For the 16 Days of Activism against Gender Violence, UN Women led the UNiTE campaign’s global call for action to “Orange the World in 16 Days” and at least 49 countries reported “Orange the World” events and activities. The hashtag #orangeurworld was used by 13,360 users in 24,516 tweets, which reached 37.1 million followers and created 175.8 million impressions. The hashtag #16days was used by 36,422 users in 78,476 tweets, which reached 76.64 million followers and created 519.6 million impressions. This is a new record and exceeds by far last year’s numbers. UN Women’s social mobilization initiative, Say NO – UNiTE to End Violence against Women, transitioned to social media platforms and penetrated online conversations with information and digital advocacy by actively engaging over 130,000 people on Facebook and Twitter and partnered with more than 900 civil society organizations. At regional level, under the leadership of UN Women, and in close collaboration with a number of agencies, the United Nations Country Teams have mobilized governments and civil society, women's and young people organizations, people from the world of art, culture and sports, the media, the private sector, faith-based organizations, women and men from diverse backgrounds around the same cause, to end violence against women and girls. Adherents to the SG Campaign include more than 20 State institutions in Costa Rica, Colombia, Guatemala and Mexico; the States of Mexico and Morelos, and the Superior Justice Court of Chiapas (Mexico), the city of Quito (Ecuador), the Government of Almeria (Spain) and the Latin American Union of Municipalities (UIM). Regional institutions such as the Central American Parliament (PARLACEN), the OAS Inter-American Commission on Women (CIM/OAS) and the Council of Ministers of Women of Central America (COMMCA), have also joined the SG’s campaign.The Asia Pacific UNiTE secretariat widened and deepened regional partnerships, including with youth, which were critical in the unprecedented expansion of Orange Day, a Campaign initiative which reached at least half a million people across the region in 2013.

The Gender Equality Observatory for Latin America and the Caribbean (ECLAC) has designed an analysis matrix for identifying fair gender equality policies which proposes an assessment of the capacity of public policies to tackle: (a) socioeconomic injustice, (b) legal and cultural injustice, and (c) representation injustice. This initiative aims to highlight fair policies from a gender perspective as well as their assessment and implementation. During the reporting period, ECLAC has identified and included in the Gender Equality Observatory two fair equality policies related to gender-based violence: Maria da Penha Law 11,340 (2006) in Brazil, which recognises the right of every woman to live a life without violence and considers this type of aggression a threat to women’s rights; and the policy against gender violence in Uruguay.The National Advisory Council for Combating Domestic Violence in Uruguay drafted, in accordance with the law, the First National Plan to Combat Domestic Violence as well as a National Strategy to Eradicate Gender-Based Violence (http://www.cepal.org/oig/noticias/noticias/8/47918/2012-830_Matriz_de_analisis_ingles_WEB.pdf).

Under the UNAIDS Action for Results: Outcomes Framework 2009-2011, UNFPA, UNDP, UN WOMEN, WHO, UNICEF, UNHCR, in collaboration with the Men Engage Alliance (Sonke Gender Justice and the Athena Network), as well as the Interagency Working Group on Women, Girls, Gender Equality and HIV – supported select pilot countries in addressing the linkages between GBV and HIV and AIDS in national strategic plans; building effective partnerships at the national level in order to integrate a comprehensive response to violence against women and girls into national AIDS strategies and plans; and strengthening the engagement of men and boys for promoting gender equality. A West Africa regional meeting was held in Senegal in September 2013 to develop capacities of stakeholders to address the above.

UNDP supported Governments to ratify (republic of Serbia) or implement, through national legal reforms (Albania) the Istanbul Convention (The Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence).UNDP supported the development or revision of laws and constitutions, including the new Constitution in Tunisia with ground-breaking provisions to ensure women’s equality, while explicitly committing to eliminate violence against women; the Constitution of Zimbambwe which removed clauses allowing the application of gender discriminatory customary laws; changes in Criminal Legislation of Albania, increasing sanctions against perpetrators of gender-based and domestic violence; a new law in Kyrgyzstan on social and legal defense and protection from family violence, in partnership with UN Women; the Law against the Trafficking in Human Beings and its Administrative Instructions in Kosovo; revision of laws on women’s access to land rights (especially upon divorce and widowhood) as well as the law on family and marriage, in cooperation with UN Women and UNAIDS (Vietnam); Law 82 on Femicide in Panama and establishment of the Specialized Prosecutors Office on VAW and the National Committee against VAW (CONVIMU); the Domestic Violence Bill to ensure the criminalization of domestic violence in Mauritius; and the draft Family Protection Bill of the Solomon Islands. UNDP also supported the Governments of the Republic of the Marshall Islands (RMI) and Palau in costing the implementation of laws addressing domestic violence. In Zambia, it also supported the establishment of a multi-sectoral mechanism for the implementation of the Anti GBV Act.
In partnership with UN-WOMEN and the Norwegian Embassy in Beirut, the ESCWA Centre for Women (ECW) has jointly published a flagship publication entitled “Combating Domestic violence: Policies to Empower Women in the Arab Region”, in addition to a policy brief building on the main findings of this study.

In Mexico, UNODC supported mainstreaming national and international standards into local legislation regarding prevention, punishment and eradication of violence against women. The organization also provided 6 countries in West and Central Africa, North Africa and the Middle East and the Caucasus with legislative assistance to implement the Trafficking in Persons Protocol.

As of end 2013, 12 out of the 15 countries, where the UNFPA-UNICEF Joint Programme on Female Genital Mutilations/Cutting (FGM/C) operates, have developed a legislative framework which criminalizes FGM/C. Legislation has been recently adopted in Ethiopia, Kenya, Guinea and Guinea Bissau banning all forms of FGM/C.
