UNRWA continued working on its GBV referral system as well as its associated database and tracking system across its five fields of operation. A computerized database was piloted in Lebanon, while Jordan continues to explore the development of a module for GBV survivors in the Palestine Refugees Registration Information System. In the West Bank and Gaza, there was a significant improvement in data collection during the reporting period, with the majority of the referral system’s frontline staff accessing and updating the database. This data provides crucial information on the types of violence to which survivors have been subjected, and their resultant needs, thereby allowing continuous improvements in the response the Agency provides to its beneficiaries. During the reporting period, UNRWA provided training to 1,677 staff members, including basic, in-depth and specialized trainings. In Gaza, the Community Mental Health Programme held training on GBV principles and the GBV referral system itself for 150 Health and Relief and Social Services staff, among them nurses, psycho-social counsellors, and social workers. In Jordan, following the expansion of the GBV referral system to new geographical areas, UNRWA staff members in both the Health and Education programmes working in these areas were trained in detection and referral of survivors. UNRWA also held two GBV Learning Workshops in March and October 2013, bringing GBV teams from the different areas of UNRWA’s operations together to discuss results, challenges, and reflect on lessons learned. UNRWA has continued its advocacy work by participating in the International Women Day (IWD) and the International 16 Days Campaign through various events, including the launch of a short-film “Ana Ahlam4”, highlighting forms of GBV within the family, in cooperation with ABAAD5. In November 2013, UNRWA focused on strengthening community response to GBV by including men and youth within the programme. In addition, the Gaza Field Office conducted a signature campaign with over 6,500 handprints stamped on posters - and organising awareness-raising sessions and activities for over 2,450 persons. In Lebanon, UNRWA participates in the inter-agency national Sexual Gender Based Violence Taskforce (SGBVTF) and Child Protection in Emergencies Working Group aimed at providing services to Palestine refugees fleeing Syria to Lebanon through coordinated camp-based mapping of GBV and child protection services, capacity building, and case management. In Syria, UNRWA is part of the UN protection working group and participated in the GBV national matrix in addition to mapping available services for survivors, with both processes intended to support drafting the GBV responses plan at the country level. UNRWA’s GBV referral system underwent significant expansion by building/consolidating new partnerships and by introducing the referral systems to new regions and areas. This resulted in 1,217 new survivors being detected by frontline staff working in UNRWA’s main programmes (ie. Education, Health, and Relief and Social Services) and 2,0858 survivors accessing services. The services comprised psychological and social support, legal aid, and medical care, and were provided both internally, through UNRWA’s programmes, and externally, via external partners. Hide

UNRWA equally participated in the activities organized by the UN Gender Taskforce in Gaza and West Bank for the campaign “UNiTE to end violence against women”. In the West Bank, this included events at boys’ and girls’ schools, where movies on violence against women were shown and the societal role in prevention of violence discussed. In Gaza, a conference was organised under the slogan “From peace at home to peace in society: Let’s unite to end violence against women”. Hide

Four UNHCR Senior Regional Protection Officers who are dedicated to SGBV prevention and response took up their posts in Dakar, Nairobi, Beirut and Panama with the responsibility to provide technical support to the development and implementation of country-level multi-sectorial strategies on SGBV prevention and response. As a result, an additional seventeen countries have begun developing and implementing SGBV strategies. Hide

In June 2013, UNHCR issued the policy paper “Understanding Community-Based Protection” on key lessons from the delivery of community-based protection. It continued to roll-out its global strategy “Action against Sexual and Gender-Based Violence: An Updated Strategy” and assisted individual country operations to develop country-level strategies in 2013. In this regard, three regional workshops were held in Tunis, Amman and Dakar on sexual and gender-based violence (SGBV) in 2013, aimed at strengthening the capacity of UNHCR and partner staff in the field. UNHCR continued its work, in partnership with with civil society, to ensure a holistic response for survivors of SGBV, including through establishment of safe spaces in centres in Lebanon, which are not specifically created for services provision to SGBV survivors, in order to avoid stigmatization of SGBV survivors seeking support; establishment of “centres d’écoute” for counselling services to SGBV survivors in Mali; establishment of family counselling mechanisms and community protection committees in Yemen to address domestic violence among Somali refugees; training in Burkina Faso for its staff and partners working with camp-based and urban refugees resulting in revisions to the SOP on SGBV in light of the changing situation in the Malian crisis. UNHCR conducted missions to emergency operations in order to strengthen SGBV response in several countries including Rwanda, Burkina Faso, Democratic Republic of Congo-as part of an interagency mission with UNICEF, UNFPA and UN Action- and Jordan in order to improve collection and analysis of SGBV data. UNHCR also conducted an assessment on SGBV in the Syria crisis-affected countries in 2013 such as Lebanon, Jordan and Iraq with a view to producing an action plan to respond to the needs identified.
