In Mexico, UNODC provided legislative support to promote the harmonization of criminal laws against femicide at the state level.
In Kyrgyzstan, UNODC facilitated amendments to the Criminal Procedural Code to strengthen protection mechanisms for survivors of SGBV.In South Africa, UNODC provided input for the official review of draft legislation concerning sexual and domestic violence (i.e. the Criminal Law (Sexual Offences and Related Matters) Amendment Act Amendment Bill, the Domestic Violence Amendment Bill, and the Criminal Matters Amendment Bill).
UNODC published the Model Legislative Provisions against Trafficking in Persons and a Legislative Guide to the Trafficking in Persons Protocol, in which measures and principles such as the principle of non-discrimination, establishing procedures to collect gender-disaggregated data, developing gender-sensitive policies against trafficking in persons and educational programs promoting gender equality as preventative measures, are discussed and promoted as practical and implementable best practices.
UNODC contributed to the Secretary-General’s UNiTE to End Violence against Women Campaign, by providing thematic briefs for the Orange Day/ UNiTE Campaign Action Circular on the core topics of the Secretary-General’s Political Engagement Strategy on GBV and COVID-19 (Prevent, Respond, Collect).
UNODC is an active member of the United Nations Action against Sexual Violence in Conflict and contributed to enhanced interagency coordination by actively participating in its Core Groups on Prevention and Advocacy and by co-leading the Core Group on the nexus between sexual violence in conflict and terrorism / violent extremism, in partnership with the UN Team of Experts on the Rule of Law and Sexual Violence in Conflict. UNODC participated in a policy dialogue on conflict-related sexual violence crimes associated with slavery and trafficking, organized by the Team of Experts.
UNODC coordinates the Inter-Agency Coordination Group Against Trafficking in Persons (ICAT), which ensures policy coherence among its membership in their responses to human trafficking.
UNODC also participates in the UN Joint Programme on Essential Services and the EU-UN Spotlight Initiative.
UNODC is the permanent coordinator and secretariat of the Inter-Agency Coordination Group on Trafficking in Persons (ICAT), established by the General Assembly. The principles of gender equality and the empowerment of women underpin the work of ICAT. For instance, in 2019, ICAT published a brief on the gender dimensions of human trafficking and UNODC coordinated the development of the ICAT submission to the Committee on the Elimination of Discrimination against Women (CEDAW) to support the development of a general recommendation on trafficking in women and girls in the context of global migration.
UNODC is part of the UN Action Against Sexual Violence in Conflict (UN Action) and has implemented projects funded by the UN Action Multi-Partner Trust Fund.
In 2019, UNODC provided technical legislative support/ services to six countries (Algeria, Dominican Republic, Ethiopia, India, State of Palestine, Zambia) for drafting legislation on trafficking in persons. This included assessing legislative needs, providing substantive input on draft legislation, providing substantive and technical input and support during legislative drafting workshops and assessing compliance with existing domestic legislation. UNODC also collaborated with the Government of Uzbekistan to promote the rights of women within the framework of existing laws related to gender.
UNODC established a new professional network on violence against women, composed of staff working on gender-based violence across UNODC, in order to more effectively assist countries in preventing and responding to violence against women.
UNODC conducted an internal survey on efforts and potential progress regarding gender equality and the empowerment of women in accordance with Sustainable Development Goal 5 of the 2030 Agenda. The results indicated increased internal knowledge and understanding due to the provision of accessible and regular information, as well as gender being included more clearly in the 2030 Agenda and given greater priority. Respondents indicated that further training was needed, especially regarding project development, implementation, monitoring and evaluation. Furthermore, the appointment of a dedicated gender focal point and the adoption of a clear gender strategy were mentioned as helpful to facilitating greater progress.
In Uzbekistan, UNODC supported the Government in the development of a draft law on the prevention of domestic violence. In Egypt, UNODC is supporting the Government to develop fair and effective procedures to deal with cases of violence against women and girls, and thus to ensure a victim-centred approach as well as a fair and just prosecution of perpetrators.
UNODC developed a “Strategy for Gender Equality and the Empowerment of Women (2018-2021) establishes the first institutional framework on gender equality for the United Nations Office at Vienna (UNOV) and UNODC. This Strategy seeks to ensure that gender equality and the empowerment of women are integral parts of all aspects of the work of UNOV/UNODC in making the world safer from drugs, crime and terrorism and in ensuring the peaceful uses of outer space.
This Strategy will assist UNOV and UNODC-by 2021-to be workplaces where gender equality and the empowerment of women are actively promoted by staff in all aspects of institutional processes, programmatic work and activities thus fostering an enabling, inclusive and diverse work environment and improving the representation of women at all levels in order to reach gender parity.
UNODC is part of the United Nations Action against Sexual Violence in Conflict, the Inter-Agency Network on Women and Gender Equality and also has a coordinating role in ICAT, the Inter-Agency Coordination Group on Trafficking in Persons, established by the General Assembly.
In Vietnam, UNODC supported the revision of the draft law on legal aid, focusing on strengthening access to justice for women and children.
In Myanmar, UNODC is preparing standard operating procedures for the police on responding to cases of sexual and gender-based violence, and on the recruitment, retention and promotion of women in the police force.
In Kyrgyzstan, UNODC supported the judicial reform process that resulted in the adoption of new criminal legislation, and trained over 50 criminal justice practitioners who will facilitate further training on the new legislation for law enforcement, prosecutorial and judicial bodies.
In Southern Africa, UNODC supported Lesotho in the review of its domestic violence bill and coordinated a consultative workshop in preparation for a legislative drafting workshop.
