UNDP has been striving to collect and analyse evidence that will be a baseline for all activities to achieve gender equality and end GBV.

In 2020, UNDP Timor-Leste under the Spotlight Initiative conducted a baseline study on Gender-Based Violence and an assessment of laws, policies, and practices affecting gender equality and gender justice in the country. The baseline is being used to provide tailored support to the National Parliament and others, on legislative amendments to align Timorese legislation with international standards.

UNDP India undertook a study to understand the social and the economic impact on women migrant workers. This report, published in July 2020, collected evidence from 12 states (both interstate and intrastate).

In the Dominican Republic, UNDP presented infographic based on an analysis of violence against women differentiated across the life cycle. It includes advances in the legal framework, challenges, and data on intrafamily and domestic violence, sexual violence and femicide.

In Honduras, UNDP and USAID conducted analysis and presented infographic to make visible and recognize the situation of violence against women, based on the evidence. It contains the main needs and demands of women as rights holders, to reinforce achievements and make sustained progress towards equality.

In 2017, UNDP launched the “Ending Gender-based Violence (GBV) and Achieving the SDGs” global project. This project aims to take violence prevention to scale by bringing new partners, strategies and sources of financing to the table. Over three years, it will: design, test and evaluate initiatives that will reduce GBV in select pilot sites; and develop new knowledge, skills and tools to reduce GBV in other contexts. Pilots will integrate GBV into broader UNDP sectoral programming (such as environment and livelihoods) and/or will focus around the principle of leaving no one behind. 

All pilots will be implemented at the local level, but their lessons will be global. The project will translate evidence from the pilots into policy and advocacy tools, along with instruments such as new financing modalities.

The UNDP Regional Hub for Arab States has commissioned a comprehensive assessment on how GBV protection services are being addressed through legislation, practices and their implementation. The study is to be used to inform effective gender justice programming to combat GBV in the Arab States Region especially in the justice and security sectors. The analysis will also support country and regional advocacy efforts to advocate for the reform of laws, policies and practices that respect and uphold women’s rights.

In 2015, UNFPA and UNDP Burkina Faso supported the creation of a universal form allowing police units and offices for the promotion of women’s rights on decentralized level to collect data on violence against women and girls. Data collection is on-going, again with the support of UNDP. Moreover, UNDP also supported the creation of a tool for data collection and analysis, allowing the monitoring of violence on a regional and national basis.

The largest-ever cross-country study on men and violence in Asia and the Pacific11 was launched by P4P, in September 2013, providing critical new evidence on men’s use of violence in the region. A UN Women, UK Aid and UNFPA-supported study on individual, institutional, legal and policy responses to VAWG in Nepal, was launched on 10 December. Hide

UNDP supported the establishment of national databases on VAW and domestic violence in Iraq to ensure unified and consistent reporting as well as effective monitoring of reporting and prosecution of VAW/Domestic Violence cases, as well as on femicide, in Guatemala. It further supported, in partnership with the Huairou Commission, research by grassroots women in seven African countries (Ghana, Cameroon, Uganda, Kenya, Tanzania, Zambia, and Zimbabwe), entitled “Engendering Bottom-up Justice Reform–A Grassroots Women’s Approach to Accessing Justice” on effective strategies and tools used to engage in cases involving women’s land tenure, inheritance and domestic violence in informal systems. It also supported numerous initiatives to enhance data collection and research including a national survey for violence against women in Albania and PNG; a report on economic costs of family violence in Kyrgyzstan, in partnership with UN Women; a Multi-Country study on Policing and Prosecution of Sexual Violence in Asia: India, Thailand and Viet Nam, in cooperation with UN Women and ONODC; a study in Bangladesh, India, Nepal and Pakistan on laws that protect women from violations of their rights (including forced/coerced abortions and sterilizations) and its gaps at healthcare settings in South Asia; a study on linkages between VAW and HIV in the Asia-Pacific region; research on domestic violence in Timor-Leste, access to justice and barriers; website in Kuwait which includes studies also on VAW as well as a women’s research and studies center and a women’s digital database. UNDP has supported a number of data collection initiatives to support planning, including: research on bottlenecks in the justice chain in the Democratic Republic of Congo; a mapping of specialized services in Serbia; monitoring of cases presented to the Legal Help Centres in Afghanistan; action-oriented research on gaps and issues in accessing justice in Pakistan; a readiness assessment for institutions devlivering services for HIV and GBV in Papua New Guinea; and a study in Panama on the “...Inter institutional obstacles, conducts and attitudes that hinder the effective implementation of domestic and sexual violence laws and most vulnerable population.” UNDP has supported the development of a methodology for the economic costs of gender-based violence in the family context in Kyrgyzstan as well as conducted research on the vulnerability of women affected by HIV and GBV; and provided technical support to Ministry of Women’s Affairs to conduct the Feasibility Study on One Stop Service Centers (OSSC) with UNICEF and UNFPA. UNDP supported a baseline survey on determining population knowledge, attitude and perception about the prevention and prosecution of SGBV in Liberia in the HUB region where legal and protection services will be provided from 2013. Hide

UNDP has also worked in Thailand to improve the the management of VAWG data system across responsible agencies and produced a report “Dataset according to Violence Against Women/Girls (VAWG) Indicators and data cooperation mechanism in two pilot provinces” on its use; produced cutting-edge findings on men’s experiences, attitudes and use of violence including comprehensive cross-country comparable data on men’s violence perpetration for the first time in the Asia Pacific region under the P4P programme; and is developing a joint report to obtain reliable and relevant data on the prevalence and forms of gender based violence in selected countries in the Caribbean to feed into a baseline study which will help formulate evidence-based conclusions and recommendations for policy and programmatic responses on legal aid for women, supported through the UNDP Region Service Center in Latin America and the Caribbean. In Indonesia, UNDP engaged with the National Development Planning Agency (BAPPENAS) through the project “TARGET MDGs” to assist in building the capacity of all stakeholders to monitor progress on the attainment of the MDGs and human development, and create a comprehensive database to be used for policy-related decisions. The partnership has introduced basic tools to assist BAPPENAS in developing a system that looks at gender analysis, as well as data and statistics on violence against women. Hide
