Background
Launched in 2017 with an initial investment of over 500 million USD from the European Union, Spotlight Initiative is the United Nations Secretary-General’s High Impact Initiative to end violence against women and girls (EVAWG). Recognized as one of the 12 High-Impact Initiatives – driving progress across the sustainable development goals – Spotlight Initiative represents an unprecedented global effort to address violence against women and girls at scale.
During its first phase (2017- 2023), Spotlight Initiative helped cohere the UN system to implement 34 programmes across five regions. This included two civil society grant-making programmes – established in collaboration with the UN Trust to End Violence against Women and the Women’s Peace and Humanitarian Fund – which helped channel additional resources directly to civil society. By fostering a “One UN” approach under the leadership of the Resident Coordinators at the country level, Spotlight Initiative has leveraged various UN agencies’ complementary expertise, deepened collaboration, and streamlined operational processes, allowing for stronger programme delivery and better results for women and girls.
Through its deep partnerships at country and regional level – including with governments, civil society, faith-based and traditional leaders, academic institutions, media, the private sector, and others – Spotlight Initiative drove significant progress across response and prevention efforts. A strong commitment to meaningful engagement with civil society in particular, including local and grassroots organisations and feminist and women’s rights groups, has been central to the Initiative’s approach, as well. Under its first phase, nearly half of the Initiative’s activity funds were channeled directly to civil society, ensuring local ownership, buy-in, and sustainability of the Initiative's investments. At the global level, the Initiative forged a range of strategic partnerships, including with the Group of Friends, a coalition of 93 UN Member States advocating to end violence against women and girls, and the UN Foundation, which helped launch the WithHer Fund to channel more funding directly to local organizations.
Through its comprehensive approach – working to pass progressive laws and policies, strengthen institutions, deepen prevention programming, improve access to services, and generate data, and by centering partnerships – particularly with civil society – the Initiative has been shown to be 70% to 90% more effective at reducing the prevalence of violence against women and girls than siloed, single-pillar approaches. By aligning its interventions with national and local priorities, Spotlight Initiative works to deepen capacity, political will, and long-term commitment to ending violence against women and girls and advancing gender equality and women’s rights.
Areas of Focus
Unique to the Initiative is a whole-of-society approach that places ending violence against women and girls at the heart of national development priorities and gives local communities the tools they need to address violence in their specific context. The model works to support the development and revision of gender responsive laws and policies; strengthen institutions and data collection on VAWG; promote gender-equitable attitudes and positive social norms, and provide quality services for survivors of violence and their families. It does this work in partnerships with government and, critically, with civil society and women’s movements at every level, enhancing civic space and driving sustainable, transformative change.
Effective monitoring and reporting of cases of gender-based violence contributes to increased accountability and reduced impunity in order to better prevent such violence in all contexts where OHCHR operates.

OHCHR has developed a blended training on monitoring/investigating and reporting on gender-based violence for human rights officers, including from field presences, peace mission, investigative bodies and HQ sections, adopting a human rights- and evidence-based approach. OHCHR also developed tools to enhance the capacity of field presences in monitoring gender-based violence, enabling colleagues and other human rights protection actors to highlight and address such acts as human rights violations. OHCHR has tailored training sessions to the needs and specificities of each context, with a focus on country offices participating in the Gender Accreditation Programme (GAP) also led by OHCHR.
ESCWA, in partnership with UN Women, UNDP and UNFPA, held a special online meeting with its Committee on Women on “Policy Responses to Protect Women and Girls from the Impact of COVID-19” on 23 April 2020.
ESCWA, in partnership with UN Women, UNFPA, UNICEF, and UNDP, delivered online training for the National Family Safety Programme (NFSP) in the Kingdom of Saudi Arabia, on “Building and Delivering Effective Hotline Service Provision during the COVID-19 Pandemic” during May 2020.
ESCWA delivered an online workshop for the Republic of the Sudan entitled “Best Practices and Shared Experiences on Shelters for Women Survivors of Violence in the Republic of the Sudan” on 25-27 August 2020.
ESCWA, in cooperation with the Supreme Council for Family Affairs of Kuwait, organized a “Webinar Series on the Women, Peace and Security Agenda in the State of Kuwait” on 28-29 September and 13 October 2020.
ESCWA, in partnership with UN Women, UNFPA, UNICEF, UNDP and UNODC, coordinated and delivered a series of 12 webinars on Violence against Women and COVID-19 for the National Family Safety Programme (NFSP) in the Kingdom of Saudi Arabia, from October-December 2020.
ESCWA, in partnership with UN Women, the League of Arab States and the Arab Institute for Women at the Lebanese American University, organized a high level virtual meeting on the occasion of the 20th anniversary of UNSCR 1325 on 4 November 2020.
ESCWA, in partnership with UN Women, UNFPA, UNDP and the League of Arab States, organized and facilitated webinar sessions on gender justice and the law designed to better inform members of the subcommittee on gender equality and SDGs on tools to examine and align national legislation with international frameworks, most notably CEDAW, Beijing Platform of Action and SDG target 5.1 on 8-10 December 2020.
ESCWA, in partnership with the Arab Women Organization, facilitated “Sub-regional Training Webinars on Reporting to the Committee on All Forms of Discrimination against Women (CEDAW)” on 12-16 January 2021.
ESCWA, with support from ABAAD, delivered an online workshop for the National Family Safety Programme (NFSP) in the Kingdom of Saudi Arabia on “Supporting Women between Empowerment and Rehabilitation: Different Approaches” during March 2021.
ESCWA delivered an online workshop for the Sultanate of Oman entitled “Technical support in the field of combating violence against women in the Sultanate of Oman: Ensuring a comprehensive and holistic approach to addressing violence against women through legal/policy frameworks and service provision” on 22-23 June 2021.
ESCWA, in partnership with UN Women and WHO, delivered an online workshop for representatives from National Women Machineries and other relevant stakeholders who provide services for survivors of violence on “Services to Protect Women Survivors of Violence the Arab Region” on 26-29 July 2021.

These sessions specifically aim to equip staff with the knowledge and practical tools needed to anticipate, prevent, and address GBV in crisis situations.
During the reporting period, UNODC provided training and capacity building on crime prevention and criminal justice responses to gender-based violence against women for criminal justice professional (police, prosecutors, judges, legal aid and other service providers) in Bolivia, Colombia, Ecuador, Egypt, Guatemala, Iraq, Jordan, Liberia, Mexico, Nepal, Saudi, Arabia, Senegal, Sierra Leone, State of Palestine and Viet Nam.
For example, in Viet Nam, UNODC trained 166 criminal justice officers in providing protective and justice services for victims of violence against women and girls. The UNODC Handbook on effective adjudication of violence against women was adopted by the Supreme Court.UNODC also provided training, with a focus on the gender aspect of trafficking in persons and smuggling of migrant, under its GLO.ACT and TRACK4TIP programmes. This included specialized workshops for judges in Kyrgyzstan, the Pakistan Federal Investigation Agency, the GBV police unit of Trinidad and Tobago, Community Justice Homes supporting Dominican-Haitian women, as well as trainings for Venezuelan women to promote early identification of TIP and safe case referral.

For instance, in Kyrgyzstan, 200 police officers and 50 prosecutors received gender-responsive training to support victims of violence, and the Office assisted the Government in establishing a “one-window centre” in Bishkek where victims of gender-based violence against women can access essential multisectoral services.
UNODC also strengthened justice sector responses to violence against women by enhancing judicial capacities through workshops. In the Dominican Republic, the Office conducted a technical needs assessment on access to justice for women in cases of gender-based violence and trained 103 criminal justice professionals through a capacity-building workshop for judges, prosecutors and police officers.
In Egypt, UNODC organized nine training workshops for 178 judges on facilitating access to justice for women victims of violence and two workshops for 40 administrative prosecution judges focused on violence against women.
The Facilitator Guide on Mainstreaming GBV Risk Mitigation was launched in 2020 and until September 2021 a total of 124 participants from sectors have been trained on the topic.
Another 24 colleagues from 15 country operations and HQ graduated from the 2020 Cohort of the GBV Training of Trainers and more than 210 participants were brought together for the 2020 GBV Global Workshop, which was adapted to online modalities.
Across UNHCR, 2,617 UNHCR learners completed at least one level of the GBV e-learning in the period between January 2020 until September 2021.
UNHCR released its Gender Equality Toolkit in 2020 and provided operational support towards the institutionalization of gender equality and women’s empowerment initiatives. To facilitate cross-operational learning and seize opportunities to advance gender equality, UNHCR and partners documented emerging and promising practices in sub-Saharan Africa and collaborated with the Population Council to document community-based protection practices in East and Horn of Africa and the Great Lakes Region.
As part of efforts to further build the capacity of staff and senior mediation practitioners to implement the WPS agenda, including on issues of conflict-related sexual violence, DPPA in 2019 conducted the 10th UN High Level Seminar on Gender Inclusive Mediation Strategies, one Gender/WPS Staff Training and a pilot workshop on Gender Conflict Analysis. DPPA continues to mainstream gender and WPS into thematic trainings, including in the UN Ceasefire Mediation and Management training. DPPA also continues to disseminate the Guidance launched in 2012 on Conflict-Related Sexual Violence in Ceasefires and Peace Agreements. These aim to further build the capacity of staff and senior mediation practitioners to implement the WPS agenda, including addressing issues of conflict-related sexual violence.
Below is a selection of UNHCR’s training and capacity building activities in 2019:
- UNHCR trained 140 participants from different sectors on SGBV Mainstreaming (both UNHCR staff and external participants), developed a standardized SGBV mainstreaming training package and launched the SGBV Mainstreaming Learning Program.
- Only in 2019, a total of 2,885 UNHCR colleagues completed the SGBV e-learning.
- UNHCR has developed a Training of Trainers (ToT) learning program targeting SGBV specialists in the field. By completing this ToT, SGBV specialists are able to utilize the training materials to train UNHCR staff, refugees and other stakeholders on SGBV prevention, risk mitigation and response.
- In 2019, UNHCR conducted a Gender Equality Learning Programme for colleagues from the operations in Africa with the objective of strengthening gender equality integration in UNHCR’s work through increased gender equality capacity amongst staff.
- At the end of 2019, UNHCR launched the SGBV toolkit, making relevant key materials such as Policies, international legal framework, guidance, tools and training resources accessible to staff and partners.
- The Annual SGBV Global workshop, which took place in Geneva in October 2019, brought together UNHCR staff working on SGBV across protection functions from 30 operations and regional offices. In an effort to strengthen and expand networks and communities of practice addressing SGBV, the workshop was focused on building capacity addressing SGBV knowledge and expertise and on providing SGBV protection staff with the resources and tools to effectively deliver on core areas in SGBV programming.
- UNHCR supported in coordination with other humanitarian agencies and NGOs and funded the development of an interagency learning package on protection from sexual misconduct which will be made available to partners. UNHCR further developed a new face-to- face training programme on protection from SEA based on materials from IOM and along the same methodology designed a module on addressing SH.
