UNDP has been striving to collect and analyse evidence that will be a baseline for all activities to achieve gender equality and end GBV.
In 2020, UNDP Timor-Leste under the Spotlight Initiative conducted a baseline study on Gender-Based Violence and an assessment of laws, policies, and practices affecting gender equality and gender justice in the country. The baseline is being used to provide tailored support to the National Parliament and others, on legislative amendments to align Timorese legislation with international standards.
UNDP India undertook a study to understand the social and the economic impact on women migrant workers. This report, published in July 2020, collected evidence from 12 states (both interstate and intrastate).
In the Dominican Republic, UNDP presented infographic based on an analysis of violence against women differentiated across the life cycle. It includes advances in the legal framework, challenges, and data on intrafamily and domestic violence, sexual violence and femicide.
In Honduras, UNDP and USAID conducted analysis and presented infographic to make visible and recognize the situation of violence against women, based on the evidence. It contains the main needs and demands of women as rights holders, to reinforce achievements and make sustained progress towards equality.
UNDP is participating in the Monitoring, Analysis and Reporting Arrangements (MARA) Working Group whereby the UN System as a whole works together to combat Conflict-related Sexual Violence (CRSV).
The purpose of MARA is to ensure the systematic gathering of reliable and objective information on CRSV that will be used to promote action to prevent and respond to incidents of sexual violence. The information collected should inform strategic advocacy, enhance prevention and programmatic responses for survivors and serve as the basis for Security Council action, including imposing sanctions and other targeted measures. UNDP as part of the MARA working group, contributes inputs for the quarterly reports that are sent to the OSRSG and other relevant stakeholders on CRSV. UNDP also contributes to the SG thematic reports on CRSV.Additionally, UNDP Pakistan, through its Community Stabilization Programme, has established referral mechanisms for women in post-conflict (Swat) and fragile situations (Multan). In both locations, a mobile Gender Desk Officer reached out to community women to collect their grievances and link them with existing social services – including to medical or psycho-social support as well to protection mechanisms in cases of sexual violence and more broadly gender-based violence.
UNDP implemented various activities for raising awareness and advocacy to prevent VAWG at both national and local level throughout the year. Through massive events, sessions and campaigns held in cooperation with national authorities and civil societies around the world, thousands of participants were provided with information on types of violence, prevention measures, as well as current laws and state programmes to prevent domestic violence.
UNDP Libya Co-organized a webinar on the topic of Violence Against Women in Elections aimed at bringing together the Libyan High National Election Commission (HNEC), civil society organizations and other stakeholders around a discussion on violence against women in elections and efforts to enhance women’s electoral participation. The webinar was an opportunity to raise awareness and interest in the efforts of election stakeholders to protect women’s electoral participation and discuss avenues for effective cooperation and collaboration between government and non-government entities towards accelerating progress for violence against women in elections.
UNDP India organised dialogues with civil society organisations to better understand ground reality from the context of different population groups. Along similar lines, the office advocated for the inclusion of Redress to GBV as an essential service.
No estás Sola or "You are not alone" in English is an intervention of the Ministry of Women and Vulnerable Populations (MIMP) and UNDP, with the support of the Spanish Agency for International Development Cooperation that was born in the context of the COVID-19 pandemic and seeks to generate synergies between the public and private sectors, through the strengthening of a community sensitized and committed to the prevention of violence against women, gender equality and positive masculinities. The objective of the intervention is to bring care services closer to women victims of gender-based violence, or at risk of being so; as well as to promote a culture of equality and positive masculinities, in the context of the COVID-19 pandemic, through the dissemination of prevention messages against this type of violence.
UNDP Country Offices in Lao PDR, Bhutan, Myanmar, Ukraine and many others are cooperating with local governments, UN agencies and others in communications and community outreach efforts to ensure that accurate information on COVID-19 and its disproportionate impacts on women are disseminated and that women are aware of the various support services available should they require assistance
UNDP has organized a series of trainings on gender and GBV for local government officials including police and judiciary, CSOs, and survivors.
In Azerbaijan, UNDP trained local women-activists to provide rapid psychosocial support, safety plans, case management and referrals to assist GBV survivors of all genders.
With the support of the Johns Hopkins University, the Common Elements Treatment Approach (CETA), a trans-diagnostic mental health intervention developed for delivery by non-professionals, is being implemented in Moldova. CETA is also an evidence-based programme demonstrated to significantly prevent intimate partner violence.
UNDP Iraq , Fiji, Maldives, Serbia, Ukraine, Brazil, Peru and others also provided training on GBV prevention for judges, prosecutors and police officers to end gender-based violence.
The office in Somalia supported a SGBV programme in Mogadishu and Puntland starting in 2020. A fully functional SGBV Unit was established and staffed in Mogadishu. UNDP also worked with Office of the Attorney General in Puntland, with the aim of providing technical support and building the capacity of the institution to promote access to justice for survivors/victims of sexual and gender-based violence
A three days’ workshop, providing Libya law enforcement with information related to offenses that constitute gender-based violence (GBV), was organized by UNDP Libya.
UNDP is supporting national government to develop policies, strategies and action plans on gender mainstreaming. In Kyrgyzstan, under the Spotlight initiative, UNDP assisted the Ministry of Justice within legal inventory process to conduct gender expertise of prioritized laws in the area of SGBV and GEWE, including the key legal acts concerning domestic violence and ensuring equal rights and opportunities for women and men.
In Moldova, UNDP has piloted the development and implementation of a Local Action Plan on preventing and combating GBV, developed in a participatory manner, which matches the provisions of the National Strategy on Prevention and Combatting Violence Against Women and Girls 2018-2023.
UNDP, in partnership with the Ministry of Gender, Family and Social Services and key stakeholders, has developed the five-year Gender Equality Action Plan which focused on five key areas/ policy goals in Maldives.
UNDP has supported the Cambodian Ministry of Women’s Affairs in drafting National Policy on Gender Equality and Neary Rattanak V (five-year strategic plan) covering GBV, in multi-stakeholder partnerships.
Similarly, UNDP Country Offices in Serbia, Montenegro, Tajikistan, Saudi Arabia, Pakistan, and Bangladesh supported the national authority in preventing and combatting against GBV and DV, as well as enhancing gender equality.
DPO continued to strengthen coordination and coherence on the prevention and response to conflict-related sexual violence across the UN system through active participation in the UN Action Against Sexual Violence in Conflict network and its activities. Most specifically, since November 2020, DPO has notably been leading on an activity to assess the operationalization of the Monitoring, Analysis and Reporting Arrangements on CRSV (MARA) in coordination with OHCHR, OSRSG-SVC, DPPA, UNFPA and UNICEF. The MARA serves as the evidence base for all prevention and response activities, both at country level and at the level of the Security Council. This evaluation will notably lead to the update of existing guidance on the MARA with a view to strengthen its implementation and impact.
DPO’s Conflict-Related Sexual Violence (CRSV) Team has been dedicated to supporting five UN peacekeeping operations in implementing and strengthening the delivery of conflict-related sexual violence mandates.
Notable achievements since February 2020 include the development and launch of the first UN Policy and Handbook for UN Field Missions on CRSV prevention and response. The Team also provided ongoing specialized advice to peacekeeping operations and DPO Headquarters divisions on the mainstreaming of the CRSV mandate within missions, facilitated inter-mission learning, and ensured CRSV was systematically integrated in mission mandate renewal and budgetary processes. In order to raise awareness about the CRSV mandate and promote best practice sharing, in June 2020, DPO published a first of its kind annual summary of activities and good practices in Preventing and Responding to Conflict-Related Sexual Violence by United Nations Peacekeeping Missions.

Peacekeeping missions raise awareness on Sexual and Gender Based Violence through events/media campaigns during the 16 Days of Activism against Gender Based Violence.
Missions also worked to strengthen women’s participation in building a protective environment. In Central Africa Republic. 46.5% of the early warning mechanisms supported by MINUSCA compromised at least 30 per cent women; in Mali and Darfur, CRSV survivor networks were established; in Abyei UNISFA enhanced its early warning system by partnering with Abyei Women’s Association in identifying gender-specific triggers and events that have the potential to escalate the local conflict; in Darfur, Sudan, the 54 women-led protection networks established by UNAMID serve as unique examples of how women have helped prevent conflicts and contribute to building a protective environment. MINUSCA’s support included formation of 16 women’s situation rooms and a hotline to strengthen women’s protection during election. In DRC, MONUSCO supported women’s organizations to map security threats and hot spots for women and girls, which informed the interventions of security and defence forces and other protection actors.
Through public communications and reporting, peacekeeping operations contributed to raising awareness on conflict-related sexual violence and promoting prevention and the condemnation of harmful stigmatizing attitudes towards victims/survivors. For instance, in South Sudan, UNMISS and OHCHR published a joint public report on access to health for sexual violence survivors that increased attention to the lack of access to sexual and reproductive health. UNMISS and the Government subsequently launched a joint nationwide campaign against stigmatization of sexual violence survivors, which remains one of the key barriers to accessing healthcare. In Mali, for the International Day on the Elimination Against Sexual Violence in Conflict on 19 June 2020, the MINUSMA SRSG joined voices with heads of UN agencies, government representatives and diplomatic missions to publicly condemn CRSV on social media. During the 16 Days of Activism Campaign against Gender-Based Violence, the Deputy SRSG-Political Affairs took part in a live radio debate on the Mission’s efforts to eradicate CRSV.
With the support and advice from Senior/Women’s Protection Advisers, personnel in peacekeeping operations facilitate victims/survivors’ access to protection and support services notably through information-sharing about services, referrals and special assistance projects. For instance, as part of an engagement process with armed groups who had abducted hundreds of women and girls in 2018 in Western Equatoria, UNMISS worked with a local faith-based organization to ensure access to medical care, trauma-healing support and livelihood trainings for 80 women and girls in order to support their recovery and transition into civilian life. Building on this initiative, UNMISS/OHCHR supported an additional 40 former abductees in accessing livelihood opportunities, leadership programs and psycho-social support tailored to their needs. Dialogues were also held with their families, communities and local authorities on stigma prevention and prevention and response to sexual violence. UNMISS adopted a survivor-centered approach throughout these efforts by ensuring respect to survivors’ views and decisions and working to enhance availability of assistance services as well as effective rehabilitation programs to empower survivors to start gaining greater control over their lives. MINUSMA partnered with a local women’s rights organization to implement a project in Bamako and Mopti that helped to prevent risks of gender-based and sexual violence related to the pandemic through sensitization sessions and provided dozens of survivors with access to a safe shelter and care services.
