UNRWA GBV indicators are a part of the Agency-wide monitoring framework and are reported on periodically.
Several of the research institutes of the United Nations University (UNU) have conducted research projects on EVAW. The UNU World Institute for Development Economics Research (UNU-WIDER) has explored the effects of conflict-induced displacement on gender norms in Turkey, finding an increased tolerance towards domestic violence among women who were forced to migrate. Another research project discovered that underlying the preferences of a population effected the impact of legal bans against harmful practices, such as female genital cutting and domestic violence. These papers, among others, will appear in the book “Towards Gender Equity in Development” to be published in October 2018. The UNU Computing and Society (UNU-CS) has undertaken research to understand the potential of ICT on efforts to end VAW, including forced labor and sexual exploitation in the context of migration, and cyber harassment. The research develops practical and policy tools to support victims and survivors, and to assist advocacy and policymaking institutions. The UNU Centre for Policy Research (UNU-CPR) has conducted research on states’ leniency and accountability measures toward individuals accused of association with jihadist groups. The project considers, inter alia: the roles women and girls play in association with jihadist groups; the sometimes coercive conditions under which they may develop associations; and the extent to which female relatives of men connected with jihadist groups are penalised for their indirect association.
Data Collection
UNHCR utilises the Gender Based Violence Information Management System, an inter-agency initiative enables humanitarian actors to effectively and safely collect and analyse SGBV incidents reported by survivors. This system helps informs improvements in response services, in SGBV prevention, and in coordination. It has been introduced in 20 UNHCR operations, 7 of which were in 2017.
Analysis and research
UNHCR conducted a population-based assessment of the impact of solar-powered street lights in Uganda’s Rhino Camp. The assessment indicated perceptions of prevention of violence and crime, improvement of safety, and productive night-time activity in the refugee settlement was carried out in 2017 in cooperation with refugees who led the collection and analysis of the data. The study represents the first known research on the protective effect of community lighting in a refugee settlement.
A study by the Population Council, UNHCR and local Ugandan organizations, tested the effectiveness of implementing a community-based SGBV prevention model in emergency settings - the Zero Tolerance Village Alliance intervention, in Western Uganda, proved to be particularly effective in moderating negative gender attitudes and beliefs related to SGBV and positively changing perceptions of community SGBV norms.
A compilation of promising practices to address Gender Equality in the Middle East and North African region was released in 2017. This report contains in-depth information on seven gender equality promising practices that are part of UNHCR’s response to the Syria crisis in the Middle East and North Africa. It reflects catalytic initiatives that seek to address specific gender-related protection needs and risks of diverse Syrian women, men, boys and girls implemented by UNHCR and partners.
1. Intervention to address VAW in antenatal care setting : WHO and the Wits Institute for Reproductive health have finalised a randomised control trial of an empowerment counselling-based intervention in antenatal care for pregnant women experiencing abuse in Johannesburg, South Africa. The trial found that the intervention was efficacious in reducing IPV, and was acceptable but delivering it would require further efforts.. The findings and intervention training manual will be published in 2018 2. Building on field testing of the WHO clinical handbook for the response to intimate partner violence and sexual violence, WHO is carrying out implementation research to identify effective approaches to roll out WHO clinical guidelines and derivative tools on the health sector response to violence against women. 3. The questionnaire developed for the WHO multi-country study on women’s health and domestic violence against women has been updated and now includes questions on non-partner sexual violence, sexual harassment and updated questions on social norms and mental health. The questionnaire will be published in 2018 along with an accompanying question-by-question manual. 4. WHO updated its database on intimate partner violence and non-partner sexual violence and established a technical advisory group for the VAW inter-agency working group on estimation and data as part of the UN-wide SDG monitoring efforts
Peace Operations regularly support national legal, judicial and correctional institutions in gender-sensitive reform processes, including legal and policy reform. Peacekeeping missions, in partnership with the UNCT and the women civil society actors have been supporting gender responsive legislative development, including addressing SGBV and VAW. Particular missions to mention – Haiti (MINUJUSTH), CAR (MINUSCA), DRC(MONUSCO), Mali(MINUSMA) and Sudan (with UNAMID)
IOM’s reparations programmes are supporting governments to identify and rehabilitate survivors through dedicated trainings for professionals and by promoting sensitive and non-stigmatizing services. These tools and services are embedded in a holistic mechanism that encompasses psychosocial, physical and social rehabilitation with transitional justice and memory preservation/validation. In Bosnia and Herzegovina (BiH), Colombia and Nepal, IOM has delivered training and capacity building to stakeholders to improve long-term access to justice and care for victims of CRSV; for example in BiH, progress towards harmonization of legal and administrative frameworks is enabling access to care and justice across the country; and in Nepal awareness of CRSV is rising across the spectrum of stakeholders. NGOs and victim associations have been trained on reparations and psychosocial support, and referral mechanisms have also been established.

In Cambodia, OHCHR provided technical assistance for the drafting of a Law on Surrogacy in line with international human rights standards.
In Ukraine, OHCHR report on conflict related violence influenced the content of the amended the Criminal Code considered in December 2017 by the Parliament. In particular, a gender sensitive definition and the criminalization of sexual violence.
In Serbia, OHCHR provided substantive and legal advice for the drafting of and amendments to the Law on Domestic Violence and the Criminal Code.
In Honduras, OHCHR jointly with UNWomen, through technical assistance contributed to the strengthening of the definition of the crime of rape – in relation to the concept of “consent” – it also provided support for drafting a proposal on decriminalizing abortion in line with HR standards.
In Guatemala, OHCHR provided technical assistance to Congress in relation to draft bills both to support rights of women in the context of violence (such as the recently adopted reforms to the Criminal Code to prevent child marriage under 18 years) and to ensure that there are not regressions in this regard (draft bill 5272 to criminalize abortion).
In Haiti, OHCHR helped national stakeholders in identifying and addressing discriminatory laws against women for revision of the draft SGBV law in relation to the draft criminal code and criminal procedure code, in accordance with international standards.
ACDemocracia worked in Ecuador to promote access to justice for women and girl survivors of violence. The UN Trust Fund-supported project seeks to promote the application of normative frameworks and policies for the protection of women’s rights by influencing legislative reform and changing cultural norms. The project is working with the Decentralized Autonomous Governments to strengthen the institutional response to violence at the local level.
At least 20,000 people received information on women’s right to live free of violence through various publicity initiatives, including broadcasts on the national and international media. By providing short six-week courses for 92 people, the project was able to increase the number of women and girls survivors supported to 699, an almost 10-fold increase from the start of the project.
A petition was launched in support of a comprehensive law on violence against women and girls which gathered 27,000 physical and 10,000 virtual signatures from all over the country. In January 2018, ACDemocracia led advocacy along with the National Coalition of Women and UN Women for the adoption of a new Comprehensive Law for the Prevention and Eradication of Violence against Women, which was approved with 90 per cent votes in favour by the parliament in Ecuador.
To support education sector responses to early and unintended pregnancy (EUP) while supporting the continuing education of adolescent mothers, UNESCO in Eastern and Southern Africa has carried out a 10-country situation analysis on EUP (conducted 2017; published 2018), the findings and recommendations of which will inform follow up country level actions for policy, programmes and advocacy. UNESCO also participates in the Indicator Working Group for the thematic indicators of SDG4, which among other aspects, continues to identify and define indicators for country reporting against the SDG thematic indicator 4.a.2 – Safe, non-violent, inclusive and effective learning environments, ensuring that data is not only sex-disaggregated but also to ensure that reporting captures the gendered dimensions of violence in learning spaces.
Gender Studies Research Network in China: UNESCO launched a project to look at policies and programs through a gender lens, identifying how they impact women and men, and then proposing policy and programmatic recommendations to address the gaps and challenges. This Gender Studies Research Network which brings together policy and decision makers, researchers and academics, and NGO leaders aims to address issues of violence against women and girls in a wider perspective.
A Report on “The Impacts of the Crisis on Gender Equality and Women’s Wellbeing in European Union (EU) Mediterranean Countries” was prepared with the involvement of researchers from France, Greece, Italy and Spain. The report included the findings of the gendered impact of the crisis and its consequences for women in the EU Mediterranean Basin.
This study was intended to address the gap in the research about gendered impacts of the economic crisis at national and regional levels and to contribute to the Post-2015 development framework.
It provided insights on the impact of economic downturn on women’s well-being and supported the strategy for promoting women’s rights and gender equality, with a view of attaining the MDGs for 2015. It also explored possible strategies, which can help to minimize risks and alleviate vulnerable situations.
