facebook.
The OHCHR also supported the Special Rapporteur on violence against women in the organization of a working level meeting with the members of the institutional platform of international and regional women’s rights mechanisms created in March 2018.
The United Nations Trust Fund in support of actions to eliminate violence against women is a global, multilateral grant-making mechanism that supports efforts to prevent and end violence against women and girls. The Trust Fund, which was established in 1996 by the General Assembly in its resolution 50/166, is administered by the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women) on behalf of the United Nations system. With the strong institutional support of UN Women and its regional, multi-country and country offices, and working closely with the rest of the United Nations system through its inter-agency Programme Advisory Committee, the Trust Fund plays a vital role in driving forward collective efforts to prevent and eliminate violence against women and girls.
In March 2018, CEDAW adopted General recommendation No. 37 (2018) on the gender-related dimensions of disaster risk reduction in the context of climate change. The General Recommendation provides guidance to States parties on the implementation of their obligations under the Convention in relation to disaster risk reduction and climate change. The General recommendation recognises that women and girls also face a heightened risk of gender-based violence during and following disasters. In the absence of social protection schemes and in situations in which there is food insecurity combined with impunity for gender-based violence, women and girls are often exposed to sexual violence and exploitation as they attempt to gain access to food and other basic needs for family members and themselves.
On 18 September 2018, CEDAW published its inquiry report into so-called “bride kidnapping” in Kyrgyzstan. CEDAW found that women and girls suffer grave and systematic violations of their human rights due to a culture of abduction, rape and forced marriage. In 2018 and 2019, OHCHR supported the mandate of the UN Special Rapporteur on trafficking in persons, especially women and children, in its engagement with CEDAW for the elaboration of a General Recommendation on trafficking in women and girls in the context of global migration. The Special Rapporteur intervened in the context of CEDAW informal consultations in December 2018 and produced a written submission in the context of CEDAW Half-Day of General Discussion in February 2019.
During the reporting period UNRWA trained 2,278 staff in all its fields of operations as part of the roll out of the capacity building plans. The trainings focused on anchoring the survivor centred approach in the UNRWA response to GBV and on rolling out the tools for GBV risk mitigation in emergencies.
ESCAP and UN Women co-chair the Asia-Pacific Regional Coordination Mechanism Thematic Working Group on Gender Equality and Empowerment of Women (TWG-GEEW), which has formally integrated the Secretary-General’s UNiTE Campaign into the development and implementation of its regional interagency workplan. Under the auspices of the TWG-GEEW, ESCAP and UN Women co-organized the Regional Commemoration for the International Day for the Elimination of Violence against Women under the umbrella of UNiTE and #HearMeToo on 23 November 2018. The Ted-talk style event named E.Quality Talks: My Story of Ending Violence against Women, involved survivors of violence, survivor advocates, women’s movements representatives and women’s human rights defenders. Hearing directly from those who have endured violence, fought against it, or helped to prevent it happening to others added credibility, and helped put ‘a human face’ on facts and statistics that can provoke the public to take action. Feedback for the event was unanimously positive from both storytellers and listeners.
The event was attended by the diplomatic community, civil society organizations and UN staff. At the Regional Commemoration, the #DontTellMeHowToDress exhibition, which is a Thai version of the #MeToo movement, was launched at the UN compound. The exhibition displayed the clothing victims wore at the time of the assault to challenge the misconception around sexual violence.
From this year's experience, the UNITE Worknig Group learnt that it is very important to provide those who are not usually heard with an opportunity to speak, and platforms to share their messages.
ESCWA, in partnership with UNFPA, supported the Lebanese Ministry of State for Women’s Affairs to develop a national strategy on violence against women. This consultative national strategy, included interviews and focus group discussions with line ministries; several national and sub national validation workshops; and a high-level meeting to discuss the draft strategy.
ESCWA, in partnership with UNFPA, UN Women, OHCHR and UNDP in Lebanon, is providing technical support to the National Commission for Lebanese Women (NCLW) to develop a National Action Plan on Women, Peace and Security.
ESCWA, in partnership with UNFPA, supported the Lebanese Ministry of State for Women’s Affairs to develop a project on costing violence against women. This included developing a project proposal, conducting field work, holding national consultations, developing an operational model for Lebanon, holding a second national consultation, developing a national survey to measure the prevalence of violence against women, analysing the government budget, and developing a national survey for services.
ESCWA conducted three field visits to the Kingdom of Saudi Arabia and a national consultation to discuss elements of an operational model on estimating the cost of marital violence. This involved engaging with the National Family Affairs Council, in addition to other stakeholders such as governmental entities and civil society members providing services for survivors of family violence.
ESCWA conducted a field mission to Iraq to prepare for the implementation of a project on costing violence against women in Iraq.
ESCWA participated in a consultation with the Egyptian National Council for Women and the Central Agency for Public Mobilization and Statistics (CAPMAS) to discuss practical steps towards carrying out a national study on violence against women with disabilities. This meeting was the second such consultation facilitated by ESCWA to determine the parameters and methodology of the study.
ESCWA facilitated a Regional Workshop on the Measurement of the Sustainable Development Goals (SDGs) on Violence against Women and Time Use Statistics Indicators with senior gender experts/statisticians from national statistical offices, ministries of gender equality and women’s affairs. The workshop addressed selected SDG indicators, focusing on the following gender concerns: physical, sexual, psychological violence against women perpetrated by an intimate partner and sexual violence against women perpetrated by a person other than an intimate partner.
ESCWA supported the Ministry of Women, Family, Childhood and Elderly in Tunisia to better understand the availability and quality of data needed to carry out an estimation of the cost of violence in Tunisia.
ESCWA, the League of Arab States and UN Women, in partnership with the Swedish Institute in Alexandria and UNDP held a workshop on the different pillars of reporting when preparing National Voluntary Reports (VNR). Discussion included the tools available at the regional level to report on SDG 5, and the role of national stakeholders in preparing the VNR.
ESCWA and UNFPA Regional Office in Beirut organized a workshop on monitoring, control and protection of human rights including sexual and reproductive health and rights. This workshop targeted national human rights institutions and National Women’s Machineries in the Arab region, as well as in some countries of the Horn of Africa. The workshop sought to strengthen collaboration between National Women’s Machineries and national human rights institutions, especially in documenting the status of women and women’s sexual and reproductive health within the framework of international conventions.
ESCWA participated in a number of side events at the sixty-second session of the Commission on the Status of Women in 2018. This included a side event with the Permanent Mission of the State of Palestine on “The Social and Economic Situation of Palestinian Women and Girls under Israeli Occupation”; a side event with the Permanent Mission of the Hashemite Kingdom of Jordan on “The Development of a Comprehensive Response to Address Violence against Women in Jordan” and a side event with the Permanent Mission of the Republic of Tunisia and UN Women on “The Fight against Violence against Women.”
Gender equality programming is a corporate learning priority for the OCHA Learning and Knowledge Management Board. A learning resources catalogue was produced with information on gender equality training (e-courses, onsite training, communities of practice) including a focus on Gender Based Violence (GBV).
Monthly Gender Community of Practice sessions are held for OCHA Gender Focal Points and three in-person trainings have been conducted on gender equality programming in humanitarian action. In total, 60 Gender Focal Points in OCHA have participated at the trainings. CERF has also funded training of hundreds of field staff and service providers on GBV.
At the leadership level and management level, OCHA initiates discussion on gender, GBV and PSEA at Heads of Office Meetings and Annual Retreats. Humanitarian Coordinators (HCs) have an important role to ensure that gender equality programming is therefore central to humanitarian responses. 100% of the ERC-HC compacts incorporate gender, GBV and PSEA deliverables. HCs must provide field level strategic leadership and guidance to Humanitarian Country Teams and inter cluster/sector working groups to translate these important global level commitments, which are also well articulated in the Secretary-General’s Agenda for Humanity, into concrete collective results and deliverables leading to elevated protection of women and girls from GBV.
In 2017, OCHA developed its ‘People Strategy’, which was launched in January 2018. The strategy encompasses specific long-term strategies and approaches to support the achievement of gender parity, such as leadership development and talent pools.
In line with the Secretary-General’s Bulletin “special measures for protection from sexual exploitation and sexual abuse” (ST/SGB/2003/13), OCHA has established clear structures and procedures for ensuring compliance with the zero-tolerance policy. Standard operating procedures are in place for submission and receipt of complaints, reporting, investigation and survivor assistance. PSEA focal points have been established in OCHA offices at headquarters, regional and country levels, and all staff members receive training and information on preventing and responding to acts of sexual exploitation and abuse.
