In Serbia, UNDP supported the Government to ratify key international conventions, enact a body of relevant laws and develop policies to eliminate gender based violence. Country’s priorities are outlined in the National Strategy for Prevention and Elimination of VaW in the Family and in Intimate Partner Relationships 2011-2015. The document is aligned with the international standards, particularly with Council of Europe Convention on Preventing and Combating VaW and Domestic Violence. Serbia ratified the Convention in 2013 and it entered into force on 1st August 2014.
In Croatia, UNDP supported the Government with evidence and legal analysis to draft the law, which entered into force in June 2015, on the rights of victims of sexual violence during the conflict of the 1990s. “Law on Rights of Victims of Sexual Violence During the Armed Aggression on the Republic of Croatia During the Homeland War.” This is the first law in the region that provides civilian victims of sexual violence in armed conflict with a comprehensive set of reparation measures: medical and psychosocial rehabilitation, financial compensation, legal aid and symbolic acts of reparation. UNDP supports the Ministry of Veterans’ Affairs in the implementation of mechanisms assessing the eligibility criteria for the status of survivors of sexual violence in armed conflict.
In order to enhance the ability of Country Offices, Regional Service Centres and Regional Bureaux to deliver transformative results for gender equality, UNDP has created the UNDP Gender Equality Seal. The Seal is a corporate certification process that recognizes good performance in gender mainstreaming. It offers three levels of certification (Bronze, Silver or Gold). An office/unit can be certified and awarded after the following four steps: the first step consists of a self-assessment based on a set of benchmarks. In the current round of the Seal, countries have to score positively on several mandatory benchmarks and score a certain % of other benchmarks to get any certification award. One of the benchmarks (3.2) aims at preventing workplace harassment, sexual harassment and abuse of authority and states that an office/unit policy has to be notified and implemented. Specific responsibilities for senior management include communicating the policy to staff; ensuring that staff complete the online training course on harassment and abuse of authority; acting as a role model and resource on the policy for staff members and non-staff personnel; ensure prevention of harassment, especially by supervisors; take prompt action for investigation and redress of any incidents; ensure confidentiality and sensitivity; and ensure that there is no retaliation against complainants. They are 43 currently participating countries that will have to complete this mandatory benchmark to qualify for a Seal certification.
In Bhutan, subsequent to the Domestic Violence Prevention Act passed by Parliament in 2013, the Domestic Violence Prevention Rules and Regulation have been put in place in 2015 with an adequate legal and policy framework to protect the victims of Sexual and Gender Based Violence. Further, to strengthen coordination of service providers, Standard Operating Procedures on Referral and Management of Cases related to children and women in difficult circumstances have been developed in 2015 with financial assistance from UNDP.
In Colombia, through support of UNDP's programme, psychosocial support was provided to 2,000 victims/survivors of sexual violence. 1,505 women were supported in registering with the Victim's Unit to receive assistance and reparations in the transitional justice process.
IFAD supported inovative projects to address gender-based violence, such as the courage brigades in the state of Madhya Pradesh, India. (The courage brigades is a empowerment project initiated by the Indian state government with support from IFAD. Thtough this project, women are forming committees with local leaders and fighting malnutrition, caste violence, domestic abuse and corruption)
The IFAD gender team promoted household methodologies (HHM) in the loan portfolio: by enabling families to plan a vision for their household together and analyse why they are not currently achieving their vision, gender inequalities are frequently identified as one of the main reasons for preventing the household from progressing. Intimate partner violence is often cited as an area that needs to be addressed. HHMs are practices in several IFAD-supported projects eg Nigeria, Rwanda, Uganda.
The IFAD gender team organized an annual award for the best performing projects on gender in each of the five IFAD regions. The awards ceremony was held on 25 November 2015 to make the links between gender equality and the importance of ending violence as a key element for improving the quality of life for many women.
In June 2015, UNICRI published a good practice handbook: “Promoting a gender responsive approach to addiction”, which provides practical examples of gender mainstreaming in addiction services, as well analyses the most relevant factors influencing the development of addiction in women and girls, including the role of previous abuse and violence. The handbook also discusses protective and resilience factors, as well as the role of trauma from previous violence experiences and the specific characteristic of female recovery processes.
A new Report on “The Impacts of the Crisis on Gender Equality and Women’s Wellbeing in European Union (EU) Mediterranean Countries” was prepared by the United Nations Interregional Crime and Justice Research Institute (UNICRI) with the involvement of researchers from France, Greece, Italy and Spain. The report included the findings of the gendered impact of the crisis and its consequences for women in the EU Mediterranean Basin. This study intended to address the gap in the research about gendered impacts of the economic crisis at national and regional levels and to contribute to the Post-2015 development framework.
The report was based on economic indicators of gender equality and focuses on domestic violence, discrimination, access to justice and welfare services, and covered the four countries from the Mediterranean Basin: France, Spain, Italy and Greece. These countries were chosen because of their similar population numbers and location, in the effort of gathering comparable data. Coping responses of the countries respective governments were analysed from a gender perspective. This new Report provided insights on the impact of economic downturn on women’s well-being and to support the future strategy for promoting women’s rights and gender equality, with a view of attaining the MDGs for 2015. It explored possible strategies, which can help to minimize risks and alleviate vulnerable situations. The presentation of the report, attended by Permanent Representatives of the EU and outside EU countries to the United Nations and representatives of the United Nations Institutions based in Geneva, was launched at the Palais des Nations in Geneva on 18 September 2014.
