Measures
In 2019, UNODC provided technical legislative support/ services to six countries (Algeria, Dominican Republic, Ethiopia, India, State of Palestine, Zambia) for drafting legislation on trafficking in persons. This included assessing legislative needs, providing substantive input on draft legislation, providing substantive and technical input and support during legislative drafting workshops and assessing compliance with existing domestic legislation. UNODC also collaborated with the Government of Uzbekistan to promote the rights of women within the framework of existing laws related to gender.
UNODC established a new professional network on violence against women, composed of staff working on gender-based violence across UNODC, in order to more effectively assist countries in preventing and responding to violence against women.
UNODC conducted an internal survey on efforts and potential progress regarding gender equality and the empowerment of women in accordance with Sustainable Development Goal 5 of the 2030 Agenda. The results indicated increased internal knowledge and understanding due to the provision of accessible and regular information, as well as gender being included more clearly in the 2030 Agenda and given greater priority. Respondents indicated that further training was needed, especially regarding project development, implementation, monitoring and evaluation. Furthermore, the appointment of a dedicated gender focal point and the adoption of a clear gender strategy were mentioned as helpful to facilitating greater progress.
In 2019, UNODC trained over 3,500 criminal justice practitioners, governmental officials and civil society representatives under the Global Programme against Trafficking in Persons and provided 25 countries with technical assistance at the national level.
In Lesotho and South Africa, UNODC enhanced police responses to gender-based violence by conducting two specialisation workshops for 70 police officers on the investigation and case management of cyber- and gender-based violence cases.
In Myanmar, UNODC, in collaboration with UNFPA, UN Women and UNICEF, trained 1,300 officers from the national police force on responding to incidents of gender-based violence. Additionally, UNODC implemented a two-stage training programme in collaboration with the Office of the Attorney General, firstly with a training-of-trainers for senior prosecutors and later with regional roll-out trainings led by the Office of the Attorney General.
In Namibia, UNODC trained 103 participants (76 female and 27 male) in national training-of-trainers’ workshops on court support, preparation and trial advocacy in cases of gender-based violence.
In Viet Nam, UNODC delivered training on best practices in the provision of legal assistance to survivors of violence against women and girls for 265 police officers, prosecutors and legal aid professionals.
Protection and assistance for victims of trafficking and victims of aggravated smuggling are issues addressed in all training and capacity building work concerning trafficking in persons that UNODC undertakes. All UNODC responses, activities and publications on trafficking in persons are gender- and age-responsive, human-rights-based and victim-centred.
UNODC manages the United Nations Voluntary Trust Fund for Victims of Trafficking, which financially supports grass-roots NGOs who provide direct and immediate assistance to victims of trafficking. 90% of projects support victims who are women or girls. Donations are collected from 31 States and 32 private companies. So far, USD 3.5 million have been distributed to 60 NGOs world-wide. Currently, a fourth round of applications is being evaluated by the Human Trafficking and Migrant Smuggling Section (HTMSS) with over 330 NGOs applying for grants between USD 5,000-60,000 each.
In Guatemala, as part of the Office’s support to National Civil Police under the Joint UN Global Programme on Essential Services for Women and Girls subject to Violence, UNODC supported the attribution of additional functions to citizen service offices to help better support victims of gender-based violence.
UNODC promotes the Blue Heart Campaign.UNODC is developing a Human Rights and Gender mainstreaming tool to contribute towards gender transformative programming and assist policy makers, practitioners and UN staff when implementing activities to counter migrant smuggling and trafficking in persons. In the framework of the Global Action to Prevent and Address Trafficking in Persons and the Smuggling of Migrants (GLO.ACT), UNODC is preparing to launch a women’s network among partner countries (Afghanistan, Bangladesh, Iran, Iraq and Pakistan) to promote and foster the participation of women professionals (government and civil society) in combatting trafficking and smuggling. It was publicly announced on 10 December 2019 at an awareness-raising event held for the 2019 campaign '16 Days of Activism against Gender-Based Violence' and International Human Rights Day. Additionally, UNODC developed a 3 hour university module, accompanied by an educational video, on the Gender Dimensions of Trafficking in Persons and Migrant Smuggling tailored for academic teachers.In the MENA region, UNODC continued improving prevention and criminal justice responses to violence against women and girls through a regional project and the Joint UN Global Programme on Essential Services for Women and Girls subject to Violence, with Egypt and Tunisia serving as pilot countries.

In the MENA region, UNODC continued improving prevention and criminal justice responses to violence against women and girls through a regional project and the Joint UN Global Programme on Essential Services for Women and Girls subject to Violence, with Egypt and Tunisia serving as pilot countries.
In resolutions 2331 (2016) and 2388 (2017) on trafficking in persons in conflict situations, the Security Council requested the Secretary-General to increase the capacity of relevant personnel of UN field missions to identify, respond to and report on situations of trafficking in persons. The Security Council has also underlined the need for Member States to combat crimes, such as the smuggling of migrants and related forms of organized crime, in areas affected by armed conflict. In response, UNODC, through its Global Programme against Trafficking in Persons, engaged with the Department of Peacekeeping Operations (DPO) and developed a training module covering trafficking in persons and the smuggling of migrants, with a strong gender dimension, for the in-mission induction training of United Nations Police Personnel (UNPOL). A tailored version of the training module was piloted with the Multi-dimensional Integrated Stabilisation Mission in Mali (MINUSMA) and then later integrated into their induction training session for new officers. In addition to training of MINUSMA UNPOL trainers, UNODC supported the delivery of a specialized training to Malian Law enforcement officers in Gao.
UNODC is the permanent coordinator and secretariat of the Inter-Agency Coordination Group on Trafficking in Persons (ICAT), established by the General Assembly. The principles of gender equality and the empowerment of women underpin the work of ICAT. For instance, in 2019, ICAT published a brief on the gender dimensions of human trafficking and UNODC coordinated the development of the ICAT submission to the Committee on the Elimination of Discrimination against Women (CEDAW) to support the development of a general recommendation on trafficking in women and girls in the context of global migration.
UNODC is part of the UN Action Against Sexual Violence in Conflict (UN Action) and has implemented projects funded by the UN Action Multi-Partner Trust Fund.
To be protection-centred, WFP has to be people-centred – this starts with clear analysis that identifies the specific needs and risks experienced by our beneficiaries, the majority of who are women. WFP seeks to promote inclusive participation by including the voice of affected populations in conflict-sensitive analysis to influence its programmatic designs. This enables WFP to tailor its programmes to most effectively meet needs while reducing risks associated with accessing our assistance. Measures include basic operational considerations such as ensuring people are able to safely travel to and from distributions but also ensuring two-way communication with beneficiaries so they understand the purpose of WFP’s assistance and are aware of their entitlements.
Complaints and feedback mechanisms, as part of a broader AAP approach, are a central component of this engagement with the people we serve. They allow beneficiaries to raise issues with WFP and its partners and receive feedback on how they are addressed. When incidences of harm or abuse are reported WFP can take action to mitigate the opportunity for future incidences and refer beneficiaries to appropriate services. Overall, the feedback channels enabled by CFMs help improve service delivery while enhancing trust between WFP and the people it serves.
In 2019, Implementation of an inter-divisional initiative to standardize complaints and feedback mechanisms across country offices continued. WFP rolled-out the minimum standards for a functioning CFM to six regional bureaux and 32 country offices. As part of this roll-out, a standardised data intake form captures programmatic adjustment in response to feedback. In 2019, WFP took the lead on inter-agency CFMs in Mozambique and Syria. The CFM standardization package will include an overarching guidance document supported by templates and checklists to be translated and disseminated by end 2019.
In Nepal, mobility issues of women and girls are also assessed during GESI assessment of the projects/programme like School Meal Programme (SMP) conducted in 2019 and will be part of the study for Climate Adaptation Fund project this year.
WFP’s Gender Policy and Protection Policy both cover elements of addressing Gender Based Violence; both policies are supported by guidance manuals for field based staff.
16 Days of Activism Against Gender Based Violence is an organization wide day supported across HQ, Regional and Country Offices. This includes greater advocacy amongst staff members to be agents of change and to better understand the issue to address in their respective programmes.
WFP is also a member of the Protection Clusters in Country across various contexts. This provides a platform to share experiences, raise concerns and find collective solutions to address common issues. WFP is also a member of the Global Protection Cluster since December 2019 – which will enable great voice and agency to better coordinate at a global level.
In Nepal, technical trainings including GESI specific tailored sessions including PSEA and SH are developed and planned to roll out starting in 2020.
